Well done. 00:01:52

41 vacant passes. 00:02:19
Thank you and moving on to written public comment. 00:02:24
We have. 00:02:32
It's 4. 00:02:35
From the public over the last. 00:02:38
Question for the chief do we we had a couple of emails today or? 00:02:41
Are though We're going to leave those until next month. 00:02:49
Yes, because it was. I got them too late to add them to the to this meeting. 00:02:53
All right. But it's something that we can certainly look at before then as far as police and public works go, maybe the traffic 00:02:58
engineer. 00:03:02
Alrighty so. 00:03:07
The first one that we received on looks like February towards, I couldn't say the last one we received. 00:03:11
Prior to going to publication, was a dangerous crosswalk at Country Club Gate from. 00:03:19
Donna Heller and there's a concern about cross box. 00:03:26
Or a crosswalk. 00:03:31
Near the entrance to Country Club Gate. 00:03:34
I don't know if anybody else has any. 00:03:40
Questions about that and this chief may end up being an enforcement. 00:03:44
An enforcement issue? 00:03:51
Yeah, we'll have some extra patrols there. 00:03:55
Thank you. 00:03:59
And we have another. 00:04:02
E-mail from a council member Coletti concerning the intersection of Forest and Lighthouse in downtown and. 00:04:06
Specifically about, you know, Mark Crosswalk. 00:04:16
Also mentions potential additional stop sign on Lighthouse. 00:04:20
Director Go, did you have any comment about that? 00:04:26
No, Sir. I'll be evaluating anything and bring it forward in a future meeting. 00:04:34
All right. Thank you. 00:04:39
And. 00:04:45
Another comment. 00:04:48
From Matthias Cam, this is concerning. 00:04:53
Parklets and. 00:04:59
The crosswalk across from the Holman Building. 00:05:02
This is something that. 00:05:08
The City Council subcommittee is has already. 00:05:09
I discussed we may have get an update later on. 00:05:15
Today and. 00:05:18
So that is something that City Council is working with. 00:05:23
And our last one is from. 00:05:26
Chatwick And that's concerning the. 00:05:33
The intersection at Congress. 00:05:35
Sunset and. 00:05:40
And Cedar and the the city is working on, that's a project the city is working on and we had a presentation in our last last 00:05:44
meeting. 00:05:48
So thank you for those comments. 00:05:53
Moving on to general public public comments. 00:05:56
Is there anyone in the audience that wishes to make a comment? 00:06:00
And I see none. Are there any? 00:06:05
Folks online that wish to. 00:06:08
Make a comment. 00:06:11
I don't see any hands raised. There's one member of the public online. 00:06:17
Alrighty, thank you seeing. 00:06:26
No one wishing to make a comment. We'll move on down to. 00:06:29
Commission and staff announce. 00:06:33
And for our for. 00:06:38
This meeting, Commissioner Proc is going to be taking minutes. I appreciate that. Thank you. 00:06:42
Moving on to staff. 00:06:51
And Commissioner, attendance issue, let's see we have our. 00:06:53
Update for our City Council liaison, Mr. Emilio did, would you? 00:06:59
Care to update us on? 00:07:04
City Council information. 00:07:08
OK. Thank you, Mr. Go. 00:07:20
That free information I saw Katie Stern online up there, so just for information. 00:07:24
So the last Council meeting I. 00:07:31
Mayor Peak did a proclamation in regards to Black History Month. 00:07:35
There was also done. 00:07:41
We got an update in regards to the. 00:07:44
The capital, the improvement projects that are going to go on by. 00:07:49
Tori Hannah. 00:07:55
Finance director, it's a mid year modifications that has to be done. 00:07:57
And then also we had the. 00:08:04
Subcommittee, the report was accepted, so that's moving forward. 00:08:08
In regards to the parklets, more to come in the future. 00:08:14
But that was approved by the Park at subcommittee. 00:08:19
On that and question for you on that. So that only takes into account that one block on that one side of the. 00:08:23
My house is a corridor where Victorian corner is wild fish. 00:08:33
And Rudolfo's right. 00:08:37
The the feeling I got was that it? 00:08:40
Continue down the road. 00:08:44
Umm. And we'll probably gonna, we will be discussing that in the future also. All right. So good question, Mr. Gumley. 00:08:47
