As a guide to us and a resource, you've been here since day one. You've gone above and beyond. 00:05:14

In the middle of the night on weekends when she ought not to have and I'd like to also highlight. 00:05:25
Highlight something that's stuck in my crop regarding the city, employees and the the constant criticisms. 00:05:35
There's a revolving door of elected and appointed officials and. 00:05:44
The the keepers. 00:05:49
The institutional knowledge are people, employees like Sandra Kendall and her colleagues, and I don't believe that they receive 00:05:52
enough respect, they are not treated well enough. 00:05:59
And when we say that they work for us, I think that we need to change the inflection. 00:06:06
Because they work for us. 00:06:13
And I think that we need to remember that whenever the question of benefits reviews. 00:06:16
Raises come around because. 00:06:23

Along with teachers, parents and community members, I hope that a future task force presentation on this topic may be possible. 00:08:15
The City Council is seeking public help in selecting a new City Manager for the City of Pacific Grove. The City Manager is 00:08:24
appointed by the Council to execute council policy, manage administrative responsibilities, supervise staff and day-to-day 00:08:32
operations. A brief survey to provide your input is available at the top of the city website cityofpacificgroveoneword.org. 00:08:40
The city is also seeking input on the Highway 68 Sunset Dr. Rd. Improvements and the five way intersection near the high school 00:08:49
and elementary school tomorrow, Tuesday, January 9th at 5:30 PM at Chautauqua Hall. 00:08:56
Some of the topics to be looked at will include disabled access, student resident and multimodal safety improvements. 00:09:03

When public comment is closed, items may be referred to staff for a brief response or follow up. 00:11:32
Public comment should be addressed to the task force and not the audience. 00:11:38
Public comment is encouraged if it is not disruptive to the meeting. The definition of disruptive conduct that actually disrupts, 00:11:43
disturbs, impedes, or renders infeasible the orderly conduct of the meeting. 00:11:50
Is found in Government Code section 54957.95 and Council Policy 000-17. 00:11:57
Pursuant to the policy as Chair, if disruptive conduct needs to be addressed, I will warn the individuals that their behavior is 00:12:06

You had four resignations. 00:13:39
You've had to cancel 3 meetings, and I have a list of things that you were wanting to you really wanted to accomplish, but you 00:13:42

But the biggest problem I have and you know, I watched the news I read. 00:13:51
And we all know what's going on at Harvard and even at Stanford 910 months ago with the DEI. And it has been taking. 00:13:56
A hard hit these days, and I think you have the right idea that you're trying to promote. But what it comes across to me is is a 00:14:05
favoritism of certain socioeconomic people, certain races, certain gender or gender orientation. It favors people, and that is the 00:14:15
divisiveness of the DEI. I would love to see it repurposed in some way that you could include many of your goals. 00:14:25
But you do not alienate members of the community. 00:14:35

Thank you all. My name is Mike Gibbs. I'm a member of the Pacific Grove Economic Development Council. You've seen me here before 00:14:56
and I too follow Carol Mark. But you know, community service is difficult sometimes. Serving on boards and commissions is not 00:15:01
without controversy or. 00:15:06
Confrontation in some places, so. 00:15:12
You know, thank God for standing up here and. 00:15:15
And representing what you think is correct, even if a lot of people have a diversity of opinion. 00:15:18
Just a couple of announcements. First, the Economic Development Commission, of which some apart is working on a strategic plan. 00:15:25
It's mainly going to affect downtown Forest Ave. Just encourage anybody listening or anybody here to come to the meetings. It's 00:15:32
the first Thursday of every month. 00:15:36
And make yourself be known. We're looking for business owners, people who shop clients, customers to come and talk about what they 00:15:41
like to see downtown. 00:15:45
You know what they like to see if Forest Ave. some of the businesses are suffering right now. Liz Jacobs runs the wild fish she 00:15:49
mentioned at our meeting of businesses down 55%. 00:15:55
This year or year over year and it's very difficult for many business people. So show up and encourage business people to come in 00:16:01
and just use public comment to talk to us. That's going to be affected by a new bill. I think it's AB 413, it's called the day 00:16:05
lighting bill. 00:16:10
And it it requires that all cities in the state of California have an offset from public. 00:16:16
Intersections and crosswalks of 20 feet. You can't park a vehicle. 00:16:22
Within 20 feet, it is probably going to affect the crosswalk and Parkland situation. The last thing I'd like to say, we have a 00:16:26
community member's name is Richard Omara. 00:16:31
He did receive some criticism on Facebook and other by some people in the community for distributing emergency sleeping bags. It's 00:16:36
kind of a hard thing. How could he be? 00:16:41
Criticized for doing this. You've been doing it for 10 years. He does it on his own. He buys these things. They're available. 00:16:47
At local hardware stores, they're about 7 bucks. It's a my. 00:16:53
Sheath that you can pull over your body. Tonight it's going to be 3940°. If your car temperature falls 3 1/2° you're in trouble. 00:16:58
You can pull this over your body. 00:17:02
You can sleep in it. It's waterproof. 00:17:07
Right. And it allows you to survive. Now some of the homeless programs here in Pacific Grove and other places will not take people 00:17:10
if they're not clean and sober. One of them is the I Help program. So we have, we see these these guys that we had 20. 00:17:18

