Anything that? 00:00:54
Needs to be modified on that. 00:00:55
Laurel. 00:00:57
OK, so. 00:00:59
So we can. 00:01:01
We can. 00:01:06

Thank you. 00:01:35
Um item 3, Board and staff announcements. Do we have anything from the board? 00:01:37
Any announcements from staff related? 00:01:45
No, we do not. 00:01:50
OK, thank you. And I see our council liaison, Miss Beck is here. Can we get any sort of a report from her? 00:01:51
Yes, she'll be rejoining as a panelist. 00:02:06
There she is. Thank you Laurel, for allowing me to zoom in. Hi, Chair Boyle and commissioners. 00:02:12
Happy day before school starting. The only thing I have is City Council approved the first reading of an ordinance last week 00:02:20
amending chapter 23.80 of the Pacific Grove Municipal Code regarding Accessory Dwelling Units. The two most important things on 00:02:27
there in my opinion is the Adu height and then also the front yard setback. So once we have the second reading of that, I think 00:02:35
that would be extremely important to review and that's all I have. So have a great meeting. 00:02:42
Thank you. 00:02:50
Thank you. 00:02:52
And next is item five, general public comments. So now's the time for the public to be able to. 00:02:56
Raise their virtual hand or step up to the podium here in person and you can address us for three minutes on items that are not 00:03:05
related to this afternoon's agenda. 00:03:11
It doesn't appear that anybody. 00:03:28
Is dying to speak, so I will go ahead. 00:03:31
And clothes. 00:03:35
Public comment. 00:03:38
And we'll move over to the consent agenda item. 00:03:40
7A The Draft A RB Minutes. 00:03:45
Um. 00:03:50
Ohh, no, I'm sorry, that was ohh yes. 00:03:52
So. 00:03:55
Would any staff member like to pull anything on off the consent agenda for discussion? 00:03:56
Which is just our minutes. 00:04:07
Would any member of the public care to pull? 00:04:11
Our draft July ARB minutes. 00:04:18
OK. Seeing none, I can we can close. 00:04:27
That public comment and we can. 00:04:32
Get a motion to approve the consent agenda as submitted. 00:04:35
I'll make that motion and can we get a second? 00:04:43
2nd. 00:04:46
Great, we have a motion and a second. Can we get a roll call vote please? 00:04:47
Yes, chair Boyle. 00:04:52
Aye, Vice Chair Eldridge. 00:04:53
Aye. 00:04:55
Member Brooks Member Bornstein Secretary Sutfin Aye Motion passes to approve the consent agenda 5 to 0. Thank you. 00:04:56
Great. Thank you. Moving right along to our regular agenda, Item 8A, architectural permit and coastal development permit. 00:05:06
CDP 23-0061. 00:05:18
And architectural permit 006-218-009. The address is 120 110th St. 00:05:23
Do we have a staff report? 00:05:33
Yes, we do. 00:05:35
Good afternoon Chair Boyle and board members. 00:05:37
The subject property is located at 120 110th St. 00:05:40
It was heard at the June 13th, 2023 Architectural Review Board. 00:05:44
And continued with the ask. 00:05:49
That the 2nd floor be reduced in mass and brought inward on the on the North and South side yards. 00:05:51
The RB had the following additional recommendation recommendations reduce massing on 10th St. side. 00:05:58
Reduce deck size and respects to neighbors. 00:06:05
Revisit the second story. 00:06:08
Rearrange base floor level. 00:06:10
And that the Spanish style architecture sticks out too much. 00:06:13
The Revised. 00:06:18
The revised project has addressed the ARB's recommendations in the plan set. 00:06:19
As well as provided supplemental images to identify the changes. 00:06:23
The project consists. 00:06:29
Of the remodel of an existing 789 square foot single story, single family residence. 00:06:30
Demolishing an existing 293 square foot detached garage. 00:06:37
Constructing a new 289 square foot attached garage. 00:06:41
Constructing a first story edition of 588 square feet. 00:06:46
And a second story addition of 621 square feet. 00:06:51
And constructing a new 607 square foot second story AGU. 00:06:55
The resulting structure was. 00:07:01
Will include 2239 square feet spread across two stories. 00:07:03
And an attached garage. 00:07:08
This project meets developmental standards of the municipal code. 00:07:10
Staff has received three, that's four correspondence letters this morning. 00:07:14
Which we have forwarded to the ARB e-mail. 00:07:20
Staff recommends the. 00:07:23
Architectural review board recommend approval of APC DP. 00:07:25
23-0061 to the Planning Commission. 00:07:30
Subject to findings, Conditions of Approval, and a Class One Sequel Categorical Exemption. 00:07:34
This concludes the staff presentation. I'm available for questions as well as the applicant. 00:07:41
Thank you. Thank you for that report. 00:07:46
Is the applicant here and and would like to. 00:07:50
Give a presentation. 00:07:56
Architect. 00:08:12
Did. 00:08:14
Ohh, there we go. Do I need to start over? 00:08:15
OK. 00:08:18
So if you remember we. 00:08:19
Last time we. 00:08:22
Reviewed our original design and we've heard. 00:08:24
Concerns and complaints from the neighbors and project was continuous to. 00:08:28
Address those concerns and I think we we are respectful and. 00:08:33
Really willing to. 00:08:39
Address all those concerns. We completely redesigned the project and we changed the. 00:08:42
Spanish style to a Craftsman which is we understand fits better the. 00:08:48
Neighbourhood. 00:08:55
We also changed the. 00:08:57
Architectural appearance of the house to bring it more to, as it was mentioned last time, to wedding cakes. So the upper story is 00:08:59
kind of. 00:09:04
Set in. 00:09:08
Umm. 00:09:10
Main floor. 00:09:11
Was extended in the back. 00:09:13
To help with to improve the current kitchen and we started that space which was in the backyard. Unfortunately it was not enough 00:09:16
for either a DU or master bedroom. 00:09:22
That's why we steal. 00:09:29
Kept master bedroom and the AU upstairs, but we again, as I said, we brought it in. 00:09:30
And you will see later on on the supplemental material. 00:09:36
How? 00:09:39
And your design. 00:09:41
Change the previous design. 00:09:42
Upper balcony. 00:09:45
