Item two is the approval of the agenda. | 00:02:39
The agenda is our meetings road map. | 00:02:42
Published online and in print at least 72 hours before each meeting so the public knows what items are going to be considered by | 00:02:45
the task force. | 00:02:50
New items cannot be added to the agenda, but item 2 provides the task force with an opportunity to review the agenda for any | 00:02:55
changes. | 00:02:59 | |
Are there any changes? | 00:03:04
Terribly. | 00:03:08 | |
We would like to table. | 00:03:11

Secretary Hoops. | 00:03:50
Motion carries 4. | 00:03:52
Thank you. | 00:03:54 | |
Item number three on the agenda is presentations. | 00:03:59
Informational presentations have helped us with our work. | 00:04:03
In 2023, we heard from the Monterey Salinas Transit, the City of Pacific Groves Information Resources, the Police Department, the | 00:04:07
Chamber of Commerce, and C Monterey, the Convention and Visitors Bureau. | 00:04:13
There is no presentation scheduled for tonight. | 00:04:20
Item number four is Task force and staff announcements city related items only. | 00:04:24
Are there any task force announcements? | 00:04:31
Yes, volunteer. | 00:04:35
This is my last meeting. | 00:04:39
As a member of the task force, and I have a few things to say first. | 00:04:42
And primarily, I want to thank City Clerk DEI coordinator Sandra Kendall. | 00:04:49
And I want to highlight her efforts, her support and. | 00:04:58
I'm not teary. | 00:05:06
Her. Her steadfastness as. | 00:05:09
As a guide to us and a resource, you've been here since day one. You've gone above and beyond. | 00:05:14
She's actually answered emails. | 00:05:22
In the middle of the night on weekends when she ought not to have and I'd like to also highlight. | 00:05:25
Highlight something that's stuck in my crop regarding the city, employees and the the constant criticisms. | 00:05:35
There's a revolving door of elected and appointed officials and. | 00:05:44
The the keepers. | 00:05:49
The institutional knowledge are people, employees like Sandra Kendall and her colleagues, and I don't believe that they receive | 00:05:52
enough respect, they are not treated well enough. | 00:05:59
And when we say that they work for us, I think that we need to change the inflection. | 00:06:06
Because they work for us. | 00:06:13
And I think that we need to remember that whenever the question of benefits reviews. | 00:06:16
Raises come around because. | 00:06:23
I hate to put you on the spot, but you've been here for a decade. | 00:06:27
Almost a. | 00:06:31 | |
Almost a decade and you need only look at. | 00:06:33
At anytime the mayor. | 00:06:38
The City Manager awards those 25 year 20 year awards to our city employees. | 00:06:41
They are the ones who are always here. They are. | 00:06:49
Who keep our. | 00:06:54 | |
Functioning. And that's what I've learned here as a member of the DEI. | 00:06:56
So I've been involved with the DEI since the work group began, and I think that was in 2019. | 00:07:03
And I've been very proud to have been appointed to the first and second term. | 00:07:13
I wish that we were more productive. | 00:07:18
And to. | 00:07:22 | |
Our attendees who have always been here, I'd really like to challenge. | 00:07:25
To attack things with a little more curiosity and not assumptions, but I do thank you for your attendance. | 00:07:29
And I hope to be sitting next to you. | 00:07:39
Shortly, and right now, it's time to. | 00:07:44
Regroup and rest. Thank you so much. | 00:07:48
Thank you, Vice chair. | 00:07:54
I have a few announcements. On December 5th I attended the Pacific Grove Unified School District Cultural Proficiency update. | 00:07:57
On goals and work to date community partners including the National Coalition Building Institute and the Black Leaders and Allies | 00:08:04
Collaborative or in attendance. | 00:08:09
Along with teachers, parents and community members, I hope that a future task force presentation on this topic may be possible. | 00:08:15
The City Council is seeking public help in selecting a new City Manager for the City of Pacific Grove. The City Manager is | 00:08:24
appointed by the Council to execute council policy, manage administrative responsibilities, supervise staff and day-to-day | 00:08:32
operations. A brief survey to provide your input is available at the top of the city website cityofpacificgroveoneword.org. | 00:08:40
The city is also seeking input on the Highway 68 Sunset Dr. Rd. Improvements and the five way intersection near the high school | 00:08:49
and elementary school tomorrow, Tuesday, January 9th at 5:30 PM at Chautauqua Hall. | 00:08:56
Some of the topics to be looked at will include disabled access, student resident and multimodal safety improvements. | 00:09:03
And this Friday, January 12, at 5:30 PM at the Pacific Grove Public Library, there will be an opening reception of the Pacific | 00:09:12
Grove High School Winter Art Exhibit. | 00:09:17
Everyone's invited to enjoy and support the diverse work of local teen artists. | 00:09:23
Monday, January 15th is Martin Luther King Junior Day. | 00:09:29
Honoring the memory and ideals of the Reverend Doctor Martin Luther King Junior. | 00:09:34
The 2024 theme is Living the dream. It starts with me spreading hope, courage and unity. | 00:09:39
May it be? | 00:09:47 | |
My term on the task force ends January 31st. | 00:09:49
It has been a tremendous honor and a tremendous responsibility. | 00:09:52
I want to thank the public who have attended and who have participated. | 00:09:57
The staff who make each meeting possible. | 00:10:01
And the Council for recognizing the importance of diversity, equity and inclusion for our community. | 00:10:04
Are there any staff announcements? | 00:10:12
No staff announcements, Chair. Thank you. | 00:10:16
Item number 5 is council liaison announcements. Are there any council liaison announcements? Yes, and I would like to actually | 00:10:20
thank vice chair. | 00:10:24
Mark for all her dedication, passion, commitment and most most more more so like really the time and patience that you have | 00:10:29
contributed throughout this process. | 00:10:35
It is not an easy job to sit here. | 00:10:42
But you've done in tremendously well and I look forward. | 00:10:45
Seeing you participate in other means to drive the agenda forward, but thank you. That's all. | 00:10:49
Thank you. | 00:10:58 | |
Item number six is general public comment. | 00:11:00
This is when members of the public may comment on any item within the jurisdiction of the City of Pacific Grove and the Diversity, | 00:11:04
Equity and Inclusion Task Force. | 00:11:09
The task force receives comments via e-mail between meetings. I want to acknowledge the comments and community interest. | 00:11:14
Task Force members do not engage in dialogue via e-mail. | 00:11:21
Comments from the public are limited to 3 minutes and are received without task force comment. | 00:11:26
When public comment is closed, items may be referred to staff for a brief response or follow up. | 00:11:32
Public comment should be addressed to the task force and not the audience. | 00:11:38
Public comment is encouraged if it is not disruptive to the meeting. The definition of disruptive conduct that actually disrupts, | 00:11:43
disturbs, impedes, or renders infeasible the orderly conduct of the meeting. | 00:11:50
Is found in Government Code section 54957.95 and Council Policy 000-17. | 00:11:57
Pursuant to the policy as Chair, if disruptive conduct needs to be addressed, I will warn the individuals that their behavior is | 00:12:06
disrupting the meeting. | 00:12:11
That their failure to cease their behavior may result in their removal, and if the disruption continues, I may confer with city | 00:12:16
staff. | 00:12:20 | |
Including the city. | 00:12:24
Caused the removal of the individual or call a recess. | 00:12:26
Speakers must adhere to the time limits, using it, the time keeping lights, or the countdown as a guide. | 00:12:30
And red means that your 3 minutes has. | 00:12:37
I will now open general public comment to members of the public present in person. | 00:12:40
Welcome. | 00:13:02 | |
And I. | 00:13:04 | |
UH, Chairman Bowie and Vice President, Vice Chair Naja Mark, thank you. I know it's been it's been a difficult time. | 00:13:06
And I do acknowledge your service and I know that you're not being paid for this. And thank you Councilman Padori also, So I did | 00:13:18
send a letter to. | 00:13:23
The. | 00:13:29 | |
To the mayor. | 00:13:30 | |
And I think you're well aware of of the challenges you faced in the last year. | 00:13:33
You had four resignations. | 00:13:39
You've had to cancel 3 meetings, and I have a list of things that you were wanting to you really wanted to accomplish, but you | 00:13:42
were not able to. | 00:13:46
But the biggest problem I have and you know, I watched the news I read. | 00:13:51
And we all know what's going on at Harvard and even at Stanford 910 months ago with the DEI. And it has been taking. | 00:13:56
A hard hit these days, and I think you have the right idea that you're trying to promote. But what it comes across to me is is a | 00:14:05
favoritism of certain socioeconomic people, certain races, certain gender or gender orientation. It favors people, and that is the | 00:14:15
divisiveness of the DEI. I would love to see it repurposed in some way that you could include many of your goals. | 00:14:25
But you do not alienate members of the community. | 00:14:35
Thank you. | 00:14:42 | |
Welcome. | 00:14:53 | |
Thank you all. My name is Mike Gibbs. I'm a member of the Pacific Grove Economic Development Council. You've seen me here before | 00:14:56
and I too follow Carol Mark. But you know, community service is difficult sometimes. Serving on boards and commissions is not | 00:15:01
without controversy or. | 00:15:06
Confrontation in some places, so. | 00:15:12
You know, thank God for standing up here and. | 00:15:15
And representing what you think is correct, even if a lot of people have a diversity of opinion. | 00:15:18
Just a couple of announcements. First, the Economic Development Commission, of which some apart is working on a strategic plan. | 00:15:25
It's mainly going to affect downtown Forest Ave. Just encourage anybody listening or anybody here to come to the meetings. It's | 00:15:32
the first Thursday of every month. | 00:15:36
And make yourself be known. We're looking for business owners, people who shop clients, customers to come and talk about what they | 00:15:41
like to see downtown. | 00:15:45
You know what they like to see if Forest Ave. some of the businesses are suffering right now. Liz Jacobs runs the wild fish she | 00:15:49