I drop them off at the police station or if you live in Salinas or someplace else, you may drop them off at the cop stop and the 00:18:31
and the police chief will make sure that the patrolmen get these in their vehicle so they have them available. I wouldn't 00:18:36
distribute them myself. Let the police and and other individuals send these out. So just want to let you know about that. Thank 00:18:41

months. This is a three month old statement that I'd like to read to the task force related to what you had just said earlier. My 00:19:24
name is Bruce. Donate and I want to share a few thoughts on the October 5th meeting of the Pacific Grove Unified School Districts 00:19:31
Board meeting. The majority of the meetings time was spent addressing the response to a black family's experience of racism at 00:19:37
Robert Downe School. 00:19:43
Those experiences of racism were so impactful against their children, the mother, Mrs. Valerie Anthony, decided to move her family 00:19:50
away from the area to a different state. 00:19:54
It was a heartbreaking experience to be made aware of. 00:20:00
First off, I want to say thank you to the school board for being so welcoming and supportive. 00:20:03
To all those in attendance at the meeting, the board was willing to extend the comment period beyond the normal 20 minutes to 00:20:09
accommodate everyone who wished to speak. Most of the speakers were black and some of the speakers were parents of black children. 00:20:15
I felt the board made a real effort to listen with open minds and with compassion. Many of the shared stories were painful and 00:20:23
uncomfortable to hear. I thought the board was open to listening with compassion to each person who spoke. 00:20:29
There seemed to be a genuine vulnerability amongst the board members, including the chairperson, who acknowledged how totally 00:20:36
ignorant they were of how to proceed in addressing the issue of racism in our community. 00:20:41
Most of those who spoke were from Pacific Grove. Some were born and raised here. Some were parents of black children. 00:20:47
Let's see who were born and raised here. It was impressive to hear from many of our own local black community leaders who bring so 00:20:54
much wisdom and experience to the table. I appreciated the board's willingness to step back from their proposed evaluation process 00:21:01
and seek guidance and even leadership from the local black community leaders present that night in moving forward on addressing 00:21:08
racism in our schools. It felt hopeful. I thought it was an important and powerful meeting. 00:21:15
And I would encourage anyone who has listened to the meeting via the link on the on the Internet to do so. 00:21:23
And I'm glad to hear that they've gone forward with the NCBI training and and are actually listening to the the leaders here who 00:21:29
have a special knowledge and wisdom in terms of. 00:21:35
The Peninsula I have two requests of the DEI Task force. One is to keep track of the PG PG USD board's progress on this matter. 00:21:42
The other one is and I understand there may be a problem. 00:21:50
Age wise with this, but I I have the other request is to consider having two students from PG's public schools on the task force. 00:21:53
I think they would bring about valuable perspective to all of us. 00:21:59

