Commission or regular meeting for Tuesday, March 26, 2024. 00:00:00
And our call to order, could we have a roll call please? 00:00:06
Yes, Vice Chair Gumby. 00:00:11
Commissioners. 00:00:16
You know, just make sure you hit your buttons on Please Brown. 00:00:22
Here. 00:00:27
Stern. 00:00:31
Here Shamas. 00:00:34
Here. 00:00:37
And I think Mr. Greening is absent, correct? 00:00:41
That is. 00:00:44
OK, so we have 55IN attendance. 00:00:46
One absent and one vacancy. 00:00:50
Correct. 00:00:53
All right. Moving on to approval of the agenda, do we have any changes to the agenda as? 00:00:55
Submitted. 00:01:04
If not, can I have a motion to approve the agenda as submitted? 00:01:08
Move to approve the agenda. 00:01:12
2nd Thank you, we've got a motion to. 00:01:15
Up and a second to approve the agenda. Can we have a roll call? 00:01:19
That was Brown and Proc. 00:01:22
Got it, Commissioner Brown. 00:01:25
Yes, Commissioner Brock. 00:01:28
Vice Chair Gumby. 00:01:34
Commissioner Stern. 00:01:38
Abstain. I was not present at that meeting. 00:01:41
So just for clarification, you don't have to be present as long as you review them, but you can you can you? 00:01:45
And Commissioner Shamas. 00:01:53
Yes, OK. And. 00:01:55
Commissioner Greening is absent 510. 00:01:57
Thank you. And now on to the approval of the Minutes. Do we have any? 00:02:02
Changes to the minutes as submitted. 00:02:09
I see none. I do want to thank Commissioner Prompt for preparing those minutes. I could have a motion to approve the Minutes as 00:02:15
submitted. 00:02:19
Motion move to approve the minutes. 00:02:28
Second, anybody second. Thank you. That's Brown and Chamas. 00:02:32
And now can we have a roll call please? 00:02:37
Yes, Sir, Commissioner Brown. 00:02:40
Yes, Thomas. 00:02:43
Commissioner Stern. 00:02:49
Abstain. 00:02:52
I don't need it, I'm saying. 00:02:55
If you want to, you can. You don't have to go, OK? 00:02:56
I will abstain. 00:02:59
You're abstaining, OK? 00:03:01
Vice Chair Gumby. 00:03:07
And Commissioner Brock? 00:03:11
Yes. So that one is a four. 00:03:13
One and one abstain. 00:03:18
One and one vacant, yes. 00:03:22
Thank you. 00:03:24
Yep, alrighty. Moving on to general public comment. 00:03:26
As shown in our agenda, we have. 00:03:31
Essentially for items that had been. 00:03:36
I set in in the past month and since our last meeting. 00:03:42
And these have to do with crosswalks in the vicinity of. 00:03:47
Caledonia. 00:03:54
Park. 00:03:55
Speeding on Early and the intersection of Early and Central. 00:03:58
I would. I'll move that we present these two. 00:04:06
Public works and police to prepare a agenda's report for next meeting. 00:04:12
Can I get a second on that? 00:04:19
2nd Thank you. 00:04:22
I'm sorry, can which one is that? Which written public comment? What number? 00:04:24
We do all, all all four of them. 00:04:30
All four of them. 00:04:33
Two of them are the same location but. 00:04:35
They're essentially 3 locations. 00:04:40
So we have. 00:04:43
So, Chief, do we need to have a vote on that too, or can we just? 00:04:45
Agenda is that. 00:04:50
For next month. 00:04:51
I mean it's just received a communication on this. If you want to pull it, you could pull it. 00:04:53
If you want to take a vote, we can take a vote just to be safe. So we have Gumby and Shamas. 00:04:59
As a second. 00:05:04
That's correct. 00:05:06
OK, Vice Chair Gumby. 00:05:09
Aye, Commissioner Shamas. 00:05:12
Aye crock. 00:05:16
Stern. Stern. 00:05:20
And Brown. 00:05:23
Yes. 00:05:25
OK. So those, so those items will be presented by public works and or police at our next month's meeting. 00:05:27
Thank you. Moving on to oral communications, is there anyone in the audience that would like to speak to anything relevant to 00:05:39
Traffic Safety? 00:05:45
Commission items. 00:05:51
You step up to the microphone. 00:05:54
If you want, if you want to make a oral comment, now, you step up to the microphone. 00:06:02
Please. 00:06:08
Hedberg We just bought a house at 324 Earley. 00:06:12
Ave. 00:06:15
Back early November and. 00:06:18
I thought it was interesting that I sent in my e-mail to the chief and about Early and Son of a Gun. I look at the agenda and 00:06:19
there were two other letters about Early for the same meeting. 00:06:25
My concern is the is the speed. 00:06:32
The people, of course, cars coming down the hill, they pick up speed and going up they gun it and go, but it's a long way, all the 00:06:35
way from Central. Then of course you got to go through this maze at at Lighthouse and I got the finger there on Sunday crossing. I 00:06:41
got caught in that middle part there coming after I stopped at the the light or the stop sign of Del Monte. Then I get out in the 00:06:47