mentioned at our meeting of businesses down 55%. | 00:15:55
This year or year over year and it's very difficult for many business people. So show up and encourage business people to come in | 00:16:01
and just use public comment to talk to us. That's going to be affected by a new bill. I think it's AB 413, it's called the day | 00:16:05
lighting bill. | 00:16:10
And it it requires that all cities in the state of California have an offset from public. | 00:16:16
Intersections and crosswalks of 20 feet. You can't park a vehicle. | 00:16:22
Within 20 feet, it is probably going to affect the crosswalk and Parkland situation. The last thing I'd like to say, we have a | 00:16:26
community member's name is Richard Omara. | 00:16:31
He did receive some criticism on Facebook and other by some people in the community for distributing emergency sleeping bags. It's | 00:16:36
kind of a hard thing. How could he be? | 00:16:41
Criticized for doing this. You've been doing it for 10 years. He does it on his own. He buys these things. They're available. | 00:16:47
At local hardware stores, they're about 7 bucks. It's a my. | 00:16:53
Sheath that you can pull over your body. Tonight it's going to be 3940°. If your car temperature falls 3 1/2° you're in trouble. | 00:16:58
You can pull this over your body. | 00:17:02
You can sleep in it. It's waterproof. | 00:17:07
Right. And it allows you to survive. Now some of the homeless programs here in Pacific Grove and other places will not take people | 00:17:10
if they're not clean and sober. One of them is the I Help program. So we have, we see these these guys that we had 20. | 00:17:18
Week. | 00:17:26 | |
So can I get a clarification on the? Am I out of order here? | 00:17:53
Right is it is. Am I out of order? | 00:18:02
You make your public comment may continue. OK, I see I'm past about 12 minute 12 seconds. | 00:18:06
Second, you had, you had. | 00:18:12
15 seconds, perhaps? I'm just trying to say it's a good program and the Chief Madeline has agreed to accept these. She took some | 00:18:15
of these before Christmas and all of the patrol cars occurring at least two of these. And I would encourage you, if you like, you | 00:18:20
can find these online. | 00:18:25
I drop them off at the police station or if you live in Salinas or someplace else, you may drop them off at the cop stop and the | 00:18:31
and the police chief will make sure that the patrolmen get these in their vehicle so they have them available. I wouldn't | 00:18:36
distribute them myself. Let the police and and other individuals send these out. So just want to let you know about that. Thank | 00:18:41
you for your service. | 00:18:46
Thank you. | 00:18:52 | |
Welcome. Yes, thank you. Thank you Chair Buoy. And actually you've made reference to this since we didn't have meetings last two | 00:19:18
months. This is a three month old statement that I'd like to read to the task force related to what you had just said earlier. My | 00:19:24
name is Bruce. Donate and I want to share a few thoughts on the October 5th meeting of the Pacific Grove Unified School Districts | 00:19:31
Board meeting. The majority of the meetings time was spent addressing the response to a black family's experience of racism at | 00:19:37
Robert Downe School. | 00:19:43
Those experiences of racism were so impactful against their children, the mother, Mrs. Valerie Anthony, decided to move her family | 00:19:50
away from the area to a different state. | 00:19:54
It was a heartbreaking experience to be made aware of. | 00:20:00
First off, I want to say thank you to the school board for being so welcoming and supportive. | 00:20:03
To all those in attendance at the meeting, the board was willing to extend the comment period beyond the normal 20 minutes to | 00:20:09
accommodate everyone who wished to speak. Most of the speakers were black and some of the speakers were parents of black children. | 00:20:15
I felt the board made a real effort to listen with open minds and with compassion. Many of the shared stories were painful and | 00:20:23
uncomfortable to hear. I thought the board was open to listening with compassion to each person who spoke. | 00:20:29
There seemed to be a genuine vulnerability amongst the board members, including the chairperson, who acknowledged how totally | 00:20:36
ignorant they were of how to proceed in addressing the issue of racism in our community. | 00:20:41
Most of those who spoke were from Pacific Grove. Some were born and raised here. Some were parents of black children. | 00:20:47
Let's see who were born and raised here. It was impressive to hear from many of our own local black community leaders who bring so | 00:20:54
much wisdom and experience to the table. I appreciated the board's willingness to step back from their proposed evaluation process | 00:21:01
and seek guidance and even leadership from the local black community leaders present that night in moving forward on addressing | 00:21:08
racism in our schools. It felt hopeful. I thought it was an important and powerful meeting. | 00:21:15
And I would encourage anyone who has listened to the meeting via the link on the on the Internet to do so. | 00:21:23
And I'm glad to hear that they've gone forward with the NCBI training and and are actually listening to the the leaders here who | 00:21:29
have a special knowledge and wisdom in terms of. | 00:21:35
The Peninsula I have two requests of the DEI Task force. One is to keep track of the PG PG USD board's progress on this matter. | 00:21:42
The other one is and I understand there may be a problem. | 00:21:50
Age wise with this, but I I have the other request is to consider having two students from PG's public schools on the task force. | 00:21:53
I think they would bring about valuable perspective to all of us. | 00:21:59
Thank you. | 00:22:05 | |
Thank you. | 00:22:07 | |
Welcome. | 00:22:16 | |
Wanted to just phrase a. | 00:22:21
Points. | 00:22:24 | |
One is it's it is in fact a common misconception within the society and amongst people like. | 00:22:26
I don't know our favorite billionaire like Elon Musk that that diversity, equity, inclusion efforts are in fact discriminatory | 00:22:31
against the people that they are trying to privilege. But what they are? | 00:22:37
Refusing to acknowledge is the inherent favoritism already present in the society and that the efforts of DI is really to try to | 00:22:44
hold space to push against. | 00:22:50
That favoritism in order to provide equal opportunity. | 00:22:57
For the people that are otherwise disadvantaged. So I would hope that people would would someday learn this. I don't know what's | 00:23:00
going to cause it, but but let's hope that it happens. | 00:23:05
One other question I have is when in my own reading of the Brown Act that the. | 00:23:12
That the general public comment is meant to be addressed to areas that are under the jurisdiction of the. | 00:23:19
Body that is being addressed. So Chair Bowie, I know you have said that it's General Pacific Grove, I'm sure you've been guided in | 00:23:28
that, but it does seem a bit odd and does even conflict. | 00:23:34
With what I've read in Bran. | 00:23:39
Thank you. | 00:23:42 | |
Thank you. | 00:23:44 | |
I'm seeing no one else. | 00:23:58
President who would like to make a general public comment, I will now open general public comment to members of the public present | 00:24:00
remotely. | 00:24:04 | |
Either via zoom or by telephone. | 00:24:09
Thank you, Chair. | 00:24:12
Lisa. | 00:24:14 | |
Welcome. Thank you. First, I'd like to address the task force announcements. | 00:24:16
And. | 00:24:25 | |
What it seems that. | 00:24:28
Both chair. | 00:24:31 | |
Bowie and and member Vice chair, Maybe Mark. | 00:24:32
This will be their last. | 00:24:38
Meeting. | 00:24:39 | |
And. | 00:24:42 | |
Whether whether or not there's the option for them to. | 00:24:45
Seek. | 00:24:50 | |
Term but. | 00:24:53 | |
I want to thank both of you very much for your. | 00:24:56
Service during this very challenging beginning years. | 00:25:01
Of this task force. | 00:25:07
There's no other city border Commission that has this. | 00:25:10
Challenging a role and and and I'm sorry when I hear people. | 00:25:16
Say it's something you're trying to do when indeed the. | 00:25:22
Our elected council, City Council appointed you to do what you're trying to do, and I believe that represents a majority of the | 00:25:28
community. | 00:25:34 | |
Wants to see this work done. | 00:25:42
It's it's been unbelievably. | 00:25:45
Difficult I I did not anticipate how hard your your role would be. Your job would be and. | 00:25:51
And so I I appreciate. | 00:26:00
Your fortitude. | 00:26:03
During a period when when the community, some members of the community are trying. | 00:26:08
To deal with something they don't. | 00:26:16
Understand or accept? | 00:26:20
And. | 00:26:23 | |
So much is is new to all of us. This is a total learning experience attending your meetings. | 00:26:26
But I you know you will be missed. | 00:26:34
I wish you were able. | 00:26:39
To continue to build. | 00:26:42
This task force because I will be a broken record. I believe despite the difficulty there has been in recruiting people I it | 00:26:45
appears that there should be 7 members on this on this task force because the amount amount of work that needs to be done in | 00:26:52
subcommittees is is. | 00:27:00
Far more than any other. | 00:27:09
Border Commission has to deal with. | 00:27:11
And I think maybe it would be more attractive if. | 00:27:15
There were. | 00:27:21 | |
The opportunity for more Members to be on the task force and take on this job, but thank you again very much. | 00:27:22
Chair Billy and member Mark and and also. To. | 00:27:31
The. | 00:27:35 | |
Your time is up, I'm afraid. | 00:27:38
Thank you. I'm done. Thank you. But the new members do do have my appreciation. | 00:27:39
Army Adams. | 00:27:47 | |
Welcome. | 00:27:49 | |
Hi, good evening. I'm. | 00:27:52
Lisa Ciani pretty much said everything I had to say. | 00:27:54
I I do appreciate your service. I appreciate you showing. | 00:27:59
For every meeting and I appreciate your Fort. | 00:28:03
In the face of challenging. | 00:28:07
Public comments and I absolutely agree that this task force needs seven members and I think that the community is working on that. | 00:28:10
So once again, thank you very much. And I just did want to correct something regarding the sleeping bags and social media on | 00:28:19
Facebook and next door. No one criticized Richard O'Mara for giving people sleeping bags. That just did not happen. Thank you very | 00:28:26
