Temporary structures like, yeah, yeah, I I think that's the idea, the idea of putting in some temporary structures. I did a little 00:09:51
research myself. I mentioned it at the council meeting that. 00:09:57
To put some temporary ramps, it's really. 00:10:05
Uh, quote quote nominal. You know you can get anything from $600 to $5000. I know Dan Go, public restrictor mentioned close to 10 00:10:09
or 15, but there are some ramps on. 00:10:16
Which I did my own research that it's their temporary ramps and. 00:10:24
Just trying to keep the youth involved in our community. I mentioned that the you could read the videotape. I said we don't get 00:10:30
this approved. Pacific Rd. becomes the skate park. 00:10:36

Questions on the skate park. The rec department is in charge of making that happen. Well, the director of Public Works, UH, city 00:10:48
manager, well, the interim city manager and a couple of people are going to be doing some outreach to some residents to make sure 00:10:55
it's going to be OK. But it's been approved on a temporary basis for 90 days. Once it gets approved, once they've done the 00:11:02

That is to be to be seen. What happened was the recreation department. 00:11:28

That that's what's going to happen on a temporary basis once they've done the outreach first. 00:12:10

We are the only city within Monterey County that currently does not have a skate park, so it's nice to see us move in that 00:12:29

Great. So we had our last TMC meeting of the year, November 1st. 00:14:25
There's three updates I'd like to share with the Commission. 00:14:32
The first update is AMBAG. The Association of Monterey Bay Area Governments is in the process of completing or creating a Complete 00:14:35
Streets policy that will hopefully be adopted May 2024. 00:14:42
And for those of you that are unfamiliar, Complete Streets prioritizes the safe and adequate accommodation of all users of the 00:14:48
transportation system, including pedestrians, bicyclists, public transportation users, children, older individuals. 00:14:56
Individuals with disabilities, motorists and freight vehicles. 00:15:03
The final Complete Streets policy will be incorporated into the 2050 Metropolitan Transportation Plan and the Sustainable 00:15:07
Community Strategy for Monterey Bay. 00:15:13
Update #2 There are new bike maps for the county that will be available to the public in January, and Tamp C is looking to create 00:15:19
a distribution plan. If anyone has suggestions of where we might want to distribute them locally, please reach out to me and I can 00:15:25
pass along the suggestion to TMC at the next meeting. 00:15:32
And then the final update is the Sea Otter Classic is looking for volunteers to begin training and helping out now. 00:15:39
Volunteer jobs range from service serving as course marshals to kid ride zone monitors. 00:15:46
Staffing information, booths and ticket sale locations. 00:15:52
The Sea Otter Classic Foundation works with the local nonprofit community to schedule volunteers to support all areas of the 00:15:56
event, and I think something that's really interesting is in turn, volunteer hours count towards financial grants. 00:16:03
For these nonprofit organizations that they earn based on hours that their volunteers contribute. 00:16:11
And in addition to earning money for their organizations, volunteers receive a four day event pass, a T-shirt and lunch. 00:16:17

For this project and also again thank Commissioner Stern and Commissioner Brown for their participation also. 00:20:54
The police chief Commander Santos, Commander Anderson and Public Works Director Go. 00:21:04
As you see, Gold One is our kind of overarching goal to provide a transportation system that is safe and secure for all 00:21:12
transportation modes and for all people of all ability and mobility and mobility. 00:21:18
Levels our first focus on vehicles. The sub goal is to identify areas for traffic calming. 00:21:25
Including items like ball bounce, reducing speed limits, Rd. diets, adding barriers, additional signage, additional bike lanes, 00:21:33
portable radar equipment. 00:21:38
Implementation and implementation at problematic intersections. 00:21:44
This can be driven by community feedback and also by the police information and public works to. 00:21:51
And then our second focus is on bicycles. The sub goal is to make bicycling safer. 00:22:02
For example, signage for bike wayfinding, bicycle speed limits, added bike lanes and created creation of safe routes to school. 00:22:08
UH, more protected bike lanes. UH map for bike trails as Commissioner Stern was talking about for the Monterey County Bikes bike 00:22:19
trails, that would be something specifically for the city and additional signage for share of the road in. 00:22:28
The other sub goal is to create a comprehensive bike plan for the City of Pacific Grove by the end of 2024. 00:22:39
This should be tied directly to the Pacific Grove General Plan as an addendum to the transportation plan. 00:22:47
And a third the sub goal is to become an American League of Bicyclists Bike Friendly City by the end of 2025. 00:22:54
And this is a different criterias used by the and it's. 00:23:02
Depends on the size of the city they have. Various groups of cities were relatively small at around 15,000 in a population. 00:23:07
But for the number of bike lanes and the use of those bike lanes. 00:23:17
And just. 00:23:25
In creating a safe environment for cycling. 00:23:27
Our third focus was put on pedestrians with the first sub goal as the increased. 00:23:30
Pedestrian safety. 00:23:35
Safe sidewalks, bulb outs, crosswalks, paths, pedestrian. 00:23:38
And equitable mobility access in Pacific. 00:23:42
And our second goal? For pedestrians to adopt the Vision 0. 00:23:46
Plan to eliminate all traffic fatalities and severe injuries while increasing safe, healthy and equitable mobility for all. 00:23:52

