Somebody like to make a motion. | 00:00:10
I make a motion to approve. | 00:00:15
2nd. | 00:00:18 | |
Everyone in favor? Say aye. | 00:00:21
And chair walking stick. If you wouldn't mind A roll call. Oh, absolutely. I'm so sorry. | 00:00:28
Commissioner Gorman. | 00:00:34
Commissioner Brisson, President. | 00:00:37
Chair walking stick. | 00:00:39
Present Commissioner Myers. | 00:00:41
Present Secretary Dunn. | 00:00:44
Present Commissioner Rudin present. | 00:00:46
And Vice Chair Lee. | 00:00:49
Is currently not present, but we're hoping she arrives shortly. Absolutely. Thank you. | 00:00:52
OK, Commission and staff announcements. | 00:00:59
Let's start with Commission, Anybody, Commissioner, Person. | 00:01:04
OK, I'd like to thank the city and especially George, for the quiet seal and no drone signs at Hopkins Beach. | 00:01:10
The signs are really helping to maintain quiet for the pregnant and popping seals. | 00:01:19
And the signs have been really well received by the public. People are at the fence, whispering. | 00:01:24
So they've been really great. | 00:01:30
These signs are temporary. George is working on permanent signs. | 00:01:33
And my understanding is that protective fencing has been requested for 5th St. | 00:01:38
I don't know if you have any further comment on science, George. | 00:01:44
Commissioner, prison and chair walking stick, Yes, we will be making permanent aluminum backed signs that will be. | 00:01:49
Installed after the pumping season just to avoid any noise disturbances. Digging the post holes for those. | 00:01:58
And the Bay Net volunteers have requested the lattice fencing and the kind of the whole string of signage that will be put up | 00:02:03
shortly, I'd say in the next few days. | 00:02:09
Yeah, great. Thanks so much, George. We really appreciate that. | 00:02:16
I also would like to thank the PG police. | 00:02:22
There were some incidents at Hopkins recently, some drones flying. | 00:02:27
And also some trespassers inside the fence at Hopkins. | 00:02:32
That actually flushed the seals off the bleach. | 00:02:37
My understanding is the police. | 00:02:42
Spoke to these individuals following the. | 00:02:45
Trespassing event I. | 00:02:49
Additionally, I just with Monarch Season wrapping up, I'd like to thank all who attend for the sanctuary. | 00:02:52
And don't know if George, if we have any updates on that as well. | 00:02:59
Thank you. | 00:03:02 | |
Any other commissioner updates? | 00:03:07
That can be updates that anybody wants to make. | 00:03:11
Rebecca. Announcements. I'm sorry. I'm like, Nope, you're you're here. Can we mark that Commissioner Lee has. | 00:03:14
Come in at so on three. | 00:03:22
Go ahead. No. OK, thanks. Callum is having a workshop that's part of their conservation programs on Wednesday, March 20th. In the | 00:03:27
evening. It's online. It's to align with the EPA's Fix a Fix a Leak Week, and it's their outdoor leak detection. | 00:03:37
Offering and it's interactive workshops you can take your. | 00:03:48
Issues or whatever around your home and have a discussion about it as well. I had three questions I wanted to ask George. | 00:03:53
Is that OK? | 00:04:02 | |
Announcements are for. | 00:04:05
Kind of like a monologue, so that we. | 00:04:07
Won't have discussion, so you can point them out in your questions on your announcement and then maybe he can answer them in his | 00:04:12
announcements. | 00:04:16
OK, OK. | 00:04:20 | |
Want me to do that now? | 00:04:22
Are you finished with your announcements? Yes. | 00:04:24
OK. Then we'll move on to. | 00:04:27
We will move on to staff announcements. | 00:04:30
Thank you. First off, I'd like to announce that the city is planning an Arbor Day planting event. | 00:04:33
April 6th. | 00:04:40 | |
From 10:00 to 12:00 o'clock 10:00 AM to 12:00 PM. | 00:04:42
At the the short side of George Washington Park. So Short and Bentley we're going to have. | 00:04:46
50 plus trees for planting. | 00:04:52
And we're going to have the and then a large ceremonial tree that we'll plant as a group of a little talk from the arborist and | 00:04:55
we'll be giving away kind of promotional watering cans to the the 1st. | 00:05:01
So many people that show up. | 00:05:08
So really looking forward to that. | 00:05:11
And there was a request from the Commission to have an update of the monarch sanctuary and I think mostly because there was a | 00:05:13
brush fire. | 00:05:18 | |
Earlier this month on March 7th in the early evening, and I just want to say thank you to the the fire department, Monterey Fire | 00:05:23
Department that their quick response kept it to a relatively small area. | 00:05:28
We're about 10 foot feet by 10 feet, but up 10 or 15 feet, one of our eucalyptus raised up against the fence line, the southwest | 00:05:35
fence line. | 00:05:39 | |
So, really scary, but thankfully it was after a wet portion of the season and the fire department was quick to respond, but | 00:05:43
otherwise, unfortunately I don't have any further information. | 00:05:48
Commissioner. | 00:05:55
Is there any knowledge about the source of that fire? | 00:05:57
Not at this time, and it's nothing that I'm holding back at. | 00:06:01
Just no information is available. | 00:06:05
Is it suspicious do you think? Or is that beyond your beyond me? OK, thanks. | 00:06:08
What? Could you tell me what time the planting is again? | 00:06:14
10:00 AM to 12:10 to 12:00, OK. Thank you. | 00:06:19
Yes. Hey I I actually have some staff announcement. I love it. I have some upcoming volunteer events. So we are having our Perkins | 00:06:27
Park annual cleanup on Saturday, April 6th from 9:00 to noon. | 00:06:35
Everyone can go to the city website to the calendar is the easiest way to access registration and information. So you can go to | 00:06:45
the City of Pacific Grove website, go to the city calendar to April. | 00:06:51
And then go to April 6 and there's a link. You can click on that and you can register. That helps me know how many people are | 00:06:58
coming so I can prepare with goodies. I'll have coffee, pastries, bagels, snacks, beverages. Umm, we'll have tools. It's a great | 00:07:05
opportunity for the community to get together and work along the beautiful coastline. It's a really fun event. I also have the | 00:07:11
spring dates for our trash pickups. | 00:07:18
