General public comments must deal with matters subject. 00:02:26
To the jurisdiction of the city. 00:02:30
And the City Traffic Commission. 00:02:32
They're not on the regular agenda. Comments. 00:02:34
From the public will be limited to 3 minutes. 00:02:37
And will not receive Traffic Safety Commission action. 00:02:39
Comments. 00:02:43
Regarding items on the regular agenda. 00:02:44
Shall be heard prior to Traffic Safety commissions. 00:02:46
Consideration of such items. 00:02:50
At the time such items are called. 00:02:52
Whenever possible, written correspondence. 00:02:54
Should be submitted. 00:02:57
To the Traffic Safety Commission in advance of the meeting. 00:02:58
To provide adequate time. 00:03:01
For us. 00:03:03
To take it into consideration. 00:03:05
We do want to say that public comments are. 00:03:09
Extremely important and we really appreciate. 00:03:13
Any comment about issues that you feel are important to you and your neighbors? 00:03:16
OK. 00:03:23
Anybody. 00:03:24
Wish to make a comment. 00:03:26
I see one hand up. 00:03:29
Yes, we have. We have two hands up. The first caller will be. 00:03:33
Bong. 00:03:39
Chong, allow him to talk. I will try and put the timer up. Hopefully you can see it. 00:03:40
I'll do the online audience first, Vince, if you don't mind. 00:03:45
So if you want to just have a seat right down there, Vince. 00:03:50
In front. 00:03:53
Thank you, Sir. 00:03:56
We'll go with. 00:03:57
Bong just lowered his hand. Give me one second Bong allow you to talk. 00:03:59
You have the mic. Unmute yourself. Hello. 00:04:04
Can you hear me? 00:04:06
Yes, hi. 00:04:08
Ohh, perfect. Thank you. Alright, can I start now? 00:04:09
Yes, OK issue Ohh dangerous. Intersection of Sunset and Congress where Cedar Street is not known to visitors and leads to 00:04:12
dangerous. 00:04:16
And delay situations crossing the long intersection where multiple cars entered the center simultaneously. 00:04:20
There's an additional danger of the long downhill stretch from Forest. My daughter and I have witnessed a car speeding past the 00:04:27
stop sign completely while she was on her bicycle, and this is creating fear in our lives. 00:04:33
OK, please provide a speed bump. 00:04:40
And. 00:04:42
A little. 00:04:43
Of walking sign like 19th St. as an intermediary step, but please consider a permanent solution such as closing off Cedar and 00:04:44
turning that area into a park for everyone. 00:04:50
If possible. 00:04:56
Also. 00:04:58
Ohh please reduce the distance. 00:04:59
Sense of each crossing direction. 00:05:02
Because that's too long. Thank you. That's it. 00:05:04
Thank you. 00:05:10
Want to move to the next comment? 00:05:18
Right. 00:05:22
Thank you. 00:05:24
Chief, we do have one of our. 00:05:27
Attendees standing at the rostrum now. 00:05:29
All right. Appreciate that. If we can just take care of all the online callers first, that would be helpful for me. 00:05:34
If we could ask this to just have a seat right in the front, there we have a couple more. 00:05:39
Uh. 00:05:43
So Kim, you have the floor. 00:05:44
Hi, thank you. I'm just calling in on this item, which is not. 00:05:46
On the agenda that I can speak to, but up in your. 00:05:51
Uh. 00:05:55
Looks like staff report maybe and that's the. 00:05:56
Banning of overnight parking from 17th on through sunset. 00:05:59
And I would like to see you guys expand that to include those of us down on the 1st St. all the way. 00:06:04
On the C word side. 00:06:11
And various reasons why, but one of them is during of course, the pupping season and the bird nesting season we have seen. 00:06:13
A lot of problems with people that are overnight parking in those areas, including. 00:06:23
A lot of vandalism to the fence. 00:06:29
We've seen people going down and taking stuff and dumping it on the wreck trail or. 00:06:32
Into the ocean there and I just think that if we can. 00:06:38
Add the banning of overnight parking through that area. It would certainly help with a lot of those issues. They could still park. 00:06:42
On the opposite side of the street, but it would lessen some of the impact that we're seeing. So I would ask that you direct City 00:06:49
Council to make that all. 00:06:54
The way down on our shoreline there. 00:06:59
Can you pull up on Ocean View Blvd. 00:07:03
Thank you very much. 00:07:06
Thank you for your comment. 00:07:07
Thanks man. 00:07:09
OK. Thank you for that. If I can just add a comment to that Mr. Chair, while it's fresh in my mind, that would be great. So this. 00:07:12
Item was discussed at a previous Traffic Safety meeting. 00:07:21
Commander Santos and Joe Sidor were unable to connect before Commander. 00:07:25
Has left the city, so I'll be working with Joe later this week. 00:07:29
To coordinate our schedules and that will be pushed over to the Planning Commission. 00:07:34
For them to work on this overnight parking. 00:07:38
Ban through the local coastal program. So we have some requirements through that program. 00:07:42
But I totally hear and appreciate Kim's comments. Thank you. 00:07:48
Thank you, Chief. 00:07:53
You're welcome. And now we'll call on Carmelita Garcia. You have the floor. 00:07:54
Thank you very much. Good afternoon. 00:08:00
I'm not. 00:08:03