What? 00:09:46
Upper floor master bedroom wall windows moved 25 feet from north property line. 00:09:48
To address the concerns of the neighbor. 00:09:55
On the north down the 10th St. 00:09:58
Upper rear balcony reduced by 25% and shifted. 00:10:03
6 1/2 feet. 00:10:07
Towards South. 00:10:10
To address address concerns of the neighbors on the east. 00:10:11
Also sat at 6 foot high privacy walls. 00:10:15
We've proposed, we've proposed to address privacy issue. 00:10:19
Each line dropped by 11 1/2 inches and I will shape changed from Gable to hip. 00:10:24
To help. 00:10:30
To. 00:10:31
Open up. 00:10:33
The view corridor. 00:10:34
As much as it was possible. 00:10:36
Redneck at the ground level reduced by 50% from 406 square feet to 22102 square feet. 00:10:41
And also I would like to mention that the AU. 00:10:49
It. 00:10:53
Could be designed with three feet setback only to provide. 00:10:54
Fire separation but we. 00:10:58
Thought it would be a good for everybody to keep the main house. 00:11:00
Main structure setbacks which is 8 feet in the rear and. 00:11:06
6 feet on the side, just again to to provide more. 00:11:10
Open space for the neighbors around. 00:11:15
And if Garrett can show the supplemental materials just to? 00:11:18
Highlight. 00:11:23
Yeah. 00:11:25
So as you can see, that red outline shows. 00:11:32
The previous. 00:11:36
Footprint of the house or outline of the. 00:11:37
House and. 00:11:40
If you can Scroll down, we will see the. 00:11:42
Changes on all the elevations and that's again, that's. 00:11:45
How you see the difference between the Ridge line which was dropped down and also on the right hand side Gable and was changed to 00:11:48
hip roof which also cleared some sky some space. 00:11:53
That is probably the biggest change here. It's a view from the neighbor on the east. 00:12:00
And they were originally opened, rating and exposed. 00:12:05
Is pointed out reasonably privacy issue. We agreed with that and we changed it. We reduced the balcony by the size you see between 00:12:10
the red outline and the new grey hatched area and we also provided 6 foot high. 00:12:18
Private walls. 00:12:27
Which will completely block the. 00:12:28
Eye contact between the. 00:12:32
Mike Lyons and the Neighbors. 00:12:34
And and. 00:12:36
If. 00:12:38
We have a color image. 00:12:39
And I don't know if it's in this. 00:12:42
PDF file or. 00:12:45
If it's a different. 00:12:47
Maybe that's. 00:12:49
Yes. 00:12:54
So if you look at this image right, you see the red outlines of the very similar, maybe identical sizes of lots, which is a 00:12:55
subject property at the bottom. 00:12:59
And our neighbor in the east. 00:13:05
And as you see I. 00:13:08
Just showed the. 00:13:10
Relevant elevations and how much? 00:13:12
Wall is. 00:13:15
Close to the setbacks and it goes along the setback lines, so if compared to 45. 00:13:16
Linear feet on the. 00:13:23
Northside and 30 linear feet on the West side. 00:13:25
Our project has only 18 feet linear feet on the. 00:13:30
East side and 31 feet on the. 00:13:34
Southside. 00:13:38
I believe we did a good job and we. 00:13:40
Addressed. 00:13:44
All the issues, as much as we could. 00:13:46
And we did our dignity. 00:13:48
And I think the I just I would like to say. 00:13:51
More personal comment, right? I left my country, which I don't like anymore. 00:13:56
Russia, which is aggressive country right now, 20 years ago, I left 20 years ago and I. 00:14:01
Came here because I knew that the United States is. 00:14:07
Land off equal rights and opportunity. 00:14:10
And I think that. 00:14:14
My client. 00:14:16
Has equal rights and opportunities and if we design A the project within the zoning ordinance and guidelines. 00:14:19
I think you have to. 00:14:27
Ohh. 00:14:29
Not you have to, but I am asking you to support it. 00:14:30
Just do a. 00:14:34
To appreciate what this country has equal rights and opportunities. 00:14:36
Thank you. 00:14:40
And I'm here to answer your questions. 00:14:41
Thank you for your presentation. 00:14:43
Are there any members of the public that care to address the board? 00:14:47
We will give each person 3 minutes. 00:14:52
Hi, welcome. Hi, my name is Kathleen Huff. I live in the adjacent property to the. 00:15:04
East of the project that we're. 00:15:09
That's subject tonight. 00:15:12
I sent you a letter. I don't know if you. 00:15:14
Got it today And some photos. 00:15:16
I have a concern about the mass that's in that yard, even though it may be. 00:15:18
Adaptable to the rules. 00:15:24
Is still a large mass and we have. 00:15:26
Neighbors. 00:15:29
Off of Central who own homes that have. 00:15:30
Axillary structure that are right on the property line if there were a fire. 00:15:34
As you know, a lot of buildings in the retreat are wood. 00:15:39
And if one fire starts, it could. 00:15:43
Increased to many more areas in the retreat, so I hope you would consider the fact. 00:15:46
In this particular area. 00:15:51
Those property line items, the auxiliary structures on 2 houses off of Central. So it's not our property, but it's. 00:15:53
Concerning to see that. 00:16:01
Then the other thing is. 00:16:05
You know, including the safety and the well-being of our community. 00:16:07
Consider the fact that it's a large home in a neighborhood with a narrow St. 00:16:11
And minimal parking. There's only parking on one side. 00:16:16
So with that in mind, what the impact is going to be on 10th St. and then overflow? 00:16:19
Yes. 00:16:25
As we know, most houses have to at least two cars. 00:16:26
And Civil War. If you allow this project, then you others who come to purchase homes even though it's you get the right to 00:16:29
purchase a house. 00:16:33
But if they speculate that they too can come in with the retreat area and continue to build their mansions on the smaller lots, 00:16:38
not the beach track or over, you know, in the northern area. But the retreat area is a very special. 00:16:45
Kind of unique area. 00:16:53
So thank you for. 00:16:55
Consideration. 00:16:56
Thank you. 00:16:58
You're welcome. Can I have you take the microphone and just push it back just this tiny bit? 00:17:11