So the Trash Pickups is an effort, a collaboration between the City of Pacific Grove and Sustainable Pacific Grove. | 00:07:24
We have trash pickups where people can meet in Jewel Park on the 2nd Saturday of each month. | 00:07:33
So right now, people can register to sign up for April 13th. | 00:07:39
May 11th. | 00:07:43 | |
And June 8th. And those are the second Saturdays of each month. | 00:07:45
It's from 11:50 each of those dates. | 00:07:49
And you just show up in Jewel? | 00:07:53
We give you some, a bucket and a trash picker upper, and you can go to the downtown corridor or down to the coast or the side | 00:07:55
streets. | 00:08:00 | |
So, all right. Thank you very much. | 00:08:06
Fantastic. Thank you, Miss Colony. It looks like April 6th is a very busy volunteer extravaganza day. | 00:08:08
Awesome. | 00:08:15 | |
OK. Is there any written, general public comment that we should be made aware of? | 00:08:18
Ready. OK. | 00:08:24 | |
Let's move to the approval of the Minutes I. | 00:08:29
We've got January and February in here, so let's start with January 2024 approval of the Minutes. | 00:08:33
Or do we have any edits? | 00:08:38
I'm sorry, Council. | 00:08:41
Oh, I apologize. Yes. Thank you, Susan. Umm. | 00:08:43
Council liaison announcements. | 00:08:47
Mr. Coletti, Councilmember Colletti. | 00:08:50
Good afternoon, Commissioners of quick announcement regarding the revised. | 00:08:53
BCC hand. | 00:08:59 | |
That's on our March 20th. | 00:09:00
Agenda Council's agenda. I did send you a link. | 00:09:04
And at the bottom of the agenda report there are copies of. | 00:09:09
The red line version and then the clean copy. | 00:09:14
Of the newly revised BCC handbook. | 00:09:17
So you have a link to that, and I also included a section of our municipal code. | 00:09:21
Details the powers and duties of the BNRC just as a supplement to that. | 00:09:26
And also regarding the fire in the Monarch sanctuary, I did, I did speak with Chief Miller about that and he said. | 00:09:32
There was number evidence of any. | 00:09:40
Of any kind that indicated it was a. | 00:09:44
It was set on purpose that that was what he reported to me. Have a good meeting. | 00:09:48
Thank you, Councilmember Coletti, OK. | 00:09:56
Yeah, I and. | 00:10:00 | |
It's my first real meeting so I please bear with me and. | 00:10:02
Help me out. Thank you general public comment. | 00:10:07
This is on right? | 00:10:22
Yeah. Hello. Yes. Thank you so much. Good afternoon and thank you all for your service. | 00:10:23
First I was looking at the city's website and when you Google city of Pacific row and then you click on the link. | 00:10:31
The first thing that you see which is great, are three big circles and one says leisure, residents and business. And I think it'd | 00:10:39
be wonderful to add a 4th circle that says wildlife. | 00:10:45
And people could click on that and there would be all the information. | 00:10:51
And it would be easy for. | 00:10:56
Our visitors as well as our residents instead of having to surf through. | 00:10:58
The actual website and go into the code and all those other kind of stuff. Anyway, just an idea. | 00:11:04
Secondly, I was reading the code about fencing. | 00:11:10
And um. | 00:11:16 | |
If you drive around town in the residential areas. | 00:11:18
There is all types of different kinds of fencing, and it's. | 00:11:22
For the most part, in my opinion, not only an attractive. | 00:11:28
It's really inconsistent I think with what the code says. | 00:11:31
And I've seen fencing that goes far beyond the six feet allowance because. | 00:11:36
People are adding. | 00:11:42
Wire netting and all this other kind of stuff. | 00:11:44
On already existing fencing, so it'd be great to have. | 00:11:47
Someone from the Planning Commission or whatever. | 00:11:52
Come and talk about fencing to try and create a more. | 00:11:55
Clearer picture of what it really should be looking like, like anyway. And so I'm here to announce also that my partner Renee. | 00:11:59
PGDR Awareness We've gone into agreement with urban trappings, who will come and remove deceased deer from private properties | 00:12:09
only. | 00:12:15 | |
In Pacific Grove. | 00:12:22
And the removal is funded, so it will cost our residents nothing to have that service. | 00:12:24
We will be making a more broader announcement and putting out the contact information that will be needed and I know the city is | 00:12:33
working on something with regards to public property, so however that information is listed, our information will be listed along | 00:12:39
with it. So thank you very much. | 00:12:45
Yes, Garcia Garcia. | 00:12:54
Thank you, Carmelita. | 00:12:58
Do we have any other public comment? | 00:13:05
Chair walking stick. We have one hand raised in the virtual audience. I'll open the floor to Lisa Gianni. | 00:13:09
Thank you. | 00:13:15 | |
Let's see. I wanted to say I love Carmelita's suggestion about a wildlife bubble on the city's home page. I think that would be. | 00:13:18
Super because it is very difficult to navigate the city's website and and that would just make it. | 00:13:28
Really easy and yeah, inviting. | 00:13:37
Also, I'm so glad to hear that the quiet signs are effective, that that people are actually whispering. I mean that that's. | 00:13:43
That's super and. | 00:13:52
I thought there was, oh, the Arbor Day planting event, the promotional watering cans. I just wanted to find out, are those made of | 00:13:56
plastic or or what are they made of? I hope not plastic. And my final. | 00:14:04
Item is just a question. I'd love to hear an announcement about the. | 00:14:14
Black Oystercatcher, MO U as we're. | 00:14:21
Entering. | 00:14:26 | |
Nesting season. All right. So thank you. Thank you for all your good work. | 00:14:28
That's it. | 00:14:35 | |
We have a hand raised from Ingo Lawrence and Domin. | 00:14:41
I'm offering thanks also for all the good information and thank you Carmelita for the urban trapping. | 00:14:48
Agreement. | 00:14:58 | |
I don't have any dead deer on my property yet, but my neighbor did and was beside herself. And I mean, this is a few months ago, | 00:15:00
but thank you very much for moving forward and doing that agreement. I appreciate that. Thank you. | 00:15:09
Thank you. | 00:15:23 | |
Don't put their hands raised. | 00:15:27
