Yes, please. I'm sorry I missed a little link. Anyway, I just wanted to FYI everyone that the zoom link to today's meeting is not | 00:03:57
working. You get an invalid code. So I went to the September agenda for the Traffic Safety Commission and that link works. So | 00:04:03
that's the link I'm using. | 00:04:10
Anyway, just in case some of the general public weren't able to log in today, that's why. So thank you. | 00:04:17

Now that we have our Zoom voices back, we can let you know. Thank you very much. | 00:05:01
Thank you for your comment and we'll make sure to correct that for the next meeting. | 00:05:09
And we thank you both for your. | 00:05:13
Anyone else? I still see a hand. | 00:05:16

Next item Item B. | 00:06:27
Count Liaison Councilmember Emilio. | 00:06:31
Thank you. | 00:06:38 | |
OK. There we go. Just to let you know on this Thursday is the Holiday Parade downtown. That's a great event. | 00:06:42
Marching bands and butterflies. | 00:06:54
Just usually dress warm. It happens to be cold. It was canceled last week last year because of the rain. | 00:06:58
So just to let you know, but anyway. | 00:07:06
From the last Council meeting. | 00:07:09
We had several consent items approved in George Washington Park. Biological Resource Assessment was authorized to with an | 00:07:11
agreement with Denise Duffy and associates. | 00:07:17
That was approved. | 00:07:24
Also. | 00:07:26 | |
The other. | 00:07:29 | |
Was an amendment to the salary classification schedule, which we had proved earlier. It's the whole the first reading of that. | 00:07:33
There was also a. | 00:07:43
Skateboard project. | 00:07:47
Which is right now. | 00:07:50
On the is going to be between the youth. | 00:07:52
Maybe you heard about this between the youth center and the fire department. | 00:07:57
They're doing some outreach right now and it was approved and on a temporary basis. I believe it was 90 days once it gets through | 00:08:02
the. | 00:08:07 | |
Talking to residents and so forth, the other the other item was. | 00:08:14
The Councilman Coletti put together a. | 00:08:21
Draft resolution to come back in about 4090 Days about doing going back to Zoom. | 00:08:26
However mayor. | 00:08:37
Made a motion to. | 00:08:40
Should we go back to zoom or should we not? | 00:08:43
In the vote was five to two to approve Zoom again. | 00:08:46
And that's the. | 00:08:52
Short version, did you have any questions? | 00:08:54
Yes, just on the skate park. | 00:08:59
That's going. | 00:09:05
Just reviewed as a possibility at this point, that's. | 00:09:07
The vote was vote was to prove a temporary skate park between the fire department that parking lot where the city employees park. | 00:09:11
In the youth center, right there, but. | 00:09:24
Yes, that was approved temporarily for in in. I was talking to the interim city manager and they're doing an outreach program with | 00:09:26
the public works director to the residents around the area. | 00:09:33
Yeah. So if everything gets approved, it's going to be temporary for 90 days to try it out. | 00:09:41
And so that does that mean putting in? | 00:09:46
Temporary structures like, yeah, yeah, I I think that's the idea, the idea of putting in some temporary structures. I did a little | 00:09:51
research myself. I mentioned it at the council meeting that. | 00:09:57
To put some temporary ramps, it's really. | 00:10:05
Uh, quote quote nominal. You know you can get anything from $600 to $5000. I know Dan Go, public restrictor mentioned close to 10 | 00:10:09
or 15, but there are some ramps on. | 00:10:16
Which I did my own research that it's their temporary ramps and. | 00:10:24
Just trying to keep the youth involved in our community. I mentioned that the you could read the videotape. I said we don't get | 00:10:30
this approved. Pacific Rd. becomes the skate park. | 00:10:36
So that's, you know. So anyway it's temporary. Did you have any other? | 00:10:42
Questions on the skate park. The rec department is in charge of making that happen. Well, the director of Public Works, UH, city | 00:10:48
manager, well, the interim city manager and a couple of people are going to be doing some outreach to some residents to make sure | 00:10:55
it's going to be OK. But it's been approved on a temporary basis for 90 days. Once it gets approved, once they've done the | 00:11:02
outreach. And did you have a question? Yes. | 00:11:08