much. Good evening. | 00:28:32
Thank you. | 00:28:40 | |
No further hands are raised. | 00:28:43
Thank you. I will now close general public comment. | 00:28:45
Item number seven is the consent agenda. This deals with routine and non controversial matters. One motion is made and one vote is | 00:28:51
taken on the consent agenda which applies to each item that is not removed. | 00:28:57
Members of the. | 00:29:05
Staff and public may remove an item from the consent agenda. | 00:29:07
Any item removed for discussion will be moved to the end of the agenda. | 00:29:12
Have there been any item removal requests? Before we move on, I would like to clarify. | 00:29:17
That. | 00:29:25 | |
According. | 00:29:27 | |
To our city Attorney back in August 18th, he did clarify that public comment does need to be within the jurisdiction. | 00:29:29
Of the Commission. | 00:29:39
So that comment was out of order. Thank you Vice Chair. I think I will turn to staff. I will actually step back from item number 7 | 00:29:41
and turn to staff and see if you can provide a clarification. | 00:29:48
Thank you. And just a reference that was Policy 000. | 00:29:55
Dash. | 00:30:01 | |
Uh, Section 4 and that was referenced August. | 00:30:03
2020. | 00:30:09 | |
Would you like me to look into it and report back? That'd be great. OK. Thanks. Yes, thank you. | 00:30:11
All right, item number seven on the consent agenda. | 00:30:19
Have there been any item removal requests? | 00:30:23
Seeing. | 00:30:30 | |
Is there a motion to approve the consent agenda? | 00:30:34
Motion to approve the Consent agenda. | 00:30:38
Is there? | 00:30:40 | |
2nd Thank you Secretary Dei Coordinator Kendall, will you please take A roll call vote? | 00:30:42
Thank you, Chair. | 00:30:50
Secretary. | 00:30:53 | |
Aye #5. | 00:30:55 | |
Vice Chair, Monarch, Chairley. | 00:30:59
Aye Motion carries 40. | 00:31:02
Approve the consent. | 00:31:06
Thank you. The September 11th, October 9th, November 13th and December 11th, 2023 minutes of the DEI Task Force have been | 00:31:08
approved. | 00:31:13 | |
Item number 8A on the regular agenda is the Diversity, Equity and Inclusion web page. | 00:31:19
This item was continued from November 13, 2023. | 00:31:26
Secretary Hoops will provide a presentation, then there will be task Force questions, then public comment on this item, then task | 00:31:30
force discussion, and then action. | 00:31:36
Secretary Ho. | 00:31:43
Thank you very much, Chair Bowie. I do have a PowerPoint presentation. City Clerk Dei. Coordinator, Kendall, can you please pull | 00:31:45
it up? | 00:31:49 | |
OK, so as Chair Bowie mentioned, this is a report out of the work that was done by the previous web page subcommittee of the DI | 00:31:59
task force and then? | 00:32:06
What I am, what I have added to it and what I'm proposing tonight, is that we review some suggested language to add to the web | 00:32:15
page. | 00:32:19 | |
So that we can go ahead and take a vote on submitting the. | 00:32:25
Draft the draft that we have the resources that we have to our city IT department and city it can then. | 00:32:31
Draw up a draft for us to re review. So kind of. | 00:32:39
Speaking to the comments of the task force, the comments of the public to get this project. | 00:32:44
Moving forward is the goal of tonight, So what I have listed on the PowerPoint is a lot of language that. | 00:32:50
Either came from various resources. | 00:32:58
Collected by the previous subcommittee and then language that I'm suggesting is kind of general introductions to different | 00:33:01
sections. I would love the task forces feedback on. | 00:33:07
On how that looks, if we think we need to add anything, take anything away. | 00:33:14
So that's what we're going forward with, just a review of the DEI Task Forces purpose, and that'll be pertinent to the purpose of | 00:33:19
the web page as well. The first purpose is to examine city policies, programs, and practices through a community lens to promote | 00:33:26
diversity, equity, inclusion, racial racial justice, and healing. | 00:33:33
Next is to promote participation of underrepresented communities. This is including people of color, LBGTQ, plus people with | 00:33:41
disabilities, immigrants and other groups. | 00:33:46
And monitor change that occurs to diversity, equity, inclusion and racial justice within the City of Pacific Grove. | 00:33:52
And the last is provide feedback, guidance, strategies and recommendations to increase community engagement by underrepresented | 00:33:59
groups. | 00:34:02 | |
Next slide please. | 00:34:07
The recommendations listed from the meeting of January 9th, 2023 for this web page. | 00:34:09
Were purposes as follows. So first, the web page will be a learning resource for topics related to diversity, equity, inclusion, | 00:34:17
racial justice and healing as per the purpose of the task force. | 00:34:23
The second is that the web page will provide information and resources on and for underrepresented communities to increase | 00:34:29
community engagement and promote participation within the city. | 00:34:33
And the third is that resources provided on the web page will be publicly accessible through the Pacific Grove Public Library, | 00:34:39
government and nonprofit websites, and online. | 00:34:44
Next slide please. | 00:34:49
Next was that web page information will include task force actions, work plans and city activities related to diversity, equity | 00:34:52
and inclusion. Kind of to give a better idea to the public of what the task force is working on. | 00:34:58
The 5th is that web page information and resources will be for all ages with multilingual and accessibility features provided by | 00:35:04
the city's platform. And we did hear a presentation on that earlier in actually in the last year now. | 00:35:11
Number six is that the web page will be a current resource, responsive to changing community needs, regularly monitored and | 00:35:18
updated by staff, subcommittees and the task force. | 00:35:23
Next slide. | 00:35:28 | |
So now I'm going to get into the recommendations. | 00:35:30
Again, I'm presenting, but have been a work in progress from the previous subcommittee and the current subcommittee. | 00:35:35
So first, I'm just recommending an introduction to the web page itself. The language that I have listed here is. The purpose of | 00:35:42
this web page is to serve as a learning resource for topics related to diversity, equity, inclusion, racial justice, and healing. | 00:35:49
And to provide information and resources on and for underrepresented communities to increase community engagement and promote | 00:35:56
participation within the City of Pacific Grove SO. | 00:36:01
Pretty much taken directly from the the purposes there, but just giving some clarifying information for. | 00:36:07
What people should be thinking about looking for as they're coming to this web page. | 00:36:13
Next slide. The suggestion that came forward was to have tabs available on the website. | 00:36:18
By broad topic so that people who were coming and were curious about a specific topic could easily find it, but then also. | 00:36:29
Kind of an opportunity to promote engagement with other topics that the DEI Task Force interacts with. | 00:36:37
So one of the topics or resources that we are suggesting as a dei glossary. | 00:36:44
I do have a copy of that glossary is also in the agenda packet. That's always meant to be kind of a working a work in progress. | 00:36:53
But it has a number of DEI terms. | 00:37:02
Also some resources, and those came from a variety of resources as well, so Gare was one of them. | 00:37:08
The Middlebury Institute was another one. | 00:37:16
And then kind of various sources. | 00:37:19
In the dei world, and those are all listed on the glossary, but again can be added to. | 00:37:22
At any time, and I would love feedback from the task force on that as well. So to introduce the DEI glossary I just have, below is | 00:37:30
a list of commonly used terms when discussing DEI as it relates to the city of Pacific Grove. | 00:37:35
Definitions of DEI terms were gathered from a variety of sources and are offered to assist in understanding of the available | 00:37:42
resources as well as the work of the DEI Task Force. | 00:37:47
Next slide. | 00:37:54 | |
Oops, I think we went forward. | 00:37:58
OK. OK. There we are. Oh, Yep. Sorry to be. Thank you. | 00:38:03
Be so the next tab would be. | 00:38:12
City of Pacific Grove Dei Task Force. So this would be offer a chance for people to explore. | 00:38:15
Umm, who the task force is, what it has worked on in the past, what it is currently working on, and what it hopes to work on in | 00:38:21
the future. | 00:38:25 | |
The next tab would consist of The History of Pacific Grove. | 00:38:30
So again, some introductory language. The following resources provide information about the history and evolution of Pacific Grove | 00:38:34
structure, population and customs. | 00:38:38
The next tab would refer to race and racism and here there were a number of resources gathered in a number of different | 00:38:45
categories, so. | 00:38:51
Just kind of laid it out. | 00:38:56
What we What the subcommittees had gathered together so the history of race and racism, conversations about race and racism. | 00:38:59
Conversations and about race and racism for children and families. Again, one of the goals of the web page was to make it | 00:39:05
accessible across ages. | 00:39:10
And then the last part is local organizations. So the following organizations work to promote diversity and racial justice in | 00:39:15
Monterey County. So and you'll see on each of the slides that I have listed local organizations that pertain to that specific. | 00:39:22
Topic within Dei. | 00:39:30
Next slide please. | 00:39:34
The next is LGBTQ Plus. | 00:39:36
So again, we'll have a section for education and resources, a section for youth resources, and then again, local organizations. So | 00:39:39
organizations providing education, support, advocacy and empowerment to the LGBTQ plus community and their allies. | 00:39:46
F would be a tab for age and ageism. | 00:39:55
Here we would find resources and then again local organizations. The following organizations provide information and resources for | 00:39:59
older adults in Monterey County. | 00:40:04
The next tab would refer to Disability and accessibility. | 00:40:11
There'd be sections for resources around this topic, resources for children and families around this topic. | 00:40:15