OK. Now let's move on to the approval of the minutes. | 00:15:31
January 2024 Are there any edits? | 00:15:40
Or are we ready to approve those Minutes? | 00:15:44
I actually see that here the date is Tuesday, January 130th. So that is one small edit. | 00:15:48
Anybody else? | 00:15:59
OK, so can we. | 00:16:02 | |
Move on that with that one small edit or. | 00:16:05
OK. | 00:16:08 | |
Would somebody like to make a motion to move the January 2024 minutes? | 00:16:10
Make a motion to move the minutes forward. | 00:16:19
2nd. | 00:16:23 | |
All in favor. | 00:16:26 | |
Aye. | 00:16:27 | |
And how about? | 00:16:30
February 24, 2024 minutes Are there any edits or would somebody like to make a motion to move them in the minutes be? | 00:16:34
Approved. | 00:16:44 | |
I move to approve those minutes. Thank you. | 00:16:46
I second. | 00:16:49 | |
All in favor. | 00:16:52 | |
Aye. Thank you. | 00:16:53
All right, let's move on to our regular agenda. | 00:16:57
This afternoon we have. | 00:17:02
City Interim City Manager Robert Pearl with us to speak on City Council and BNRC goal alignment. | 00:17:05
Madam Chair, Members of the Commission, first of all I would like to thank you for the invitation to come in and present the | 00:17:16
city's. | 00:17:20 | |
Goals and priorities and and the work plan and the progress made thus far. | 00:17:26
By way of background. | 00:17:34
Goals. | 00:17:38 | |
Priorities, Milestones are extremely important to the entire organization. | 00:17:38
Commission, committee, council members, staff members, it actually helps to put everyone. | 00:17:46
Sort of in a focus as to what the cities. | 00:17:55
Uh, priorities are. | 00:17:59
And this is really a very integral part. | 00:18:01
Of the budget process, in fact, it actually provides the structure for the development of the budget itself, once those budget | 00:18:06
priorities are adopted by the Council. | 00:18:13
Back in. | 00:18:21 | |
2023, so when they were just beginning to discuss this particular fiscal or or last particular fiscal year. | 00:18:24
Excuse me, the one that is just presently ending 2324, the the Council participated in a facilitated goal setting session. Some of | 00:18:36
you may have seen it or participated in it at at that time and essentially what came out of that were? | 00:18:45
For a. | 00:18:57 | |
Priority goal areas and those included recreation infrastructure, environmental stewardship. | 00:18:58
And housing and I'll talk about those in in just a few minutes, but as I said. | 00:19:06
With the adoption of these goals, it really sets the structure and the direction for the entire organization. Once the budget is | 00:19:14
developed, I will say it's kind of a road map for the operations of the city. | 00:19:23
And it along with its the community goals and work plans are actually living documents. It's like things aren't cut in stone per | 00:19:32
SE, but as we know as we go and proceed through the fiscal year, things change and sometimes don't occur or maybe they do occur | 00:19:42
even faster than we anticipated. So it is important. | 00:19:51
That periodically the Council. | 00:20:02
Along with their budget review, review the progress that they are in fact making. | 00:20:06
With their work plan. | 00:20:11
In on February 28th, what I was pleased to do was to actually present an update to the Council. | 00:20:14
And the progress of this work plan that actually encompasses 2 years. | 00:20:24
And it was intended to do that with. It was set up purposely to do that. | 00:20:30
In the years that are really covered by this poor plan are 23 through 25 S having a discussion at this point as we're beginning to | 00:20:37
develop the. | 00:20:43 | |
Actual budget for the 2425 fiscal year. It is certainly appropriate. | 00:20:50
And I will now take you through that progress report. Umm. | 00:20:57
And George has been so kind as to put it up on the screen, so hopefully you can follow along with me. And it's important to look | 00:21:03
all at all of the goals so you understand everyone has an understanding of of what the entire work program looks like. | 00:21:13
The first one was actually or. The first work priority is recreation services. | 00:21:23
And what it initially talks about is submitting A comprehensive plan to the City Council. | 00:21:29
That would increase the use of some of our recreation facilities. | 00:21:37
And this was actually met. So that's that's been done. And and what the council's primary concern was they wanted to see an | 00:21:45
expansion of recreation programming and that of course meant recruiting and onboarding staff. | 00:21:53
With the first year of that expansion now now fairly complete. | 00:22:02
The hiring for the first season, if you will, the summer season. | 00:22:10
Of 23 was completed. In an additional fun Intel were served from the recreation program. We're repeating that process as we speak, | 00:22:15
so I know that they are. | 00:22:24
Very. | 00:22:36 | |
They being the recreation department, is very active in beginning to set up their programs for both the the spring and the summer. | 00:22:38
There, you know will be day programs at the youth center. | 00:22:45
We're working with the Pacific Grove Unified School District and they'll also be a day program. | 00:22:53
At the at the elementary school, we're also in the process of trying to expand the pool program, so hopefully that will all. | 00:23:01
See progress as as we. | 00:23:15
Continue. | 00:23:18 | |
So we're continuing to make, I would think, good progress with our recreation programs. The one thing that we still need to | 00:23:20
complete is the evaluation of fees. | 00:23:27
For use rental of facilities. | 00:23:33
Uh, Chautauqua Hall, etc. And I I know that the fees are being worked on and I would expect that they will be presented before the | 00:23:37
end of this fiscal year. So George, if we can move to the next one. | 00:23:44
The next goal priority area is whoops is actually infrastructure. | 00:23:53
And the main goal under infrastructure is to enhance the process prioritization and scheduling and completion of CIP projects. | 00:24:01
A key to that is actually doing an assessment of some of our major city facilities. | 00:24:15
And we have actually we're in the process of selecting A consultant should have that selected by the end of the month that will | 00:24:22