That's my mic on. | 00:11:17
OK, what are the success metrics after the 90 days to determine if it'll become a more permanent skate park? | 00:11:19
That is to be to be seen. What happened was the recreation department. | 00:11:28
Report together. | 00:11:35
And and the recreation came. | 00:11:36
The report came to us in a couple of places where the public works yard. | 00:11:41
And. | 00:11:48 | |
That was canned, and I don't mean can it wasn't agreed upon. And the other one which. | 00:11:50
At first went wild about between just what I mentioned, between that parking lot, between that that was the other one, but the | 00:11:59
council agreed. | 00:12:04
That that's what's going to happen on a temporary basis once they've done the outreach first. | 00:12:10
Go ahead. I just wanted to say I'm, I'm part of the, I'm the liaison to TMC and. | 00:12:17
It's really exciting to hear that there was something even temporarily approved. | 00:12:24
We are the only city within Monterey County that currently does not have a skate park, so it's nice to see us move in that | 00:12:29
direction. So glad to hear it approved. | 00:12:33
I'm happy about it too, so. | 00:12:39
Yes, I'm just wondering since. | 00:12:42
You know it's on city property. I'm wondering if the liability issue. | 00:12:45
And the impact of the police DEP. | 00:12:50
And fire. | 00:12:52 | |
Because of possible injuries. | 00:12:54
Collateral. | 00:12:57 | |
You know what I understand from. | 00:12:59
The interim city manager is skate parks are are. It's not city liable right now that's what. | 00:13:02
Understand and but that's information that still needs to be researched and and I think that's why it's also yeah, yeah, but. | 00:13:10
To. | 00:13:21 | |
Commissioner Stern's comment. | 00:13:25
You know, approximately 6 to 8 months ago. | 00:13:28
We had and maybe you saw it. | 00:13:32
We had probably kids from. | 00:13:35
You know decide to young adults. This room was packed for for a skate park. | 00:13:37
And that was about 6 to 8 months ago. | 00:13:45
So. But there wasn't anybody. | 00:13:49
You know, the council agreed there was going to be a temporary solution just to try it out. And if it works, great, you know, but | 00:13:53
they still have to do the outreach for it. | 00:13:58
Was there any other questions? I'm happy to. | 00:14:05
Try to answer. | 00:14:08
Anybody else? | 00:14:10
OK. Thank you, Sir. Great. Thank you very much. Appreciate it. | 00:14:11
OK. And next would be our T. | 00:14:16
The committee. | 00:14:21
Commissioner Stern. | 00:14:23
Great. So we had our last TMC meeting of the year, November 1st. | 00:14:25
There's three updates I'd like to share with the Commission. | 00:14:32
The first update is AMBAG. The Association of Monterey Bay Area Governments is in the process of completing or creating a Complete | 00:14:35
Streets policy that will hopefully be adopted May 2024. | 00:14:42
And for those of you that are unfamiliar, Complete Streets prioritizes the safe and adequate accommodation of all users of the | 00:14:48
transportation system, including pedestrians, bicyclists, public transportation users, children, older individuals. | 00:14:56
Individuals with disabilities, motorists and freight vehicles. | 00:15:03
The final Complete Streets policy will be incorporated into the 2050 Metropolitan Transportation Plan and the Sustainable | 00:15:07
Community Strategy for Monterey Bay. | 00:15:13
Update #2 There are new bike maps for the county that will be available to the public in January, and Tamp C is looking to create | 00:15:19
a distribution plan. If anyone has suggestions of where we might want to distribute them locally, please reach out to me and I can | 00:15:25
pass along the suggestion to TMC at the next meeting. | 00:15:32
And then the final update is the Sea Otter Classic is looking for volunteers to begin training and helping out now. | 00:15:39
Volunteer jobs range from service serving as course marshals to kid ride zone monitors. | 00:15:46
Staffing information, booths and ticket sale locations. | 00:15:52
The Sea Otter Classic Foundation works with the local nonprofit community to schedule volunteers to support all areas of the | 00:15:56
event, and I think something that's really interesting is in turn, volunteer hours count towards financial grants. | 00:16:03