middle part and I came OK, do I keep going or stop? And I kept going but of course I was supposed to yield and so that was Sunday, 00:06:52
but. 00:06:58
It's a long run and that people go all the way up to Gibson. 00:07:05
Before there's a stop sign, whereas if you were on David. 00:07:08
There's a stop sign not too far up at Spencer, So. 00:07:11
It there's it's a long stretch without a without a stop sign and then these wonderful people and I am too concerned about the mass 00:07:15
down on Central Ave. and then taking so one thing I would throw out. 00:07:22
And there might be a better idea, but. 00:07:29
When you come through Monterey on on Lighthouse, there are all kinds of streets that you can't turn left on. 00:07:32
Because they don't want to slow up traffic and and do that well. 00:07:39
You've got, you've got David and then all of a sudden now I'm right at Central, I'm right at early. What if you made early and no 00:07:43
left turn? 00:07:46
Then that would that would solve, I think, a lot of those problems. 00:07:51
I mean, it would still allow the fire trucks to come down early because they'd be the one way coming down. That's when they come 00:07:54
running out. 00:07:57
So that might be a solution and I was hoping maybe for another stop sign some more on earthly. 00:08:01
All right. Thank you. Thank you. Thank you for all you do. 00:08:06
Thanks very much. 00:08:09
All right, we have one more or another person here like to make a. 00:08:12
Comment. Yes, I would thank you very much. My name is Jack Barkowski. I'm also one of the people who submitted one of the written 00:08:16
comments regarding the intersection at Early and Central and I just wanted to follow up a little bit on. 00:08:22
A couple make add two points to what I wrote in my written comment that really have to do with the same thing. 00:08:29
Sort of thing as I provided my written comments, some data on numbers relative to accidents that have happened in Pacific Grove 00:08:35
and specifically at that intersection. Something I found interesting as I went through more numbers on that data relative to those 00:08:41
incidences that a lot of those incidents occurred sort of during the peak tourism times for our Pacific Grove town here and as 00:08:46
we're sort of ramping up into that season. 00:08:52
I thought it important to point out that also situated at that intersection is one of our tourist information stations here in 00:08:58
Pacific Row of the other one being further down on Central. And I think that might play into some of the incidents especially 00:09:04
occurring with pedestrians that are happening here at this intersection. And I thought are particularly relevant to note that 00:09:10
stuff. And so I wanted to add that in addition to my written comment and thank you all for your service. Appreciate it. Thank you. 00:09:16
Thank you very much. 00:09:22
Anyone else in the audience wish to make a comment? 00:09:24
All righty, Chief I. 00:09:28
Maybe some folks online that wish to make a comment? 00:09:32
Yes, we have two two hands raised. 00:09:35
Umm, Miss Dalmore, you have the floor. 00:09:38
Thank you very much, Chief. 00:09:41
Somewhere. 00:09:45
Vice President, can you hear me? 00:09:46
Yes, just hang on, Miss Balmer, for one second. 00:09:49
Chair, vice chair, Gumby, we have a timer, but it won't show if I run it here from there, so I'm just timing it off my my phone. 00:09:53
OK, that's fine. 00:10:02
Thank you. Sorry Miss Alma, your time starts now. 00:10:04
Thank you. I won't talk more than 3 minutes, but of course this is everybody is ignoring the elephant in the room, this horrid 00:10:07
intersection of Early and Central. 00:10:12
UMM is not ever going to get better until the ATC project is heard. And if they think the traffic is bad or it's hard to turn a 00:10:19
corner now, just wait. It's finally going to be at the Coastal Commission for its appeal hearing. The large hotel project, which 00:10:27
has early from Central to Ocean View Blvd. Tentatively, you know it has not yet been approved yet, but it's supposed to be. That's 00:10:35
the entrance to this massive. 00:10:43
Hotel. 00:10:51
And if you think that there's any problem now, it's going to be exasperated 20 million times further. 00:10:52
When and if that happens? 00:11:01
So I I suggest that probably the city is just rather waiting until they have been waiting to see how the appeal at the California 00:11:05
Coastal Commission plays out, which happens April 11th. 00:11:12
If they don't postpone it because it could be. 00:11:20
And then on a personal note, an anecdotal note on that terrible intersection there, which everybody knows is horrible, I have to 00:11:25
use it because I live on slope which the hotel is going to take away half my, well, my street. 00:11:33
Half of it. 00:11:42