Again, local organizations. So organizations that offer education and support for individuals with disabilities and their allies | 00:40:22
in Monterey County. | 00:40:25
H We have a tab for economic inequality. | 00:40:30
Again, resources available and local organizations. | 00:40:33
Available the following organizations offer support and resources for individuals experiencing economic hardship in Monterey | 00:40:36
County. | 00:40:40 | |
And then I would be a tab for additional resources. So anything not covered by the listed tabs and the areas in which. | 00:40:43
The subcommittees have worked to gather. | 00:40:52
Resources thus far. | 00:40:56
The third. | 00:41:00 | |
Piece of this web page development that I wanted to discuss with the task force tonight is that. | 00:41:02
In creating it, we certainly do want to invite public engagement. | 00:41:09
And public engagement. | 00:41:16
Pertinent to the purpose of the task force and the purpose of the web page, so an idea that we had discussed and I had discussed | 00:41:18
with the IT department, was the possibility of having a suggestion box on the website itself so that as people come to the | 00:41:24
website. | 00:41:30 | |
They can suggest resources that align with the task force's stated purpose. | 00:41:36
Or suggest. | 00:41:42 | |
Whoops, hopped back there. Do you mind going forward? | 00:41:44
Thank you. | 00:41:48 | |
Or. | 00:41:50 | |
Suggest resources suggest. | 00:41:54
You know, changes anything. Any reactions. Those would then come to the task force itself for review before. | 00:41:56
You know, so that the task force could make a judgment on. | 00:42:06
If this is related to the purpose of the web page, if it should be added to the web page and kind of what to do with those | 00:42:09
resources from? | 00:42:13
The text that I'm suggesting for that. | 00:42:17
Suggestion box is Please share suggested DEI resources here. | 00:42:19
Resources that align with the DI Task Force's stated purpose will be reviewed and considered by the Task Force. | 00:42:24
That was what I had. And then there is the. | 00:42:40
Again, like I stated in the beginning, what would happen is that once the task force. | 00:42:43
Agrees on language to be used. The city IT department has stated that we can send over the list of resources we have, the language | 00:42:49
we're suggesting, and then they would actually be able to put together a draft web page for us to to then review. | 00:42:57
Thank you, Secretary. | 00:43:09
This is now the time if the Task Force has any questions for Secretary Hoops, our discussion will come after public comments. | 00:43:11
So are there any questions on the? | 00:43:20
For Secretary Ho. | 00:43:23
Yeah. | 00:43:25 | |
Been on here, Yes, I have a couple of questions. | 00:43:32
Maybe this is too technical, but in terms of. | 00:43:37
Outward facing. | 00:43:41
Would would there? | 00:43:44
Any SEO supports? Would we have meta tags? | 00:43:47
That kind of mirror the glossary. | 00:43:53
Within the. | 00:43:58 | |
Within the city websites and you know, using Google searches or web browsers. | 00:43:59
Does that capacity, has that been discussed with it? | 00:44:08
It has not been discussed with it, but definitely worth. Can we put that on the list? Because yeah. So I think this is a good time | 00:44:13
for us to anything that we would want to see come out on that draft. OK, I think this is a good time for us to compile. | 00:44:20
All of that to be able to send over to it for. | 00:44:27
Suggestions or preferences on how we want it to look OK. | 00:44:32
Yes, and we'll get those for compilation during the discussion. But yeah, that's OK. No, this is a good question. | 00:44:36
Oh, is that Is that digging in the weeds too much? | 00:44:43
The question was great, but any further discussion of what else we might want to see added should come under discussion. | 00:44:48
After the public comment. Oh, instead of OK OK. | 00:44:54
And. | 00:44:58 | |
I guess, OK, so by further discussion after them. | 00:45:02
Any other questions? | 00:45:09
Thank you. | 00:45:13 | |
Must pertain to this agenda item and should be addressed to the Task Force and not the audience. Comments will be limited to 3 | 00:45:20
minutes and will not receive Task Force action. Speakers must adhere to the time limits, using the time limit lights and countdown | 00:45:25
as a guide. | 00:45:30 | |
Public comment is encouraged if it's not disruptive to the meeting as chair. If someone chooses to be disruptive, I will respond | 00:45:36
in a viewpoint neutral manner according to the rules of order. I will open general public comment to members of the public present | 00:45:41
remotely. | 00:45:46 | |
Thank you Chair. I currently do not have any hands. | 00:45:55
I'm sorry. | 00:45:59 | |
Welcome. I do have. | 00:46:02
Lisa. | 00:46:04 | |
Thank you. I'm sorry I was slow finding my hand there as you raised. I just wanted to say this, this seems like an excellent. | 00:46:07
Outline an excellent document to work from and I am so looking forward to when this finally. | 00:46:16
Appears and is available online for everyone to to consult to use. Thank you very much. | 00:46:26
For your work. | 00:46:34
Thank you. | 00:46:38 | |
No further hands. | 00:46:40
I will now open public comment to those in. | 00:46:44
Welcome. | 00:46:56 | |
So web pages are always good. They're informational. I just have 3. | 00:47:03
Comments or questions first? | 00:47:09
Task Force member Hoops mentioned various resources. | 00:47:12
CIT. | 00:47:16 | |
I I don't know if they're listed anywhere, but my question would be maybe you can address this later. | 00:47:18
Was there any input from the city or residents of Pacific Grove? | 00:47:23
Other Boards and commissions and Pacific Grove on. | 00:47:28
For this, did you Qu? | 00:47:33
Did you have open sessions? Ask people what they thought should be on the web page or anything like that? I don't know. | 00:47:35
A second you know the the DI. | 00:47:43
Movement has been under, as you all know. | 00:47:47
Pretty heavy. | 00:47:51
Examination. Let's just put it that way. A number of companies and even cities are dropping their task force and backing up and | 00:47:52
reformulating them as. | 00:47:56
You know, positive in the city that can take action and help actual projects. They're solution related. | 00:48:01
Projects inside the city, and that's always been. | 00:48:08
Question is, what is the task force doing to solve real problems in the city of Pacific Grove? We have housing problems, we have | 00:48:12
homeless problems. I don't see any of this bleeding to any of that. | 00:48:17
I also don't understand the word unrepresented. I've looked it up. I don't know what that is, I think. | 00:48:23
Anything on the web page would be good to. You know a lot of this is subjective. | 00:48:30
You know my data-driven kind of a person and and when I see terms and conditions I don't understand, I always ask for background | 00:48:36
and information. I don't see a lot about what underrepresented group. Is there a definition for for that I. | 00:48:43
I don't know and the last comment is is that you know any information is good. | 00:48:50
But you know, having launched a number of websites for companies and other places, I'm just wondering, have you thought about | 00:48:57
public reaction? If you put a bunch of information out there which isn't tested or people don't understand, I I would be extremely | 00:49:04
cautious about coming up with terms, things that are going to look critical to the community. And I just think you're opening | 00:49:11
yourself up to a huge, a huge tidal wave. | 00:49:18
Of criticism and you know and misunderstanding. | 00:49:26
About all of variety of terms, things that go into glossary, people aren't going to understand. | 00:49:30
And I would give a lot of thought and. | 00:49:35
To this, like any company does before they launch a website, they test with their clients. They test with their customers if you | 00:49:39
put it out first. | 00:49:42
And and then wait for comment, I think it's. | 00:49:46
I think it's been a difficult. | 00:49:49
So I just encourage you to do that and you know, get some input last on public comment. | 00:49:52
I I reread what The thing is and I think it's pretty open for, you know for a whole lot of variety of issues. So good luck with | 00:49:58
this and you know where I am if you'd like to talk to me further about. | 00:50:03
Thank you. | 00:50:09 | |
Welcome. | 00:50:20 | |
Thank you. I'll speak closer to the microphone because I was told I wasn't heard. Of course I want to thank. | 00:50:23
That's what remember hoops, I believe you're a subcommittee of one on this getting back to the point about the five member and | 00:50:30
turnover and so and so forth. So thank you very much for this effort. I am curious about sort of what the process is going to be | 00:50:35
for organizations to become resources. | 00:50:41
On this and whether you've given thought as to kind of a vetting process and and stuff like that. | 00:50:46
And I had one other thing, but now it's gone through my mind. | 00:50:54
Leave it at that. | 00:50:57
Thank you. | 00:51:00 | |
Welcome. Yeah. Thank you. Thank you very much. | 00:51:11
Well, let's see. I think first of all, thank you very much for the amount of work you've put into this. | 00:51:15
And certainly I think the spirit of it is, is that you are putting it out here to the public as we're the public and the public. | 00:51:22
And I I think you know. | 00:51:32
Education doesn't. | 00:51:34
Solve everything but. | 00:51:36
Education is a part of what healing and a solution is and I think putting those those. | 00:51:39
Points that you put out there is a way of encouraging education and dialogue. | 00:51:48
And. | 00:51:54 | |
And. | 00:51:56 | |
Say hurray to you. I think that's great. | 00:51:59
I did have a question and and that was. | 00:52:02
That you you had specific points, you know, race and racism, LGBTQ plus. | 00:52:06
Age and ageism, disabilities and. | 00:52:14
And then I I realize you can. | 00:52:18
Have lots of different. | 00:52:20
Points but I. | 00:52:23 | |
Kept thinking that perhaps race, religion would also be something that a religious affiliation would also be something that could | 00:52:26
be included in that. | 00:52:31
I think that's. | 00:52:37
A meaty. | 00:52:39 | |
Aspect to our culture OK, so and again thank you so very much for all your work and and I encourage the the task force to | 00:52:42
continue. | 00:52:46 | |
You know, building on that. Well done, well done. Thank you. | 00:52:52
Thank you. | 00:52:57 | |
Welcome. Hello. | 00:53:09
Thanks for all your. | 00:53:11