Did you have any other questions? 00:08:56
No, I'm sorry to interrupt you. No, no, no, no issues. There's also the whole council meeting is online now, so if you'd like to 00:08:58
know. 00:09:02
More details. That's probably lasted about 4 1/2 hours. 00:09:08
So. 00:09:12
Anyway, thank you very much. Thank you. 00:09:13
And as mentioned earlier, Commissioner Stern is on. 00:09:19
On the zoom call, she was unable to make it here. I don't know if she has an update on the. 00:09:24
On a TMC meeting. 00:09:30
I was your substitute. OK, thank you and Commissioner Brown, I attended the meeting. 00:09:32
Although I wasn't really a substitute for Katie, but you know, I was indeed there. 00:09:38
On behalf of the city. 00:09:43
There were two significant issues addressed at the TAMC Bicycle and Pedestrian Facilities Advisory Committee meeting. 00:09:46
That I attended on February 7th. 00:09:55
Because of Katie's. 00:09:59
The first has to do with the draft handbag. 00:10:01
Complete Streets Policy. 00:10:06
This is a policy that they would like to issue. 00:10:09
It is very it is somewhat detailed, it has goals, it has measurement aspects to it. 00:10:12
I have a copy of it here which, Mr. Chairman item if it would be. 00:10:20
Possible to put this into the record? 00:10:25
But the bottom line on this is they're looking for public comments. 00:10:27
By March 15th. 00:10:32
And the committee also is going to be providing their comments or should be providing their comments by that time. 00:10:35
This is called the handbag. 00:10:45
Draft and bag complete streets policy. So let me tell you just a little bit about it. 00:10:49
Since we look look like we have a little time to be able to do this. 00:10:55
And so this is how they summarize that. They said well the passing of the infrastructure investment. 00:11:00
And JOBS Act, Bipartisan infrastructure law, 2021. 00:11:05
The Association of Monterey, a area governments, is required to conduct complete streets planning. 00:11:10
That priorities is the safety and. 00:11:17
Accommodation of all users of transportation of the transportation system, including pedestrians. 00:11:22
Basically is public transportation users. 00:11:28
Children, older individuals. 00:11:31
Individuals with disabilities, motorists and. 00:11:33
Vehicles, so I would say. 00:11:37
That this is something we've been working on, you know, on a smaller scale. 00:11:40
And we passed our goals. This is a similar document. 00:11:44
That is going to be passed for the county. 00:11:48
The Complete Streets prioritizes the safe and adequate. 00:11:54
Accommodation of all users. 00:12:00
Of transportation systems, including pedestrians, bicyclists, public transportation users. 00:12:02
Children, older individuals, individuals with disabilities. 00:12:09
Motorists and. 00:12:13
Freight vehicles and we had a presentation there of the consultant that's putting this together. 00:12:15
So I would say, Mr. Chairman, this is a copy of. 00:12:23
The document, the draft document that we should at least circulate within the committee and if we could, make it available to the 00:12:27
public. 00:12:31
It's already available to the public, I'm sure, on the. 00:12:35
A T AM C website. 00:12:40
And if anyone has any comments that they'd like to provide? 00:12:43
By the 15th of March. 00:12:47
You're supposed to send them to Regine. 00:12:49
Valentine. 00:12:52
And they would like them emailed. 00:12:54
And her e-mail address is RVALENTINE at. 00:12:58
I'm sorry. 00:13:06
REAL. 00:13:09
ENTINE at Handbag A MB A g.com. 00:13:12
And I think we should encourage. 00:13:18
Others to take a look at this and and. 00:13:21
Make comments if they have them. 00:13:24
The second issue that I thought was most noteworthy. 00:13:27
Was a discussion about the Salinas Valley Safe Routes to School Plan and the participating budgeting. 00:13:31
I think maybe in the next round we'd want to get in on some of this. 00:13:40
This involves a $664,000. 00:13:43
Caltrans. 00:13:48
Sustainable Transport Planning Grant. 00:13:49
And $126,501. 00:13:52
Measure X. 00:13:56
Safe rates UH Safe Routes to School Program funds. 00:13:57
So this is just for the towns in the Salinas Valley. 00:14:02