Anyway. 00:11:44
I'm going. 00:11:45
From slope turning. 00:11:47
On to early going going up towards the visitor center there. 00:11:49
Which is going South actually. 00:11:55
And I had to stop in the middle of the hill. 00:11:58
Going up because. 00:12:01
Two huge school buses. 00:12:05
We're trying to turn the corner there onto early going towards ocean view. 00:12:07
I think they must have gotten lost on any kind of truck route because obviously it was school kids headed for the aquarium. Well, 00:12:13
obviously they are not getting enough information of which way they should go because it took up the entire early trying to turn 00:12:21
that corner these school buses both lanes going. 00:12:29
South, and I mean traffic, was absolutely stopped. Well, these school buses tried to maneuver around that corner. 00:12:37
I mean, this is going to be a nightmare. 00:12:46
And yes, I wait to see what Public Works is going to say about all this on the agenda. I anticipate it should be interesting. 00:12:53
Thank you very much. 00:13:02
All right. Thank you. 00:13:04
Thank you. 00:13:06
Miss Garcia? 00:13:09
You have the floor. 00:13:10
Thank you. 00:13:21
Good afternoon. Thank you for your service. 00:13:22
I know that at your last meeting in February. 00:13:26
You identified certain projects for the CIP. 00:13:30
And I'm here today to ask consideration if. 00:13:35
If what I'm about to say does not already fit in one of your identified projects. 00:13:40
However, um. 00:13:45
The corridor. 00:13:47
UH lighthouse beginning around Monarch Lane or Ave. 00:13:49
Right at the corner where Monterey Peninsula Inn. 00:13:55
Is at on down to a syllabar. 00:13:58
That's a large hotel corridor and there is no safety lane whatsoever for. 00:14:02
Pedestrians. 00:14:10
To and from the beach to Point Pinos Lighthouse. 00:14:12
Probably the golf course, the grill, and what have you. 00:14:16
Umm. And so I would ask consideration to at least initiate an engineering study. 00:14:20
To try and umm. 00:14:29
Narrow the traffic lanes and develop a pedestrian lane. Bike lane Call it what you want. 00:14:32
In that particular area. 00:14:39
Now if you can visualize the Vista Point apartments right there at Lovers Point where where a large bike lane was created, I guess 00:14:42
that's what it is with a solid white line down it. 00:14:49
And that. 00:14:57
Vehicle lane was reduced quite a bit, but it works. 00:15:00
So that's kind of what I'm talking about. 00:15:04
With regards to making this particular corridor. 00:15:07
Safe for people and you know it, is the tour. 00:15:12
Go down there and walk around. 00:15:17
It's very dark down there. 00:15:19
And more often than not, individuals are dressed in dark clothing. You know they wear coats and what have you because they do walk 00:15:21
around there when it's dark. 00:15:26
So anyway. 00:15:32
That's my request. 00:15:34
And. 00:15:36
Thank you again for listening. 00:15:38
Thank you. 00:15:42
Just so you're aware, Miss Garcia, the deadline for submissions was. 00:15:44
March 18th. 00:15:50
But this is certainly something we could look at for future submissions. Thank you. Thanks. 00:15:51
Mr. Chairman, yes, I have a comment having to do with the early situation, early situation. 00:15:58
And that is I'm. Can I? Yes. 00:16:06
We're my understanding because of the way it has not been agendized, we can't really discuss it at this meeting. But if you could 00:16:10
hold your comment for our. 00:16:15
Next meeting in April, then public works and or the police can prepare their reports and we can discuss it in in detail. Yeah, it 00:16:20
actually I spoke, it's really not a comment, but it was a request to public works in the same regard. 00:16:29
It was mentioned that the issue is coming up in front of the Coastal Commission, which means there must be pretty developed plans. 00:16:39
For the hotel and access to the hotel and I'm just wondering if Mr. Go or somebody else could. 00:16:46
Enlighten us as to what they're going to do about traffic. 00:16:53
So I think that again that may be something relevant to the early and central project and and we can give Mr. Go an opportunity to 00:16:57
prepare a report. 00:17:04
And hopefully have it by our April meeting. Yeah, that, that's, that's what I'm asking. Yeah. And I think that's because it may be 00:17:12
something simple, They may actually, I'm sure they are sure they have a traffic plan. It would be great to be able to see that in 00:17:17
the context of these comments, Yeah. 00:17:22
I'm not. I'm not sure that that's actually the case, but it will be interesting to see what they come up with. 00:17:28
So thank you for the oral communications. 00:17:35
I would like to I have to agree with our last speaker. In fact just within the last month or so with my family walked down 00:17:40