I don't know how the public comments that are. 00:08:06
Part of the agenda. 00:08:10
Go with regards to. 00:08:12
Requesting that they actually be placed on an agenda for you Commissioners to consider some sort of action. 00:08:14
And I'm speaking specifically to my public comment, which is the very last one, which is the PowerPoint presentation addressing 00:08:21
the. 00:08:24
Intersection of Central Ave. and Congress at Caledonia Park. 00:08:28
And the need in my opinion for some signage so that people or vehicles. 00:08:33
Traveling that route are aware of. 00:08:40
Pedestrians, dog walkers. There are curb cuts there, I would imagine for people. 00:08:43
Who have mobility visual? 00:08:50
Disabilities to use, but there's no signage for vehicles to be made aware of that. 00:08:53
So, umm. 00:08:58
Anyway, I would ask that that. 00:09:00
Be placed on an agenda for your consideration to either take some sort of action or not. 00:09:03
I would appreciate that. So thank you very much. 00:09:10
Thank you for your comment. 00:09:16
All right, now we have let me lower King's Hand here. And Inga, Inga, you have the floor. 00:09:18
Thank you, Chief. 00:09:26
You are. 00:09:28
I want to echo with Carmelita that that is a very dangerous corner that I take all the time. Of course I drive. 00:09:29
Just creep along because I know it's dangerous and they're kids and the Caledonia Park and. 00:09:36
I mean, I make my little loop to go to the post office and stuff down central turn up and it is a very dangerous one and it should 00:09:44
be an agenda item that is addressed to make it safer because that is a. 00:09:51
Dicey area. 00:09:59
And then? 00:10:01
I'm I'm glad that the chief is. 00:10:03
Working on the CDP because. 00:10:06
As Kim knows, it needs a CDP to close off coastal parking. 00:10:08
Thank you very much. 00:10:14
Thank you. 00:10:18
All right, I see no more online hands, so I will go to. 00:10:21
Looks like it's Vince on the floor. 00:10:26
You haven't been. 00:10:28
If he's speaking, we can't hear him. A commander right on your your terminal. 00:10:39
You'll be able to. 00:10:44
Turn that mic on. 00:10:45
There's a display on the terminal right in front of you. 00:10:46
Start talking. Yes. And is it working OK? Yeah. Yep, You got it. You're good. 00:10:49
For the minutes? Sure, Sure, Vincent, hang on just a second. We're. 00:10:56
I think we're trying to get things. OK, nice. 00:11:00
You ready? 00:11:04
Just one second. 00:11:05
OK. OK. Go ahead. 00:11:05
OK. 00:11:07
Thank you, commissioners, for being here serving the city. Thank you to the officer who comes, the chief who's watching online, 00:11:08
Joe, the council person you're overlooking. 00:11:12
And I want to point out to you an item which I think significantly is going to affect the traffic Commission and you will not even 00:11:18
be aware of it yet. Some of you may be you know that the State of California is making Pacific growth build 1100 plus housing 00:11:24
units. 00:11:29
Think of each housing unit as occupied by two or three adults or teenagers with cars, motorcycles, etcetera. 00:11:36
City of Monterey, our neighbor. I talked to the mayor there. They have to build 4500 new units. 00:11:43
Carmel's lucky tiny little Carmel, Only 356. 00:11:49
OK, imagine we're going to increase the population. 00:11:53
Number of dwellings. We already have a lot of traffic, especially there's only a few ways in and out of town. OK, so there are 00:11:56
special. 00:12:00
Special What do we want to call them? 00:12:06
Special privileges that charter cities have. Did you know Pacific Grove is a charter city? 00:12:09
I don't know if they were even asked to be involved in this, but Joe's here. Maybe he'll he'll his usual perk up. 00:12:14
There are 4 California charter cities currently suing. 00:12:20
The state of California. 00:12:24
Stop. 00:12:26
SP9 which is the bill that's imposing this unrealistic expansion of housing in our community. Now some people, few think this is 00:12:27
a. 00:12:32
I think it's going to be all low income, all affordable. It's not. It's going to be depending upon what's being built that's going 00:12:37
to affect your future traffic decisions. So I want you to be a heads up on it. 00:12:42
And please visit the website put on by the four other charities charter cities not including Pacific Grove or some strange region 00:12:48
who are suing the state and their website is. 00:12:54
Sensible. 00:13:00
Zoning.com. 00:13:02
Please consider writing that down. sensiblezoning.com So great website, explains the whole thing to you. Explains the lawsuit. 00:13:03
It's not in legal terms, it's in layman terms. Now. My final comment is 3 minutes goes by quick. 00:13:11
We have safety issues. Some of them were mentioned here. We have speeders on almost all the major thoroughfares. 00:13:19
We have people running stop signs. 00:13:25
We have people not. 00:13:28
Recognizing people crossing streets, even in crosswalks. 00:13:30
God forbid you're crossing pine, you could be halfway across the street and cars will be zooming by you in both directions. 00:13:36
Pretending like they don't see you, or occasionally waving that maybe they made a mistake. 00:13:42
OK, we need more enforcement of speed. 00:13:46
EG used to have a really bad reputation to. 00:13:50