For these nonprofit organizations that they earn based on hours that their volunteers contribute. | 00:16:11
And in addition to earning money for their organizations, volunteers receive a four day event pass, a T-shirt and lunch. | 00:16:17
So if you do want to help, volunteer or spread the word, please visit. | 00:16:24
Socfdn.org which is the sea Otter classicfoundation.org. | 00:16:30
And that's all I have for updates for Tamsi. Thank you. | 00:16:35
Any quest? | 00:16:41 | |
OK, public hearing. | 00:16:44
And finished business 9 business. | 00:16:47
None. You're right, and I'm going to get that in a bit. But first I want to let you do yours. | 00:16:50
Proposed goals for the Traffic Safety Commission. | 00:16:57
We have the. | 00:17:08 | |
Goals on the screen. | 00:17:10
Do you have that? | 00:17:13
Sorry. | 00:17:17 | |
It's an attachment to. | 00:17:19
It's just so our our. | 00:17:23
I've got mine on my iPad, but everybody else needs them on there. | 00:17:26
Screens and for our Z. | 00:17:31
Folks. | 00:17:33 | |
Yeah, yeah. | 00:17:40 | |
Yep. | 00:17:52 | |
Do you have the agenda? | 00:18:01
On your computer. | 00:18:05
Any chance? | 00:18:07 | |
OK, because I was going to say. | 00:18:08
There you go. | 00:20:18 | |
And then if we can minimize the participants. | 00:20:24
Yeah. | 00:20:34 | |
Perfect. Perfect. | 00:20:40
All righty. Thank you. Well, first of all, I want to thank Commissioner Stern for putting together the template that we used for | 00:20:42
for this. | 00:20:47 | |
For this project and also again thank Commissioner Stern and Commissioner Brown for their participation also. | 00:20:54
The police chief Commander Santos, Commander Anderson and Public Works Director Go. | 00:21:04
As you see, Gold One is our kind of overarching goal to provide a transportation system that is safe and secure for all | 00:21:12
transportation modes and for all people of all ability and mobility and mobility. | 00:21:18
Levels our first focus on vehicles. The sub goal is to identify areas for traffic calming. | 00:21:25
Including items like ball bounce, reducing speed limits, Rd. diets, adding barriers, additional signage, additional bike lanes, | 00:21:33
portable radar equipment. | 00:21:38
Implementation and implementation at problematic intersections. | 00:21:44
This can be driven by community feedback and also by the police information and public works to. | 00:21:51
And then our second focus is on bicycles. The sub goal is to make bicycling safer. | 00:22:02
For example, signage for bike wayfinding, bicycle speed limits, added bike lanes and created creation of safe routes to school. | 00:22:08
UH, more protected bike lanes. UH map for bike trails as Commissioner Stern was talking about for the Monterey County Bikes bike | 00:22:19
trails, that would be something specifically for the city and additional signage for share of the road in. | 00:22:28
The other sub goal is to create a comprehensive bike plan for the City of Pacific Grove by the end of 2024. | 00:22:39
This should be tied directly to the Pacific Grove General Plan as an addendum to the transportation plan. | 00:22:47
And a third the sub goal is to become an American League of Bicyclists Bike Friendly City by the end of 2025. | 00:22:54
And this is a different criterias used by the and it's. | 00:23:02
Depends on the size of the city they have. Various groups of cities were relatively small at around 15,000 in a population. | 00:23:07
But for the number of bike lanes and the use of those bike lanes. | 00:23:17
And just. | 00:23:25 | |
In creating a safe environment for cycling. | 00:23:27
Our third focus was put on pedestrians with the first sub goal as the increased. | 00:23:30
Pedestrian safety. | 00:23:35
Safe sidewalks, bulb outs, crosswalks, paths, pedestrian. | 00:23:38
And equitable mobility access in Pacific. | 00:23:42
And our second goal? For pedestrians to adopt the Vision 0. | 00:23:46
Plan to eliminate all traffic fatalities and severe injuries while increasing safe, healthy and equitable mobility for all. | 00:23:52
So. | 00:24:01 | |
The chairman Uh. | 00:24:03
Wishes we can open that up for discussion amongst Commissioners and and the public and we we brought this to the public a couple | 00:24:05
of months ago, but. | 00:24:10
Certainly if. | 00:24:16
Any members of the public would like. | 00:24:18
Make comments. | 00:24:21
Available to take those comments. | 00:24:25
