OK. It is 4:00. So I'm going to go ahead and call this meeting of the Pacific Grove Economic Development Committee Commission to 00:00:00
order at this time. 00:00:05
Just a reminder everyone, if you make a motion or second it just so we can keep up, please your state, your name for the record, 00:00:12
if we can start with A roll call, could we have? 00:00:18
Mr. City Manager, would you like to? 00:00:25
Call out for roll call. 00:00:27
Certainly jerk. I can do that. I. 00:00:29
Commissioner Gibbs. 00:00:33
Here, Commissioner Hoops. 00:00:34
Commissioner Jacobs. 00:00:39
David Mark Howitzer, Commissioner Richmond. 00:00:43
Commissioner Venuti. 00:00:50
And chair Upman. 00:00:54
And I think we have to elect. 00:00:56
So Christy, right. So. So yeah, she would. She would be. 00:00:59
Filling in for Commissioner McMurdo and ultimately I presume the appointment has already been made just as a matter of we don't 00:01:05
elect anyone on the Commission, its appointments by city staff or City Council and the mayor. So the election will be for the role 00:01:12
of secretary, correct. OK, got you. So so that is on the agenda, but if you'd like to, no, that's great. All right, great. So 00:01:20
we'll go ahead and. 00:01:27
Move on to approval of the agenda. The agenda and the supporting documents in the packet were circulated in advance of today's 00:01:36
meeting and they're available for download on the economic development page on pacificgrove.org. There any members of the public 00:01:41
that would like to make a comment on today's agenda. 00:01:47
Seeing none here in the room. Any online seeing none. OK. 00:01:54
If we can, are we able to make a motion to approve the agenda? 00:02:02
Motion to approve the agenda. So moved. OK, second, second. Thank you all in favor. 00:02:09
Opposed. 00:02:17
Seeing none. 00:02:19
All right, motion carries with the unanimous vote. 00:02:21
That takes us to commissioner and staff announcement, the staff announcements. Let's start off with a brief business update from 00:02:26
city staff and welcome to our new city Manager. 00:02:32
And we look forward to getting to know the business of the Economic Development Commission and how we can support you. 00:03:14
That's about it. 00:03:20
Right. Very good. 00:03:22
And I would just like to take a moment, as I mentioned briefly as we started here, but I, I would like to welcome Christy Metzger. 00:03:25
Is that correct? Did I pronounce right? She is the interim president of the Chamber of Commerce in Pacific Grove. And we'll be 00:03:31
filling in, in Jimmy Mcmurdo's absence after she's left the chamber. So we're, we're glad to have you. Thank you for joining us 00:03:38
and thank you for being here. 00:03:45
OK. Any further Commission announcements before we move on? 00:03:53
Mr. Gibbs. 00:04:00
Just a couple of things. The, I think everybody knows this, but since we didn't meet last month, I think since April, the 00:04:01
crosswalk at Fountain and White House at the Victorian Corner has is gone. And I think it was announced at the council last night 00:04:09
the pool is going to be open this weekend, lessons in the morning and I think an open swim in the afternoon, which is great. 00:04:16
Hopefully we'll get good weather and I think somebody's going to talk about the EDC budget. So that's all I had. 00:04:23
Very good. 00:04:31
All right. That takes us to cancel the Amazon announcements. Yes, thank you. I did want to mention the council discussed the 00:04:33
proposed budget for 2425 last night, including a forecast for the coming years. It looks relatively stable as we look into the 00:04:41
future. That's the good news. That's primarily because there's a lot of influx of revenue from property taxes that are coming in 00:04:49
and still the key drivers for for the city. 00:04:56
Being a sales tax TOTN property, which are I would say on the uphill for the moment, but there are expenditures in the horizon 00:05:04
too. Having said that, it's relatively stable. We do have about a million two in I would say surplus in the budget for the moment 00:05:12
and that 1.2 million and what needs to be allocated will be discussed in the June 19th meeting to the council will have another 00:05:20
thing to note is this budget does introduce what the ADC had presented earlier. 00:05:28
Which is an increase in the EDC budget to $50,000. So that has passed the first read, I would say, but we still need to wait for 00:05:36
6/19 to make sure that it's tied up and so on. 00:05:42
So thank you. 00:05:50
Thank you and thank you to the Council for. 00:05:51
Their approval of the extended budget, we appreciate that and we we hope to use it well. 00:05:55
Any further comments before we move on? 00:06:00
Seeing none. OK, that takes us to general public comment. Are there any members of the public that like to make a comment at this 00:06:03
time? 00:06:06
You'll just need to unmute yourself. 00:06:17
There we go. Thank you. Much better. Thank you, Eric. Um. 00:06:20
The and more Pacific Grove resident. Now that the City Council has declared the harassment, or at least the incitement of 00:06:25
harassment of commissioners to be acceptable behavior in this town, I would like to encourage everyone to ask Commissioner Gibbs 00:06:32
how it is that he can effectively serve on the EDC when HDL has no record of him having a business license. 00:06:39
It was only two non white women that he suggested in in this town, which is how Giovanna or Maggie or Madeline or whatever her 00:07:22
name is has said in the pine cone is so loving and welcoming to people of all races and where he himself has said that all are 00:07:28
welcome. I recognize that he is here on the EDC as a resident and not a business owner, but still I think the questions are valid 00:07:35
and I encourage anyone to ask him these questions. 00:07:42
Suggestion. 00:07:49
Sure. So thank you and those are great suggestions for clarity just for for the public as well. But you know the concern right now 00:07:51