Law Breakers. 00:13:54
Bad drivers because there would be a lot of tickets issued. I don't care if you wish the tissues issue warnings whatever you want. 00:13:55
But we have to have better. 00:14:01
Enforcement of traffic laws in our community. 00:14:03
Thank you very much. 00:14:06
Thank you very much. Should I have your name, Sir, for the Minutes? 00:14:07
We rename again please. 00:14:12
My name is Vincent. 00:14:13
My last name is Tuminello. 00:14:15
And I live on 17th St. and last name? Yeah T. 00:14:17
As in Thomas UM. 00:14:21
INELLO. 00:14:24
Thank you very much. Thank you thank you for your comments. 00:14:27
Thank you, Vince. Are there any other callers or speakers in person? 00:14:30
We have one more approaching. 00:14:36
OK. 00:14:37
Good evening, everybody. 00:14:43
My name is Jimmy Collins. 00:14:44
And I live on at 724 Cenex Ave. between Lobos and Congressman I've been there for. 00:14:46
Ohh well close to 35, probably 35 years. 00:14:54
And I've lived in Pacific Grove other parts of but anyway. 00:14:57
Granted. 00:15:02
I live on a through St. 00:15:03
And but it is a residential through St. 00:15:05
And. 00:15:09
Well. 00:15:11
Month a couple of months ago. 00:15:13
I had the pleasure of meeting the chief. 00:15:15
At a another meeting of some concerned citizens. 00:15:17
And I pointed out to her that. 00:15:21
Uh. 00:15:23
That there's a lot of speeding goes on because it is it straight away where I live and it starts at. 00:15:24
It starts at Congress and it goes about seven straight blocks down to the 17 mile drive. 00:15:32
And. 00:15:39
There's a lot of speeding goes on there. 00:15:40
The people I I say it's a through street, but it's not a freeway and some people. 00:15:43
They they they think that anyway. 00:15:48
And it's. 00:15:50
And you could tell when people are doing the speed limit because it looks like they're going real slow. 00:15:53
And if people say, well, how, how can you tell? They're quick? Because the chief had some kind of study they did a number of years 00:15:59
ago. He must have been. 00:16:02
And I think the city manager had something similar where they said the average driver down Synnex. 00:16:06
On that stretch, there's 23 miles an hour. Well, let me tell you. 00:16:12
They don't do 23 miles an hour. 00:16:17
Awful Oftentimes when I'm working outside around my house. 00:16:21
Somebody who goes speeding and I'll go like this. 00:16:25
You know, well, slow down, slow down. 00:16:27
And one gentleman. 00:16:30
It it must have bothered him that I did that. 00:16:32
So he turned around and he came back. And a few minutes later he. 00:16:35
Pulled up next to me and he said that. 00:16:39
What was with the with this business? 00:16:42
I said, Well, you were speeding. 00:16:44
He said, well, I was only doing 35. 00:16:46
So. 00:16:49
The speed limit is posted in front of my house. So I said, well, that's the speed limit. 00:16:51
And they think I I see, I think actually the average speed limit coming down my street is like 35 to 40. 00:16:56
Because it's a straight away. 00:17:02
And people. 00:17:04
They just. 00:17:05
Take off like I don't know you and anyway and a number of my I am around my prop and I and I go up and down synex a lot. 00:17:06
And so how I tested out. Sometimes I'll get out on Synex and I'll be headed down to his Suramar or the park or something washing. 00:17:15
And I'll be doing 25 and and I'll look in my rearview mirror and there'll be somebody. 00:17:23
All the time, 2-3 blocks behind me and the next thing I know they're right up on top of me. 00:17:28
So how do you do 20? How does that happen? They're not doing doing fine. But anyway, I and I agree with Vince. 00:17:33
That I don't. I think that's happening because there's not enough. 00:17:40
Enforcement. 00:17:44
That you know the the Chinese people have an expression if six people know something. 00:17:45
The whole world knows. 00:17:50
If they hand that out, started handing out some speeding tickets, it would slow the whole thing down. 00:17:52
I never see any policeman, I never see anybody pulled over. 00:17:58
And I even kidded the chief when I met her that time, I said. 00:18:02
They could even hide in my driveway if they wanted to with a radar gun. But anyway. 00:18:07
And and you know another thing about speeding, It's. 00:18:13
It's uh. 00:18:16
It's a lot noisier when people are speeding than when they're doing the speed limit. 00:18:18
And I've had people where I would. 00:18:22
They would take off and you would think they were like, I say you think it was a race track or something. I Whoa. 00:18:25
They would. 00:18:30
Give me the high sign and they were going faster. 00:18:31
Usually there was somebody young and stupid, but nevertheless and then it is seasonal because a lot of times. 00:18:36
When you have the car show around, you get all the people blasting all over the peninsula everywhere. 00:18:42
And then you got the motorcycle show races and all those kind of things. So it does make for. 00:18:47
Morning. 00:18:55
We're speeding anyway. 00:18:56
Part part of me your times up, Mr. Collins. I appreciate your comments. I'm sorry that you can't see the timer. 00:18:57
But if I may, if I may, make some comments, Mr. Chair. 00:19:04