Both past and present. | 00:53:13
I just wanted to say I know this is a very difficult task. We've done it for Monterey Peninsula Pride and it's. | 00:53:17
We tried to steer away from it because of things that Mister Gibbs actually brought up like. | 00:53:26
You know keeping everything up to date and it's just it's a it's a very big task but the bottom line is, is that people continue | 00:53:34
to go to where they know to start to start to do research and that's what we ultimately came to the conclusion of is that people | 00:53:41
come to our website to find information and. | 00:53:47
Even if it's not like the final thing that they need, at least it sends them in a direction where they can get some sort of | 00:53:54
resources that they're looking for. And that's really all that it's about. It's a starting place and that's all you, I think I. | 00:54:01
If you keep that in mind, it it makes it a. | 00:54:09
Less overwhelming. So that's all. Just wanted to give you that little nugget of information that we have been, we've been going | 00:54:13
through this for the last year, so trying to get that up and ready. So thank you very much for all your hard work. | 00:54:20
Thank you. | 00:54:27 | |
Seeing no other members of the public wishing to speak, I will now close public comment and bring this item back. And as somebody | 00:54:34
who was on the original subcommittee working on this, I want to very much appreciate Secretary Hoops for picking up a very large | 00:54:41
and unwieldy and falling apart ball and taking it and making making something really coherent out of it. | 00:54:49
The original idea for having a web page on diversity, equity and inclusion did not come from the task force. It came from what we | 00:54:58
heard from the public. | 00:55:02
People saying we don't understand what is dei. We people saying I want to learn more about these topics that you are charged with | 00:55:07
promoting, that you are charged with gaining more representation from in the community. People saying you know I'm a member of | 00:55:13
one. | 00:55:19 | |
Underrepresented group. But I'm interested in learning more about others parents coming and talking about how they want to find | 00:55:26
resources to work with their children around some of these issues. So we kind of reluctantly perhaps took the as the task force | 00:55:33
took this on because we also had concerns about many of the things that were expressed. You need to keep a web web page, website | 00:55:40
updated. It needs to be regularly checked and monitored. | 00:55:47
We need to be careful because this takes place within a governmental entity, the City of Pacific Grove. What sort of resources are | 00:55:55
we going to be providing or recommending? And that's why one of the things that we felt very strongly from the beginning was that | 00:56:02
having resources that could be available through the city's Public Library or through nonprofits and organizations that did have, | 00:56:10
had been vetted and did have some credibility. | 00:56:17
There is actually a web page holder on the city website and right now what it says is that the views expressed on this website, | 00:56:25
which do not have anything yet, do not necessarily represent the city. And I'm sorry, Sandra, I think I'm getting the wording a | 00:56:33
little bit wrong, but that again it is a starting point and an entree into it and then something else I had. | 00:56:41
Great pleasure of working on the task force with task force member on the subcommittee, task force member who actually works in | 00:56:50
education at a very large nonprofit in our community. | 00:56:56
And she also really brought up the fact that we needed to provide information in multiple modalities. So it was not just text, but | 00:57:02
it was images and there was the opportunity in other languages and so on. So it would also be a truly inclusive web page that | 00:57:09
would would recognize the diversity of our community and would provide that educational and information, that starting point, | 00:57:16
which is a great term to think about it as. | 00:57:22
For our community, and in fact up until the last several meetings, we are still being asked, well, what does this mean? Well, how | 00:57:30
do we find out? In fact, I heard at one of our last meetings, well, the schools are working with their students on understanding | 00:57:36
and learning, diversity, equity and inclusion, cultural competencies. But what about the adults in our community? Who is, you | 00:57:42
know, what is there for the adults? So, so, yes, So in case you can't tell, I'm very excited that this is going to be moving | 00:57:48
forward. | 00:57:54 | |
So the opportunity for input has been at the task force meetings, the last since the task force began and we have certainly been | 00:58:01
gathering it. We actually, the original subcommittee wanted to do a survey and it was felt that this was not necessarily an | 00:58:07
appropriate thing at that point for the city to take on. The city was doing a lot of broader surveys. So I think the idea was we | 00:58:14
wanted to get something out there and get it started and then start collecting the input and that would be sort of the testing it | 00:58:20
in real life if you will. | 00:58:27
So sorry, long long preamble but I wanted to this is now the opportunity for the task force to bring up ideas but also discuss or | 00:58:34
ask questions. And one of the first questions thoughts that I wanted to bring up was once we have a web page up and going. | 00:58:44
There also needs to be a regular process within the task force for regularly reviewing it for deciding on the criteria for adding. | 00:58:54
Suggestions from the public or from the task force members and then also a regular way of adding. | 00:59:03
Information through the task force, then going to staff. | 00:59:10
So that's something that I would suggest. | 00:59:14
Come as as another point after the suggestion box idea. | 00:59:17
Sure. I I I hate to be one of those. | 00:59:23
Back in our day, back in the first term. | 00:59:29
We did discuss that and I think maybe I'll jog your memory. We discussed perhaps. | 00:59:34
Looking at this quarterly and because there would be. | 00:59:40
So much. | 00:59:45 | |
I mean a plethora of resources that we could be adding and updating and it could be very, very overwhelming. So we would need to | 00:59:47
have a fixed amount of time. | 00:59:54
And do it all at once, perhaps. | 01:00:01
We kind of discussed that maybe that was quite premature. Speaking of the surveys, we decided it was premature. | 01:00:04
So that was something we discussed, so maybe put that. | 01:00:13
And while I'm speaking. | 01:00:19
And sorry to to get. | 01:00:22
To pop around, but I think the suggestion box which folds in the idea of the public suggestions, I think that's a great idea and I | 01:00:25
had actually seen. | 01:00:32
These the school board does really great, does that in a really great way on their website in terms of gathering information from | 01:00:40
the public when they. | 01:00:48
They have a form. | 01:00:57
When the public wants to add things to the agenda. | 01:00:59
So you might check that out. | 01:01:03
Very very elegant. | 01:01:06
That's what I got for. | 01:01:10
When? | 01:01:14 | |
If anyone who remembers when you talked. | 01:01:16
Viewing the web page quarterly. | 01:01:20
And I think. | 01:01:23 | |
It was more of an information dump where you'd upload upload quarterly, upload quarterly. | 01:01:24
Was there any discussion of a of a review? | 01:01:31
That's when we discussed vetting. But we hadn't. | 01:01:35
Really created a process. Certainly couldn't. I mean, because yeah, again, they'd be mired in the. | 01:01:40
Yeah. And I think one of the things we had thought about was having a quarterly, so every three months agendized item. | 01:01:48
For the web page and possibly having another web page subcommittee that could be tasked with receiving the items from the | 01:01:56
suggestion box and so on and then at that time you know just sort of giving a report also perhaps tasked with. | 01:02:03
Looking at the website and just kind of going through and checking links and stuff and then you know deciding what is sort of the | 01:02:12
operational part. | 01:02:16
You know, if you if there's a broken link or a series of links, you would report that to staff. You wouldn't necessarily bring | 01:02:20
that to the to the. | 01:02:24
Task force, but if there's a new, a new. | 01:02:28
A new resource out or is the public member of? The public has suggested it, and you've checked it that that could be the way of | 01:02:32
doing it, and that there may be some quarters where it would be, you know, nothing to report from the subcommittee to, but having | 01:02:36
it be regularly agendized. | 01:02:41
As. | 01:02:50 | |
I'm sorry, I don't recall what and I don't have the. | 01:02:53
It was item number 4. | 01:03:00
Having the. | 01:03:03 | |
Really. Oh, it was having our our goals. | 01:03:06
Work plans I I feel like you might want to put that as a stretch goal. | 01:03:14
Because. | 01:03:23 | |
It it feels a little duplicative because we have those periodically. | 01:03:25
And the agenda in our meetings and that's just going to be one more, one more item, this is going to be pretty onerous. | 01:03:33
Already. | 01:03:43 | |
Yes. And and to the vice chair, Mark said we had actually again, sorry, going back to the original subcommittee, having a page on | 01:03:45
the task force be one place where somebody could come and find what's the purpose of the task force, what are the duties and | 01:03:52
responsibilities of the task force, what is the current work plan of the task force? What has the task force actually accomplished | 01:03:58
over all this time. So then rather than having to go back and go through agenda after meeting after a meeting, but having one | 01:04:05
place that. | 01:04:12 | |
Also would need to be regularly updated as well. | 01:04:19
Does the? I mean, what do we think then of having? | 01:04:25
Past. Present. | 01:04:30
And future work plans do we want to keep limited? | 01:04:32
Past and. | 01:04:36 | |
Do we have? | 01:04:38 | |
Ideas about that just so that because we do periodically present. | 01:04:40
Here are the future goals of the task force. You know what hyperlink could just be done and done. Mm-hmm. | 01:04:45
To the agenda. | 01:04:53
Items. | 01:04:54 | |
Hyperlink. | 01:04:56 | |
Could the code be written for? I don't know but. | 01:04:58
You know, we might want to sort of turn. | 01:05:04