Thank you. That way, maybe it'll be a little clearer. Thank you. I'm Crystal Bianchi and I live on 10th Street. I'm at 115 10th 00:17:16
St. 00:17:20
And I will be between two of the projects that are proposed. 00:17:24
Umm. 00:17:28
Parking is an issue, a big issue. 00:17:29
And the size of each project is definitely going to. 00:17:31
You know, involve a lot more traffic on the streets. 00:17:35
Umm. 00:17:38
And fire hazards are. 00:17:40
Another problem. 00:17:42
If we go all two stories down the whole street. 00:17:44
And I believe in mixed-use, so I'm not sure why we all have to go two-story. 00:17:46
But. 00:17:51
That's my $0.02. 00:17:53
Thank you. Thank you. 00:17:55
Do we have any members of the public? Ohh we have more. 00:18:07
Come on up. 00:18:11
First time. 00:18:21
Been here for this project as you know I. 00:18:24
E-mail. 00:18:26
Via Zoom Last week. 00:18:27
Umm. 00:18:29
Charles S Architect. 00:18:31
Done many many projects here and the first time I've come here in this relationship. 00:18:33
Usually for the. 00:18:37
Past, I don't know. 00:18:39
25 to 30 people. 00:18:41
I've represented them as the architect. Now it's the opposite. 00:18:42
So. 00:18:47
About the major concerns about the project. 00:18:48
There's a number of them. 00:18:53
And I'll try to get through them. 00:18:54
Within three months. 00:18:57
Number one, it's the lack of the communications by the owner. 00:18:59
To personally meet with the families on 9th and 10th St. 00:19:03
To explain their project and answer questions. 00:19:06
I always have tempted to do that. 00:19:09
We see some traits after the June 13th ARB when a resident on Central Ave. approached her with a question after the meeting. 00:19:12
And her non response to his questions. 00:19:21
#2 00:19:24
The weak and minimal attempt by the team to appease the comments from the ARB after the last meeting. 00:19:26
Seems that the changes were made to the benefit of the owner and the owner. 00:19:32
Only. 00:19:37
The new privacy deck. 00:19:39
That we. 00:19:41
Have now been presented with. 00:19:42
Instead of solving the problem of. 00:19:44
The privacy. They just took the the low route and decided, let's just put up a wall, see if that flies. 00:19:47
Well, it doesn't fly with us. 00:19:53
Even large, the deck solved the problem by proposing a. 00:19:55
This. 00:19:59
The six foot high. 00:19:59
Wall as was presented. 00:20:01
And. 00:20:04
The effects of it is. 00:20:06
Still. 00:20:08
Casting shadows in our glass doors and and people can actually see indoor glass doors from. 00:20:10
That deck. 00:20:16
And. 00:20:18
Basically. 00:20:19
I'm kind of wondering about the deck itself. 00:20:21
Why was it there? 00:20:24
You know what? What? What? Why is it there in an? 00:20:27
It it's got a. 00:20:30
Nice floor to it and things like that, and I don't think they're out of their square footage. 00:20:32
Is that deck there for a? 00:20:36
Future. 00:20:39
Expansion of that. 00:20:40
Area. 00:20:43
And at a future time and who knows when? And then privacy is a real issue. So that's that's just my own opinion. 00:20:45
The other thing is the. 00:20:54
This wall that's proposed. 00:20:57
This kind of closes. 00:20:59
In their opinion, closes off the privacy from our side. 00:21:01
But it leaves the end of the deck open. 00:21:05
For our neighbors to. 00:21:09
See the people they apparently from the last the meeting I heard on online was. 00:21:11
That the owner has. 00:21:17
You know family of 12 and we're very, very concerned about that as is other members. 00:21:19
Not only that. 00:21:23
That the number of cars of a family. You don't have families of 12. 00:21:24
Typically in the retreat area. 00:21:28
So this is a first. 00:21:30
The. 00:21:34
So so the wall itself is not a solution to the privacy problem that the solution is what I. 00:21:36
Said on the zoom. 00:21:43
Take the deck and move it down to the first floor. Then we can start talking about things. 00:21:45
That was not looked at from. 00:21:49
Neither the architect or the owner. 00:21:52
There were many things and when they did, as you saw up in the screen when they did. 00:21:54
Make these slight. 00:21:59
Minimal things about the height of it. 00:22:02
In the Roots and and they've got. In granted they've got. 00:22:04
People from Central Ave. that you heard last time, they've got people. 00:22:08
That are adjacent to the property. They've got people that are even a couple of doors away from the property as you just heard. 00:22:11
That are not happy with this. 00:22:19
It's just something that is. 00:22:20
A first for the as far as I know, we've been here since 2006. 00:22:23
Where? 00:22:29
The client and their architect have. 00:22:30
Not known about the. 00:22:33
Push back. They're going to get from the neighbors because this is the first. 00:22:36
And. 00:22:39
So that it. 00:22:40
It's just about privacy and. 00:22:42
The wall and things like that. 00:22:45
And the letter that was sent, unfortunately a little bit late you'll you'll get because we sent it out an hour and a half ago and 00:22:48
you probably didn't get it. 00:22:52
They read that letter very, very carefully. 00:22:56
And it'll it, It's a, it'll be a letter that's. 00:22:59
Similar to this, but it will be a little bit different in. 00:23:02
Since they only have 3 minutes here, so knowing that. 00:23:05
And we'll continue along. How long do I have? 00:23:08
Well, your time is up, but we're going to let you continue for another minute or so. 00:23:11
Ohh OK. 00:23:17
Well then, I'll jump down here. 00:23:19
So to the air B the the general comments were for the people in 10th St. 00:23:21
And they can, you know, let you know about that It's a single Lane Rd. 00:23:26
And with the family of 12. 00:23:30
How many cars do they have? You know, time? 00:23:33
Times or times like that. 00:23:36
And how many friends do they have? It's just not the right project for 10th St. 00:23:38
It could be the right project. 00:23:43
For retreat. 00:23:45
But on a single Lane Rd. 00:23:47