Whatever you could do, I'd appreciate it. Thank you very much. Thank you. 00:19:09
An issue. 00:19:14
Yes, Sir. Sir, your last name for the minutes, please. 00:19:16
Jimmy Collins. Collins, like Tom Collins. Thank you, Sir. Thank you. 00:19:20
If I may make a few comments, Mr. Chair, on that. 00:19:29
Here that you know, respond back to Jimmy. I appreciate that it was very a pleasure and a delight to meet with him and the group 00:19:32
that I met with a few months back. 00:19:37
But I did take everything that he said into consideration. Of course, you know, we wanna make sure that we have safe roadways in 00:19:41
our community. Since then, we've done directly patrol in his area. We've also put the speed trailer out. 00:19:48
And the speed study is done by the traffic engineer and it's it's current and up to date as of this date, so just just a little. 00:19:55
Response back for Jimmy Sino that I, you know, I did listen to him, I did hear him and we made some concerted efforts to do some 00:20:04
enforcement in his area and he also by the way, invited me to sit in his bathroom. I think it was to do the radar out of. So it 00:20:10
was a fun meeting. 00:20:15
Thank you, Mr. Chair. 00:20:21
Alright, is there anyone else in the audience that needs to speak? 00:20:23
No one else is in the room, chief. 00:20:28
No one else is in the room. OK, great. So we you can close public comment, Mr. Chair. 00:20:29
OK. We're going to go to written comments and for that presentation. 00:20:35
Vice chair going to be We'll handle that. 00:20:38
Ohh well, as the agenda. 00:20:42
Shows. 00:20:46
If you if you follow the link. 00:20:48
There were several. 00:20:50
Comments on different locations and unfortunately today our Public Works Director was unable to join us. 00:20:53
But in talking to him. 00:21:04
He wanted to my I was going to ask. 00:21:06
Have several of these added to our agenda and future meetings? Not necessarily. 00:21:11
October, but a future meetings. 00:21:16
The first one would be the. 00:21:19
Paint in the bike lane. 00:21:22
Specifically at on Sunset at Jewel. 00:21:24
Some other cyclists felt that it was slippery. 00:21:27
And. 00:21:32
That was going to be handed over to Public Works for a comment at a future meeting. 00:21:34
Umm. 00:21:39
Let's see Ohh. 00:21:41
The. 00:21:45
Crosswalks. 00:21:47
As was noted by one of the other speakers that's come up before. 00:21:49
At Caledonia. 00:21:54
Central and Central. 00:21:56
I think that couldn't. 00:21:59
Also add that to an agenda in the future. 00:22:01
And then the last one was. 00:22:06
The safe route to school from the Seaview Prescott area. 00:22:10
There are limited. 00:22:16
Accommodations for pedestrians? 00:22:20
Getting from that area down to certainly middle school. 00:22:23
And. 00:22:27
And so I think a study or at least a. 00:22:29
Review by the Public Works Director would be in order. 00:22:33
I think the chair was going to make a comment on. 00:22:37
The sunset in Congress. 00:22:41
That. 00:22:45
Our Public Works Director shared with us earlier today, right. 00:22:46
So today I received an e-mail. 00:22:52
From director Go, who couldn't make it today unfortunately. 00:22:54
And essentially his e-mail. 00:22:58
Is. 00:23:02
An update of the situation. 00:23:04
And Congress heater and sunset. 00:23:06
And he says the city has retained A consultant GHD. 00:23:10
Who's working under the contract? 00:23:14
With the city of Pacific Grove. 00:23:16
For a project on Sunset Drive. 00:23:17
State Route 68. 00:23:21
Between Congress Ave. and Forest. 00:23:22
This will consist of a road diet or consistent section. 00:23:25
A long sense of drive along with. 00:23:29
Reconfiguring. 00:23:31
The intersection at Congress Ave. 00:23:32
To improve access to and from. 00:23:35
Local schools. 00:23:37
The city aims to make this entire corridor. 00:23:38
Safer for all users. 00:23:41
The project includes intersections modifications. 00:23:43
Road diet. 00:23:46
Bicycle and pedestrian improvements. 00:23:48
Pavement rehabilitation? 00:23:50
In city modifications as needed. 00:23:52
We are in the beginning stages of the project. 00:23:55
And are working with Caltrans. 00:23:57
To identify the most appropriate path. 00:23:59
Forward with regards to the Caltrans. 00:24:02
Permitting process. 00:24:04
You have just begun the process. 00:24:06
So at this point, the city has little. 00:24:08
To know information. 00:24:10
It is anticipated. 00:24:12
That the Traffic Safety Commission. 00:24:13
Will receive periodic updates on this project. 00:24:15
Public works will bring forward. 00:24:19
An informational item at a future meeting. 00:24:21
Once more information. 00:24:23
About the project is obtained. 00:24:25
And the path forward is determined right now. 00:24:27
They are strictly in the initial. 00:24:30
Project development stage and essentially that was the. 00:24:32
Uh. 00:24:36
Communication from. 00:24:37
Dan. 00:24:39
Go. 00:24:40
To the Commission. 00:24:40
And to our neighbors, listening. 00:24:42
Have one more comment on my. 00:24:47
And this is for this is concerning the intersection of Ocean View, 17th and Jewel. This is for Commander Anderson I think he may 00:24:49
have a comment about. 00:24:55
Increased. 00:25:03
Police presence there. 00:25:05