Problem over to the staff and see if the staff has any ideas for how best to do that. And I think it will be important because we | 01:05:06
are a Brown Act board that everything that is representing us is something that has been agendaized and has been discussed. So | 01:05:14
anything that's sort of future oriented would come through one of our agendas with the future then. | 01:05:21
And clerk DI coordinator Kendall, please jump in at any point if there's. | 01:05:29
I have one more question I. | 01:05:37
Well, it's a two parter. So as to the header of history of PG, is that going to be quite generic and with our demographics as | 01:05:41
well? | 01:05:48 | |
And then secondly, the race and racism, for instance, history of PG, are we going to speak to? | 01:05:54
For instance, our Chinese village. | 01:06:06
And the wonderful history, you know. | 01:06:09
Of our diversity or our lack of? | 01:06:15
Racially, and I mean, are we going to break the demographics down and religion and? | 01:06:21
I I think so. This was a question that. | 01:06:28
I had two and I think even in kind of gathering the information from the the previous subcommittee, we talked about how do we | 01:06:32
address intersectionality? | 01:06:37
On the web page and maybe. | 01:06:43
Yeah. And that again might be a good question for city staff to how do we link? | 01:06:46
These different ideas that are going to pop up at different points in the web page. | 01:06:53
Back to one another, and that was a question we had floating out. | 01:06:58
And I think the other part of that is that. | 01:07:05
We didn't. The original subcommittee didn't see creating a lot of new documents and doing the research and coming up with a whole | 01:07:08
new history of Pacific Grove. We really saw it as pulling from existing documents. So there's a historic structure report that | 01:07:15
contains, for example, that the city has done that contains a lot of the history as well, but also then a place for the city | 01:07:21
apology to the Chinese community to be placed so that it could be readily accessible. But yes, I think definitely the city staff | 01:07:28
will help figure out. | 01:07:34
How to connect things that may be across tabs so it feels like it would it would be a place. | 01:07:41
To promote well, to promote discussion and not to promote. | 01:07:50
Remote outcomes. | 01:07:58
I'm sorry, I'm just distracted. | 01:08:03
Results again, I think it'll be an. The original idea was an educational resource for individuals coming to. | 01:08:06
Yep. And member Frye Burger, I want to be sure that we're not, it's been a lot of sort of the people that have been working on | 01:08:14
this. So and I know this is one of your first meetings still. So please that's fine. Thank you. This is very. | 01:08:20
I'm getting caught up and getting educated as well, so not participating very much but all ears OK well please, if you have any | 01:08:26
thoughts or ideas please jump in. | 01:08:31
I wanted to go back to actually the idea of the glossary because I think that is incredibly important and I think it is something | 01:08:40
that we again have heard. What does this mean? How do we know, you know, what is the definition of? | 01:08:46
Underrepresented or something and. | 01:08:53
What I really appreciate about the glossary that you put together is. | 01:08:57
It's alphabetical, so that always makes it easier. | 01:09:02
It is. Each definition includes the source of the definition. So it's whether it's a organization, whether it's an educational | 01:09:06
institution. | 01:09:11
It's all listed and I think that this will actually make the work of future tasks forces easier and more productive because | 01:09:17
everybody will be speaking the same language. | 01:09:21
And so I really, and I also think this is going to be incredibly helpful for the community as well for community members. So thank | 01:09:27
you. | 01:09:31 | |
For that. | 01:09:35 | |
Any further discussion? | 01:09:39
So what I'd like to do, because this report did include recommendations, would you like us to have a take an action item on these | 01:09:43
recommendations or what sort of information do you need as? | 01:09:50
This whole person subcommittee. | 01:09:58
Continue working on this. | 01:10:00
I think what we'll need to, yeah, what needs to come from? | 01:10:03
Tonight is kind of task force motion and agreement to move this forward to city staff if that's where the task force feels that it | 01:10:08
is so that. | 01:10:14 | |
Again, so that. | 01:10:21
Put together a draft. Maybe answer some of these. | 01:10:23
Questions we have too, about the best ways. | 01:10:27
Solve some of the the the problems we see in it. | 01:10:31
And then that in future meetings we can. | 01:10:35
Review and submit to Council our recommendation for that page. | 01:10:39
Great. OK. Well, then I will make a motion to approve the recommendations from the web page subcommittee. | 01:10:45
To also include. | 01:10:54
A. | 01:10:56 | |
Future schedule of regular task force review and. | 01:10:58
A second. | 01:11:05 | |
So we have a motion and a second and. | 01:11:09
Clerk Dei. Coordinator Kendall, were you able to get the motion? Yes, thank you. Great. May we have a roll call vote please? | 01:11:15
Thank you, Chair Billy I. | 01:11:23
Vice Chair Mark. | 01:11:26
Member. | 01:11:29 | |
And secretary. | 01:11:33
Aye Motion carries 40. | 01:11:35
Thank you. This is great. Great progress. Thank. | 01:11:40
Item 8B on the regular agenda is the appointment of Work Plan subcommittees. This item was continued from November 13th, 2023. | 01:11:44
Since then the work of the underrepresented Groups and and Communities Subcommittee has been completed. | 01:11:52
Therefore, I am recommending only one subcommittee be appointed by the task force, the Diversity and Equity Value Statement | 01:12:00
Subcommittee, comprised of Secretary Hoops and member Freiburger. And this is an item on our work plan that was actually tasked to | 01:12:06
us by the City Council. | 01:12:11
In 2022, I believe. | 01:12:17
To come up with diversity value statement and an equity value statement to go along with the inclusivity value statement. | 01:12:21
By the Council. So are there any questions from the task? | 01:12:29
So it's time for public comment. Comments and statements must pertain to this agenda item and should be addressed to the Task | 01:12:37
Force and not the audience. Comments will be limited to 3 minutes and will not receive Task Force action. Speakers must adhere to | 01:12:43
the time limits, using the Time limit lights and countdown as the guide. | 01:12:48
Public comment is encouraged if it's not disruptive to the meeting as the chair. If someone chooses to be disruptive, I will | 01:12:54
respond in a viewpoint neutral manner according to the rules of order. So I will now open public comment on this agenda item to | 01:13:00
those in person. | 01:13:05
Seeing none, I will now open public comment on this agenda item to members of the public present remotely. | 01:13:14
Thank you. I will now close public comment and bring the subcommittee appointment to the Task Force for Action. Is there any | 01:13:24
discussion? | 01:13:29 | |
Is there a motion to approve? | 01:13:37
I move to approve. Thank you, Member Feiberg. Is there a second? | 01:13:42
Second, hey, thank you Secretary Hoops. And as the two people who are going to be appointed to the task force, that is very much | 01:13:46
appreciated. | 01:13:50
Clerk DI Coordinator Kendall, will you please take A roll call vote? | 01:13:57
Thank you, Chair. | 01:14:02
Member. | 01:14:05 | |
Secretary Hoops. | 01:14:07
Aye, chair Bailey. | 01:14:09
Aye, Vice Chair. Mark. | 01:14:11
Motion carries 4. | 01:14:13
Thank you. Item 8C has been tab. | 01:14:16
Item 8D is underrepresented groups and community subcommittee recommendations. So there'll be a presentation, questions from the | 01:14:22
Task Force, public comment on this item, and then Task Force Action as the remaining member of the underrepresented Groups and | 01:14:28
Communities Subcommittee, I'll provide the presentation and this is based on the work of subcommittee members, former Secretary | 01:14:35
Stevens and myself. | 01:14:41
Clerk Dei. Coordinator Ken Del May I have the presentation? | 01:14:49
Thank you. | 01:14:55 | |
And this is our recommendations. And again, we start with our purpose. And our purpose is to promote the participation of | 01:14:58
underrepresented communities, including but not limited to people of color, LBGTQ, plus people with disabilities, immigrants and | 01:15:06
others, and monitor change that occurs to diversity, equity, inclusion and racial justice within the city. | 01:15:14
And to provide feedback, guidance, strategies, and recommendations to increase community engagement by underrepresented groups. | 01:15:22
Next slide please. | 01:15:31
Our powers and duties are that we act in an advisory capacity to the Council and City Manager on the topics of diversity, equity, | 01:15:33
inclusion and racial justice as related to the City of Pacific Grove. | 01:15:39
And we recommend to the Council adoption of such laws, rules, regulations, programs and practices on the topics of diversity, | 01:15:46
equity, inclusion, racial justice and healing that relate to the City of Pacific Grove. | 01:15:53
So that's our purpose and our powers and duties. So in our subcommittee we worked and we actually presented at our last. | 01:16:01
Presentation The definition of underrepresented. | 01:16:09
According to Cambridge and Oxford Dictionaries, it's insufficient or inadequate representation If a type of person is | 01:16:12
underrepresented in a group or organization, there are not enough of them. | 01:16:18
In it from the Macmillan dictionary in the. | 01:16:24
Underrepresented groups do not have enough people with power to speak for them or help them. Another definition was not in the | 01:16:28
majority in the workplace or in the community. | 01:16:34
And so the question we looked at was, who is at the table when decisions are made and how do we know? | 01:16:40
Next slide. | 01:16:46 | |
So again, our primary powers and duties relate to the City of Pacific Grove. So that is the set of data that we looked at. And we | 01:16:49
did look at of course demographic, demographic data, census data, but we also looked at who are the people with power in the city | 01:16:56
who speak for or help the underrepresented. And in the city, of course, that's the City Council, elected officials, city manager | 01:17:03
and the workforce. They are the paid staff. | 01:17:10