You're and you're going to be seeing this as, you know, down the street. 00:23:49
In a few months. 00:23:53
And you've got to think about this. 00:23:54
And so my in conclusion, if approved, is proposed, this could be the start of a similar scale home editions in the retreat area 00:23:56
from ocean view to Central Ave. and who knows, maybe from Central Ave. up the hill. 00:24:03
Pacific Grove has continued to become popular in many years that we've lived here. 00:24:11
Also, this area has become better known by people of money who could truly love to live in this paradise, not as a vacation home. 00:24:15
But as a permanent home. 00:24:23
Close in square footage as their home they live in and the many nice areas of California and beyond. 00:24:25
Home Flippers Developers keep a close watch on the real estate in the Monterey Bay area. 00:24:31
This project could be the start. 00:24:36
Of the end of the Piney Paradise. 00:24:38
Known as the Retreat area. 00:24:41
From First St. to 19th St. between Ocean View to Central Ave. 00:24:43
Something to think about. 00:24:48
Thank you. 00:24:49
Do you have any more? 00:25:01
People who care to speak. 00:25:03
I have nobody here. It doesn't ohh we have one person raising their hand just on our head. 00:25:09
And we can change that to 3 minutes. Great. 00:25:16
Thank you. I won't take 3 minutes. It is heading in the wrong direction I think. 00:25:21
They really are maximizing. 00:25:27
That. 00:25:30
Little area there or trying to and I didn't really see that much change and certainly not a better change from their changes, so. 00:25:31
I'm having trouble seeing how that is supposed to have addressed. 00:25:43
Your spoken concerns and the concerns of the neighbors. 00:25:48
And. 00:25:53
I must say that. 00:25:55
I kind of took a bit of offense of of the. 00:25:58
The propaganda there and yes we're a free country and yes we follow guidelines and we try and. 00:26:03
Try and be very concerned of our neighbors and good neighbors and. 00:26:11
As this goes. 00:26:18
I don't think. 00:26:19
It's compatible. 00:26:21
With the area. 00:26:22
Thank you very much. 00:26:24
Thank you. 00:26:26
Do we have any more members of the public that care to speak? 00:26:32
I see no more hands raised. Thank you. 00:26:38
Seeing none, we'll go ahead and close public comment and bring it back to the board. 00:26:41
Who has a burning desire to go first? 00:26:47
Already have. 00:26:53
Comments. 00:26:56
Start. 00:27:00
That's OK. Yeah. 00:27:01
OK, there we go. 00:27:03
I'd like to start by saying that I I can see that the architect has. 00:27:07
Made some revisions to this project. 00:27:12
To to begin with the just. 00:27:15
The facades and the style of the project. 00:27:17
In my opinion, are more appropriate. 00:27:20
In the Craftsman style to blend in and the retreat. 00:27:22
A little less foreign than the previous Spanish style home that they were proposing. 00:27:26
The exhibits towards the rear of his. 00:27:32
Package. 00:27:35
Show. 00:27:36
The massing has been reduced slightly. 00:27:38
Whether the owner has one kid or 12 kids isn't. 00:27:48
I don't think that's our business personally I I I can understand how it'll it would affect. 00:27:53
Parking but. 00:27:59
In a free country, people are. 00:28:01
Can choose how many. 00:28:03
And the size of their family, I there's there's nothing I don't think we can do about that. 00:28:05
And I'd like to in response to the, the architect and. 00:28:12
I think we all understand this. 00:28:17
We have. 00:28:18
Design guidelines and we have zoning ordinances, but then we also have design review boards that use a little more discretion and 00:28:20
interpreting these things and the nuances of how a building fits into its surroundings and. 00:28:25
And so I think that's what we're here today to do, is to look at this. 00:28:32
Beyond just strictly what the setbacks and height limits are, etcetera. 00:28:36
Umm. 00:28:39
And I I you're a talented architect. I respect your work. So. 00:28:42
I just want to say that. 00:28:46
The. 00:28:50
The easterly neighbor. 00:28:52
I think you were the last one that spoke. 00:28:55
Is it correct that you also have a two-story home? 00:28:59
OK. 00:29:02
And it appears you have. 00:29:04
You also have a some form of a landing or a deck in in the rear of your home facing. 00:29:05
The subject property. 00:29:10
OK. 00:29:12
Umm. 00:29:14
And yet you haven't enclosed it or through the chair if if we're going to converse with the. 00:29:18
Public, right? Yeah, we should limit. I'll leave that alone. 00:29:23
Umm. 00:29:28
I I do take issue with the six foot tall railing. I I don't. I mean, yeah, it mitigates privacy, but it also just increases 00:29:31
massing and casts a bigger shadow. And it it doesn't really. 00:29:37
Fix what the neighbors concerns are. 00:29:43
Umm. 00:29:47
At the same time, if if the neighbor has an upper level deck and these folks want to have an upper level deck, maybe they just 00:29:49
need to learn to. 00:29:52
Live with each other I. 00:29:56
I don't have a problem with it, but I I. 00:29:58
Don't think. 00:30:00
Having a six foot tall wall. 00:30:01
Is appropriate. I don't think that fixes anything here. 00:30:03
Umm. 00:30:06
The. 00:30:10
A question to staff. 00:30:11
We have gross floor area limits and then we have an Adu and I is the Adu. 00:30:13
And that's not accounted for in the gross floor area calculations, correct? 00:30:19
Correct. Because it's under 800 square feet, right. So it's just it's exempt and and that's. 00:30:23
So yeah, this becomes a large house and I don't know there's anything we can do about that because. 00:30:29
State law. 00:30:34
And just says they're exempt, so it's. 00:30:36
It does. 00:30:40
Increase the scale of this property of this project beyond what it would be otherwise. 00:30:43
Within the zoning ordinances and I think that that's a an issue that. 00:30:49
Neighbors are taken with it and I can understand it. 00:30:54
I'm not sure what we can do about that. 00:30:58
Umm. 00:31:01
Again, I mean, I see improvements. I like the style of it better than the Mediterranean style before for this. 00:31:05