But clearly there is a push to. 00:14:06
Ask towns for various projects that could be included. 00:14:10
And I think at some point we should. 00:14:15
How we could get some of our projects perhaps? 00:14:18
Before the TAMC. 00:14:22
As there are some funds out there for this. 00:14:24
That's my report. 00:14:28
Great. Thank you. 00:14:30
Without putting wanting to put you on the spot, Director go, Do you have any? 00:14:32
Comments to add to the. 00:14:38
TMC. 00:14:43
Document Draft document. 00:14:44
No, Sir, I do not. 00:14:46
Do you does the city have a an employee? 00:14:48
Who regularly goes through and looks for? 00:14:54
Grant opportunities for various projects. 00:15:00
Yes, Sir. 00:15:06
All right. Thank you. And I mean these that questions not really on the agenda, so I'm hesitant to ask answer. 00:15:08
In depth, but we are very project specific for grant solicitation. 00:15:17
And and we're some of these recommendations that our our subcommittee will make will. 00:15:23
Actually have to do with some of those types of like safe route to school. 00:15:29
Items. All right. Thank you. So moving on to the next item, a staff update on the proposed roundabout at sunset. Congressman 00:15:35
Cedar. 00:15:40
Traffic commissioners. 00:15:49
Chair Gumby, at your January meeting we made a presentation. 00:15:51
About the roundabout, our consultant GHD was here made that presentation. At this time, we don't have any further information to 00:15:56
provide you. We've solicited the feedback from the public at the three public meetings we had. 00:16:03
January 9th. 00:16:11
January 21st and I believe January 22nd then the traffic Commission. 00:16:13
We've received that feedback. We're compiling it. We're also working. 00:16:17
With Caltrans to still determine the best path forward for the project. 00:16:24
So no new updates. All righty. Thank you. 00:16:31
And Chief, did you have the staff announcement on roll call votes? 00:16:35
Yes Sir. I just wanted to pass along. We got a nice e-mail from our City clerk in regards to roll call votes that I wanted to 00:16:42
share. The reason why we do a roll call vote is because it's one of the requirements. 00:16:48
If you have a remote meeting, you have to do a a named roll call vote. 00:16:56
So just passing that along. 00:17:01
All righty. Thank you. 00:17:04
OK, moving to our regular agenda. 00:17:06
And item C, new business, our next. 00:17:10
Item is the election of the officers for this coming year. I guess we start off with the chairperson. 00:17:17
Are there any nominations for? 00:17:27
Chair of the Traffic Safety Commission for. 00:17:29
He goes 24 or 25. 00:17:33
I'd like to make a suggestion that we hold off until we have the full. 00:17:35
Full group here. 00:17:39
Hold off till. 00:17:41
If we can, I don't know, OK. 00:17:43
Certainly the possibility comments from the chief, did you have any comments on that? 00:17:45
No. If he wants, if Commissioner Proc wants to make that motion, we can do that. You know, we only have four people here know 00:17:52
Katie's online, but she's a as a member of the public, so she can't. She doesn't have a vote today either. 00:17:59
So I think it's a reasonable. 00:18:06
Recommendation. It's up to the commissioners to 2nd and approve it. 00:18:08
Other commissioners, you have any comments? 00:18:15
I don't have any objections if nobody else does. 00:18:18
Vote on it. 00:18:26
Would you like to make a motion? 00:18:28
I'd like to make the motion that we put in our elections till the March meeting, since we only have four people at present. 00:18:30
Do I have a second? 00:18:39
Moved and seconded to postpone all the election of our officers to our until our March meeting. 00:18:41
We have a roll call vote please. 00:18:48
Absolutely, Commissioner. Proc. 00:18:50
Commissioner Shamas. 00:18:56
Commissioner, was that a yes? 00:19:02
Just got to turn your mic on just so we get a yes. 00:19:10
Thank you. 00:19:12
Commissioner. 00:19:14
Yes, thank you. Yes, you are. Yep. It's the opposite, so. 00:19:17
Commissioner Brown. 00:19:24
Yes, and Vice Chair Gumby. 00:19:25
Aye, all righty. 00:19:29
So we're moving on to. 00:19:33
Our CIP projects. 00:19:36
And just calling up my. 00:19:48
In this chair. 00:19:51