And I see. | 00:24:29 | |
Carmelita and Gar. | 00:24:30
Thank you very much. | 00:24:34
I. | 00:24:38 | |
Well, I have one question right now and I can take the answer offline. Doesn't matter with regards to the goals. Is is, are they | 00:24:40
set based on the budget year of the city or is it a calendar year? | 00:24:46
And also. | 00:24:53 | |
Will there be a report from? | 00:24:56
Last year's. | 00:25:00 | |
And what the outcomes? | 00:25:03
And if that would be presented to the public during one of your meetings? | 00:25:07
Also, when I answer your first question, so the goals are not set. So if that's what we're having the discussion about, if the | 00:25:12
public wants to have different goals or they don't believe these goals are. | 00:25:19
Correct in some way, then we can certainly have that discussion. | 00:25:28
OK, so with regards to increasing pedestrians safety? | 00:25:33
Umm. Whether or not Umm. | 00:25:39
The traffic Commission would consider including our wildlife, particularly the deer, because those fatalities are typically caused | 00:25:43
by cars, automobiles. | 00:25:50
Which could impact the driver if it's a severe enough accident and also with regards to. | 00:25:57
Bulb out and safe sidewalks, crosswalks. | 00:26:07
You know, in my opinion, so I live down near the cemetery and from Monarch Lane down to Sylmar, where all the hotels are, that | 00:26:12
area is so dark and there there's no. | 00:26:20
Lined pathways or continued sidewalks for the hotel guests to walk on so they're out in the street. | 00:26:27
And typically, you know, cars are driving fast down in that area, so. | 00:26:35
If that could be some sort of consideration as well as you move forward with pedestrian safety, that would be great. | 00:26:41
And anyway, so those are my. | 00:26:49
If I could just answer one of the questions, we did not have goals last year. | 00:26:55
This is the first year, I believe, at least in the last couple of years. | 00:27:00
Where the Commission's put this together, and it was at the suggestion of Members and also the Chief of Police. | 00:27:04
Thank you. Commissioner Brown. I just want to make sure, go ahead. Please ask for your question about whether this was a fiscal | 00:27:17
year or a calendar year. I think again that is also. | 00:27:22
For debate, we did put end of certain years, so I think we were looking potentially at calendar years and since we are in | 00:27:28
November, I think we'd want to start. | 00:27:33
Working on them in the. | 00:27:38
But again, like our work would start when we have that capacity to do so. | 00:27:41
And then in your comment for the deer, I do believe that the wording in general like. | 00:27:46
Wildlife, pedestrians were all needing to make sure make it safe for everybody and with. | 00:27:52
These goals in mind, Hopefully that would make it safe for anybody, including wildlife. | 00:27:58
On the road. So I think that this has been pretty comprehensive. | 00:28:03
And not the different types. | 00:28:11
I would say suggestions that we've included will make drivers more aware of their surroundings and slow down, which will be | 00:28:15
beneficial as well to wildlife. | 00:28:19
But I do appreciate that need to look out for. | 00:28:24
So are there. I see Carmelita still has her hand up. I think we'd like to have other people make comments if they'd if they. | 00:28:32
If there is anyone or there any Commission Commissioners that have questions about? | 00:28:42
Beth, would you like to make a comment? | 00:28:48
Yes, so. | 00:28:52 | |
So that that question is going hasn't come up yet, but yes that that'll be some next steps that we right now we're just looking at | 00:28:58
the goals and. | 00:29:05
If you have. | 00:29:12 | |
Questions. Comments. Revisions. | 00:29:13
Throw it all away, keep it. Whatever. | 00:29:17
Well, hopefully, hopefully. | 00:29:20
Well that's you know and that is an ongoing issue and certainly Director Go is aware of it that that even in areas where there are | 00:29:23
sidewalks there is there aren't complete sidewalks where there are gaps in the sidewalks under trees and bushes and fences and | 00:29:33
whatnot so that that but there are areas. | 00:29:43
And and I had questioned this from the Planning Department a few years ago. There are areas in the where sidewalks are not. | 00:29:54