Property. 00:31:10
I I it's been reduced in mass. I think the hips are a good idea to. 00:31:14
Get away from the opening Gables and go with the hips that that helps as well. 00:31:17
It's it's moving in the right direction. 00:31:23
Up I'll let other. 00:31:26
Members speak. 00:31:28
I agree with what you said. I think the design is is much better, very nice. I don't know that the six foot high. 00:31:30
Privacy railing. 00:31:40
Architecturally. 00:31:44
Doesn't really do anything for. 00:31:47
Me, I think it does increase the bulk. 00:31:49
I think this is a really beautiful house. I think it's unfortunately the lot is very small. I feel like our hands are tied. If 00:31:55
this was a single family dwelling without an AU. 00:32:00
The tables would be turned, but our hands are a little bit tied. I'm happy that they. 00:32:08
Umm. 00:32:14
Have increased the rear setback. 00:32:16
But unfortunately, I'm going to say this and I'm not going to make any friends saying it, but I feel like the Edu right now is 00:32:26
being used. 00:32:29
As a tool for people to. 00:32:34
Make. 00:32:38
Very large homes. 00:32:39
We have no regulation. 00:32:42
You know, once it's built. 00:32:43
Um. 00:32:46
But I feel like unfortunately, we. 00:32:49
Other than the privacy. 00:32:54
Issue there's. 00:32:56
I don't know what else we can do. 00:32:58
That's what I have for now. 00:33:00
We have a couple of questions for the architect. Would you mind coming back up? 00:33:04
First, I just want to say thank you for the redesign. I do think it's a very big shift and much more compatible with the 00:33:14
Neighborhood. 00:33:18
I really like the horizontal siding. I think that disguises a lot of the the mass, actually. 00:33:22
And and I just find it much more compatible, so I really do want to. 00:33:29
Like this project, I just have a couple comments questions. Number one, I noticed that the plate height increased on the upper 00:33:34
floor or the ceiling height from 8:00 to 9:00. 00:33:39
It actually it was in the master bedroom 9 feet. We just when we rearranged it to make it work with the roof. 00:33:44
Line, top plate, everything else. Yes. We continued toward the Edu. OK, OK. 00:33:50
Umm. 00:33:56
And then the I think my biggest concern. 00:33:57
Outside of what other people shared, is this stucco wall on a. 00:34:01
You can kind of see the outlines on the screen now, but on a six this BBQ stucco wall. 00:34:06
Yes, in the yes, in the backyard, yeah. So that it looks like that actually extends further into the setback than in the original 00:34:11
design it looks. 00:34:15
Is it encroaching a little bit more? Well, no, I believe it was in the same line because we we previously stayed also with eight 00:34:20
feet, five feet setback. 00:34:24
For a main. 00:34:29
Story in Eight Feet for upper story. 00:34:31
OK, so on the bottom. 00:34:35
I think that on the supplemental image, maybe with the overlay you can see. 00:34:40
Extending out a bit more, yes, and it was previously extended out. 00:34:46
And if it's an issue when we maybe need to take a look at it, yeah, I'm just curious. So the height the I couldn't quite tell the 00:34:50
distance between the an A 6.1 kind of shows on the sorry making you jump around here. But on the South elevation it's hard to 00:34:57
discern the distance between that stucco wall and the property line, but it looks kind of narrow there. Most likely it's three 00:35:03
feet if we have just let me open that was my assumption but. 00:35:10
Because yes, between the wall of the BBQ to to the fence between the east neighbor is 3 plus feet. I would say maybe 3 feet. OK, 00:35:19
three feet. 00:35:24
And it's 6 feet from that. 00:35:29
From the the porch there, but it really looks like. 00:35:32
Seven or eight from the. 00:35:36
From grade. 00:35:38
Which one on the on the BBQ wall? 00:35:40
So you have the. 00:35:44
The measurement of 6 feet, but it just appears to be at the the. 00:35:47
Base of the patio where the IT looks like it's in seven or 8 foot tall stucco walls. My question comment. 00:35:50
I I need to be on the same page. I'm sorry. 00:35:58
What was said So I'm on 86.1 a 6.1. 00:36:03
Yes. So you're you're talking about 6 foot. Yeah, right. Yes. I'm just so I'm noticing that that dimension. So it's just to the 00:36:12
base of that. 00:36:16
Kind of side patio, but the true height of the the full. 00:36:21
The the raw, it looks like the the total height is at about 7:00 or 8 feet. Yeah, that's correct. OK. So the yeah, the six feet is 00:36:26
measured from the finish floor finish, which is flash with outdoor terrace. Yes. 00:36:32
And yes. 00:36:38
But but we are at. 00:36:40
Set back. 00:36:44
Which is? 00:36:45
Probably a workable for for this 6/7. 00:36:48
Eight I I would say 8 1/2 feet maybe maximum height from the. 00:36:53
Great existing grade. 00:36:59
OK. I just think that in combination with the six foot. 00:37:01
Kind of privacy wall. It just looks a little bit kind of bulky and I understand the intention for privacy mitigation. 00:37:05
And exactly and we can reduce it. So if if you have condition to reduce. 00:37:13
Both upstairs 6 foot privacy wall and we specifically call them privacy wall. 00:37:19
Because we we also privacy goes both directions, right? So we don't want to see neighbors. 00:37:25
Neighbors don't want to see us. It's it's a normal thing. I'm thinking the first safety and fire navigation, you know, 3 foot. 00:37:29
Narrow passageway with stucco is a lot more limiting than or. 00:37:37
Then this upstairs wall in terms of safety that it might be. We gladly accept any reductions if you say to stay with 42 inches, 00:37:42
which is required for a guardrail, any guardrail for. 00:37:50
A terrorist is more than 30 inches above the ground. 00:37:58
OK. I would I would consider or if you could consider that, that'd be nice. And then another comment just for light pollution, 00:38:00
could you also consider maybe skylight covers? 00:38:06
For night time. 00:38:12
Well, I believe we can even go with the condition which Carmel typically puts on projects. So they will be with automated shades. 00:38:14