actually access. | 00:24:28
Uh, those. | 00:24:35 | |
The assess those facilities and it really includes a Police Department, this building, the fire fire department, obviously the | 00:24:38
youth center and the corporation and it's a part of identifying what those repair priorities are so that we have a better feeling | 00:24:45
of what, where and how to fit them into a CIP. | 00:24:53
The other direction or milestone that the Council wanted us to focus on was to implement recommendations for a kind of a | 00:25:02
revitalization of the capital improvement program and staff is working on that as I speak and we hope to have a a new. | 00:25:12
CIP format to provide to the to the community. | 00:25:24
As we get closer to May. | 00:25:31
The complete policy is also a major milestone of Complete Streets. | 00:25:35
Program to adopt and implement the design of safe walking pathways. | 00:25:44
Sidewalks and path. | 00:25:50
Lanes including signage. | 00:25:52
And we've had some initial discussions with Tamsi, but to be honest, we have a long ways to go with this and it's going to take a | 00:25:55
little bit more focus and effort on our part, working with the traffic Commission, et cetera, to bring this and the Planning | 00:26:01
Commission to bring this forward. | 00:26:08
If we could go next to environmental stewardship, this is. | 00:26:16
I know an area that is. | 00:26:21
Extremely important to this this committee. | 00:26:24
The first goal is to initiate and complete a climate action and adaptation plan. | 00:26:29
And we have a subcommittee, council subcommittee that is working on that Council member Coletti as well as McDonald, I believe are | 00:26:38
are the two members of that subcommittee and in the review of. | 00:26:47
This effort, the subcommittee indicated they they know they need to make some progress here. | 00:26:58
What that means is actually getting through the process of selecting. | 00:27:08
A consultant that will actually help with the drafting of the Climate Action Plan. | 00:27:13
And then once that's to be done. | 00:27:22
We would. | 00:27:26 | |
Bring that to the BNRC. | 00:27:29
And that's probably not going to happen right now. I would say if we were lucky, it would probably be. | 00:27:33
Sometime in the fall when you've got a lot, once the consultant is selected, you have to have a little bit of time for the | 00:27:41
completion of the report. So that's. | 00:27:46
Kind of what I would see that is going. | 00:27:53
The next goal area is to initiate and complete a citywide tree improvement and management plan. | 00:27:57
Part of this is obviously to complete the comprehensive Title 12 revisions, which I know that. | 00:28:06
You're all familiar with and focus on replanting compliance and tree appeal process. | 00:28:15
And you've already conducted the initial review on on the tree program, I mean on the Title 12 program. I understand you. I | 00:28:25
actually attended that initial review. So I know that you're bringing it back and I believe it'll be on your agenda next month, if | 00:28:32
I'm not mistaken. | 00:28:39
And what at least from staff's perspective we're hoping, I mean that happens is at that time you would be able to sort your way | 00:28:47
through it? | 00:28:52 | |
And as it is so very important to provide that. | 00:28:59
Recommendation to the City Council. | 00:29:04
That would be the next step. | 00:29:06
With those revisions. | 00:29:10
Another milestone is to plant and maintain at least 150 native trees on public property and public right of way. | 00:29:13
There has been some progress there, there is some planning that has has gone on, but it certainly isn't meeting quite yet the | 00:29:25
numbers we had hoped for. | 00:29:30
I think. | 00:29:37 | |
One of the things that we have recently done is we've actually augmented a public works staff. We're actually hiring someone that | 00:29:39
would be available to. | 00:29:45
Make sure that the those trees wounds planted are. | 00:29:52
Purposely. | 00:29:57 | |
And looked after and ensure their health. | 00:29:59
I will say that, and when I conclude my record in a few very few minutes, I'll give you what the Council direction was. | 00:30:04
And I'll I'll say that one of the things that they wanted to see as a council priority for the coming year was to expand the the | 00:30:12
tree planning program. | 00:30:18
So that will need to be included in the new budget. | 00:30:25
The next is to protect wildlife in habitat. | 00:30:31
I'm I'm pleased to actually be able to report that the subcommittee that is working on the wildlife protection plan basically had | 00:30:36
completed their review of the plan. | 00:30:44
Just within this last week. | 00:30:52
So I expect that they. | 00:30:56
That the consultant will be making those final adjustments to the protection plan and then we'll be forwarding that plan back to | 00:30:58
the BNRC. I should think that this won't take very long at all. | 00:31:06
It could be possible that you could see it next month. It may be a bit difficult for you to undertake both Title 12 revisions as | 00:31:16
well as Wildlife Protection program, but. | 00:31:22
We'll we'll see how that all works out. | 00:31:29
One of the things that the the. | 00:31:33
The protection plan does call for is the retention of additional CSO's Community Service officers. | 00:31:38
And the assignment of those community service officers as part of their municipal duties is to actually go out and patrol the | 00:31:48
areas. | 00:31:55 | |
Especially the habitat areas and especially the the coastline. | 00:32:02
At the present time. | 00:32:07
The budget calls for the hiring of four. | 00:32:11
We have two that are fully on duty, one that is about to complete what's called their field training. | 00:32:14
Exercises and join the full. | 00:32:24
Be able to be out on their own and then the last and final uh, hiring is actually there's an individual that's been selected. | 00:32:28
That is going through the. | 00:32:39
Background check at the present time, so we're getting close, I will tell you. | 00:32:42
That with those that have. | 00:32:49
Two and shortly three CSO's that have all been that are there and are no longer in the need of the field training. | 00:32:52
They've all received some UH training in wildlife protection procedures. | 00:33:04