Alrighty. 00:20:00
So. 00:20:05
Director Go you have the Our Chief. Can you add the list of the CIP project? 00:20:09
Yes. And I just thought I'll point out that there is a very short and sweet agenda report that describes what the CIP project is. 00:20:19
And their recommendation today is to provide, we'll say, with the vice chair. 00:20:30
For subjects or submissions for the CIP project. The deadline for this is March 18th, so we do need some direction today so that I 00:20:36
can submit on behalf of. 00:20:41
The Traffic Safety Commission. 00:20:47
I will share the screen and what I am sharing. 00:20:50
Are the projects that were recommended last year by the Traffic Safety Commission and they went unfunded? 00:20:54
Can you see my screen? 00:21:03
Yes, and can you see it? Is it large enough? 00:21:05
Yes, OK. 00:21:10
So there were six. 00:21:12
234. 00:21:16
Six projects that were unfunded, recommended by the Traffic Safety Commission last year and I'll turn it over to you. 00:21:18
Mr. Vice. 00:21:25
All right. Thank you. And so anyway we can see that. 00:21:29
We're the first one is. 00:21:34
Adding and replacing sidewalks within the business districts. 00:21:37
Because primarily along pine. 00:21:43
And then increase improvements Rd. improvements. 00:21:47
Repairing potholes, adding bike lanes. 00:21:53
And scrolling down. 00:21:57
I do have a Sunset Dr. pedestrian path, Sylmar Beach. 00:22:01
And the Downtown Pedestrian Promenade study. 00:22:07
And. 00:22:14
The last two. 00:22:17
Pine Ave. reconfiguration study and bike parking at a Sylmar. 00:22:18
Beach, UH. 00:22:23
Commissioners, do we have any, before we go to the commissioners, is there anybody in the public that wishes to comment on? 00:22:26
Any of these. 00:22:35
Particular items anybody online wishing to. 00:22:36
And it looks like. 00:22:42
Commissioner Stern has a. 00:22:44
Would like to make a comment. 00:22:46
Yeah, I was wondering I. 00:22:49
Where some of the Police Department requests also part of the CIP, I thought there was a few like mobile signs that we. 00:22:52
Also submitted for CIP. 00:23:01
But maybe that was submitted separately, I can't remember. It was submitted, we we submitted that Commissioner Stern through the 00:23:04
Police Department that went unfunded as well for a new radar trailer. 00:23:10
We also submitted for temporary. 00:23:17
Signs like the one we see on David Ave. in Monterey. 00:23:21
That also went unfunded and I was able to allocate a little bit of our. 00:23:27
Budget last year purchased one which will be, if it hasn't already be implemented and deployed in front of the PG Middle School on 00:23:31
Forest Ave. 00:23:38
So you'll see that one popping up soon if you haven't seen it already. It also will allow us to track. 00:23:44
Some speed data and some. 00:23:52
Vehicle travel data. 00:23:55
Thank you for refreshing my memory. 00:23:59
Yes. And and if the Commission doesn't put it forward, I will, we will also submit it through the Police Department for a second 00:24:03
radar. 00:24:08
Mobile radar unit. 00:24:13
And more additional. 00:24:15
Individual speed signs. 00:24:17
All right. Thank you. 00:24:21
Is there anybody else online that wishes to comment on? 00:24:24
Either these CIP projects or others. 00:24:29
I guess not. 00:24:37
So Commissioners, anybody wish to comment on any of these or additional ones? 00:24:39
OK, first one please. 00:24:46
This is the sidewalks in business district and long time. 00:24:48
Right. 00:24:52
Every day when I pick up. 00:24:55
Well, not every day, but every week when I pick up the pine cone. 00:24:56
I see. 00:25:01
By the Police Department. 00:25:03
Somebody having a fall on a public walkway, I think we really have to do something about our. 00:25:05
Sidewalks. 00:25:14
Just about everybody uses them, Some of them are not usable. 00:25:16
And I would suggest that we make this recommendation again. 00:25:19
I'm going to also be trying to find additional funding for this, I believe. 00:25:26
That this new plan that the. 00:25:31
Tamc is coming up with me. 00:25:34
Provide us with some openings. I know that some of the work that was discussed at the meeting that. 00:25:37
I made a presentation on. 00:25:44
Also involves sidewalk work. 00:25:46