lighthouse from 17 mile drive down down the hill and I would not do that again. It was there is no place to walk there's a lot of 00:17:49
parked cars and and the drivers are driving too fast So I would want to add add that to. 00:17:57
A Jim Dies report, not necessarily by April. I think that our April meeting, I think the April meeting is. 00:18:08
Going to be a lot on both public works and Police plate to come up with those reports. Anyway, I would like to add that to the 00:18:17
already. 00:18:21
Proposed. 00:18:26
To review. All righty. OK, moving on to announcements. I want to thank Commissioner Shamas and taking minutes today and then 00:18:29
moving on to staff and Commissioners are. 00:18:36
Council liaison Mr. Emilio is if he's ready, he can give us an update. 00:18:44
Thank you again for your service. 00:18:55
Appreciate. 00:18:57
We had some closed session. 00:18:59
From last Wednesday and there's no reportable action dealing with conference with labor negotiations, conference with labor 00:19:02
negotiations. 00:19:06
There was two of them. 00:19:11
And one of them, one of the items conference with real property was. 00:19:14
Table for now I just wanted to add a couple of things. The board to meet and a Commission handbook is going to be coming out. 00:19:19
New and improved. 00:19:30
Book so that was approved. I also want to add that. 00:19:33
That the skate park which was supposed to be between the. 00:19:39
Parking lot there we. 00:19:45
Without editorializing it, it was voted 4:00 to 2:00. 00:19:49
To deny the project. 00:19:54
The two were that were for the project was council member Maduri and myself. 00:19:56
And also there was a fire station remodel on the bathroom that was approved. 00:20:04
And the great tide pool size storm damage was approved. Also the sewer collection system. 00:20:12
Which is pretty lengthy, but. 00:20:23
Abbreviated version, it just goes all over the city and I just made a comment that if we have a sewer problem. 00:20:26
We're going to have problems and it's pretty old and they're they hired a company called Wallace that's going to go. 00:20:34
Which they've used many times before and they're going to check out the entire sewer system and it goes on for miles and miles and 00:20:43
miles. We saw a plan on it also. This is a sewer district that is doing it. It's not just a city project. What is this city 00:20:50
project? Is it both city and the district or no, it's a it's a city project, but they have to coordinate it with Pebble Beach also 00:20:57
because some of our sewer lines goes through Pebble Beach. 00:21:05
If you if you want the full report, it is online, Mr. Goe. 00:21:12
Went ahead and explained the entire project, but it goes on for miles and miles and many of the pipes are. 00:21:21
You know. 00:21:30
You know, I'm sure a lot of you have been here where, you know, the sewer projects has gone for a while. 00:21:33
Also, let's just see here real quick. 00:21:41
Oh, also there was a discussion on. 00:21:46
Hiring it, which was approved hiring a demographer to check. 00:21:50
All the diversity works in the city of Pacific Grove, OK? And that. 00:21:56
Similar to Pacifico Unified School District, they used one to get districts together. 00:22:04
Then there was a discussion about putting a measure on the ballot, which was done in 2022, which was defeated. And they're going 00:22:09
to probably put this on the ballot, but that was voted on a four to two. 00:22:15
Not to put it on the ballot and, but it was approved to put on the ballot, so the measure is going to go again to bring the. 00:22:23
The. 00:22:32
Down to 4. 00:22:33
Plus. 00:22:35
Elected mayor. 00:22:38
That that's going to have to be approved by the voters. 00:22:40
OK. And that like I said, 2022 they did the same thing but it was defeated by 13 votes, so. 00:22:44
If you have any questions, I'll be happy to. It goes into a lot more detail. 00:22:53
Did you have a question? I do have a question. 00:22:58
On your on the sewer line, is that going to? 00:23:02
Affect city streets as far as closing down streets or is that going to be a on? You know it'll be, That's a good question. 00:23:06
Basically first of all. 00:23:16
It's called the Wallace Group, which has been used many, many times by public works. 00:23:18
In in mayor. 00:23:25
And a couple others were familiar with that group. I've heard of it, and they have to do a. 00:23:27
Of thorough vetting of the sewer lines. That's the first step. So it's down the road, but I would imagine I. 00:23:34
For example. 00:23:42
The sewer line. 00:23:44
You know, I live in Del Monte Park. Maybe there's a I'm sure there's a sewer line down that way too. I'm sure that street's gonna 00:23:46