Yes, that e-mail came in a while back and it initiated increased patrols in that area. 00:25:07
And. 00:25:14
That that has been out in patrols. 00:25:16
Focus. 00:25:18
Great. Thank you. 00:25:20
Thank you, Commander. 00:25:21
So. 00:25:24
Essentially, that's it for written communication. 00:25:26
Unless commander or chief. 00:25:28
Do you have anything else to add? 00:25:30
I do not. I took notes from Mr. Gunby, Commissioner Gumby had said. And I'm sure so is. 00:25:34
Commissioner Greening. 00:25:40
And we can. 00:25:41
Schedule those for future. 00:25:43
Agenda item. 00:25:45
Thank you. 00:25:46
Commander, you have anything further? 00:25:47
No. 00:25:50
OK. 00:25:51
OK. Next on the agenda is. 00:25:53
Public Hearings and. 00:25:57
None. 00:26:00
Staff announcement, Sir. 00:26:03
Yeah, and Commission and staff announcements. 00:26:05
Umm. 00:26:09
So the first item is introduction of Commander. 00:26:09
Brian Anderson, Police Department representative. 00:26:13
For the Traffic Safety Commission. 00:26:16
In place of Commander Santos. 00:26:18
Yes, I'm a Commander Brian Anderson. This is a I believe my 8th week here Pacific Grove. 00:26:21
I started my career 27 years ago. 00:26:27
And promoted to the rank of Lieutenant in my previous department and. 00:26:31
During my career, I've had the opportunity to work numerous specialized assignments. 00:26:36
And I am excited to come to Pacific Grove and look forward to working with the Traffic Safety Commission. 00:26:41
Wonderful. Welcome, Commander. Welcome, Welcome. 00:26:47
OK, second item is. 00:26:51
Our Council liaison, Mr. Emilio, will update the Commission. 00:26:53
On recent actions by the City Council. 00:26:57
Welcome to Council Member. 00:27:00
OK, I'm on now. 00:27:08
Wait, sit there. 00:27:11
Thank you for your service, all of you. 00:27:13
Appreciate it. I'm traffic Commission. 00:27:16
Well, my my report is very simple this year, this time around. 00:27:19
Last week, September 20th through the 22nd. 00:27:25
There's usually one or two council people that go to the League of California Cities in Sacramento. 00:27:29
However, all seven of us. 00:27:37
Went and there was no council meeting. 00:27:40
And we did not violate the Brown Act because I actually attended with council. 00:27:44
Person. 00:27:51
Member Chaps Meduri, He and I attended together. The rest of them were at different episodes. There was a a great at the league. 00:27:52
There was an Expo hall. Just to let you know that I was able to meet our consultant who is researching for the city manager. 00:28:03
Gary Phillips, he's there was quite a few. It's a huge Expo, the largest I've ever seen. I only went in 2018 when I first got 00:28:14
elected. So this time around I decided to go again and it's much better, better. And there was a comment made about state housing. 00:28:20
I am going to give a. 00:28:26
Council report in October about what I attended, just to let you know. 00:28:32
Regarding the state housing. 00:28:40
That Vince talked about. 00:28:42
We all know about it in the city of Pacific Grove. 00:28:44
When the state and the panel discuss there was over. 00:28:48
Ohh, close to 900 people packed in there. 00:28:52
And the comments made from cities all over the state about the state housing thing was. 00:28:55
It was something else, however. 00:29:02
Umm. 00:29:05
Where I'm going to give this council report, there was a couple of things that it was approved in the early September and I'll 00:29:06
just go over them real quick. The memorandum of understanding for the GA was approved at 3%. 00:29:12
The. 00:29:20
They approved that. 00:29:20
There was also a denial of a Coastal Commission. 00:29:22
Commission appeal Which? The. 00:29:25
City wanted to deny that, and they denied that. That was in early September, but those are the. 00:29:29
2 main areas, but like I said. 00:29:35
The easy report was September 20th, which was supposed to be the last council meeting. We were all in Sacramento, so. 00:29:39
If you have any questions, I'd be happy to answer them. 00:29:46
Any questions? 00:29:49
Anyone. 00:29:50
No. Thank you very much for your service. Thank you. 00:29:51
OK, next item would be the report from Katie Stern. She's not present. 00:29:55
Are. 00:30:00
Back up. 00:30:02
Anything. 00:30:03
I think there was a meeting, quite frankly, I Katie didn't speak to me about it. So OK, I think that's the case. 00:30:04
Perfect. And then the update, um city. 00:30:11
On sewer ocean view, I think we already addressed that. 00:30:14
Yes, Sir. I gave that update earlier. 00:30:18
Right. 00:30:20
And then the. 00:30:21
Very interesting and somewhat controversial topic. 00:30:24
Of selection of a new board secretary. 00:30:27
So, umm. 00:30:30
Apparently, because I know everybody's very, very busy. 00:30:32
It's been difficult to find somebody to replace. 00:30:36
The secretary's position. 00:30:38
In November, I'm my schedule is not going to permit me. 00:30:40
To attend a pre. 00:30:44
Traffic Safety Commission meeting, because even in my age I've been able to get additional teaching assignments. 00:30:46
So I would like to. 00:30:53
On the agenda for next month. 00:30:56
Umm. 00:30:59
Have a vote for a new chair. 00:31:00
And at that time I would be very happy to take the secretary position. 00:31:04