And they in fact are, are now out there. You may see them. | 00:33:11
Because they're spending, even now, beginning to spend part of their time. | 00:33:17
Patrolling the the habitat areas. | 00:33:23
So that's that's really good news. | 00:33:26
The other is to review an update. | 00:33:30
The George Washington Park Master plan, the consultant has been selected to do that and is actually out there and doing it. It's | 00:33:34
it's expected to take about a year to complete. | 00:33:42
Before I skim over it, I I should also let you know that an effort has been going on to do. | 00:33:51
Local coastal plan amendments. | 00:34:01
That would also impact the coastal zones, lands within the coastal zones relative to habitat and wildlife protection measures. | 00:34:05
We've had a bit of difficulty in finding a consultant to do that for us, the RF. | 00:34:14
He went out twice. | 00:34:24
You know, the first time through we didn't get any respondents. | 00:34:27
We sent it out a second time and did. | 00:34:32
Get a respondent, but the one that did was at an excessive cost far and above over the. | 00:34:36
The the budget. So we're going to have to rethink how we. | 00:34:44
Attack. Getting that done. | 00:34:52
Finally, our fourth goal area is housing. Housing, as you know, has been a. | 00:34:55
A big focus for the city throughout the last year and it will continue to be. | 00:35:03
In the coming here and just very briefly. | 00:35:09
Planning staff is in the process of. | 00:35:14
You know, looking at the way of grandfathering existing non conforming ADUS. | 00:35:17
That is an ongoing process. | 00:35:25
We have made some recent progress with it, but we still have a ways to go. | 00:35:28
The the major area of focus is obviously been to complete the housing element, which is something that is done. | 00:35:33
Required by the state. | 00:35:43
And we did meet the requirement to submit the the draft of the housing element by the end of the calendar year. We've got had | 00:35:47
revisions. | 00:35:53 | |
To it I. | 00:36:01 | |
We are also, as you may know, one of the requirements is of the housing element is to show that the city has the capacity to | 00:36:03
generate. | 00:36:09 | |
Enough 1200 housing units, which is. | 00:36:17
A huge number within the eight-year cycle. | 00:36:21
So we're in the process of doing further evaluation on how that would be accomplished. There were some sites that were originally | 00:36:25
identified as potential capacity bearing sites. | 00:36:32
But those would require votes of the public and so the council has decided that the best way to try and deal with that is to go | 00:36:40
out and seek. | 00:36:45 | |
Alternative sites. So that's where we're at. With that I I will tell you. | 00:36:51
I am real pleased. We have a new community development director on board and she's doing an excellent job and really I think with | 00:36:58
her leadership. | 00:37:05
A lot of progress will be made without the housing element itself. | 00:37:13
I would say that the the final thing is the Council has and continues to maintain a milestone of initiating. | 00:37:19
A feasibility and site selection process for an affordable housing project is some sort within the city. | 00:37:28
Umm and uh, we were because of the the changing in staff and the heavy workload by the housing element. Uh, we we haven't been | 00:37:38
able to do that. | 00:37:45
Make much progress there, but the council wanted to be sure that it's maintained as a goal and priority for the second part of the | 00:37:52
year. | 00:37:57 | |
At the at the conclusion of all of that. | 00:38:02
The council gave us specific direction as to what they wanted to be sure was also addressed in in the new budget and there's a | 00:38:06
list of items. I'll just go through them briefly. One is to provide at the advanced life support. | 00:38:16
Element add that to our fire responding capabilities so that when we don't have that at present here in PG but advanced life | 00:38:29
support, the capability of providing that is extremely important especially as we're dealing with an aging population so. | 00:38:40
We're going to be adding that. | 00:38:53
We are going to review. | 00:38:57
The and and. | 00:39:03 | |
See if we cannot include the hiring of a full time forester. | 00:39:05
Uh, here as a staff member at the city and and that should be a help us out, especially with the environmental stewardship | 00:39:12
programs. | 00:39:18 | |
We are committed to making a measurable progress in the development of the Climate action plan. | 00:39:27
As I've already mentioned, extend the tree planning program. | 00:39:35
Retain, if possible, a professional grant writer Which? | 00:39:42
Would most likely help the the whole organization set aside funds for. | 00:39:47
The. | 00:39:55 | |
Or to address the issue of the retirement programs liability amounts, it's a. | 00:39:57
A big dollar amount. I include the construction of parklets. | 00:40:03
Expand and improve the use of the swimming pool as I've already mentioned at Lovers Point So. | 00:40:08
Those are the directions that the Council gave us and we'll be addressing each of those items as as we prepare the. | 00:40:15
The budget That concludes my report to you, and I'm available for any questions you might have. | 00:40:24
Thank you, Mr. | 00:40:34
Are there any Commission questions, Commissioners? | 00:40:37
More comments. | 00:40:45
Thank you for that. | 00:40:47
One of the issues with the youth center was not only to bring in more. | 00:40:50
Activities for youth, but specifically the middle school age range. So I hope that is still a goal. We I think everyone here | 00:40:56
absolutely supports a full time forester. | 00:41:01
Thank you for that. | 00:41:06
And I wanted to know when the Csos were being trained was that based on Dara Sanders report and all OK, good and. | 00:41:09
The when you talked about the. | 00:41:20
Person helping the trees that will be planted to reach maturity, was that the the part time position that was funded by the CIP? | 00:41:24
Yes. And so that person has been hired, I believe so. OK, excellent. | 00:41:30
And. | 00:41:39 | |
With regard to the title 12. | 00:41:42
Our comments were to be integrated into. | 00:41:45
I guess we're calling them the revised revision, right. Right. So do you have any idea when those will be available for the public | 00:41:49