One is it's it is in fact a common misconception within the society and amongst people like. 00:22:26
I don't know our favorite billionaire like Elon Musk that that diversity, equity, inclusion efforts are in fact discriminatory 00:22:31
against the people that they are trying to privilege. But what they are? 00:22:37
Refusing to acknowledge is the inherent favoritism already present in the society and that the efforts of DI is really to try to 00:22:44
hold space to push against. 00:22:50
That favoritism in order to provide equal opportunity. 00:22:57
For the people that are otherwise disadvantaged. So I would hope that people would would someday learn this. I don't know what's 00:23:00
going to cause it, but but let's hope that it happens. 00:23:05
One other question I have is when in my own reading of the Brown Act that the. 00:23:12
That the general public comment is meant to be addressed to areas that are under the jurisdiction of the. 00:23:19
Body that is being addressed. So Chair Bowie, I know you have said that it's General Pacific Grove, I'm sure you've been guided in 00:23:28
that, but it does seem a bit odd and does even conflict. 00:23:34

Draft the draft that we have the resources that we have to our city IT department and city it can then. 00:32:31
Draw up a draft for us to re review. So kind of. 00:32:39
Speaking to the comments of the task force, the comments of the public to get this project. 00:32:44
Moving forward is the goal of tonight, So what I have listed on the PowerPoint is a lot of language that. 00:32:50
Either came from various resources. 00:32:58
Collected by the previous subcommittee and then language that I'm suggesting is kind of general introductions to different 00:33:01
sections. I would love the task forces feedback on. 00:33:07
On how that looks, if we think we need to add anything, take anything away. 00:33:14
So that's what we're going forward with, just a review of the DEI Task Forces purpose, and that'll be pertinent to the purpose of 00:33:19
the web page as well. The first purpose is to examine city policies, programs, and practices through a community lens to promote 00:33:26
diversity, equity, inclusion, racial racial justice, and healing. 00:33:33
Next is to promote participation of underrepresented communities. This is including people of color, LBGTQ, plus people with 00:33:41
disabilities, immigrants and other groups. 00:33:46
And monitor change that occurs to diversity, equity, inclusion and racial justice within the City of Pacific Grove. 00:33:52
And the last is provide feedback, guidance, strategies and recommendations to increase community engagement by underrepresented 00:33:59
groups. 00:34:02

The recommendations listed from the meeting of January 9th, 2023 for this web page. 00:34:09
Were purposes as follows. So first, the web page will be a learning resource for topics related to diversity, equity, inclusion, 00:34:17
racial justice and healing as per the purpose of the task force. 00:34:23
The second is that the web page will provide information and resources on and for underrepresented communities to increase 00:34:29
community engagement and promote participation within the city. 00:34:33
And the third is that resources provided on the web page will be publicly accessible through the Pacific Grove Public Library, 00:34:39
government and nonprofit websites, and online. 00:34:44

Next was that web page information will include task force actions, work plans and city activities related to diversity, equity 00:34:52
and inclusion. Kind of to give a better idea to the public of what the task force is working on. 00:34:58
The 5th is that web page information and resources will be for all ages with multilingual and accessibility features provided by 00:35:04
the city's platform. And we did hear a presentation on that earlier in actually in the last year now. 00:35:11
Number six is that the web page will be a current resource, responsive to changing community needs, regularly monitored and 00:35:18
updated by staff, subcommittees and the task force. 00:35:23

Again, I'm presenting, but have been a work in progress from the previous subcommittee and the current subcommittee. 00:35:35
So first, I'm just recommending an introduction to the web page itself. The language that I have listed here is. The purpose of 00:35:42

to go to where they know to start to start to do research and that's what we ultimately came to the conclusion of is that people 00:53:41
come to our website to find information and. 00:53:47
Even if it's not like the final thing that they need, at least it sends them in a direction where they can get some sort of 00:53:54
resources that they're looking for. And that's really all that it's about. It's a starting place and that's all you, I think I. 00:54:01