set based on the budget year of the city or is it a calendar year? 00:24:46

Also, when I answer your first question, so the goals are not set. So if that's what we're having the discussion about, if the 00:25:12
public wants to have different goals or they don't believe these goals are. 00:25:19
Correct in some way, then we can certainly have that discussion. 00:25:28
OK, so with regards to increasing pedestrians safety? 00:25:33
Umm. Whether or not Umm. 00:25:39
The traffic Commission would consider including our wildlife, particularly the deer, because those fatalities are typically caused 00:25:43
by cars, automobiles. 00:25:50
Which could impact the driver if it's a severe enough accident and also with regards to. 00:25:57
Bulb out and safe sidewalks, crosswalks. 00:26:07
You know, in my opinion, so I live down near the cemetery and from Monarch Lane down to Sylmar, where all the hotels are, that 00:26:12
area is so dark and there there's no. 00:26:20
Lined pathways or continued sidewalks for the hotel guests to walk on so they're out in the street. 00:26:27
And typically, you know, cars are driving fast down in that area, so. 00:26:35
If that could be some sort of consideration as well as you move forward with pedestrian safety, that would be great. 00:26:41
And anyway, so those are my. 00:26:49
If I could just answer one of the questions, we did not have goals last year. 00:26:55
This is the first year, I believe, at least in the last couple of years. 00:27:00
Where the Commission's put this together, and it was at the suggestion of Members and also the Chief of Police. 00:27:04
Thank you. Commissioner Brown. I just want to make sure, go ahead. Please ask for your question about whether this was a fiscal 00:27:17
year or a calendar year. I think again that is also. 00:27:22
For debate, we did put end of certain years, so I think we were looking potentially at calendar years and since we are in 00:27:28
November, I think we'd want to start. 00:27:33
Working on them in the. 00:27:38
But again, like our work would start when we have that capacity to do so. 00:27:41
And then in your comment for the deer, I do believe that the wording in general like. 00:27:46
Wildlife, pedestrians were all needing to make sure make it safe for everybody and with. 00:27:52
These goals in mind, Hopefully that would make it safe for anybody, including wildlife. 00:27:58
On the road. So I think that this has been pretty comprehensive. 00:28:03
And not the different types. 00:28:11
I would say suggestions that we've included will make drivers more aware of their surroundings and slow down, which will be 00:28:15
beneficial as well to wildlife. 00:28:19
But I do appreciate that need to look out for. 00:28:24