City boards who are appointed by the City Council, city boards, commissions, committees, etc. So with it and and of course when we | 01:17:17
did this work, there's always an interesting discussion. Does city mean a geographic location with a demographic of people who | 01:17:26
live and work and visit in it or does city with a capital C mean that that is the city organization that is governed by the City | 01:17:34
Council and that is the city manager and city staff and the city volunteers on city boards, commissions and committees? | 01:17:43
And so. | 01:17:52 | |
Looked at both, but we felt that because of our powers and duties in an advisory capacity to the City Council and city manager, we | 01:17:53
needed to look at the representation of elected officials, appointed volunteers and paid staff. So what data is available to | 01:18:00
review the representation in the people with power? | 01:18:07
As defined above, so the equal opportunity Equal Employment Opportunity. | 01:18:14
Commission requires that demographic data be collected for city employees and for city elected officials. | 01:18:22
Otherwise, information about whether somebody belongs to an underrepresented group is either self reported or it becomes | 01:18:29
subjective, either visual or anecdotal. | 01:18:34
Next page. | 01:18:41 | |
And so when we looked at sort of the data of the city staff and the City Council and we looked at sort of the visuals of the | 01:18:44
televised boards, commissions and committee meetings, who was in attendance at City Council meetings, at boards commissions and | 01:18:52
committee meetings, that we we also took input from public comments that were made at task force meetings. And we also looked at | 01:18:59
issues that were occurring across the city. | 01:19:07
Last presentation, I mentioned that there were other groups that we looked at too, but we were not able to get enough data. But we | 01:19:14
really felt and of course when Secretary Stevens left in the summer, a lot of this work sort of ended there, that there were two | 01:19:22
groups that we heard from the community or we heard from the groups that we believe belong in underrepresented definition. So | 01:19:31
first was youth ages 17 and under 21% of the population of Pacific Grove is under 18 years old. | 01:19:39
But the City of Pacific Grove does not have a youth Advisory Board and they are not able Youths under 18 are not able to have be | 01:19:48
appointed to positions on city boards and committees. The city charter says in order to be an appointed city volunteer, you must | 01:19:55
be a registered elector and in the city that means you have to be a voter and you cannot vote if you are under 18. | 01:20:03
Anybody who's aware of what's going on right now with youth and youth? | 01:20:12
Wanting to have a voice in things like climate change and like education and school districts and so on. Know that there is a push | 01:20:18
in some communities to lower the voting age, but there is also a real desire. | 01:20:24
The youth ambassadors in the City of Pacific Grove have shown that they really want to be involved in helping organizations and in | 01:20:30
helping city departments, so we felt that. | 01:20:36
Youth ages 17 and under could be considered an underrepresented group. We also have heard a lot from the community from the very | 01:20:42
beginning of our task force meetings about low income individuals in the communities, seniors who may have a home but are having a | 01:20:50
difficult time economically, people who are homeless or under housed who are not able to. People who work. | 01:20:58
People who work multiple jobs, who are not able to volunteer their time on city boards, commissions and committees because they | 01:21:07
are working to keep themselves housed or their families housed and fed. So we felt that although perhaps it may not be seen as a | 01:21:14
typical underrepresented group, we felt that adding low income individuals, including the unhoused and the under housed, to the | 01:21:21
definition of underrepresented was important. | 01:21:28
Typically, low income is considered 50% or less of the median income. | 01:21:37
And the median income changes a lot, so this this data is. | 01:21:42
2022, I believe the PG median income was 103,000, which the median income means that it's there are certainly people who make more | 01:21:47
and there are certainly people who make less. | 01:21:53
In the cities, some of the city's housing information that they put out their housing data which goes into a lot more detail and | 01:22:00
has a lot more information that we're able to provide 30%, thirty, 7% of renters and 24% of what I call homeowners. It's actually | 01:22:07
listed as homeowner occupied or. | 01:22:13
Dwellings are low to very low income. We felt that that was a significant member of the number of the community that may not be | 01:22:21
represented by people in power. | 01:22:26
Next please. | 01:22:32 | |
Another recommendation is that the task force receive information on the city's Americans with Disability Act transition plan. | 01:22:34
Every city is required to have a transition plan that shows the work that is being done on a regular basis to increase access to | 01:22:42
persons with disabilities. As far as we can tell, the last we saw was a community survey occurred in 2022, but I we were not able | 01:22:50
to find out anymore information about the status of the ADA transition plan. | 01:22:57
There is also one of the ways that underrepresented communities may seek greater representation is through. | 01:23:06
District based elections. That's happened in some communities very close to us, the city of Monterey for example. | 01:23:15
And we know that in 2022 there was a request that the Council referred to legal counsel. | 01:23:22
About whether having district based elections in the City of Pacific Grove should would be appropriate and should happen and so we | 01:23:30
felt that as a task force it would be appropriate for us to receive information on district based elections. | 01:23:37
And then finally. | 01:23:45
One of the things that we'd hoped to capture was demographic data on the city's volunteer. | 01:23:47
Volunteers, that is, the persons who give up their time and talents on the City's commissions, committees and boards, but that | 01:23:54
information is not collected. However, in the City Council's policy about volunteer appointed boards, it does state. Further, in | 01:24:02
considering appointments, the Council shall be attentive to the City status as an Equal Employment Opportunity EEO organization, | 01:24:10
so therefore we recommend that the City collect volunteer demographic data to help provide. | 01:24:17
A clearer and more accurate picture of the city's boards, commissions and committees. | 01:24:25
Next slide please. | 01:24:32
And then our final recommendation is that the city continue an annual recognition of underrepresented groups and communities, | 01:24:35
including Black History Month in February. | 01:24:41
Asian American and Pacific Islander Heritage Month in May, Pride Month in June, Latino Heritage Month, September 15th to October | 01:24:47
15th. I'm going to make a slight change to Disability Awareness Month and then Native American Heritage Month in November. I've | 01:24:54
actually gotten feedback from members of the disability. | 01:25:01
Community. | 01:25:09 | |
And disability and allies community that disability pride month is in July and that that would probably be a more appropriate. | 01:25:10
Annual Right month to annually recognize the Disability Awareness Month has to do more with employers and employees rather than | 01:25:20
community wide. So that would be my change is to strike Disability Awareness Month in October and add Disability Pride Month in | 01:25:27
July. But again we're recommending that these be and that these annual recognitions of underrepresented groups and communities be | 01:25:34
continued. | 01:25:40 | |
Next. | 01:25:49 | |
That's my presentation. Now time for task force questions. | 01:25:51
And then public comment and then task force discussion and action. | 01:25:55
Are there any questions from the task force? | 01:25:59
It's time for public comment. Comments and statements must pertain to this agenda item and should be addressed to the Task Force | 01:26:04
and not the audience. Comments will be limited to 3 minutes, will not receive Task Force action. Speakers must adhere to the time | 01:26:11
limits, using the time limit lights as a guide. | 01:26:18
Public comment is encouraged, if not disruptive to the meeting as chair. If someone chooses to be disruptive, I will respond in a | 01:26:25
viewpoint neutral manner according to rules of order. | 01:26:30
I will open public comment to members of the public present in. | 01:26:36
Welcome. | 01:26:49 | |
That. | 01:26:57 | |
We're good. The PG USD school board does have a student representative that sits if you've been to school board meetings, although | 01:27:01
a non voting member, right? So they're not official member of the school board, but they said they're allowed to make comment, ask | 01:27:07
questions and participate. And I have recommended that Fred Jellis came to one of the. | 01:27:12
School board meetings and recommended that and I second that idea for boards and commissions here and I recommended it for the the | 01:27:19
EDC. I don't see why we couldn't have a student representative attend and ask questions and participate. They can't vote and if | 01:27:24
that, I don't think that disqualifies them if they're on a date just 17. So I'd be in favor of that. I think it's a good idea, our | 01:27:30
civic education. | 01:27:36
Among our young people has evaporated, they are they are dis detached. | 01:27:42
Disgruntled. | 01:27:47
Disgusted with more on the world stage. All the stuff that they see on Facebook, a lot of them have just tuned out. We need to | 01:27:48
tune them back in and this is, this is a good idea, so I support that. The piece. I'm not quite sure about what we're talking | 01:27:54
about collecting demographic information. | 01:27:59
And I know I don't have to remind you, but the Civil Rights Act of 1964 created the EEOC. | 01:28:05
20-30 years ago I was in the OC officer for A. | 01:28:11
And if you remember what it says is that you shall not. | 01:28:15
In any means formed or conditions for employment, hiring or positions. In this particular case, I think that includes B. | 01:28:19
Against any Uh. | 01:28:29
Race, Creed, etc. So Anderson collecting the information, it seems to me, I mean, are you saying that we're going to collect the | 01:28:32