The original idea for having a web page on diversity, equity and inclusion did not come from the task force. It came from what we 00:54:58
heard from the public. 00:55:02
People saying we don't understand what is dei. We people saying I want to learn more about these topics that you are charged with 00:55:07
promoting, that you are charged with gaining more representation from in the community. People saying you know I'm a member of 00:55:13
one. 00:55:19
Underrepresented group. But I'm interested in learning more about others parents coming and talking about how they want to find 00:55:26
resources to work with their children around some of these issues. So we kind of reluctantly perhaps took the as the task force 00:55:33
took this on because we also had concerns about many of the things that were expressed. You need to keep a web web page, website 00:55:40
updated. It needs to be regularly checked and monitored. 00:55:47
We need to be careful because this takes place within a governmental entity, the City of Pacific Grove. What sort of resources are 00:55:55
we going to be providing or recommending? And that's why one of the things that we felt very strongly from the beginning was that 00:56:02
having resources that could be available through the city's Public Library or through nonprofits and organizations that did have, 00:56:10
had been vetted and did have some credibility. 00:56:17
There is actually a web page holder on the city website and right now what it says is that the views expressed on this website, 00:56:25
which do not have anything yet, do not necessarily represent the city. And I'm sorry, Sandra, I think I'm getting the wording a 00:56:33
little bit wrong, but that again it is a starting point and an entree into it and then something else I had. 00:56:41
Great pleasure of working on the task force with task force member on the subcommittee, task force member who actually works in 00:56:50
education at a very large nonprofit in our community. 00:56:56
And she also really brought up the fact that we needed to provide information in multiple modalities. So it was not just text, but 00:57:02
it was images and there was the opportunity in other languages and so on. So it would also be a truly inclusive web page that 00:57:09
would would recognize the diversity of our community and would provide that educational and information, that starting point, 00:57:16
which is a great term to think about it as. 00:57:22
For our community, and in fact up until the last several meetings, we are still being asked, well, what does this mean? Well, how 00:57:30
do we find out? In fact, I heard at one of our last meetings, well, the schools are working with their students on understanding 00:57:36
and learning, diversity, equity and inclusion, cultural competencies. But what about the adults in our community? Who is, you 00:57:42
know, what is there for the adults? So, so, yes, So in case you can't tell, I'm very excited that this is going to be moving 00:57:48
forward. 00:57:54
So the opportunity for input has been at the task force meetings, the last since the task force began and we have certainly been 00:58:01
gathering it. We actually, the original subcommittee wanted to do a survey and it was felt that this was not necessarily an 00:58:07
appropriate thing at that point for the city to take on. The city was doing a lot of broader surveys. So I think the idea was we 00:58:14
wanted to get something out there and get it started and then start collecting the input and that would be sort of the testing it 00:58:20
in real life if you will. 00:58:27
So sorry, long long preamble but I wanted to this is now the opportunity for the task force to bring up ideas but also discuss or 00:58:34
ask questions. And one of the first questions thoughts that I wanted to bring up was once we have a web page up and going. 00:58:44
There also needs to be a regular process within the task force for regularly reviewing it for deciding on the criteria for adding. 00:58:54
Suggestions from the public or from the task force members and then also a regular way of adding. 00:59:03
Information through the task force, then going to staff. 00:59:10
So that's something that I would suggest. 00:59:14

new history of Pacific Grove. We really saw it as pulling from existing documents. So there's a historic structure report that 01:07:15
contains, for example, that the city has done that contains a lot of the history as well, but also then a place for the city 01:07:21
apology to the Chinese community to be placed so that it could be readily accessible. But yes, I think definitely the city staff 01:07:28

And this is our recommendations. And again, we start with our purpose. And our purpose is to promote the participation of 01:14:58
underrepresented communities, including but not limited to people of color, LBGTQ, plus people with disabilities, immigrants and 01:15:06
others, and monitor change that occurs to diversity, equity, inclusion and racial justice within the city. 01:15:14
And to provide feedback, guidance, strategies, and recommendations to increase community engagement by underrepresented groups. 01:15:22