Well that's you know and that is an ongoing issue and certainly Director Go is aware of it that that even in areas where there are 00:29:23
sidewalks there is there aren't complete sidewalks where there are gaps in the sidewalks under trees and bushes and fences and 00:29:33
whatnot so that that but there are areas. 00:29:43
And and I had questioned this from the Planning Department a few years ago. There are areas in the where sidewalks are not. 00:29:54
They don't want to have sidewalks. They want to have a more rural area and you know they they might park area, the. 00:30:04
Grove Acre area. 00:30:14
And even beach track, those a lot of those areas don't have sidewalks now that decision may have been made decades ago before 00:30:16
people started walking a lot. Now people are you have so many people walking and as. 00:30:23
Miss Garcia mentioned there they have to walk in the street because there aren't any sidewalks, so that is a, you know. 00:30:30
That is an overall issue. 00:30:37
With the city and certainly. 00:30:39
Director goes. 00:30:42
Aware of that and this has come up before. 00:30:43
Because even though not having the sidewalk can be very. 00:30:47
You can be very challenging for pedestrians, but my memory isn't in past meetings. 00:30:50
On the advice of staff and the traffic engineer that in some areas creating a sidewalk. 00:30:56
Create more problems and actually make it more dangerous because of the nature. 00:31:02
Width and volume and so forth. 00:31:07
The area, so it's been considered and probably will be considered in the future as well. 00:31:10
Yeah, I have a couple of comments. First, it's important to know that what this is a general set of goals for this Commission. 00:31:16
What it does is it then gives us an opportunity to look into each of these areas more carefully. 00:31:24
I mean, sidewalks are a big deal for me. I've fallen down a couple of times. 00:31:29
I'm not, you know, uncoordinated or anything like that. 00:31:33
In that sense, and we've got some terrible problems, but right now the law is that the individual homeowner is responsible for the 00:31:36
sidewalk in front of their house. 00:31:42
Even though we have trees that grow, that the city puts in and others that then push up the sidewalks and create. 00:31:49
All kinds of issues. This is an important issue that I think we have to address with all the other ones. 00:31:54
So the the, the projects that will come out that we will try to discuss with public works and others. 00:32:00
He will. What we were trying to do with the goals is give us kind of some general areas that we would look at and then look much 00:32:10
more carefully. 00:32:13
At each of these areas as to what could be something that could be done. 00:32:18
To improve and we all felt that that was a way that this is done and we've already done some of that looking. 00:32:22
On the issue of wildlife, we didn't specifically consider that, but it's certainly something we can consider. 00:32:28
But it certainly wasn't something that was part that we specifically discussed with regard to the goals. 00:32:34
But obviously you're going to. 00:32:40
Traffic and safe bicycles. You have to have a safe situation for wildlife because it's something that you can't avoid here. 00:32:43

Commissioner Stern, he, would you like to elaborate on that, I think if we are enacting some of these. 00:33:12
Bicycle sub goals, it should be achievable. There's different tiers. You have bronze, silver, gold and I believe platinum. So I 00:33:20
think we can our initial goal, we didn't set a a tier for us but just to become designated. 00:33:28
So I think there's a potential to. 00:33:36
Even achieve that with our current. 00:33:40
Amount of bike paths that we have, but it's something that we need to work with the city to figure out what we can count towards 00:33:42
our designation requirements. 00:33:47
But it should be achievable based on these sub goals that we've created. 00:33:52

Councilmember Emilio, yeah, I just wanted to mention there is some capital improvement projects Director GO will be able to 00:33:59
express to you about the sidewalks right now proposed is sidewalks and on David Ave. near the schools. 00:34:08
Is, if you notice, if you've ever driven down David Ave. after school. 00:34:18
Kids are dodging everything so that that's proposed to the sidewalks there. But the whole city, you know, we all know. 00:34:22
Sidewalk. So I just want to give you that information. Director Go would have the complete story on that. So thank you. 00:34:30

I guess the so the next steps and this is something you can throw it out to the commissioners, I made a couple, a little bit of a 00:34:40
list here. Do we want to continue discussion of these allow more members of the public at our at. 00:34:48

So far the public, I think we've only had two or three comments from the public. 00:35:03

Then the next step, and I'm not 100% the Chief may have a better feel on the next step as far as then forwarding if if the 00:35:23
Commission approves these goals as as we have submitted here for the full Commission has. 00:35:32
Then the next step would be to forward to the City Council. But then what does the City Council do with it? What is, how does this 00:35:44
become something that the city actually embraces and then we we move forward with? 00:35:50
And these are still questions. And then my last, the last question is kind of relates to Commissioner Browns comments that we have 00:35:58
already looked at at potential recommendations. 00:36:06
To achieve, to help achieve these goals and so on. A on. 00:36:15
Individual basis. For vehicles we have a number of goals, For bicycles, a number of recommendations, I should say pedestrians, and 00:36:21
a number of recommendations. 00:36:26
And should they? They probably still need to be fine-tuned. We want. 00:36:33
It more buy in from the Police Department, more buy in from director Go and public works and then fine tune those so we don't 00:36:38
have. 00:36:43
So many recommendations that it's too much to deal with and then again come back to the Commission and and the public and. 00:36:49
Get their buy in, get, you know, additions, you know, are those important to the public and to the other commissioners? Are they, 00:37:02
do they need to be revised and so? 00:37:09
You know, that's something that we can can discuss today. You know, what are, what do we want to do? 00:37:17

My thinking would be I would think it would be a good idea to take into consideration what we heard. 00:37:29