Excellent. Yes. Yeah, we will accept this condition. Yeah. I think that would be nice for the people up the hill too. Yeah. Yes. 00:38:19
Thank you. 00:38:24
Umm. 00:38:29
And then? 00:38:31
Yeah, I think those are most of my questions and comments, but but thank you for incorporating the really major design shift in 00:38:33
styles to fit the neighborhood. 00:38:38
Thank you. 00:38:45
Does anybody else have any comments? 00:38:46
I don't have much to add, I think My. 00:38:50
Fellow Members here have have covered it. 00:38:54
Very admirably. 00:38:57
Agree. 00:38:59
As always with member Eldridge and his comments, I think there was a a great improvement. 00:39:02
I do agree. 00:39:08
That the. 00:39:12
The balcony and the the railing there doesn't doesn't really make sense to me. 00:39:14
I didn't know if it was at all possible. 00:39:20
To. 00:39:27
To push the rear of the home. 00:39:28
By rear the the east facing home back. 00:39:31
And when I look at it and and perhaps that would give a better not that it's I mean I understand the ocean views is not required. 00:39:35
And not entitled to it, but. 00:39:43
Hopefully and I'm looking on a. 00:39:46
The same page right now. 00:39:49
A. 00:39:51
.66. 00:39:53
Six point. 00:39:55
1. 00:39:56
But if you facing from the. 00:39:57
South. 00:39:59
Elevation from the homes that are. 00:40:00
Abutted on the property line on Central facing down that way. 00:40:03
1. 00:40:07
Ohh yeah, if you go back. 00:40:08
But. 00:40:10
Right. 00:40:10
Yeah. 00:40:12
One certainly. I think it will help a lot or some to. 00:40:14
To reduce that 6 foot high. 00:40:17
Railing there and make it. 00:40:20
So that you can see through it how however you want 42 inch high, but also you know some sort of. 00:40:24
Uh. 00:40:29
Some sort of rail where it's. 00:40:30
Impervious or pervious, rather. 00:40:32
But even better would be if you could actually. 00:40:35
Push the entire. 00:40:38
East. 00:40:39
Elevation of the home. 00:40:40
Back to make it flush with. 00:40:42
Well. 00:40:47
With with. 00:40:48
Yeah, with the upper level. 00:40:51
Although the the problem with that obviously is that it then reduces the 1st. 00:40:53
Floor where the family room and the kitchen and then obviously I think also monetarily sure how that would impact the the Adu or 00:40:58
or underneath it. 00:41:03
I didn't know if that was at all. 00:41:07
Something. 00:41:09
To consider. 00:41:10
But besides that, I. 00:41:11
It's hard for me to. 00:41:14
Aside from me to. 00:41:18
Criticize it any further. I mean, I I think that the I think a lot has been done to make this property. 00:41:19
Certainly much more compatible with the neighborhoods and. 00:41:24
I find it. 00:41:28
Difficult to agree with some of the concerns with respect to the. 00:41:32
Umm. 00:41:37
2nd floor. 00:41:38
Deck and setbacks as this home. 00:41:39
Does have? 00:41:42
Larger setbacks than the surrounding homes. 00:41:44
And there are. 00:41:47
Significantly large homes. 00:41:49
For instance, the one directly to the east. So I wasn't very convinced with a. 00:41:52
With some of those points. 00:41:58
That's all I kind of had to say at the moment. 00:42:01
Thanks. 00:42:03
OK. Any more comments? 00:42:05
No, you guys made my job easy cause you. 00:42:08
Said many of the things that I had listed. 00:42:11
Yes, it's a large home, but. 00:42:14
I was excited to open it when it came through last week, to see what had happened and to see. 00:42:16
That the the wedding cake style that we had asked for, it had gotten asked for, it's still a big home. 00:42:21
I get that, but it does fit. 00:42:26
Within the guidelines. 00:42:29
That said, I would propose that we. 00:42:30
Umm. 00:42:33
Adjust the. 00:42:34
The railing in the back. The six foot high railing. 00:42:35
And that's all I have. 00:42:38
OK. 00:42:40
Does anybody have a? 00:42:46
Stab at a. 00:42:49
Motion. 00:42:53
I I just have a question for staff before we. 00:42:55
Go there. 00:42:58
Chair Bernstein, you you brought up a good point about that lower level stucco wall. It looks like it's eight 8 1/2 feet above. 00:43:00
The Jason Grade. 00:43:08
And then it's about 3 feet off the property line. 00:43:10
Is that? 00:43:14
Correct. 00:43:15
I'm just eyeballing it. 00:43:18
It's. 00:43:20
Closer than? 00:43:21
The required setbacks and I think the set back is 5 feet for the for the rear yard. Is that correct? 00:43:23
Yes, 5 feet. 00:43:31
And so it may, I guess my question is, is at what point does a a wall like that become considered part of the structure as it gets 00:43:32
taller and taller? 00:43:36
The architect has said he'd reduced the height of it. I think that that's an easy fix and as long as we just go with that, I'm, 00:43:42
I'm good with that. 00:43:47
I'd also like to just reiterate what the chair said. 00:43:52
I think our hands are tied on using AU's as a means of. 00:43:56
Building homes of this scale in an area like the retreat and. 00:44:03
It's an awkward situation because. 00:44:11
At some point these homes do get massive and if you start looking at the. 00:44:16
The writing on the wall is one of the neighbors said it it's. 00:44:20
If everyone in this. 00:44:25
Area. 00:44:26
And in these neighborhoods does this over time. 00:44:27
It's going to really change the structure of these neighborhoods and I guess there's just. 00:44:30
I mean, I've designed A to use. I'm an architect. I've. 00:44:35
There. 00:44:39
It's kind of like the Wild West of. 00:44:39
Umm. 00:44:42
Architecture right now because they don't have any rules and. 00:44:44
I think they should, and I'll just leave it at that. 00:44:48
Agreed. 00:44:55
I think everybody right now is. 00:44:58
Get the permit while the permits. Easy. 00:45:00
And there's no rules. 00:45:03
Yeah. 00:45:04
Or you know. 00:45:05
Minor rules. 00:45:07
Anyway, does anybody want we're recommending this? 00:45:09
Up to the Planning Commission, so. 00:45:12
We we can. 00:45:17
Make a recommendation at this point if somebody wants to make a stab at that with our. 00:45:19
It sounds like minor changes. 00:45:27