Our powers and duties are that we act in an advisory capacity to the Council and City Manager on the topics of diversity, equity, 01:15:33
inclusion and racial justice as related to the City of Pacific Grove. 01:15:39
And we recommend to the Council adoption of such laws, rules, regulations, programs and practices on the topics of diversity, 01:15:46
equity, inclusion, racial justice and healing that relate to the City of Pacific Grove. 01:15:53
So that's our purpose and our powers and duties. So in our subcommittee we worked and we actually presented at our last. 01:16:01
Presentation The definition of underrepresented. 01:16:09
According to Cambridge and Oxford Dictionaries, it's insufficient or inadequate representation If a type of person is 01:16:12
underrepresented in a group or organization, there are not enough of them. 01:16:18
In it from the Macmillan dictionary in the. 01:16:24
Underrepresented groups do not have enough people with power to speak for them or help them. Another definition was not in the 01:16:28
majority in the workplace or in the community. 01:16:34
And so the question we looked at was, who is at the table when decisions are made and how do we know? 01:16:40

So again, our primary powers and duties relate to the City of Pacific Grove. So that is the set of data that we looked at. And we 01:16:49
did look at of course demographic, demographic data, census data, but we also looked at who are the people with power in the city 01:16:56
who speak for or help the underrepresented. And in the city, of course, that's the City Council, elected officials, city manager 01:17:03
and the workforce. They are the paid staff. 01:17:10
City boards who are appointed by the City Council, city boards, commissions, committees, etc. So with it and and of course when we 01:17:17
did this work, there's always an interesting discussion. Does city mean a geographic location with a demographic of people who 01:17:26
live and work and visit in it or does city with a capital C mean that that is the city organization that is governed by the City 01:17:34
Council and that is the city manager and city staff and the city volunteers on city boards, commissions and committees? 01:17:43
And so. 01:17:52
Looked at both, but we felt that because of our powers and duties in an advisory capacity to the City Council and city manager, we 01:17:53
needed to look at the representation of elected officials, appointed volunteers and paid staff. So what data is available to 01:18:00
review the representation in the people with power? 01:18:07
As defined above, so the equal opportunity Equal Employment Opportunity. 01:18:14
Commission requires that demographic data be collected for city employees and for city elected officials. 01:18:22
Otherwise, information about whether somebody belongs to an underrepresented group is either self reported or it becomes 01:18:29
subjective, either visual or anecdotal. 01:18:34

And so when we looked at sort of the data of the city staff and the City Council and we looked at sort of the visuals of the 01:18:44
televised boards, commissions and committee meetings, who was in attendance at City Council meetings, at boards commissions and 01:18:52
committee meetings, that we we also took input from public comments that were made at task force meetings. And we also looked at 01:18:59
issues that were occurring across the city. 01:19:07
Last presentation, I mentioned that there were other groups that we looked at too, but we were not able to get enough data. But we 01:19:14
really felt and of course when Secretary Stevens left in the summer, a lot of this work sort of ended there, that there were two 01:19:22
groups that we heard from the community or we heard from the groups that we believe belong in underrepresented definition. So 01:19:31
first was youth ages 17 and under 21% of the population of Pacific Grove is under 18 years old. 01:19:39
But the City of Pacific Grove does not have a youth Advisory Board and they are not able Youths under 18 are not able to have be 01:19:48
appointed to positions on city boards and committees. The city charter says in order to be an appointed city volunteer, you must 01:19:55
be a registered elector and in the city that means you have to be a voter and you cannot vote if you are under 18. 01:20:03
Anybody who's aware of what's going on right now with youth and youth? 01:20:12
Wanting to have a voice in things like climate change and like education and school districts and so on. Know that there is a push 01:20:18
in some communities to lower the voting age, but there is also a real desire. 01:20:24
The youth ambassadors in the City of Pacific Grove have shown that they really want to be involved in helping organizations and in 01:20:30
helping city departments, so we felt that. 01:20:36
Youth ages 17 and under could be considered an underrepresented group. We also have heard a lot from the community from the very 01:20:42
beginning of our task force meetings about low income individuals in the communities, seniors who may have a home but are having a 01:20:50
difficult time economically, people who are homeless or under housed who are not able to. People who work. 01:20:58
People who work multiple jobs, who are not able to volunteer their time on city boards, commissions and committees because they 01:21:07
are working to keep themselves housed or their families housed and fed. So we felt that although perhaps it may not be seen as a 01:21:14
typical underrepresented group, we felt that adding low income individuals, including the unhoused and the under housed, to the 01:21:21
definition of underrepresented was important. 01:21:28
Typically, low income is considered 50% or less of the median income. 01:21:37
And the median income changes a lot, so this this data is. 01:21:42
2022, I believe the PG median income was 103,000, which the median income means that it's there are certainly people who make more 01:21:47
and there are certainly people who make less. 01:21:53
In the cities, some of the city's housing information that they put out their housing data which goes into a lot more detail and 01:22:00
has a lot more information that we're able to provide 30%, thirty, 7% of renters and 24% of what I call homeowners. It's actually 01:22:07
listed as homeowner occupied or. 01:22:13
Dwellings are low to very low income. We felt that that was a significant member of the number of the community that may not be 01:22:21
represented by people in power. 01:22:26
Next please. 01:22:32
Another recommendation is that the task force receive information on the city's Americans with Disability Act transition plan. 01:22:34
Every city is required to have a transition plan that shows the work that is being done on a regular basis to increase access to 01:22:42
persons with disabilities. As far as we can tell, the last we saw was a community survey occurred in 2022, but I we were not able 01:22:50
to find out anymore information about the status of the ADA transition plan. 01:22:57
There is also one of the ways that underrepresented communities may seek greater representation is through. 01:23:06
District based elections. That's happened in some communities very close to us, the city of Monterey for example. 01:23:15
And we know that in 2022 there was a request that the Council referred to legal counsel. 01:23:22
About whether having district based elections in the City of Pacific Grove should would be appropriate and should happen and so we 01:23:30
felt that as a task force it would be appropriate for us to receive information on district based elections. 01:23:37
And then finally. 01:23:45
One of the things that we'd hoped to capture was demographic data on the city's volunteer. 01:23:47
Volunteers, that is, the persons who give up their time and talents on the City's commissions, committees and boards, but that 01:23:54
information is not collected. However, in the City Council's policy about volunteer appointed boards, it does state. Further, in 01:24:02
considering appointments, the Council shall be attentive to the City status as an Equal Employment Opportunity EEO organization, 01:24:10
so therefore we recommend that the City collect volunteer demographic data to help provide. 01:24:17
A clearer and more accurate picture of the city's boards, commissions and committees. 01:24:25