to view? You know, I'd have to check with Public Works on that. I know that their target date was to make sure that they came back | 00:41:56
to you, I think at the next month. So I would anticipate they'd probably be available. | 00:42:03
Early early April. | 00:42:12
OK. The more time the better because they're long. Thank you. | 00:42:16
Commissioner Dunn. | 00:42:22
Thank you for that extensive and very, very well put together report I have. I'm continuing to be the broken record, but under the | 00:42:24
streets policy, I wonder if that is an appropriate slot to consider increased St. sweeping for the city. | 00:42:33
I continue to have concerns about what gets. | 00:42:43
Swept into the Bay. | 00:42:47
OK, you know, I haven't heard that addressed at this particular point, but I've made a note of it. | 00:42:50
And Joe, walking sick, if you don't mind an interruption that perhaps at some point we could open this item for public comment. | 00:43:02
Absolutely. | 00:43:05 | |
Let's go to public comment. | 00:43:09
We do have a hand raised in the virtual audience. We'll start with Lisa Gianni. | 00:43:18
Thank you. | 00:43:24 | |
Regarding infrastructure. | 00:43:27
I I just want to I I didn't hear it mentioned. I wanted to bring to BNRC's attention that on tomorrow's. | 00:43:30
Council agenda is the Great Tide Pool trail repairs and. | 00:43:39
I think that's one to read the agenda report, I hope you will and and listen to the. | 00:43:46
Council presentation and see what you think because. | 00:43:56
I am very concerned that the. | 00:44:02
The original mistake that led to this. | 00:44:05
Degree of damage. | 00:44:10
Uh, constructing the trail it. | 00:44:14
Below the 20 foot elevation level. So in other words where the waves run up and and winter storm surf. | 00:44:18
Is extraordinarily powerful it it moves boulders. | 00:44:27
It so I. | 00:44:34 | |
To repair the trail in the same footprint where it's been, I think it is a big concern. | 00:44:37
And it, yeah, it's. | 00:44:48
Not ideal. It will. It was never ideal habitat wise, other than the habitat restoration that was fabulous but staying back. | 00:44:52
Away from the beach and the wave run up is huge and there's other issues as well to do with the if if you're familiar with the | 00:45:02
shoreline management to to do with all the concrete debris that has not been cleaned up. | 00:45:11
From the destruction of the trail and concrete actually wasn't supposed to be part of it, but but you'll see large and small. | 00:45:22
Masses of concrete debris out there. | 00:45:34
Anyway, I if if you haven't walked there recently, I think it'd be great for you to go out there and see see how how you see it. I | 00:45:39
am I I do like the suggestion of having. | 00:45:46
A viewing platform at the upper level where the where the great type pool interpretive sign is right now and that's what. | 00:45:54
My husband and I encouraged back in 2017. | 00:46:04
And. | 00:46:09 | |
A new bench has been put in down at the low level. | 00:46:12
Which is? | 00:46:18 | |
Which is really surprising to me, so. | 00:46:19
It's a. It's a big issue There's there's a. | 00:46:22
Sorry, I. | 00:46:27 | |
Just went blank with the time running out but with. | 00:46:31
I can't come up with it the the plants, the native plants that are that are endangered plants there. There's so many different | 00:46:36
natural resource issues there. Thank you. | 00:46:41
Thank you, miss. | 00:46:49
We have no further hands raised. | 00:46:52
Yep. | 00:46:54 | |
Can we handle your Commissioner comments or questions? | 00:46:58
I just had one more question. When we were talking about the Csos, there was much discussion of perhaps getting a bicycle so that | 00:47:03
they could go up and down the bike trail. Has that been revisited at all? I don't know. I'd have to check with the with the Chief | 00:47:08
on that. | 00:47:12 | |
Thank you. | 00:47:19 | |
So my as far as discussion is concerned for this, I my thought was that we could come together with kind of a more general | 00:47:22
objective or vision statement for the BNRC that aligns with I know I said that in there aligns with City Council and city | 00:47:29
management goals kind of to find our voice in this. | 00:47:36
I don't know if anybody had like really has an idea. Like, I know we talked about the within our subcommittees having goals, but | 00:47:45
what about us as a Commission and how does that work together with City Council and management trying to find this thread of | 00:47:51
alignment that we can start working with and together as a voice? | 00:47:58
Commissioner Lee. | 00:48:06
On our next agenda item when I was going through. | 00:48:10
The standards and our powers and and duties. I started putting post its next to the ABC and D and I was hoping we could have a | 00:48:14
discussion. | 00:48:18 | |
About specific actions we could be taking that would address those powers and duties and. | 00:48:23
And then I confuse myself because I said, well, wait a minute. | 00:48:31
How do we do that? How do we have? | 00:48:35
DNRC goals. | 00:48:38 | |
When the actions kind of get carried out by the subcommittee, so. | 00:48:40
I think it would be maybe a. | 00:48:44
A massive list that we're not going to be able to get to all of it at all and then maybe we could identify things and then it | 00:48:49
would kind of circle back to what you're asking us now. | 00:48:54
Absolutely. So this is conceptualizing and and thinking about more of the togetherness and what that looks like I. | 00:49:00
Didn't imagine that. | 00:49:11
Actually come up with it right now on the spot today, but to talk about it and see where we might go and maybe after the | 00:49:12
presentation that I'll be doing next, some other things come up. | 00:49:18
Does anybody else have any thoughts on that or we're we'll move forward and OK? | 00:49:27
Absolutely, Commissioner Burston. | 00:49:34
Yeah. So I'm just sort of thinking out loud here. Perhaps we can create kind of a mission statement from duties and | 00:49:37
responsibilities, which I think is. | 00:49:41
You know, they're kind of. | 00:49:46
Maybe three points. | 00:49:48
And then develop general goals as a Commission with these milestones in mind. | 00:49:50
Thank you. I like that. | 00:49:59