have to be later on. 00:23:50
Hopefully I'm on my second term and it'll be done by my second term, probably, but I'm not sure. 00:23:56
But again, it's that's a good question. But it's eventually there's going to be some streets. 00:24:04
You know, changed up to put the new sewer lines in, but that's sewer lines are very important. 00:24:10
I had a quick question about the skate park. I know there was funds allocated. 00:24:19
Last year, a year and a half ago for the Skate Park. What is happening to those files? 00:24:24
The the the government provided us. 00:24:31
All the cities in the state of California funds, OK, we had appropriated $153,000 for the skate park out of those funds. 00:24:37
But again the Council on a four to two vote. 00:24:49
Eliminated the funds. This is about a year and a half ago. Then what happened? 00:24:54
Umm, then Mr. Go did, and we had talked about that particular area between the fire station and. 00:24:59
You know the recreation department, that space right there. 00:25:09
And that was. 00:25:14
We all talked about it. That was supposed to be temporarily about a 90 day project. 00:25:17
And the liability came up. But what happens is this ramps to the skate park. 00:25:23
Has. 00:25:29
According to Mr. Go, they have to be approved by our insurance company. 00:25:32
You just can't build a skate park, right? You know you have to do that. So that was all we were all talked about, all of us. And 00:25:37
then when they came there was, I don't know if you saw the review of the. 00:25:44
There was probably. 00:25:51
175 skaters here from. 00:25:53
This tall to this tall. And they all spoke. 00:25:56
And but I. 00:25:59
It was lost in a 42 vote. That's a good question. Is there opportunity to keep bringing it up again and again? 00:26:03
There was. 00:26:12
There was talk about we still got to continue to look. 00:26:14
And so I I don't think it's out of the question, but it's just got to find the right source. 00:26:19
The parking came up. 00:26:27
Just to let you know right there, because that city parking of like about 12 spaces and I brought up the point that we all 00:26:28
receive. 00:26:32
Parking permits. 00:26:37
Like if we're here for two or three hours, we have our parking permit, which means we won't get a ticket. 00:26:38
And that's what I've mentioned. 00:26:45
That was a good question. So that. 00:26:47
That was the original plans, but. 00:26:50
Four to two vote. 00:26:52
Thank you so much. OK. 00:26:54
Thank you. Thank you. 00:26:57
Now do we have a an update on our TMC bike and pedestrian? 00:27:00
So there was a meeting in March. We met actually in Sand City. We do a rotation to make it fair for folks in the different parts 00:27:06
of Monterey County. And the main update is please look out for events for Bike Month. That's in May. 00:27:16
There will be activities throughout the county. 00:27:27
To try to get folks more interested in. 00:27:31
Bicycling and bike safety, so that will be in May. 00:27:35
Great. Thank you. 00:27:40
I've got a comment about the T AM C Sure. First of all I I think at the last meeting I. 00:27:42
That I had attended that when I had attended and as a substitute for. 00:27:49
Our Commissioner here. 00:27:55
They gave out the bike maps, so I want to hand those out to you guys. 00:27:58
There you go, we got one for everybody. 00:28:03
But I think I. 00:28:08
Katie went at the next meeting. You need to bring this up if you look at the bike map. 00:28:10
You'll see that the area that we're in is is called the Monterey Peninsula. It's #8. 00:28:16
Give you a second to pull it out. 00:28:24
I'm sorry we can't share this on online yet. She can. 00:28:27
And hopefully these will be around town this Are they handing them out now so they are available around town? You can also find 00:28:33
this map at www.tamc. 00:28:39
Monterey.org. 00:28:45
Slash Monterey. 00:28:47
Dash County Dash bike Dash map. 00:28:49
So they are available for other folks besides in a paper format. 00:28:51
I guess you know, and you can see all the towns on here, Sand City, Seaside, Monterey, Pebble Beach. Somehow we don't exist. 00:28:57
We're not on this map. 00:29:06
I mean the areas on the map, but it doesn't say Pacific Grove and I'm sure our Chamber of Commerce would not be happy about that. 00:29:08
I appreciate you bringing that up. I'm sure it was definitely an oversight and I'll bring that up to TMC to see if when they make 00:29:15
their next round of paper maps they can make that update. Excellent. Thank you. 00:29:21
No offense. 00:29:30
Alrighty, Thank you. 00:29:32
All right. Moving on to our regular agenda and new business. 00:29:35
We have. 00:29:40
Election of new officers. 00:29:44
So first up. 00:29:48
We have. 00:29:50
The office store or the? 00:29:53
Officer for. 00:29:56