And then our final recommendation is that the city continue an annual recognition of underrepresented groups and communities, 01:24:35
including Black History Month in February. 01:24:41
Asian American and Pacific Islander Heritage Month in May, Pride Month in June, Latino Heritage Month, September 15th to October 01:24:47
15th. I'm going to make a slight change to Disability Awareness Month and then Native American Heritage Month in November. I've 01:24:54
actually gotten feedback from members of the disability. 01:25:01

And disability and allies community that disability pride month is in July and that that would probably be a more appropriate. 01:25:10
Annual Right month to annually recognize the Disability Awareness Month has to do more with employers and employees rather than 01:25:20
community wide. So that would be my change is to strike Disability Awareness Month in October and add Disability Pride Month in 01:25:27
July. But again we're recommending that these be and that these annual recognitions of underrepresented groups and communities be 01:25:34

School board meetings and recommended that and I second that idea for boards and commissions here and I recommended it for the the 01:27:19
EDC. I don't see why we couldn't have a student representative attend and ask questions and participate. They can't vote and if 01:27:24
that, I don't think that disqualifies them if they're on a date just 17. So I'd be in favor of that. I think it's a good idea, our 01:27:30
civic education. 01:27:36
Among our young people has evaporated, they are they are dis detached. 01:27:42
Disgruntled. 01:27:47
Disgusted with more on the world stage. All the stuff that they see on Facebook, a lot of them have just tuned out. We need to 01:27:48
tune them back in and this is, this is a good idea, so I support that. The piece. I'm not quite sure about what we're talking 01:27:54
about collecting demographic information. 01:27:59
And I know I don't have to remind you, but the Civil Rights Act of 1964 created the EEOC. 01:28:05
20-30 years ago I was in the OC officer for A. 01:28:11
And if you remember what it says is that you shall not. 01:28:15
In any means formed or conditions for employment, hiring or positions. In this particular case, I think that includes B. 01:28:19
Against any Uh. 01:28:29
Race, Creed, etc. So Anderson collecting the information, it seems to me, I mean, are you saying that we're going to collect the 01:28:32
information to see if we have? 01:28:38
Representation on the boards and commissions, that is that is equal to the population. Are you going to stipulate that every board 01:28:44
and Commission has to have one of this person and one of this type and one of that underrepresented group? I'm not quite sure 01:28:49
that's as you know from the recent. 01:28:54
Supreme Court decision is patently illegal, so I wouldn't want you to get into trouble about that. So I'm not quite sure about. 01:29:00