information to see if we have? | 01:28:38
Representation on the boards and commissions, that is that is equal to the population. Are you going to stipulate that every board | 01:28:44
and Commission has to have one of this person and one of this type and one of that underrepresented group? I'm not quite sure | 01:28:49
that's as you know from the recent. | 01:28:54
Supreme Court decision is patently illegal, so I wouldn't want you to get into trouble about that. So I'm not quite sure about. | 01:29:00
Reference. | 01:29:08 | |
EOC, you know, stands for Equal, Equal Employment. | 01:29:10
Opportunity, it says opportunity, it doesn't say placement on the boards and commissions. So we're talking about opportunity. So I | 01:29:14
guess I would just and I'm sure somebody might get up after me and. | 01:29:19
Much more knowledgeable about the law than me and explain how this is all going to work, so I would just. | 01:29:25
I would just like to know more about. Are you suggesting that every board and Commission is going to have specific placement | 01:29:31
according to unrepresented positions in? | 01:29:36
I don't think that's what you're saying, but I I hope it's not. Thank you very much. | 01:29:42
Thank you. | 01:29:46 | |
Welcome. I realize I you all know me, but everybody else does. I'm Adam de Boer, VG resident for a couple years now. | 01:30:00
I I don't know. I think it's it's fairly clear that the the purpose to me anyway of DI efforts is to, like I said, to to hold | 01:30:11
space. | 01:30:16 | |
To to encourage participation, that is in fact one of the the purposes of this task force is to encourage participation by | 01:30:21
underrepresented people. I think that the the definition that the subcontinent has come up with is excellent. I know it is a it's | 01:30:28
a challenge to try and gather all the data and I find that it's it's based very nicely in data. | 01:30:34
No one is suggesting that there be quotas, we. | 01:30:43
Through Mr. Gibbs's comments of the EDC with regards to the Women Minorities Grant, we know that the California law forbids. | 01:30:46
Sort of use of of those sort of characteristics for employment and so on and so forth. | 01:30:55
But the the purpose of this is to encourage participation and so whether it is by reaching out to people to get their opinions, to | 01:31:00
get their understanding. | 01:31:05
Those are, you know and and knowing the demographics of the people that are involved and knowing the demographics of the. | 01:31:11
Folks in the city is key to understanding whether people are becoming more represented, and that is the purpose of this. So no one | 01:31:17
is suggesting quotas. | 01:31:22
And thank you once again for your service. | 01:31:28
Thank you. | 01:31:32 | |
Seeing no one else. | 01:31:39
Wishing to make public comment in person, I will open public comment to those attending remotely. | 01:31:41
Thank you. | 01:31:47 | |
Inga Lawrence and. | 01:31:48
Welcome. | 01:31:50 | |
Thank you, Sandra, and welcome back and chair Bowie and the task force members. I want to thank you for hearing me. | 01:31:52
And including. | 01:32:01
In this underrepresented groups and yes. | 01:32:03
I I really appreciate that and certainly. | 01:32:08
37% of low and I. | 01:32:14
And. | 01:32:18 | |
Income Qual. | 01:32:21 | |
Underrepresented group and a large one here, but yes, we are underrepresented and I really appreciate you for hearing me. | 01:32:24
And acting upon it. Thank you very. | 01:32:34
Thank you. | 01:32:39 | |
Lisa Gianni. | 01:32:41 | |
Welcome. | 01:32:43 | |
Thank you. I appreciate the work that you're doing on on. | 01:32:46
Recognizing underrepresented groups and communities. And the only part of this I wanted to comment on is #4. The city continued | 01:32:53
annual recognition of underrepresented groups and communities. And I'm thinking in particular of Native American. I think it's | 01:33:01
called Native American Heritage Month in November. | 01:33:09
It now. | 01:33:19 | |
The first I remember of this, the mayor would read a proclamation at the beginning of City Council meeting. | 01:33:20
Recognizing that and and saying some meaningful, meaningful things about the experience of the Native Americans. | 01:33:28
But then. | 01:33:39 | |
The next year. | 01:33:42
I believe well the the the chair at least of the Aloni Casino and Escalon Nation whose tribal homeland this is Pacific Grove is | 01:33:45
she can't be at every every City Council meeting in the county where the territory that she represents during that month but you | 01:33:55
know she wasn't there and and so. | 01:34:04
Instead of reading the proclamation, the mayor just held it up to the camera. | 01:34:14
And then since then, I don't believe it's been any more than. | 01:34:19
Just on the agenda. | 01:34:27
Maybe it maybe, he said. You know, this is Native American Heritage Month, but. | 01:34:31
I think that that recognition needs to be that annual recognition means to be more meaningful. | 01:34:39
I would think that the very least that. | 01:34:48
Proclamations could be read recognizing the contributions. | 01:34:52
Of of that. | 01:34:57 | |
Group whatever group it is in that particular month. | 01:35:00
And and. | 01:35:06 | |
Oh, the great injustices that they have experienced. | 01:35:11
And what the city? | 01:35:17
Would like to do to to. | 01:35:19
Correct that I think. | 01:35:23
The recognition needs to be meaningful. | 01:35:27
And I hope you can include that in your recommendation to council to to. | 01:35:30
To have that those annual. | 01:35:37
Recognitions. | 01:35:42
Thank you. | 01:35:46 | |
No further hit. Oh, sorry, I just had one. | 01:35:48
Welcome, Marie Adams. | 01:35:51
Thank you. Good. | 01:35:57
This is all really heartening to me to see all this progress being made and. | 01:36:01
In thinking. | 01:36:09 | |
A history teacher that I had and I just wanted to share something that I was taught. Um. | 01:36:10
In my education in the San Francisco Bay Area, at one point I was a history major and. | 01:36:17
Something that and I don't know who the quote came from, but it's like it says when you are unaccustomed. When you are accustomed | 01:36:27
to privilege, equality feels like oppression and. | 01:36:32
I think that that we have that in Pacific Grove and I'm really. | 01:36:38
Disappointed with the willful misunderstanding, Couched in confusion and I again thank you for your very hard work. | 01:36:44
Thank you. | 01:36:55 | |
No other public comment. I will now close public comment and I'll bring the underrepresented groups and community subcommittee | 01:37:00
recommendations back to the task force. And I would like to if I could. | 01:37:07
Ask the clerk DEI. Coordinator Candel I. | 01:37:15
I was able to get obtain demographic information about the city workforce and City Council from staff and could you just briefly | 01:37:20
talk about what is collected and how it is used? | 01:37:25
Thank you. | 01:37:32 | |
I'm sorry, one one more time. Sure. Yes, I was able to obtain demographic information about the city workforce from staff, and I | 01:37:35
wonder if you would be able to just briefly talk about how that information is collected from the city staff and how it might be | 01:37:41
used. | 01:37:47 | |
And if you're not able to do that right now, if you could bring that back to the next meeting, that would be fine. OK, OK. I | 01:37:54
would, I would. | 01:37:57
Presume that information would come via application if because I believe it's optional information to receive now on applications. | 01:38:01
And the second inquiry would probably be a question for HR. So I can bring that back. OK. Thank you very much. | 01:38:11
I think we've. | 01:38:24
I heard some comments about the recommendations and I wonder if there's any further task force discussion. And I will note that I | 01:38:25
would amend the recommendations. One is to put Disability Pride month in July. | 01:38:32
As one of the annual recognitions and not to have the disability awareness month in October necessarily because of the focus. | 01:38:39
Unemployment in October rather than more broadly in the community in July, and I would also like to recommend that the language | 01:38:46
include recommend the city continue annual meaningful recognition of underrepresented groups and communities. | 01:38:53
Member Freiburg, I would just like to commend you on the work that has been done on this and I. | 01:39:06
Heartily approve of the idea of bringing in the socioeconomic factor into the area of diversity, because it is something that we | 01:39:14
need to be aware of to to. | 01:39:20
In our discussions and in our decisions. | 01:39:27
Thank you. | 01:39:31 | |
Piggyback on that, thank you. And thank you for recognizing that I think. | 01:39:35
I I discussed. | 01:39:42
That issue the issue of. | 01:39:44
Of having that quandary, the fact that we had to cancel last meeting because we didn't have a quorum. | 01:39:48
I had. | 01:39:58 | |
Work commitment. | 01:39:59
And I was not able to be here. | 01:40:02
Physically, but I wanted to call. | 01:40:06
And that was not sufficient. | 01:40:09
Sufficiently. | 01:40:14
Reason uh? | 01:40:16 | |
Reason enough to be able. | 01:40:19
To call in and and I said that, you know, making a living. | 01:40:23
Seems like a pretty good reason to me. However, there was not wiggle room within the the Brown act and and within our | 01:40:30
determination here and it it was really upsetting to me and it felt like that is exactly why we need D. | 01:40:39
And. | 01:40:49 | |
Because of socioeconomic disparities. | 01:40:51
Thank you. | 01:40:57 | |
No further If there's no further discussion, is there a motion to approve the recommendations with those two changes? | 01:40:59
I'll move to approve the recommendations with the changes that you listed. | 01:41:10
I would like to 2nd that. | 01:41:16
Thank you. | 01:41:19 | |
Clerk Dei Coordinator Kendall, will you please take A roll call vote? | 01:41:22
Yes, Chair Secretary Hoops. | 01:41:26
Aye, Vice Chair. Mark. | 01:41:29
Aye #5. | 01:41:32 | |
Aye, and Chair. | 01:41:34
Aye Motion carries 4. | 01:41:35
Thank you very much. | 01:41:38
The next DEI Task Force meeting will be February 12th, 2023 at 6:00 PM. | 01:41:40

Thank you. So item 8C is being T. | 00:03:20
I move to approve the agenda with the addition of tabling item 8C. | 00:03:25
Is there a second? | 00:03:31
2nd Thank you. | 00:03:33
Secretary Dei Coordinator Kendall, will you please take A roll call vote? | 00:03:37
Ah, yes, chair Billy. | 00:03:42
Aye, Vice Chair. Mark. | 00:03:44
#5 burger. | 00:03:47 | |
Comments will be limited to 3 |