They don't want to have sidewalks. They want to have a more rural area and you know they they might park area, the. | 00:30:04
Grove Acre area. | 00:30:14
And even beach track, those a lot of those areas don't have sidewalks now that decision may have been made decades ago before | 00:30:16
people started walking a lot. Now people are you have so many people walking and as. | 00:30:23
Miss Garcia mentioned there they have to walk in the street because there aren't any sidewalks, so that is a, you know. | 00:30:30
That is an overall issue. | 00:30:37
With the city and certainly. | 00:30:39
Director goes. | 00:30:42
Aware of that and this has come up before. | 00:30:43
Because even though not having the sidewalk can be very. | 00:30:47
You can be very challenging for pedestrians, but my memory isn't in past meetings. | 00:30:50
On the advice of staff and the traffic engineer that in some areas creating a sidewalk. | 00:30:56
Create more problems and actually make it more dangerous because of the nature. | 00:31:02
Width and volume and so forth. | 00:31:07
The area, so it's been considered and probably will be considered in the future as well. | 00:31:10
Yeah, I have a couple of comments. First, it's important to know that what this is a general set of goals for this Commission. | 00:31:16
What it does is it then gives us an opportunity to look into each of these areas more carefully. | 00:31:24
I mean, sidewalks are a big deal for me. I've fallen down a couple of times. | 00:31:29
I'm not, you know, uncoordinated or anything like that. | 00:31:33
In that sense, and we've got some terrible problems, but right now the law is that the individual homeowner is responsible for the | 00:31:36
sidewalk in front of their house. | 00:31:42
Even though we have trees that grow, that the city puts in and others that then push up the sidewalks and create. | 00:31:49
All kinds of issues. This is an important issue that I think we have to address with all the other ones. | 00:31:54
So the the, the projects that will come out that we will try to discuss with public works and others. | 00:32:00
He will. What we were trying to do with the goals is give us kind of some general areas that we would look at and then look much | 00:32:10
more carefully. | 00:32:13
At each of these areas as to what could be something that could be done. | 00:32:18
To improve and we all felt that that was a way that this is done and we've already done some of that looking. | 00:32:22
On the issue of wildlife, we didn't specifically consider that, but it's certainly something we can consider. | 00:32:28
But it certainly wasn't something that was part that we specifically discussed with regard to the goals. | 00:32:34
But obviously you're going to. | 00:32:40
Traffic and safe bicycles. You have to have a safe situation for wildlife because it's something that you can't avoid here. | 00:32:43
Thank you. Thanks. | 00:32:53
So I don't know anymore. Any other comments from commissioners? | 00:32:54
Tony here, Anthony, Councilmember. | 00:33:01
Excuse me, American League of Bicyclists, Bike Friendly City? How difficult is to achieve that? | 00:33:04
Commissioner Stern, he, would you like to elaborate on that, I think if we are enacting some of these. | 00:33:12
Bicycle sub goals, it should be achievable. There's different tiers. You have bronze, silver, gold and I believe platinum. So I | 00:33:20
think we can our initial goal, we didn't set a a tier for us but just to become designated. | 00:33:28
So I think there's a potential to. | 00:33:36
Even achieve that with our current. | 00:33:40
Amount of bike paths that we have, but it's something that we need to work with the city to figure out what we can count towards | 00:33:42
our designation requirements. | 00:33:47
But it should be achievable based on these sub goals that we've created. | 00:33:52
Sounds great. | 00:33:56
Councilmember Emilio, yeah, I just wanted to mention there is some capital improvement projects Director GO will be able to | 00:33:59
express to you about the sidewalks right now proposed is sidewalks and on David Ave. near the schools. | 00:34:08
Is, if you notice, if you've ever driven down David Ave. after school. | 00:34:18
Kids are dodging everything so that that's proposed to the sidewalks there. But the whole city, you know, we all know. | 00:34:22
Sidewalk. So I just want to give you that information. Director Go would have the complete story on that. So thank you. | 00:34:30