Chairman of the. 00:29:58
Traffic Safety Commission Do we have any nominations? 00:30:01
I would like to nominate Commissioner Gumby. 00:30:05
Right. Thank you. Are any other nominations? 00:30:09
All righty, Chief, Can we have a roll call vote? Do we have to make a motion on that or do we just? 00:30:14
I'm going to guess that you are interested in serving in that role, Chair. 00:30:23
Yes, OK, Can so a motion by Stern. Can I get a second? 00:30:28
Oh, I'll second it. 00:30:34
OK. And we'll take A roll call vote. 00:30:36
Commissioner Stern. 00:30:40
Yes, Thomas. 00:30:42
Brown. 00:30:47
Brown. 00:30:51
Rock. 00:30:54
And chair Gumby now. 00:30:57
Yes. 00:31:00
Thanks 5. 00:31:03
10. 00:31:06
Congratulations. Thank you. Thank you. 00:31:07
And now for vice chair. Do we have any nominations for the vice chair position? 00:31:10
I'd like to nominate Commissioner Brown. 00:31:15
Second then. 00:31:19
All right, do we? 00:31:21
Richard Brown. 00:31:24
Let's think of that. 00:31:26
OK, OK. 00:31:27
So it's been moved inside nomination. 00:31:30
For Commissioner Brown for vice chair moved and seconded and we have a roll call. 00:31:33
Yeah. Are there any other nominations? 00:31:39
OK, hearing none, I heard Stern as the first. Who was the second? Was it Shamas or Proc? 00:31:43
Shama so I think but. 00:31:49
OK, Seamus, I heard her first. 00:31:51
Alright, Commissioner Stern. 00:31:53
Yes, Thomas. 00:31:57
Yes, rock. 00:31:59
Brown. 00:32:08
Yes, and Chair Gumby. 00:32:10
Yes, congratulations, both of you. 00:32:13
Thank you. And now moving on to the coveted position of Secretary, do we have any nominations for Secretary of Commission? 00:32:16
I make a proposal to continue with the rotation. 00:32:28
OK. Do we have any nominations though? Otherwise I guess not. 00:32:34
Volunteers. 00:32:39
No. So so anyway we'll we we actually I don't think we have to nominate or have to make a motion for that. We it doesn't appear 00:32:39
that we're going to have any nominations for the position of secretary. So we'll just continue with a. 00:32:48
Point of order, I think I read in there that for the secretary, you don't need to nominate. It's just a. 00:32:58
An appointment. 00:33:04
So, I mean, so we could just Did you want to volunteer? 00:33:08
I am volunteering as we speak. Did you want to continue volunteering? No, not on a regular basis. 00:33:12
I will do I I approve of the. 00:33:20
Rotation. 00:33:23
So we're so Chief we're just going to continue with that rotation that we've been that we've been doing for the last year. 00:33:26
Thank you, Sir. 00:33:36
Alrighty, moving on to #2 under new business. 00:33:37
Director go Do you have a? You have a. 00:33:44
An announcement? 00:33:48
I have a brief report, Chair Gunby, and thank you, Commissioners, for allowing me the opportunity to present remotely today. 00:33:51
Had circumstances that took me away from Pacific Grove. 00:33:58
But I do have a brief report. 00:34:03
OK, making the assumption that everybody can see my screen. 00:34:09
Yes. 00:34:17
Hearing Hearing No No objections. 00:34:18
OK, so I'm here today to just briefly talk to you about the crosswalk at Fountain in Lighthouse, and this has been a topic of 00:34:21
conversation. 00:34:24
As we dive into. 00:34:28
The parklets, but more specifically AB 4/13. 00:34:31
AB 413 is Assembly bill. 00:34:35
That prevents parking or stopping 20 feet from marked crosswalks. 00:34:38
So parklets are considered a visual obstruction. 00:34:43
And all within. 00:34:47
Make the city out of compliance with AB 413 because it's an obstruction within that 20 feet of a marked crosswalk. 00:34:52
So the city is currently evaluating Parkland guidelines. 00:35:00
Including adding sidewalk extensions for dining. 00:35:04
And we're working through that. 00:35:07
But we need to start. 00:35:10
Implementing. 00:35:12
And figuring out how we're going to move forward with this AB 413, which again prevents parking or stopping 20 feet from marked 00:35:14
crosswalks. 00:35:18
So the first step. 00:35:24
In doing this is as we progress down the road of figuring out what we want to do with parklets specifically these three parklets 00:35:25
right now is removing this crosswalk and then you can see it in my picture. Now you can see clearly how these vehicles. 00:35:34
Have approached the crosswalk. 00:35:42
And that it's tough for them to see pedestrians in it, more specifically as they step off the curb because of the parklet. 00:35:45
So this most simple solution is for Public Works to go out. We're going to grind out the crosswalk. 00:35:54
And then we're going to install no pedestrian crossing signs and we're going to use them again. These are just examples. 00:36:01
Well, we've ordered. 00:36:10
The sign holder, which I'll call for lack of better term. 00:36:12