is that the the site has been launched and and I. 00:07:57
The first step, I believe is identifying where we can find that support and then secondarily looking at how we can make the 00:08:07
updates. So thank you. 00:08:11
You know, something that seems very simple to me of a way of knowing who's in business and who's not in business is once a month 00:08:17
if somebody sent out a list to all the people who are on the website and if they don't reply back, then we assume that they're now 00:08:24
no longer unless we know I guess who they are. It might be one way of accomplishing it versus going through them one by one and 00:08:31
and working to a certain degree with some other parties as well that are maintaining lists, I think could be another way so. 00:08:38
OK. I see Commissioner Jacobs hand raised. Is it still raised or is it just is? Yes, it is. It's still right. It is raised. Thank 00:08:47
you. I just wanted to point out that there was a subcommittee last year of Commissioner Gibbs, Richmond and myself and we spent an 00:08:56
awful lot of time making proposals for how to. It was the the recovery plan that HDL had started two years prior and a lot of work 00:09:05
was done on that and it was given to present to council. 00:09:15
Our one priority was to have one full time member of staff who is an economic development member of staff, so a dedicated person 00:09:24
that the city would pay for. And we talked about a salary. We talked, I don't know, there's like 80,090 thousand, 100,000. There's 00:09:31
different figures. 00:09:37
And that was the result of now two years of HDL working on this, the previous city manager and the subcommittee and I. 00:09:44
Heard that that was presented to the council. I just would like to know, last I heard it was being considered, is this, is this 00:09:56
now, are we to understand that all of that work has been well? 00:10:02
I guess rejected. Is that no longer being considered? 00:10:09
So I think we're getting off topic because it sounds like we're discussing something that is not related to the Pick PG website. 00:10:13
I believe that this is a conversation that would be best to separate from not only this agenda item, but perhaps as a follow up at 00:10:22
our next meeting. 00:10:27
So I I don't expect the city manager to be able to address all these questions right away and we haven't prepared him to do so. So 00:10:33
my recommendation would be that we make this a discussion topic for our next agenda. 00:10:40
Commissioner Gibbs. 00:10:48
Just to follow up on what Commissioner Jacobs was saying, one of the recommendations in that. 00:10:49
Recover business in Pacific Grove was related to the somehow related to the big PG website and I believe however. 00:10:56
Introductory it was, there was a list of improvements or issues with the PPG website, with the site itself, with the website 00:11:05
itself. And they were, they were forwarded to Laurel, I believe. 00:11:10
And then the technical staff and we were receiving updates on a monthly basis about progress against the list. 00:11:16
That had been submitted and Commissioner Richmond had put. 00:11:24
Most if not all of that list together and we had reviewed the list, a couple of the things on the list. It is, I understand it, 00:11:29
the Pick PG website and Joe Emilio is here from the Council. 00:11:35
And my, I have a suggestion and Miss Gibbs had a good suggestion, prioritize those. But as all of us walk around town, we get 00:12:49
questions and so does the council. And they may look at the website or have questions about new business or where do I find 00:12:56
business license requirement sign up. They're on the Pick PG website. And so occasionally I personally get questions from local 00:13:04
businesses about Pickpg. Most of them don't look at it. They don't know what it is 'cause it's outward facing, but. 00:13:11
If they point out to me that there's an issue or a problem or something not up to date that they are concerned about, I would, I 00:13:19
guess my question is if I gave, if they gave that to me, do I forward that to the city manager or somebody on the staff because 00:13:26
it's coming from a resident or a business in the city? And is there a process at least for forwarding their concerns on things 00:13:34
like pick PG website into the into the city staff? I guess without there won't be a flood of them, but. 00:13:41
Somebody raised a concern, city staff should know about it so. 00:13:49
My question. 00:13:53
Yes, Commissioner, you can forward it to me and I'll and I'll forward on to the appropriate staff specific ones that are broken or 00:13:57
not working. Thank you. OK. 00:14:02
Anything further? 00:14:09
Seeing none. OK, I want to apologize to Commissioner Jacobs if I misunderstood her question, and thank you for the clarity on some 00:14:10
of the background from the subcommittee. 00:14:15
That takes us to good of the order we have. 00:14:23
Begin a process of sending recommendations by e-mail for the good of the order. If you have any agenda items that you'd like to 00:14:28
propose, please e-mail this to me within the next two weeks so that we can get those out to city staff and work through the next 00:14:34
agenda. 00:14:39
Is there anything further ongoing business that we'd like to discuss before closing today's meeting? 00:14:46
None. OK our next meeting will be on Thursday, I believe July 11th because the 1st Thursday of the week is July 4th. So I believe 00:14:54
July 11th will be our meeting. I. 00:15:02
Don't have. I'm making this up as I go so. 00:15:11
I'll look to the city staff. Are you, are we good for the 11th of July for our next ABC meeting? 00:15:17
Mr. Chair, if that's a regular scheduled meeting, I would assume we are, but I'll. 00:15:26
Very good. OK, that it brings us to the end of the meeting. Thank you all for joining us and we're adjourned. 00:16:02