To to encourage participation, that is in fact one of the the purposes of this task force is to encourage participation by 01:30:21
underrepresented people. I think that the the definition that the subcontinent has come up with is excellent. I know it is a it's 01:30:28
a challenge to try and gather all the data and I find that it's it's based very nicely in data. 01:30:34
No one is suggesting that there be quotas, we. 01:30:43
Through Mr. Gibbs's comments of the EDC with regards to the Women Minorities Grant, we know that the California law forbids. 01:30:46
Sort of use of of those sort of characteristics for employment and so on and so forth. 01:30:55
But the the purpose of this is to encourage participation and so whether it is by reaching out to people to get their opinions, to 01:31:00
get their understanding. 01:31:05
Those are, you know and and knowing the demographics of the people that are involved and knowing the demographics of the. 01:31:11
Folks in the city is key to understanding whether people are becoming more represented, and that is the purpose of this. So no one 01:31:17
is suggesting quotas. 01:31:22

The first I remember of this, the mayor would read a proclamation at the beginning of City Council meeting. 01:33:20
Recognizing that and and saying some meaningful, meaningful things about the experience of the Native Americans. 01:33:28
But then. 01:33:39

I believe well the the the chair at least of the Aloni Casino and Escalon Nation whose tribal homeland this is Pacific Grove is 01:33:45
she can't be at every every City Council meeting in the county where the territory that she represents during that month but you 01:33:55
know she wasn't there and and so. 01:34:04
Instead of reading the proclamation, the mayor just held it up to the camera. 01:34:14
And then since then, I don't believe it's been any more than. 01:34:19

Maybe it maybe, he said. You know, this is Native American Heritage Month, but. 01:34:31
I think that that recognition needs to be that annual recognition means to be more meaningful. 01:34:39

And we all know what's going on at Harvard and even at Stanford 910 months ago with the DEI. And it has been taking. 00:13:56
A hard hit these days, and I think you have the right idea that you're trying to promote. But what it comes across to me is is a 00:14:05
favoritism of certain socioeconomic people, certain races, certain gender or gender orientation. It favors people, and that is the 00:14:15
divisiveness of the DEI. I would love to see it repurposed in some way that you could include many of your goals. 00:14:25
But you do not alienate members of the community. 00:14:35

Confrontation in some places, so. 00:15:12
You know, thank God for standing up here and. 00:15:15
And representing what you think is correct, even if a lot of people have a diversity of opinion. 00:15:18
Just a couple of announcements. First, the Economic Development Commission, of which some apart is working on a strategic plan. 00:15:25
It's mainly going to affect downtown Forest Ave. Just encourage anybody listening or anybody here to come to the meetings. It's 00:15:32
the first Thursday of every month. 00:15:36
And make yourself be known. We're looking for business owners, people who shop clients, customers to come and talk about what they 00:15:41
like to see downtown. 00:15:45
You know what they like to see if Forest Ave. some of the businesses are suffering right now. Liz Jacobs runs the wild fish she 00:15:49
mentioned at our meeting of businesses down 55%. 00:15:55
This year or year over year and it's very difficult for many business people. So show up and encourage business people to come in 00:16:01
and just use public comment to talk to us. That's going to be affected by a new bill. I think it's AB 413, it's called the day 00:16:05
lighting bill. 00:16:10
And it it requires that all cities in the state of California have an offset from public. 00:16:16
Intersections and crosswalks of 20 feet. You can't park a vehicle. 00:16:22
Within 20 feet, it is probably going to affect the crosswalk and Parkland situation. The last thing I'd like to say, we have a 00:16:26
community member's name is Richard Omara. 00:16:31
He did receive some criticism on Facebook and other by some people in the community for distributing emergency sleeping bags. It's 00:16:36
kind of a hard thing. How could he be? 00:16:41
Criticized for doing this. You've been doing it for 10 years. He does it on his own. He buys these things. They're available. 00:16:47
At local hardware stores, they're about 7 bucks. It's a my. 00:16:53
Sheath that you can pull over your body. Tonight it's going to be 3940°. If your car temperature falls 3 1/2° you're in trouble. 00:16:58
You can pull this over your body. 00:17:02
You can sleep in it. It's waterproof. 00:17:07
Right. And it allows you to survive. Now some of the homeless programs here in Pacific Grove and other places will not take people 00:17:10
if they're not clean and sober. One of them is the I Help program. So we have, we see these these guys that we had 20. 00:17:18

