Tonight is our town hall presentation on Assembly Bill 4481, Military Equipment. 00:00:01
And go ahead in the next slide. 00:00:08
Give you a little background on Assembly Bill 481. It was signed by Governor Newsom on September 30th, 2021. 00:00:11
The purpose of the Assembly bill was to increase transparency, accountability, oversight for the acquisition and use of military 00:00:21
equipment. 00:00:25
Is to provide safeguards to protect the public's welfare, safety, civil rights and liberties, and it went into law on May 1st. 00:00:32
2022. 00:00:42
All right, the annual reporting starts off with an annual tall town hall meeting at least 30 days before presenting the annual 00:00:45
report to City Council. And that will be May 1st, 2024, and today is March 27th, 2024. 00:00:53
The annual report will consist of a summary of how the military equipment was used in its purpose. 00:01:03
Complaints or concerns related to the military equipment and any actions taken in response. 00:01:10
The total annual cost for each type of military equipment and how the funds were sourced. 00:01:16
The quantity possessed for each type of military equipment. 00:01:21
And the intention to acquire any additional military equipment in the current or following year. The quantity sought for each type 00:01:25
of military equipment as well. 00:01:30
Pacific Grove Police Department military equipment list consists of 240mm projectile launchers, 5 less lethal shotguns. 00:01:37
22 department issued rifles and we will be looking to acquire five additional rifles in 2024. 00:01:47
The acquisition of the five additional rifles is an operational need to enhance our capability with responding to critical 00:01:58
incidents. 00:02:01
Will provide uniformity in training. Every officer will be issued the same rifle. 00:02:06
And it will allow us to have spare rifles to ensure that we can replace malfunctioning ones if needed. 00:02:14
And the new rifles provided technological advancement of improved accuracy and accessory compatibility. 00:02:20
Next slide. 00:02:30
The Monterey Peninsula Regional Special Response Unit. 00:02:31
As part of our Mutual aid in the region and Pacific Grove PD receives and provides mutual aid to and from all area law enforcement 00:02:35
agencies. 00:02:39
Agencies are required by the Assembly bill. 00:02:45
481 to get approval from the governing body for the equipment owned. 00:02:48
There is currently no SRU equipment owned or maintained by the City of Pacific Grove. 00:02:52
We have one officer on the Special response unit and we have two members on the crisis negotiation team that responds out with 00:02:58
SRU. 00:03:02

Next. 00:03:15
And any questions? 00:03:16
The public or online? I don't see anybody online. 00:03:20
I must stop sharing so I can see my screen a little better. 00:03:24