And these various cities in the the, the valley. 00:25:50
So I would just say that I would like to make sure that we're supporting this. 00:25:55
On behalf of everyone. 00:26:02
And you can also had read Safe Routes to School which this would also also include. 00:26:04
I have a. One other comment to is a. 00:26:13
The chief should we put? 00:26:17
The additional second mobile unit on here we all the years in the past when I was on the. 00:26:21
On this Commission at least. 00:26:29
Couple of years ago, we would always put that on here. Would it be helpful to you if we did? 00:26:31
Yes, you certainly can. I don't know if it'll go in as probably 1 submission anyway. Maybe Mr. Go can help me out on that 'cause 00:26:37
he's part of the process for selecting. 00:26:42
But yes, it would be helpful if it had the support of the Commission. 00:26:49
And I'll just also say that these are just what was recommended last year. Nothing prevents any of you from making another 00:26:54
suggestion outside of this list. 00:26:59
Thank you. 00:27:08
Any other commitment, are you? 00:27:10
That the individual, I just had one other comment, if you could go down to the next set. 00:27:13
Yeah, we have had the Pine Ave. reconfiguration study. 00:27:27
On the agenda many times. 00:27:33
I'm just not in favor of that. I understand that there are. 00:27:37
Members of the Commission who are very favourable to that, but I'd rather see the sidewalks repaired. 00:27:42
Anyway, that's that's my comment. 00:27:48
All right. Thank you. 00:27:51
Yes, can you. 00:27:53
Explain why none of these things have been funded. 00:27:57
Well, it's my understanding that the the City Council found a more pressing need for other projects, and I think a lot of the 00:28:04
resurfacing projects were. 00:28:10
Were funded and some of this these other. 00:28:16
Projects that we had suggested ended up not being funded. Maybe Director Go has. 00:28:21
A more. 00:28:28
More detailed, I just think you know. 00:28:31
A lot of energy was put into. 00:28:34
Putting this list together, it's probably many people agree with this. 00:28:36
And you know it. 00:28:41
Just to let things kind of fall apart or? 00:28:45
You know, bring it up next year is a little. 00:28:50
Deflating. 00:28:56
So my suggestion is if why don't we just choose one of these like? 00:28:58
Brown was saying the sidewalks and why don't we propose? 00:29:05
That a small amount of money be started so that it has a better chance of getting funded and that in addition to that small amount 00:29:11
of money. 00:29:17
That the City Council puts together a goal where it will be funded over five years or something like that, but you have something 00:29:23
that you're going to see gets done. Otherwise, every year we're going to just do the same thing because they're never going to 00:29:29
find. 00:29:36
Come on, they're never going to unless you know somebody makes a big deal about it. 00:29:44
And you know, you get a lot of people. 00:29:50
You know, upset citizens who are tripping and falling and saying we must do something. 00:29:52
So I agree that there's other ways to find money, but I think. 00:29:59
We the City Council to make it. 00:30:05
A priority and you know, even if it's like just $5000 something that. 00:30:08
Gives them, you know, skin in the game here. 00:30:15
And that's. 00:30:18
Suggestion. 00:30:21
Great. Thank you. 00:30:22
Commissioner project. 00:30:26
Are you writing there? Do you have any comments about these or other? 00:30:29
OK, Director Go, did you have any comments about the potential funding? I? 00:30:34
Challenges. 00:30:41
No Sir, priorities are not set by staff as you as it was alluded to earlier you said that. 00:30:44
Staff evaluates these and sets the priority. We bring these forward with recommendations to the City Council. 00:30:51
Because we have specific items that need to be funded like our. 00:30:57
Maintenance of efforts. 00:31:01
For Rd. rehabilitation projects, if we don't meet those specific maintenance of efforts, then we don't get the funding for Measure 00:31:03
X. 00:31:07
To do the road work or state bill one, which is your gas tax. 00:31:12
So there's parameters set forth on that. We make those recommendations and then let the City Council decide what they would like 00:31:17