Obviously won't say City Hall and golf course. It's going to say no peg crossing and use the crosswalk. 00:36:16
I've you ordered 2. 00:36:23
One for the. 00:36:25
Northbound. 00:36:27
Or Northside of Fountain Ave. 00:36:29
Which would be over by the. 00:36:32
I think it's the spotting duck. 00:36:35
And then the other one would be over by Victoria's corner. 00:36:37
We're going to grant out the crosswalk and then we're going to put up these signs, so. 00:36:41
As we've been stating before, once 520 Lighthouse was completed we were going to do this work. So now we're going to grind out the 00:36:47
crosswalk, send pedestrians over to the movie theater side. 00:36:53
Or 520 lighthouse side that the new building there and have him use those crosswalks. 00:36:59
Until the. 00:37:07
City Council can make a final decision on parklets. 00:37:08
And where we're going to go from there, so basically this evening, that's. 00:37:12
The end I'll stop sharing. 00:37:17
Basically this evening we're just requesting. 00:37:18
The traffic Commission to receive the report. 00:37:21
Believe that's what I'm just requesting. 00:37:25
Received the report and. 00:37:28
I just wanted to provide an opportunity. 00:37:31
For commissioners asking any questions about us removing this process, walk and just. 00:37:33
Basically, validate the work that we're going to be moving forward with. 00:37:39
That concludes my report. Thank you and I'm available for any questions. 00:37:43
All righty. Thank you, Mr. Go. 00:37:47
Commissioners Commissioner Brown. 00:37:50
Excuse me, Mr. Chair, do you want to go for public comment first before the Commissioners? 00:37:54
Sure, OK. Is anybody in person there wanting to speak? 00:38:00
Anybody in the audience. 00:38:05
Seeing none? Go ahead, Let's see online. 00:38:08
OK, Miss Garcia, you have the floor. 00:38:11
Thank you very much. I support the recommendation 100%, very much needed. As a matter of fact, last week I almost got rear-ended 00:38:16
by a truck driving quicker than the speed limit right there. 00:38:23
At that particular intersection, and actually if you drive slow enough and if you look through the plexiglass. 00:38:31
You can see pedestrians who are waiting to cross, and that's exactly what I did and what I have always done. And so of course I 00:38:37
stopped to let the pedestrian go. 00:38:42
And the truck that was behind me was going so fast they had a swerve to the left to avoid hitting me. 00:38:48
So I do have a question though. So if we're going to direct them from. 00:38:55
The corner of Victorian corner. 00:39:00
Over to. 00:39:02
The Lighthouse cinema. What about people who are making right hand turns? 00:39:04
And umm. 00:39:09
Whether or not there'll be any signage to alert the driver that there might be a pedestrian in that particular crosswalk. 00:39:11
So that's my question. I think the other side is OK, it's clear. But anyway, that's my question. And again, I support this 00:39:18
wholeheartedly. Thank you. 00:39:23
Thank you. 00:39:31
Miss Dahmer, you have the floor. 00:39:33
Thank you, Chief. 00:39:38
You're welcome. 00:39:39
Gumby and Commissioners. 00:39:40
Go ahead. 00:39:46
Have I been unmuted or not? 00:39:55
You're yes, we can hear you. 00:39:57
We can hear you now. Thank you. I keep getting a sign on my screen to unmute. Sorry. Um. 00:39:59
I think it's going to take a large learning curve for the public. 00:40:07
Not for me, because I avoid that block of downtown like the plague. I will not even turn on that. 00:40:11
Traverse it or even shop or eat there because it is such a mess. 00:40:19
That being. 00:40:24
We have a kind of law that if you're in a. 00:40:28
Median in the middle of. 00:40:32
Lighthouse. 00:40:34
It's not jaywalking to cross the street wherever you exit your car and go across. 00:40:36
So possibly Mr. Goer, the traffic person or the police could address this too, because I think you will maybe have more of these. 00:40:42
Pop up. 00:40:52
So just an interesting thought. 00:40:55
To be, but yes, I think you should move the crosswalk for all those that. 00:40:58
Are using it. 00:41:04
Thank you very much. 00:41:06
Thank you. Thank you. 00:41:08
Anybody else online, chief? 00:41:13
I see no further hands. 00:41:16
Right. Thank you. Commissioner Brown, did you have a question for Mr. Go? 00:41:18
Yeah. Daniel, I was just wondering what's what's the timing look like in terms of the decision making and how long do you think 00:41:23
this interim? 00:41:28
Solution will have to be in effect. 00:41:33
Commissioner, I'm going to. 00:41:41
Assume you're talking about installation of permanent some permanent infrastructure for. 00:41:43
A solution to outdoor dining? 00:41:50
Yeah, that's correct. I mean, on this intersection we've been talking about. 00:41:54