So. | 00:34:38 | |
I guess the so the next steps and this is something you can throw it out to the commissioners, I made a couple, a little bit of a | 00:34:40
list here. Do we want to continue discussion of these allow more members of the public at our at. | 00:34:48
The next meeting, for instance, to make comments. | 00:34:57
So far the public, I think we've only had two or three comments from the public. | 00:35:03
And then I. | 00:35:09 | |
I guess do we have any revisions do or additions to the goals that we've already presented here? | 00:35:12
And and if. | 00:35:20 | |
Then the next step, and I'm not 100% the Chief may have a better feel on the next step as far as then forwarding if if the | 00:35:23
Commission approves these goals as as we have submitted here for the full Commission has. | 00:35:32
Then the next step would be to forward to the City Council. But then what does the City Council do with it? What is, how does this | 00:35:44
become something that the city actually embraces and then we we move forward with? | 00:35:50
And these are still questions. And then my last, the last question is kind of relates to Commissioner Browns comments that we have | 00:35:58
already looked at at potential recommendations. | 00:36:06
To achieve, to help achieve these goals and so on. A on. | 00:36:15
Individual basis. For vehicles we have a number of goals, For bicycles, a number of recommendations, I should say pedestrians, and | 00:36:21
a number of recommendations. | 00:36:26
And should they? They probably still need to be fine-tuned. We want. | 00:36:33
It more buy in from the Police Department, more buy in from director Go and public works and then fine tune those so we don't | 00:36:38
have. | 00:36:43 | |
So many recommendations that it's too much to deal with and then again come back to the Commission and and the public and. | 00:36:49
Get their buy in, get, you know, additions, you know, are those important to the public and to the other commissioners? Are they, | 00:37:02
do they need to be revised and so? | 00:37:09
You know, that's something that we can can discuss today. You know, what are, what do we want to do? | 00:37:17
Next. | 00:37:23 | |
And so. | 00:37:26 | |
My thinking would be I would think it would be a good idea to take into consideration what we heard. | 00:37:29
To refine to. | 00:37:36 | |
And you know again. | 00:37:39
And revisit in. | 00:37:42
OK. | 00:37:44 | |
If it looks good, then have an opportunity in February for a public comment. | 00:37:46
OK, So the only addition that I heard the potential for was wildlife. | 00:37:53
Yeah, and I was gonna say with that, I I still feel that. | 00:38:00
Like humans are wildlife, I I think the work we've set out here. | 00:38:05
Does subjectively. | 00:38:10
Help dear, as well as people I don't see a further need to. | 00:38:12
Have one more round of comment I. | 00:38:19
To have this sent to City Council, I think we've already brought it to the public twice now and further delaying. | 00:38:21
With the latest the opportunity to start. | 00:38:29
Working towards these. | 00:38:33
When she mentioned wildlife, I wasn't just thinking of deer. I was also thinking of all the times the public have come to us about | 00:38:35
noise in the puppy area. | 00:38:40
And you know, other issues like that, so I'm wondering if. | 00:38:45
Granted. | 00:38:50 | |
Safe driving is safe. | 00:38:53
Towards wildlife. | 00:38:57
But you know, I think it's something in this community especially, it's a valued. | 00:39:00
Part of Pacific Row and that's why. | 00:39:05
I personally agree with with Commissioner Stern that if. | 00:39:10
If we meeting or if we're meeting the the goals for safe vehicle operation. | 00:39:14
Then I think we're meeting because that's we're generally talking about when it's wildlife issues then. | 00:39:21
We're we're. | 00:39:29 | |
We're meeting the goals to make it safer for wildlife. In other words, if we're slowing cars down, if we're creating maybe | 00:39:29
additional bike lanes where there's more room for an animal to move around without walking right into traffic. | 00:39:37
I think. | 00:39:47 | |
The the my personal view is that the goals as stated or as submitted. | 00:39:48
Will will help wildlife. | 00:39:55
Less wildlife. | 00:39:59
Yeah, Mr. Chairman, I you know, I think. | 00:40:01