In as much as nobody really wants to do that. 00:31:10
It doesn't relieve our colleague from doing this once. 00:31:13
But umm. 00:31:16
I would like to do that and. 00:31:17
So. 00:31:20
If we could put that on the agenda for next month, that'd be. 00:31:22
Ideal. 00:31:25
Let's see. 00:31:27
OK, I have a question. Yes, Sir, I was. I'm the secretary today. So I was writing to you furiously and you went through the 00:31:28
update, the study to prohibit overnight parking on the seaward side of ocean view from 17th St. to a silima. 00:31:35
Now I was at a meeting here. 00:31:43
May 23rd and. 00:31:45
We all voted. 00:31:47
To. 00:31:49
Have. 00:31:51
How can you prohibited from? 00:31:51
All the way on ocean view to sunset. 00:31:54
At a cinema so. 00:31:56
But now it's been changed to the 17th St. to Assalama. No, I I my memory is that it's as you. 00:31:58
Remember, I think. 00:32:05
It was listed here down here incorrectly 17th. 00:32:06
Yeah, that'll be changed. 00:32:11
I believe this is being forwarded to the Planning Commission. 00:32:12
And so. 00:32:16
That is correct, Sir. 00:32:17
Or it's going to be forwarded to the Planning Commission? But again, my memory is that it's. 00:32:22
It's expanded more. There's going to be further evaluated. Thank you now also based on public comments today. 00:32:26
Umm. 00:32:33
So thank you. Let's see. 00:32:34
OK, so next would be our regular agenda, public hearings. There were none. 00:32:37
Umm. 00:32:41
Unfinished business? 00:32:43
Yeah. So the subcommittee for the Traffic Safety Commission goals. 00:32:46
Met just last week and we we have. 00:32:53
Formulated them, though we haven't made them. 00:32:57
Public yet, except for it's up on the screen. 00:33:01
But you can get a we wanted to. 00:33:04
I guess we can we can discuss these at at this time and it's it's not that we don't have to finish it necessarily but you all have 00:33:08
the opportunity to. 00:33:13
Review these. 00:33:19
I can do a quick synopsis. 00:33:21
I think a brief update would be appropriate, yeah. And so a goal one is just an overarching goal. 00:33:24
To provide a safe transportation system within the city for all all modes and people of all abilities and mobility level, All 00:33:31
ability and mobility levels. 00:33:37
So our first focus was vehicles. The sub goal was to identify areas for traffic calming. 00:33:45
And implementation of problematic. 00:33:51
Intersections that can be. 00:33:57
With with new traffic controls. 00:34:00
And. 00:34:04
Increased community feedback. 00:34:07
For for. 00:34:10
These these types of issues. 00:34:12
The focus on bicycles. 00:34:16
The sub goal is to make bicycling safer. 00:34:18
Additional signage for cyclists for wayfinding. 00:34:22
Bicycling Speed Limits Added Bike lanes. Creation of Safe Routes to School. 00:34:27
More protected bike lanes. 00:34:34
Create a map of city. 00:34:37
Or bike lanes and bike facilities for the city. 00:34:41
And the sub goal is to another sub goal is develop a comprehensive bike plan for the city. 00:34:44
This could be there is an existing county bike plan this can be. 00:34:52
Done in conjunction with that existing document. 00:35:00
In this and in. 00:35:04
The suggestion is to also include this. 00:35:07
In the general plan is an addendum to the transportation plan. 00:35:11
And then a third sub goal for. 00:35:15
Bicycles is to become a American League of Bicyclists Bike Friendly city. 00:35:18
The goal is by the end of 2025. 00:35:24
The third focus for pedestrians increasing. 00:35:29
Pedestrian safety. 00:35:34
Repair sidewalks, Add sidewalks where? 00:35:37
Many parts of the city there are gaps within the sidewalks to. 00:35:41
Fill those gaps. 00:35:46
Uh. 00:35:49
Great add crosswalks. 00:35:50
And some of the more highly traveled. 00:35:53
The streets create bulb outs to slow traffic. 00:35:58
Focusing back on the vehicle sub goals. 00:36:03
And. 00:36:06
The second sub sub goal is to adopt A Zero vision plan to eliminate all traffic fatalities. 00:36:08
And severe injuries. 00:36:16
And increasing safe and healthy equitable mobility for all. 00:36:18
So we can discuss these we'll. 00:36:24
Since it's been agendized, I guess we could have public comment too if I understand the process correctly. 00:36:27
And. 00:36:33
And then we can go from there. 00:36:35
I think eventually we would want to. 00:36:37
Want to? 00:36:40
Properties as the Traffic Safety Commission. 00:36:43
A goals and then forward this eventually to the City Council for their. 00:36:47
Review and adoption. 00:36:53
And then the possibility as mentioned on one of the sub goals is to add these. 00:36:56
As addendum. 00:37:01
To the City General Plan Transportation plan. 00:37:03
So we'll open it. Thank you very much. 00:37:07
Thank you very much and public comment. I see we have a hand up. 00:37:10
Yes. 00:37:14
We'll ask Carmelita, you have the floor. I'm going to stop sharing the screen. 00:37:15
So I could see everybody better. 00:37:21
And it's all yours, Carmelita. 00:37:23
OK. Thank you so much, Chief. 00:37:25
Well, anyway. 00:37:28
I'm I'm glad to see you have some goals outlined. 00:37:29
My comment has to do with the last one about decreasing fatalities and injuries. 00:37:33