to allocate the funding for capital improvements, what projects they'd like to allocate that funding towards. It's not an 00:31:23
unlimited bucket. 00:31:28
May I ask a question I? 00:31:35
Mr. Go the 2nd. 00:31:39
Item on here appears to be what you're talking about, is that right? 00:31:41
Can you take a look at that? 00:31:45
That is not what I'm talking about, no Sir. What I'm alluding to would be our annual slurry seal projects. 00:31:54
And our Rd. rehabilitation projects now there's opportunities to maybe incorporate some complete streets. 00:32:00
Aspects into. 00:32:11
Road rehabilitation projects like we did just recently down at Lovers Point where we rehabilitated Ocean View Blvd. From 17th St. 00:32:13
to see Palm and we were able to add those painted bike lanes in down there. And then from Sea Palm we made that a Class 3 bike 00:32:20
lane where we put the share the road shadows. 00:32:27
On that roadway, we did all that in conjunction with Rd. rehabilitation projects. So there's opportunity, but I think this is very 00:32:34
specific. 00:32:39
To doing just complete streets. 00:32:45
Maybe. I don't know. That's pretty vague. 00:32:50
Pardon me? 00:32:55
What you're going to do? 00:33:01
Yeah, yes, yes. 00:33:04
All right. Thank you. 00:33:10
So. 00:33:12
In my opinion, it's a. 00:33:14
I think some of these. I think all of these are important. Still, some of these are actually included on. 00:33:17
The Subcommittee Traffic Safety Commission Subcommittee. 00:33:27
Recommendations in order to meet the goals that we have have already. 00:33:32
Approved. 00:33:39
So I would propose maybe I'll even in fact I'll move that we. 00:33:42
Include for this next term. 00:33:51
The first. 00:33:54
The add and or replace sidewalks in the district. 00:33:57
Increase improvements of roads and potholes. Add bike lanes. 00:34:02
And and then. 00:34:07
This third one Sunset Dr. Pedestrian path. This is one that I had suggested. 00:34:11
It's a safety issue because there there is no UH. 00:34:17
Place to walk from a Solimar beach along Sunset, even getting up to where the old boardwalk trail comes out, so consequently 00:34:22
people walk in the street. 00:34:28
And between cars, bicycles and pedestrians, it's I find it to be very unsafe. 00:34:34
The next three and I would include those first three. 00:34:43
But the next three are also, I believe, included in our recommendations. 00:34:48
So I would in. 00:34:55
In the case this case. 00:34:57
Remove those last three. 00:35:00
Keep those as our recommendations to be brought to the full Commission later. 00:35:02
And then add the. 00:35:08
Radar trailer The additional radar trailer and additional speed speed limit signs that the chief was suggesting. 00:35:10
I I will second that. 00:35:22
All right, so so it's been moved and seconded. 00:35:23
To include the first three items on the current CIP or this CIP list. 00:35:27
And then add remove the next three, but keep those as recommendations. 00:35:35
And then add the radar trail and additional radar trailer additional speed signs as the chief had suggested. 00:35:42
We have a roll call vote on that. 00:35:49
Can I just make a comment? 00:35:53
I I think shameless you you came up with a very good idea. 00:35:56
Think it's better if we just proposed a few things. 00:36:01
And we'll see. You know how that goes. 00:36:05
But it would be nice if at least something. 00:36:08
Is approved by the City Council. So thank you very much. 00:36:11
Thank you, Mr. Chairman. 00:36:17
All right. Thank you. So we'll call a vote please. 00:36:20
Yes, Vice Chair Gumby. 00:36:24
Aye, Commissioners Brown. 00:36:26
Yes. 00:36:30
And proc. 00:36:33
Yes, passes for it to. 00:36:36
One bacon. 00:36:39
Thank you. 00:36:43
And last item is a report from the subcommittee and the report is that we haven't been able to meet this past past month due to 00:36:44
other life things getting in the way. 00:36:51
And uh. 00:36:59
And I believe that will be it for today's meeting. Our next meeting is scheduled for March 20. 00:37:01
Thank you. 00:37:10
Thank you. 00:37:13

Our next meeting is scheduled for March 20. 00:37:01
Thank you. 00:37:10
Thank you. 00:37:13