We're still working through. 00:41:58
Planned sets we have presented. 00:42:01
Options to the City Council, they've. 00:42:05
Ask staff through the city manager to move forward with. 00:42:09
The finalization of plans. 00:42:13
For sidewalk expansion project. 00:42:15
Where outdoor dining would sit on top of that sidewalk. 00:42:19
We're currently working through the finalization of the plans. 00:42:23
And then developing. 00:42:27
A set of guidelines that can be utilized throughout all of the downtown or any business corridor where parklets currently exist. 00:42:30
Hopefully we're. 00:42:39
We're approving a set of plans and guidelines by the end of this current fiscal year. 00:42:43
And then? 00:42:49
Preparing to. 00:42:50
Construct a project. 00:42:52
By November time frame. 00:42:55
Of 2024. 00:42:58
That's what we're shooting for. 00:43:02
Alrighty, Thank you. 00:43:06
Any other questions from commissioners? 00:43:08
Seeing none. Thank you, Director Go. 00:43:12
Welcome. Thank you. 00:43:16
Hang on for just a second. So we have another gentleman in person here would like. 00:43:19
Speak, we're speaking now. This is specifically about the crosswalk at. 00:43:25
Fountain and Lighthouse. 00:43:31
OK, where we kind of got beyond all the other ones? 00:43:34
Well, you give me 5 minutes. You've got 3 minutes, OK? 00:43:38
I'm a resident of twelve O 9 Patterson Lane, Pacific Grove. I've lived there for 45 years. 00:43:43
I would like to know when. 00:43:50
You're going to do something about the dangerous conditions. 00:43:52
We have to suffer every day. 00:43:56
Cars drive through the. 00:44:00
Stop sign every day. They never stop and then they accelerate down Rd. 00:44:04
Down the hill and it's incredibly dangerous. 00:44:10
There's been several accidents. One, our next door neighbor car ran into their house, but that was years ago. We managed to get 00:44:13
two stop signs. 00:44:18
It's incredibly dangerous. 00:44:23
And my suggestion is that. 00:44:25
The Presidio and function we put a no right turn there to cut down the amount of traffic. 00:44:29
If not, some speed bumps. 00:44:36
But the first thing that should be done, the police would not should. 00:44:38
Posted there from 7:00 to 11:00 every day. 00:44:43
And then from 2:00 to 5:00 every night. 00:44:48
People just ignore it. 00:44:54
I've called the police. They stayed there for 5-10 minutes. 00:44:56
One time I saw the officer there for a very short period of time. 00:45:01
Three people ran through the stop sign. You did nothing. Asked him why did what the hell come? He thought I was doing paperwork. 00:45:06
It's absolutely it's incredibly dangerous. We're sick and tired of it. All residents there. 00:45:13
Well, you want some action speed bumps or something done. 00:45:22
It's been ignored for too long. I spoke to his counselor, Emilio. 00:45:27
Yeah, right behind you. 00:45:33
I spoke to him each time he comes up for a relation, he's there. He agreed with me and said he'd try and get something done about 00:45:36
it. Nothing at all. Never did it. 00:45:42
Can I ask you a question, Sir? Sir? Sir. 00:45:50
So specifically, where are you talking about Funston and Presidio? Or you said Patterson also? 00:45:53
I live on Partisan. I understand they come up on punch and drive straight through the sign. 00:46:00
And then not only they drive on, they accelerate. 00:46:06
Down by past bonito and it drops. 00:46:11
Really steeply there and. 00:46:16
Our plan? Children. People walk their dogs. 00:46:19
It's just a horrible situation, but it's been going on for years and you guys have done nothing about it. 00:46:24
What about speed bumps? 00:46:31
You know, I noticed that the. 00:46:35
Please feed the monitor. 00:46:42
They said they put it up there, that's useless. I noticed it's parked on the. 00:46:47
No St. and Pacific Grove for months, months at a time where there is no traffic. 00:46:53
Well, absolutely outrageous, right. It's not just me. Everybody is sick and tired of it. They want something done. All right. 00:47:00
Well, thank you. Thank you for your comment. 00:47:05
Will I hear from you? You're probably not going to hear directly from me, but the chief of police? 00:47:10
And Commander Brian over there and the public works Director is online so. 00:47:17
They're aware of the situation now. 00:47:24
I've been aware of it for years. Thank you. 00:47:27
Alrighty. So our last, last part is a report from subcommittees and we actually have not been able to get together to to discuss 00:47:34
our ranking. But hopefully within the next month we will be able to do that. And our next meeting is scheduled for April 25th. 00:47:45
And uh. 00:47:57
We are adjourned. 00:47:59
Thank you. 00:48:00

Thank you. 00:48:00