Does anybody want to? 00:45:30
And I'm looking at you. 00:45:33
OK. 00:45:36
I'll make a motion to approve this project as is with two conditions, one adding. 00:45:38
Mechanized shades for the skylights and to reducing the stucco BBQ wall height to. 00:45:46
Umm. 00:45:54
42. 00:45:55
42 inches. 00:45:56
Ohh and the back. 00:45:59
I'm not sure about the height though. 00:46:00
42 and also the three conditions I stand corrected. 00:46:02
And reducing the upper balcony privacy wall to 42 inches. 00:46:06
We have a second. I'll second that. 00:46:15
Right. We have a motion and a second on the table. Can we get a roll call vote please? Just one, sorry, Sure should. 00:46:17
Thoughts on whether I don't know if it needs to be well? 00:46:25
Thoughts on whether the? 00:46:28
The railing on the upper balcony should be transparent. 00:46:30
Or. 00:46:33
Or not. 00:46:34
Whether that should be required or not? 00:46:36
I I don't believe that the railing on the easterly home is. 00:46:39
An open railing. I believe it's solid. And let me double check that. Yeah. And. 00:46:43
Just to maintain some degree of privacy, I think. 00:46:51
If they want to have a solid railing just like their neighbor has. 00:46:55
I don't see a problem with that. I just think it it it should be 42 inches, not 6 feet tall, yeah? 00:46:58
That's that's well and good, and I don't have a problem going in that direction. My thought was more. 00:47:05
With regards to the home. 00:47:11
Directly to the South. 00:47:14
On central and whether I realize it would be. 00:47:16
Potentially de minimis, but whether a transparent? 00:47:20
Railing there would permit. 00:47:23
A A Better. 00:47:27
Viewing corridor. 00:47:28
For them, I'm not sure if it would or not. 00:47:30
But. 00:47:33
That was my thought. 00:47:33
I'm also not sure whether. 00:47:39
The homeowner. 00:47:41
And maybe the has a preference. 00:47:42
One way or the other. 00:47:45
Well, I would, I would suggest that we leave that up to the architect and the owner to decide and then when they submit to the 00:47:51
Planning Commission, then the Planning Commission can. 00:47:57
Give their expertise on that. 00:48:03
That way we can leave it open and not pigeonhole them. 00:48:06
Is that fair? OK, So I think we've got a motion and a second. 00:48:11
And we can entertain a or get a roll call vote please. 00:48:16
OK, member Bornstein. 00:48:20
Aye, Secretary Sutfin. 00:48:22
Aye. 00:48:24
Vice Chair Eldridge. 00:48:25
Aye. 00:48:27
Chair Boyle, aye. 00:48:28
And member Brooks. 00:48:30
So motion passes 5 to 0 to recommend. 00:48:33
The PC approve this project as is with three and conditions. 00:48:36
One, to install mechanized shades. Two, to reduce the stucco around the BBQ wall height to 42 inches. 00:48:42
And three, to reduce the upper balcony height of the railing to 42 inches. 00:48:49
Motion passes 5 to 0. 00:48:54
Thank you. 00:48:57
Item 8B. Boards and Commissions. Joint Working Group. 00:48:59
I'd love to hear more about this. Do we have a staff report? 00:49:04
Umm. 00:49:09
Kind of, yeah. 00:49:10
So. 00:49:13
This is a. 00:49:14
On a voluntary basis, one member from each boarding Commission will meet. 00:49:17
To have. 00:49:22
Discuss programs, projects, issues or concerns that are being discussed on each members respective board. 00:49:24
That member will return to their respective board and provide an update on areas that would directly reflect or impact their 00:49:31
specific board, similar to how the Council liaison brings an update from the previous council meeting to our boards. 00:49:36
This will not involve staff or council time and the chief of police will be facilitating the first two meetings to help get the 00:49:42
group established. 00:49:47
And set parameters for the meetings. 00:49:51
So staff is recommending one board member here voluntarily joined the new boards and commissions joint working group. 00:49:53
And I have a couple questions on it. Do we know is this something that can be attended via Zoom? 00:50:01
I'm sure it will be hybrid like. 00:50:11
These meetings, because that's the requirement we have right now, OK? 00:50:14
Is there a proposed? 00:50:19
Day of the week and time No. No. 00:50:22
Is the board, Is it a meeting that's open to the public? 00:50:28
Hmm. 00:50:33
That I don't know. 00:50:34
Good question. 00:50:37
And I'll have to ask the chief of police. 00:50:40
I would imagine it is, but. 00:50:49
So essentially my understanding is that the. 00:50:55
Responsibility of whoever volunteered would come back and give a report every. 00:50:58
Umm. 00:51:06
Meeting and assuming we still only meet once a month and during board and staff announcements, just say hey, this is what's 00:51:07
happening at HRC and this is the issues that they're dealing with with EDC or? 00:51:14
Yeah. And I think specifically issues that would relate to ARB, so you wouldn't be giving updates on just every boarding 00:51:22
Commission. 00:51:25
And also this is voluntary so you don't have to volunteer. 00:51:30
It's not mandatory fun. Is that mandatory fun? I mean, I know Hunter has a lot of time right now. Yeah, I'm excusing germ. 00:51:35
Does anybody, does anybody have a desire to? 00:51:47
Possibly join? 00:51:53
The group. 00:51:55
And they might decide to make quarter lien up monthly. It's really. 00:51:57
This. 00:52:00
A new new, new new thing. 00:52:01
I'm not opposed. 00:52:14
But. 00:52:15
Certainly if if someone else would like to do as well, I'm happy to defer, but. 00:52:16
I'm happy to offer. 00:52:21
Have to do it I am. 00:52:23
I guess. 00:52:25
A little curious about some of the additional details. 00:52:26
I think Mr. Oil raises a good point of whether it could be attended by a zoom, which would certainly help, and I think that in in 00:52:29
part. 00:52:32
It's dependent on whether it's. 00:52:38
Public. 00:52:41
Needing or not and and and other and under under the the Brown actor or what? I suspect it is but. 00:52:41
Not its own board or Commission I. 00:52:48
I'm so I'm not entirely sure how that works. Maybe a little? 00:52:51
Further details there would would be helpful. 00:52:54