Thank you. | 00:50:01 | |
Great ideas. | 00:50:03 | |
Thank you. | 00:50:04 | |
OK, I think we're ready to. | 00:50:06
Move forward. | 00:50:10
With umm. | 00:50:12 | |
Agenda Item 7B BNRC Duties and responsibilities, Procedures and Protocols and that is me. | 00:50:13
The purpose of this presentation is to set the stage for 2024 BNRC year. | 00:50:26
What the BNRC does, is does and how we do it. This may seem a little redundant for some, so I included some really pretty pictures | 00:50:32
of Pacific Grove, compliments of Kim Aikman and to help remember why we love this place so much and what we are working towards in | 00:50:38
the first place. | 00:50:44
Slide 2. | 00:50:50 | |
So almost four years ago to this date. | 00:50:54
My husband came home from work and told me that he would be a remote working for an unknown period of time. I'm sure we all kind | 00:50:58
of fell into a category like that was someone right around Saint Patrick's Day. That was the beginning of a shift and change in | 00:51:04
our day-to-day environment that would extend well past the two weeks that we were all preparing for, right? So Fast forward to | 00:51:10
2023, one year ago from this March BNRC meeting to the date was our first required back in person meeting for us as a as a | 00:51:16
Commission. | 00:51:22 | |
That's it's time. Crazy. Wow, right? Like. | 00:51:30
We've all been through a lot of changes over these past few years. In some ways it feels like we're stepping right back into how | 00:51:34
it was prior to 2020. But it's easy. It's not quite as the same as it was. | 00:51:41
I personally will admit that I've definitely felt the fight and I've felt the flight and that's what this elicits in US. | 00:51:49
It's not always easy to see what side is up. This past year has been bumpy, trying to find footing in our lives and how to operate | 00:51:58
back in society. We're all at a huge learning curve here, and we're kind of making up reality as we go. I've leaned into a | 00:52:05
foundation that's got me through years as an actress and a collaborative fashion designer. Freedom through structure. What does | 00:52:12
that mean exactly? It's like poetry or music. There's a structure to which to create. | 00:52:19
We're creative. This concept can be the formula to great success. | 00:52:27
So after a year on this Commission, I can see that the structure of what the BNRC is, what we do and how we do things need some | 00:52:33
dusting off. | 00:52:37 | |
A fresh look and a fresh attitude. | 00:52:42
So this afternoon I'm going to summarize a few things from Chapter 3.24, the BNRC Standards, Duties and Responsibilities, the BNRC | 00:52:45
Handbook, and highlight a couple of important points from the Brown Act. My hope is to set the stage for a successful year in the | 00:52:50
BNRC. | 00:52:56 | |
So my personal objectives are alignment, finding our voice objectives and footing so we can best align with City Council, city | 00:53:04
management and DNRC. | 00:53:09
I mean big aspirations, but let's give it a whirl. Transparency. I'm a very transparent person. | 00:53:14
Umm, planning ahead. Let's aim to get ahead of things instead of always feeling behind. | 00:53:20
Recognizing and supporting each other for our strengths. | 00:53:26
Focusing on our weaknesses or the weaknesses of others will sink the ship. | 00:53:29
Early on I had the opportunity to do a wedding event with Don Murphy and he told me it's not about the wins and losses. | 00:53:35
It's about what's best for Pacific Grove. | 00:53:43
I kind of consider that my mantra now. | 00:53:46
So I'm here to raise the bar in myself and to inspire others to do that as well, I believe, if all these things. | 00:53:49
With all these things happening, all boats will rise in a tide and success will be attainable. | 00:53:57
Next slide. | 00:54:03 | |
So what is the BNRC? It's the Beautification and Natural Resources Commission. We, as the BNRC, are tasked with preserving our | 00:54:06
natural resources. | 00:54:10
And the existing assets of heritage in the city, arts and culture for the benefit of future generations. | 00:54:15
Also preserving the natural beauty and that which has been damaged or destroyed to be replaced. | 00:54:22
Duties and responsibilities. I know it says powers and duties. With a great. With power comes great responsibility. | 00:54:29
As we as the BNRC are to support. | 00:54:36
Encourage and facilitate, I would even say inspire, conservation, restoration, beautification. | 00:54:39
And improvement of natural resources in the city through projects, programs, and activities. | 00:54:47
Some examples include assist in development of educational and informational programs for urban reforestation, preservation, | 00:54:55
protection of trees, vegetation. | 00:55:00
Wildlife habitat, monarch sanctuaries, water recyclables and reuse matters. | 00:55:06
We are to advise and give recommendations. | 00:55:13
To the City Council and from time to time, other boards and commissions. | 00:55:16
On landscaping, beautification projects, design plans, maintenance for publicly owned properties. | 00:55:21
Facilities, parks, butterfly habitats, recreation trails and shorelines on ordinances and amendments relating to construction and | 00:55:28
development in the city regarding the all the affirmation. | 00:55:33
Aforementioned. Umm. | 00:55:39
Recommendations to City Council on arts and gifts that would live in on city property and to advise on all matters concerning the. | 00:55:42
Monarch Grove Sanctuary Next slide. | 00:55:50
So who do we have here? | 00:55:55
We have a staff liaison. | 00:56:00
Our staff liaison, Mr. George, first He's the wizard behind the curtain. He sets up the chamber and facilitates meetings. He | 00:56:02
prepares the agenda packet and postings. He takes care of our web page, videos and updates, keeps us informed of relevant city | 00:56:09
activities and assistant communications with the department head, city manager and City Council. | 00:56:16
The Council Liaison Council member Colletti the robust voice over the speaker. He provides announcements of city actions and | 00:56:24
activities, answers questions with process and city regulations. | 00:56:30
Assist the Chair to communicate Commission actions and recommendations to City Council. I will be working with Council Member | 00:56:37