It's good enough that we've provided this to the public. There have been some comments and that I would like to see this. | 00:40:05
You know, just be putting a report. | 00:40:12
To the City Council. I don't think the City Council needs to do anything. This is these are our goals. | 00:40:15
I think we can add things to it as you go into the new year, but I don't think we need to wait any longer. I think we do put this | 00:40:22
out. | 00:40:25 | |
And publicize it more. We're going to get more comments. | 00:40:29
If they're going to be. | 00:40:32
So my suggestion would simply be. | 00:40:34
We approve or disapprove of this. If you've got any changes right now, we can make it. | 00:40:36
Certainly simply report that. | 00:40:41
The City Council and make it available on the website for anyone to, you know, add additional comments. | 00:40:44
In case we want to expand. | 00:40:51
Because the next step is gonna be, I think is. | 00:40:54
Are the other two Commissioners have mentioned, you know, looking at specific projects and things like that and that will require | 00:40:56
the approval of this Commission? | 00:41:01
This this goal process was simply to set out some general goals for the areas that we think should be addressed. | 00:41:06
And I think the the best thing about this is the way it was organized is you've got vehicles, bicycles and pedestrians. | 00:41:14
You know, kind of the three modes of transportation in the. | 00:41:22
In our town that we can all look. | 00:41:26
Because, you know, one of the things that will be important is what kind of support we're going to get for things like, you know, | 00:41:29
I'd like to see if we can get grant money for sidewalks and things like that. | 00:41:34
You know, that would be something that we would look at as a. | 00:41:40
Task coming. | 00:41:44 | |
Or under the General. | 00:41:46
So my. | 00:41:48 | |
I would make a motion that we. | 00:41:50
The goals before the motion, sure. I think we should ask if staff has any input or comments. | 00:41:53
I think you have a good set of an outline of goals to operate off. I believe under this outline you'll be able to address. | 00:42:03
Pretty much any more concerns that come up from the public in the future. | 00:42:13
And I think it will give Council a clear idea about the focus of your Commission. | 00:42:18
And the kind of projects that you'll be bringing forward to them for improvement? | 00:42:25
So I would say that you have a good set. | 00:42:31
Goals here, a good outline to go. | 00:42:37
Thank you, Commander. | 00:42:40
I think it's it's if we get this. | 00:42:52
Present to the Council at a Council meeting. | 00:42:54
And bring this up as a council meeting whether there's a lot more. | 00:42:57
Uh, watching. | 00:43:01
I think we would we would be able to get more feedback and people would let us know what some of their priorities would be. | 00:43:03
That would help us refine things. | 00:43:10
Anybody else? | 00:43:16
Well, I like it, I and I do think that. | 00:43:21
This section on under vehicles where it says this can be driven by community feedback. | 00:43:25
So that's kind of like I would say probably every goal can be driven by that and that would be maybe what we would emphasize when | 00:43:30
we're putting it out there to the public. | 00:43:36
You know, we're we're asking for their feedback and. | 00:43:42
And anything like wildlife. | 00:43:45
Inserted into those kinds of specifics later on. | 00:43:49
OK, can I make the motion now? | 00:43:54
I would move. | 00:43:59 | |
The Commission to approve. | 00:44:01
The goals has set forth. | 00:44:03
And presented to the public over the last two minutes. | 00:44:06
Thank you. | 00:44:09 | |
Presented to the public in the last two meetings. | 00:44:11
I'll second that. | 00:44:15
OK. Any further? | 00:44:16
All for the vote. | 00:44:19
Commissioner Brown. | 00:44:22
Yes. | 00:44:24 | |
Commissioner Dundee, yes. | 00:44:27
Commissioner Frock, yes, Commissioner Shalomas, yes, yes. | 00:44:30
And I say yes because I agree. | 00:44:35
With the discussion. | 00:44:37
So passed. | 00:44:39 | |
OK, so I have and that's fine. So some of the next are one of the other next steps. | 00:44:44
So this will go in. | 00:44:54
Monthly report to the City Council. | 00:44:57
My understanding it's going to be up to the City Council whether they want to discuss it or not. Opened it up for discussion, | 00:45:01