Questions on the skate park. The rec department is in charge of making that happen. Well, the director of Public Works, UH, city 00:10:48
manager, well, the interim city manager and a couple of people are going to be doing some outreach to some residents to make sure 00:10:55
it's going to be OK. But it's been approved on a temporary basis for 90 days. Once it gets approved, once they've done the 00:11:02

The first update is AMBAG. The Association of Monterey Bay Area Governments is in the process of completing or creating a Complete 00:14:35
Streets policy that will hopefully be adopted May 2024. 00:14:42
And for those of you that are unfamiliar, Complete Streets prioritizes the safe and adequate accommodation of all users of the 00:14:48
transportation system, including pedestrians, bicyclists, public transportation users, children, older individuals. 00:14:56
Individuals with disabilities, motorists and freight vehicles. 00:15:03
The final Complete Streets policy will be incorporated into the 2050 Metropolitan Transportation Plan and the Sustainable 00:15:07
Community Strategy for Monterey Bay. 00:15:13
Update #2 There are new bike maps for the county that will be available to the public in January, and Tamp C is looking to create 00:15:19
a distribution plan. If anyone has suggestions of where we might want to distribute them locally, please reach out to me and I can 00:15:25
pass along the suggestion to TMC at the next meeting. 00:15:32
And then the final update is the Sea Otter Classic is looking for volunteers to begin training and helping out now. 00:15:39
Volunteer jobs range from service serving as course marshals to kid ride zone monitors. 00:15:46
Staffing information, booths and ticket sale locations. 00:15:52
The Sea Otter Classic Foundation works with the local nonprofit community to schedule volunteers to support all areas of the 00:15:56
event, and I think something that's really interesting is in turn, volunteer hours count towards financial grants. 00:16:03
For these nonprofit organizations that they earn based on hours that their volunteers contribute. 00:16:11
And in addition to earning money for their organizations, volunteers receive a four day event pass, a T-shirt and lunch. 00:16:17

The police chief Commander Santos, Commander Anderson and Public Works Director Go. 00:21:04
As you see, Gold One is our kind of overarching goal to provide a transportation system that is safe and secure for all 00:21:12
transportation modes and for all people of all ability and mobility and mobility. 00:21:18
Levels our first focus on vehicles. The sub goal is to identify areas for traffic calming. 00:21:25
Including items like ball bounce, reducing speed limits, Rd. diets, adding barriers, additional signage, additional bike lanes, 00:21:33
portable radar equipment. 00:21:38
Implementation and implementation at problematic intersections. 00:21:44
This can be driven by community feedback and also by the police information and public works to. 00:21:51
And then our second focus is on bicycles. The sub goal is to make bicycling safer. 00:22:02
For example, signage for bike wayfinding, bicycle speed limits, added bike lanes and created creation of safe routes to school. 00:22:08
UH, more protected bike lanes. UH map for bike trails as Commissioner Stern was talking about for the Monterey County Bikes bike 00:22:19
trails, that would be something specifically for the city and additional signage for share of the road in. 00:22:28
The other sub goal is to create a comprehensive bike plan for the City of Pacific Grove by the end of 2024. 00:22:39
This should be tied directly to the Pacific Grove General Plan as an addendum to the transportation plan. 00:22:47
And a third the sub goal is to become an American League of Bicyclists Bike Friendly City by the end of 2025. 00:22:54
And this is a different criterias used by the and it's. 00:23:02
Depends on the size of the city they have. Various groups of cities were relatively small at around 15,000 in a population. 00:23:07
But for the number of bike lanes and the use of those bike lanes. 00:23:17
And just. 00:23:25
In creating a safe environment for cycling. 00:23:27
Our third focus was put on pedestrians with the first sub goal as the increased. 00:23:30
Pedestrian safety. 00:23:35
Safe sidewalks, bulb outs, crosswalks, paths, pedestrian. 00:23:38
And equitable mobility access in Pacific. 00:23:42
And our second goal? For pedestrians to adopt the Vision 0. 00:23:46
Plan to eliminate all traffic fatalities and severe injuries while increasing safe, healthy and equitable mobility for all. 00:23:52

And even beach track, those a lot of those areas don't have sidewalks now that decision may have been made decades ago before 00:30:16
people started walking a lot. Now people are you have so many people walking and as. 00:30:23

In that sense, and we've got some terrible problems, but right now the law is that the individual homeowner is responsible for the 00:31:36

Even though we have trees that grow, that the city puts in and others that then push up the sidewalks and create. 00:31:49
All kinds of issues. This is an important issue that I think we have to address with all the other ones. 00:31:54