So I think it's important that somewhere, somehow, our wildlife is included. 00:37:40
In in the goal and. 00:37:47
I I understand fatalities, you know, typically they're. 00:37:50
Human and what have you. 00:37:53
But we also have fatalities with our deer particularly. 00:37:56
And our goals, especially the babies, when they're wandering around the streets because they don't know how to fly. 00:38:00
So if there's any possibility to incorporate that category as well? 00:38:07
I think it would be very important and I I feel it's very necessary. 00:38:12
Umm. 00:38:17
So that's all I have to say. Thank you. 00:38:18
Thank you very much. What a great comment. 00:38:22
Thank you. 00:38:24
Anybody else from the virtual audience? 00:38:26
No one else there. Anybody from the in person audience. 00:38:32
No one's here, chief. 00:38:37
OK. Let's close public comment on that then. Thank you. 00:38:39
Commissioner, any comments? 00:38:42
Yeah, I've got a comment this Commissioner Brown. 00:38:45
Want to thank my Co Commissioners for the work on this and the chief and various. 00:38:47
Members of the. 00:38:54
Police Department that have helped us. 00:38:56
On it. 00:38:58
I do want to raise one issue. There is one of these matters that I am particularly concerned about. 00:39:00
And that's the sidewalks. 00:39:07
Umm. 00:39:09
We have a real problem with the sidewalks in this town and there are a great number of them that are just uneven. 00:39:10
A lot of the, a lot of the streets that we have have beautiful trees. 00:39:17
And unfortunately, the trees have pulled up the sidewalks. 00:39:21
And if you try to walk at night? 00:39:24
It's very dangerous. 00:39:27
I understand that legally. 00:39:29
The requirement is that. 00:39:32
The person who owns the property that the sidewalk goes. 00:39:34
Over. 00:39:38
Is responsible for the sidewalk. 00:39:40
The difficulty with that is these are very expensive to repair. 00:39:42
And I'm wondering if uh, when we? 00:39:47
Probably refer some of this to to Public works. 00:39:49
If we can do some research. 00:39:53
Regarding programs or grant programs that would help people fix those sidewalks. 00:39:56
I've fallen down several times and I'm actually pretty spry. 00:40:04
I know a number of other people have. 00:40:08
I hope we can do something about that because it is an issue that. 00:40:11
I think we see throughout the town. 00:40:15
Anyway, thank you for giving me the opportunity to serve on the subcommittee. 00:40:18
And I appreciate the work that everyone's done. Thank you. 00:40:22
Thank you. 00:40:26
Anyone else? 00:40:27
Yes, ma'am. 00:40:29
This is Beth Shamas. 00:40:33
Just on the sidewalk. I agree with you on the sidewalks. I've lived here all my life and. 00:40:35
There haven't been many new sidewalks put in. 00:40:42
But there is this code on the municipal code 15.16 point 040. 00:40:46
That I found very interesting called sidewalk encroachment. 00:40:54
And it says it's unlawful to construct, plant or maintain any encroachment in a sidewalk space except for city sponsored amenities 00:40:58
and activities. 00:41:04
Public Utilities, mailboxes, bus shelters and benches. 00:41:09
So I bring that up because I noticed. 00:41:13
That a lot of people who don't have a sidewalk in front of their house. 00:41:16
Actually plant things and put rocks there that. 00:41:22
That impede any kind of walking that could be done just if it was dirt or. 00:41:27
You know, left grassy some. I'm sure you notice lots of our sidewalk areas are just grassy. 00:41:32
Or decompose granite, whatever. So, but people have actually. 00:41:39
You know, built out to the street so you can't even. 00:41:44
Walk there if you, you know, you have to go out in the street then. So I just thought it was interesting that we actually have a 00:41:49
municipal code that says you cannot do that. 00:41:54
And maybe if we enforce that, we could have a little more. 00:41:58
Safety but. 00:42:02
Umm. 00:42:04
That's one item and I have another item. 00:42:06
I with the subcommittee that I mean, this is only my third meeting I think I've been to. 00:42:10
Umm. 00:42:15
And I really don't understand the process of how. 00:42:16
The Commission works. 00:42:21
You mentioned the subcommittee and now you showed the traffic goals. 00:42:23
So how is that? 00:42:27
Going to now involve us like what do we? 00:42:29
What are we going to offer or construct? 00:42:34
To make these goals happen, I mean it. 00:42:38
When we sit up here, we're not really. 00:42:41
I don't want to say we're not doing anything, but we're not really. 00:42:45
Umm. 00:42:49
Offering recommendations that I've seen that go to the City Council and. 00:42:50
So I'm just wondering what is the process for? 00:42:54
And now handling those goals that you just presented. 00:42:58
If I could just. 00:43:02
Respond to that. I think the the goals were just. 00:43:04
For that purpose, for the to set goals. 00:43:08
OK the we are the the subcommittee is not a legislative committee. 00:43:10
The legislative committee in quotes would be this body. 00:43:15
So now it would be up to this body to come up with potential ideas to implement. 00:43:19
The goals. 00:43:25
And that would be the next next step that we. 00:43:26
We need to get into and then. 00:43:30