months. This is a three month old statement that I'd like to read to the task force related to what you had just said earlier. My 00:19:24
name is Bruce. Donate and I want to share a few thoughts on the October 5th meeting of the Pacific Grove Unified School Districts 00:19:31
Board meeting. The majority of the meetings time was spent addressing the response to a black family's experience of racism at 00:19:37
Robert Downe School. 00:19:43
Those experiences of racism were so impactful against their children, the mother, Mrs. Valerie Anthony, decided to move her family 00:19:50
away from the area to a different state. 00:19:54
It was a heartbreaking experience to be made aware of. 00:20:00
First off, I want to say thank you to the school board for being so welcoming and supportive. 00:20:03
To all those in attendance at the meeting, the board was willing to extend the comment period beyond the normal 20 minutes to 00:20:09
accommodate everyone who wished to speak. Most of the speakers were black and some of the speakers were parents of black children. 00:20:15
I felt the board made a real effort to listen with open minds and with compassion. Many of the shared stories were painful and 00:20:23
uncomfortable to hear. I thought the board was open to listening with compassion to each person who spoke. 00:20:29
There seemed to be a genuine vulnerability amongst the board members, including the chairperson, who acknowledged how totally 00:20:36
ignorant they were of how to proceed in addressing the issue of racism in our community. 00:20:41
Most of those who spoke were from Pacific Grove. Some were born and raised here. Some were parents of black children. 00:20:47
Let's see who were born and raised here. It was impressive to hear from many of our own local black community leaders who bring so 00:20:54
much wisdom and experience to the table. I appreciated the board's willingness to step back from their proposed evaluation process 00:21:01
and seek guidance and even leadership from the local black community leaders present that night in moving forward on addressing 00:21:08
racism in our schools. It felt hopeful. I thought it was an important and powerful meeting. 00:21:15
And I would encourage anyone who has listened to the meeting via the link on the on the Internet to do so. 00:21:23
And I'm glad to hear that they've gone forward with the NCBI training and and are actually listening to the the leaders here who 00:21:29
have a special knowledge and wisdom in terms of. 00:21:35
The Peninsula I have two requests of the DEI Task force. One is to keep track of the PG PG USD board's progress on this matter. 00:21:42
The other one is and I understand there may be a problem. 00:21:50
Age wise with this, but I I have the other request is to consider having two students from PG's public schools on the task force. 00:21:53
I think they would bring about valuable perspective to all of us. 00:21:59

Refusing to acknowledge is the inherent favoritism already present in the society and that the efforts of DI is really to try to 00:22:44
hold space to push against. 00:22:50
That favoritism in order to provide equal opportunity. 00:22:57
For the people that are otherwise disadvantaged. So I would hope that people would would someday learn this. I don't know what's 00:23:00
going to cause it, but but let's hope that it happens. 00:23:05
One other question I have is when in my own reading of the Brown Act that the. 00:23:12
That the general public comment is meant to be addressed to areas that are under the jurisdiction of the. 00:23:19

diversity, equity, inclusion, racial racial justice, and healing. 00:33:33
Next is to promote participation of underrepresented communities. This is including people of color, LBGTQ, plus people with 00:33:41
disabilities, immigrants and other groups. 00:33:46
And monitor change that occurs to diversity, equity, inclusion and racial justice within the City of Pacific Grove. 00:33:52
And the last is provide feedback, guidance, strategies and recommendations to increase community engagement by underrepresented 00:33:59