public discussion. If they want to discuss it amongst themselves, that'll be. | 00:45:06
Up to them. We don't have any control over that. But what I would also like the Commission, our Commission to do is to direct our | 00:45:12
subcommittee to continue the. | 00:45:18
Review and and to complete a list of recommendations that we've we've already begun and. | 00:45:27
Get that to a point where we can bring that to the full Commission for review and the public for full review. | 00:45:37
So we want to discuss that. | 00:45:43
Anybody discuss? | 00:45:47
No, I didn't agree with that. OK, So I'll make a motion that. | 00:45:51
The Traffic Safety Commission direct the Goal Subcommittee to continue their work on developing recommendations to meet the the | 00:45:56
goals that the Commission has just approved. | 00:46:02
Nice second. | 00:46:11 | |
OK. Any further discussion? | 00:46:14
Comfortable vote, Commissioner. | 00:46:17
Agreed. Commissioner Green agreed. Commissioner Gunby agreed. Commissioner Proc. | 00:46:21
Commissioner. | 00:46:27
Commissioner Stern agreed and I agree. | 00:46:29
So we will, we will just work. | 00:46:34
Will work amongst ourselves and with police and public works to come up with a schedule for at least our next meeting and seeing | 00:46:37
if we can complete the list of recommendations. | 00:46:43
And just a side note, we were able to list of recommendations work with both public works and the Police Department to actually | 00:46:52
eliminate some of the issues that we found to be a problem in the city. So this is. | 00:47:00
You know that's that's part of our goal, try to get some of this stuff moving, moving along and then but on our on our own and I | 00:47:09
can't guarantee that we'll be back at the next meeting with the with the completion of the recommendations, but that will be our | 00:47:14
goal. | 00:47:20 | |
OK. Thank you. Thanks. Good work under item. | 00:47:27
Written commun. | 00:47:33
There was a comment in there about additional complaints about vans and trailers parking along the ocean. | 00:47:35
I spoke with the chief today and she mentioned that commander. | 00:47:43
Had some additional information that they've received that they're going to evaluate and maybe you could just inform us about. | 00:47:48
Commander. | 00:47:55 | |
Well, there were some studies. | 00:47:57
Yes, we received some information from the Joe store from the planning department. We're currently reviewing that information and | 00:47:58
we hope to bring it back early next year. | 00:48:03
In regards. | 00:48:09 | |
What we find from that? | 00:48:10
OK, great. Thank you very much. | 00:48:13
Commissioners, anything additional? | 00:48:15
I have a question that is written down here is from 17th St. to a cinema. | 00:48:18
It's actually from David. | 00:48:23
To cinema, that's the whole of the coastline, not as that's inside of 17th St. | 00:48:26
I'll make sure that that's correct. | 00:48:33
Perfect. | 00:48:36 | |
Any other mention? | 00:48:38
Nothing. | 00:48:41 | |
Council member. | 00:48:43
OK, with that being said, our meeting concludes at. | 00:48:44
See 449. | 00:48:50 | |
All right. Thank you. | 00:48:54 |

working. You get an invalid code. So I went to the September agenda for the Traffic Safety Commission and that link works. So | 00:04:03
that's the link I'm using. | 00:04:10
Anyway, just in case some of the general public weren't able to log in today, that's why. So thank you. | 00:04:17
You for bringing that to our attention, I am. | 00:04:26
Making. | 00:04:30 | |
The meeting will be videotaped and. | 00:04:31
So. | 00:04:34 | |
Who intended to review? | 00:04:36
You'll be able to view it in. | 00:04:38
I see. Hand up, Mr. | 00:04:41
Thank you. I just wanted to echo Carmelita's comments because it was definitely invalid and I I ended up cutting and pasting. | 00:04:47
Councilmember. | 00:05:22
I don't see a hand up. | 00:05:29
Any. | 00:05:32 | |
About this tall person, do you want to see if he wants to make a comment? | 00:05:48
Paul Garrett. | 00:05:53
Would you like to make a comment? | 00:06:00
No response. | 00:06:05 | |
Yeah, I think. | 00:06:07
OK. | 00:06:09 | |
Commissioner and staff announcements. | 00:06:11
Commissioners, any announcements? | 00:06:15
No, I don't have any. | 00:06:20
OK, in. | 00:06:22 | |
All right. Thank you. | 00:48:54 |