Depending upon the goal, depending upon what we're suggesting, it would then be up to, in some cases, public works or another 00:43:32
group. 00:43:36
I'd consider those. 00:43:40
In terms of implementation. 00:43:43
We do have, as you know, every year, or maybe you don't know, every year. We do make recommendations also to the City Council of 00:43:45
priority projects. 00:43:49
That we would like to see done. 00:43:53
That would also. 00:43:56
Could be influenced by these goals. 00:43:57
And then? 00:43:59
Activities that would implement the goals. 00:44:01
Consistent with. 00:44:05
If and when we approve the goals, and I assume that at the next meeting. 00:44:07
So given that, we've given notice on this and we've provided it to the public. 00:44:11
That will have an opportunity to vote on those goals and or make any adjustments to them. 00:44:16
Thank you, Chief. I see you're having a hand. 00:44:22
Yes, I'll just piggyback on to what Commissioner was just saying is that you know this was to introduce to the community to get 00:44:24
some public feedback and also to introduce to the remainder of the OR the the collection of the whole Traffic Safety Commission. 00:44:31
This was compiled by three person subcommittee. So at the next meeting you should be bringing these back to be approved by the 00:44:37
full Commission with any type of. 00:44:43
Amendments or changes that you'd like. 00:44:49
And as Commissioner just said, we have CIP projects that we can. 00:44:52
Submit through the City Council for their consideration and then a lot of these things are things that we can handle internally 00:44:56
with staff. 00:45:00
You know, but the paint for one, for example on the. 00:45:04
The bike lane painting, that's something Public Works handles and we can address, so. 00:45:08
Some of these things we can we can work on internally. Other things it it's gonna be a big laborious process and project that may 00:45:13
take multiple years to accomplish. 00:45:18
Thank you, Chief. 00:45:25
Yeah, if I could make a comment too. So the the subcommittee this is kind of phase one and and stand alone phase one, phase two. 00:45:27
We have looked at a number of what we believe are recommendations. 00:45:34
To. 00:45:43
Accomplish the goals that we. 00:45:45
Noted, noted in phase one. So we we will continue to refine those recommendations and will eventually come back to the Commission. 00:45:48
And in the public. 00:46:00
For for the review and for comments and. 00:46:02
And. 00:46:05
And then go from there. 00:46:07
Thank you very much. I just have a brief comment about the sidewalk. 00:46:09
Issue. I've noticed that as well. 00:46:12
And you know, I think. 00:46:14
One of the things that I like. 00:46:15
Being able to serve on the Commission is. 00:46:17
You know, from a citizen viewpoint, seeing things. 00:46:19
Like you identified so well. 00:46:22
Umm. 00:46:24
But having been in law enforcement a number of years. 00:46:24
I know that that one area for example. 00:46:28
It may not even be a sidewalk. It could be a Parkway. 00:46:30
It could be a property line. 00:46:33
All the way to the curb and that's why we rely so heavily on our staff. 00:46:35
And I. 00:46:40
Wish we could do another presentation. 00:46:41
With our Traffic Safety engineer on the state. 00:46:44
Traffic manual. 00:46:46
We provided a lot of guidance to staff on what can be done and we can. 00:46:47
But I think pointing that out. 00:46:51
And looking into it, I think it's a great idea. 00:46:54
I just wanted to share that. 00:46:56
Anybody else over here? 00:46:58
The quiet side of the room. 00:47:01
OK. 00:47:04
Yes. 00:47:05
One more thing. 00:47:06
I think it was the last meeting we. 00:47:09
There was a mention of asking the City Council. 00:47:12
Who has the parklet subcommittee? 00:47:16
To include somebody from. 00:47:19
This Commission to be. 00:47:22
At least advised and to what was happening? Did that ever happen? 00:47:25
No. 00:47:30
I think it was a decision. 00:47:33
That that they moved on through the committee. 00:47:35
The Planning Commission, I think, and the committees. 00:47:39
That we're dealing with the parklets. 00:47:41
And. 00:47:44
That was their focus. 00:47:45
So anyone else? 00:47:48
No. 00:47:50
Any last minute comments, Chief any? 00:47:52
Last minute comments before I adjourn the meeting. 00:47:54
Just I really appreciate everybody's dedication and efforts towards the Traffic Safety Commission. 00:47:57
Appreciate the subcommittee. I know Katie's not here, so it would really be. 00:48:05
A shame if we approved it without her being here today, so I'm glad we're doing it. The next meeting. The three of them, council 00:48:09
member Commissioners Gumby, Brown and Stern, did a fantastic job and worked along with staff, so we appreciate that. 00:48:16
And I want to welcome and thank Commander Anderson. 00:48:22
This is a good taste for him this first meeting. 00:48:25
And he should be taken over soon. 00:48:29
Thank you very much, Chief, and of course, I see Mr. Emilio's head there. Thank you for being intended today, Mr. Milio, as 00:48:36
always. 00:48:39
Council member. 00:48:43
OK. And with that, the meeting is adjourned at 4:48 PM. 00:48:46
Thank you. Fantastic. 00:48:52

I know Katie's