So if if one of you does volunteer today, the chief will be following up with more details. 00:52:57
It's not opposed either. 00:53:06
Right. 00:53:09
I didn't wanna roshambo or. 00:53:09
Rock paper scissors. 00:53:13
But if you have heart for it, I, I, I. 00:53:15
We could send our resident attorney. 00:53:18
Yeah, I mean, no, I I think you're certainly more qualified and happy to defer to you. And also maybe another question to ask is, 00:53:23
you know. 00:53:27
Is it possible to to alternate? I don't know. If it needs to be one person every time. That's a great. That's a great question. 00:53:31
It's a great compromise, yeah. 00:53:35
Yeah. 00:53:40
And then yeah. 00:53:41
Right. Someone's busy. Can't make it, sure. 00:53:43
So maybe you're not ready to make a decision at this meeting and I could get back to you with those three questions. 00:53:46
I don't do that. Yeah. And. 00:53:51
Occasions. 00:53:54
Also, when you term out of a RB, then you know which board you want to go on next. 00:54:05
OK. So I'll just continue this to the September. 00:54:12
ARB and come back to you with the answers to those three questions. Are there any other questions? 00:54:15
I did. I. 00:54:29
Loved and didn't open it up for public comment. 00:54:30
Thank you. 00:54:36
Um. 00:54:37
You know I I. 00:54:40
Like and respect our our police chief very much. 00:54:42
But it's really hard to understand the. 00:54:46
Motivation here What? Or or the? 00:54:49
Umm. 00:54:53
Whose idea this was? 00:54:55
And and why and and also I think. 00:54:57
I couldn't hear member Brooks very well, but but in the boards and commissions handbook, what kind of? 00:55:02
What kind of? 00:55:09
Committee is this and and? 00:55:12
So I think it. 00:55:15
Brought up, yeah, it. 00:55:18
Does the public? 00:55:20
To listen in on the things. 00:55:24
So, so I'm glad you're continuing it. 00:55:28
But yeah, it would be, it would be great to have a better understanding because I was at the transportation and no, it's not 00:55:30
Travis, it's Traffic Safety committee meeting where I think is probably the first time. 00:55:37
The. 00:55:45
The the police mentioned. 00:55:46
Brought this up. 00:55:50
And umm. 00:55:52
I don't. 00:55:53
I think everybody's been kind of confused. It also went to maybe HRC. 00:55:54
Umm. 00:55:59
Yeah, yes, it did. 00:56:01
So. 00:56:04
It would be. 00:56:06
Really helpful to have more solid information about. 00:56:07
About how this is going to work and. 00:56:12
And. 00:56:16
Why? What? What the goals are? 00:56:17
And and what's what the vision is OK, that that's the best I can put it. Thank you. 00:56:21
Great points. 00:56:29
Lisa, thank you. 00:56:30
And then I see Miss Dormers and is raised. 00:56:33
Thank you, I too heard this or different versions of it it. 00:56:37
Other commissions? 00:56:43
Because it's sort of had its rollout from the Chief and I get more confused as it goes along. 00:56:45
When it came out in the very first time from her, it sounded like it was a very informal. 00:56:52
Not a Zoom meeting, not a Brown Act meeting because it was only one of each Commission. 00:56:59
Not any quorum, not any anything. 00:57:05
And informally meeting in different places. 00:57:08
And there was no mention of zoom and hybrid. 00:57:11
There was no mention of Brown Act and there was certainly no mention of public attending these random meetings that were going to 00:57:14
be held in different places. 00:57:19
So I've heard some really different versions of this too, and it leaves me totally confused of whether it's for better 00:57:24
communication amongst. 00:57:29
Boards and commissions or? 00:57:34
In my mind, it sounds like a coffee clatch, so I don't know. I really don't know. But I'm glad you asked. 00:57:37
Your questions and I'm glad you're holding off because I too don't know the motivation. 00:57:44
Thank you very much. 00:57:50
Thank you. 00:57:54
Do we have any other members of the public that want to speak? 00:57:55
I see no hands raised. Thank you. We can close public comment. 00:57:59
Hi. 00:58:07
I think. 00:58:12
Uh. 00:58:15
I would have loved. 00:58:17
If we could have had like a PowerPoint. 00:58:19
From the chief saying this is what it is, this is what we see the benefit. 00:58:22
And you know, the features and benefits are going to be and. 00:58:29
Umm. 00:58:33
It sounded to me like when I heard about it, that it was going to be very informal. 00:58:37
Umm. 00:58:43
It's not really a committee, but it's like. 00:58:44
Committee. 00:58:47
Board, you know, one board member, So it wouldn't be a Brown Act thing, but. 00:58:49
Yeah, I think we need more information and it sounds exciting, but umm. 00:58:54
I don't know. 00:59:00
We need more info. 00:59:02
Yeah, it's communications. 00:59:03
Amongst different committees. So I'm not sure you know how the the Brown Act applies but certainly a question for the city 00:59:06
attorney would like to know again, yeah. 00:59:11
Whether it's its own Commission, I don't. I doubt it is and. 00:59:17
Whether the the Brown Act applies. 00:59:20
Great. So it sounds like we can. 00:59:24
Um, I would make a motion that we continue this 8B to our next meeting and ask for more clarity, more information. 00:59:28
That's my motion. 00:59:40
We can get a second I'll second. 00:59:43
Great, we have a motion and a second. 00:59:45
We get a roll call vote, please. Yes Chair Boyle. 00:59:47
I member Bornstein I. 00:59:51
Vice Chair Eldridge. 00:59:53
Secretary Sutfin member Brooks Motion carries to continue this item to the September ARB meeting. 00:59:55
With more. 01:00:04
Clarity and more information. 01:00:06
Terrific. Our next meeting is September 12th. 01:00:08
We will see you then. Thank you. Meeting adjourned. It's 4:00. 01:00:12

Anything that? 00:00:54
Needs to be modified on that. 00:00:55
Laurel. 00:00:57
OK, so. 00:00:59
So we can. 00:01:01

Aye. 00:01:17
And A roll call vote please. 00:01:20
A Member Brooks. 00:01:23
Aye, Vice chair. Eldridge Chair, Boyle. 00:01:24
Aye member bornstein and secretary Sudman Motion passes 5 to 0 to approve the agenda. 00:01:28
Thank you.