Member Colletti with a monthly update e-mail after each meeting to bullet point all actions to get to City Council. | 00:56:44
The chair. | 00:56:51 | |
These will be present and preside over meetings. Umm. | 00:56:53
I set the agenda. I'll take the blame if it's not dialed and appearing before City Council on behalf of the Commission when | 00:56:57
necessary. | 00:57:01 | |
My goal is to help this. My goal is to help this vote float and rise in the tide. | 00:57:05
The vice chair. | 00:57:11
Commissioner Lee. | 00:57:13
Our vice chair, Lee assumes the chair's duties in their absence or if the chair vacates. | 00:57:14
Till dust do its part, the Secretary. | 00:57:20
Is in charge of the minutes and submitting them to staff for the agenda packet, this is. | 00:57:24
Secretary Dunn Action minutes, which do not include commentary, are recommended. | 00:57:30
And the commissioners, the commissioner sitting up here with me, are proud residents of the Pacific Grove community who care about | 00:57:37
the environment and the nature of Pacific Grove. I've said it before, I'm honored to serve beside these fine women. | 00:57:43
And vow to do my best for you and with you. | 00:57:49
Next slide. | 00:57:53 | |
So we're going to go with the flow not to over shadow Chapter 3.24, duties and responsibilities and all of the wonderful | 00:57:57
activities we get to initiate and participate in a large part of our duties, our advisors to City Council, the participation and | 00:58:03
volunteer subcommittee activities is greatly appreciated if desired but not necessary or required. | 00:58:10
For the handbook, the BCC handbook, the BNRC works quasi legislative on policy policies and quasi judicial when hearing appeals. | 00:58:18
The BNRC's primary function is to advise and give recommendations to City Council. We recommend we give recommendations formally. | 00:58:28
In motion and a vote to council and informally those are suggestions or requests requesting information from staff. | 00:58:36
Here's how that formality works. In the slide, you'll see the BNRC gives recommendations to City Council and, if appropriate, City | 00:58:45
Council brings it to the city manager, who then takes it to city staff. | 00:58:50
The Commission does not have authority to give work direction to staff. | 00:58:56
At times council will give instruction to the BNRC to work directly with staff, but generally speaking we need to understand. | 00:59:02
That the Commission does not give orders to the staff, city staff. | 00:59:09
If city staff requests a recommendation or is receptive to a direct recommendation, that is an informal channel and. | 00:59:14
Maybe your Reds Donuts are in order as a thank you, I don't know. | 00:59:22
At times the BNRC does intersect with other. | 00:59:25
BCC's because of the large scope of responsibilities. | 00:59:30
When these interactions occur? | 00:59:35
It's advised to grasp an understanding of the City Charter and philosophy of other boards and commissions to best serve the public | 00:59:37
on issues of mutual concern. | 00:59:41
Next slide. | 00:59:47 | |
OK, I'll get to Mike Etiquette here in a minute, but let's talk about meeting mechanics. Our meetings are governed by the Brown | 00:59:50
Act as the ground floor foundation. The BCC handbook gives more detail, but I'll be going over some specifics within. | 00:59:57
The handbook and brown out, but really only a few. | 01:00:05
The training there, there's a training and works for all Pacific Grove boards, commissions and committees. That's coming soon and | 01:00:09
is highly recommended. | 01:00:13
We'll touch on more details and any deeper questions that you may have or think of. | 01:00:17
I'll keep the handbook and Chapter 3.24 and the Brown Act Guide beside me at every meeting for reference. | 01:00:22
If anyone wants to needs or needs to take a. | 01:00:29
So within meetings, the BNRC works mostly through decision, our discussion and making recommendations to City Council. | 01:00:33
It's important to note that all discussion must be done through an agenda item for full transparency and to follow Brown Act laws. | 01:00:41
A good amount of feet on the ground, hands in the dirt. Work can be done through subcommittees, teams of three or less. | 01:00:49
Not to create a quorum, because our Commission consists of seven commissioners, a voting majority or quorum is 4, so we must | 01:00:56
always be aware to be less than four together. It's OK to be in the same gathering, but be aware of congregating. | 01:01:03
Commissioners must also make themselves aware of serial meetings, talking to other Commissioners when heading over and and then | 01:01:11
heading over and discussing with another. | 01:01:16
When emailing, remember the No More Than Three people rule as well. Be aware of the Reply All button. If the BNRC has an entirety | 01:01:22
is included in something, please plus press just Reply not Reply All as to not introduce the idea or of discussion or appear in | 01:01:28
discussion. | 01:01:35 | |
Emails can include the chair, staff and council liaisons, the mayor and or city manager to keep open lines of visibility. | 01:01:42
So because of casual behaviors, interruptions and how to handle them have become an interruption of the process all in itself. | 01:01:51
So, getting the floor, I'd like every member and everyone in the room desiring to speak, shall to address and be recognized by the | 01:01:59
chair, stick to the matter at hand. | 01:02:04
Avoid personal attacks and disrespectful language. | 01:02:10
If there's a casual interruption, such as someone can't be heard, for example, please address the situation through the chair. If | 01:02:14
order is to be had, the chair will call order and take further handbook advised actions. | 01:02:20
Overall, let's just aim to raise the bar, respect ourselves and others. | 01:02:27
So announcements and updates I. | 01:02:32
Like I mentioned before, it's they're kind of like monologues, so a commissioner, liaison or member of the public can give a | 01:02:35
statement of sorts. | 01:02:39
With no adjoining conversation or discussion if discussion appears to be necessary. | 01:02:44
A Commissioner may offer it up as an agenda item to be considered. | 01:02:49
As I covered a moment ago, only agenda items with public awareness can have discussion, and if the recommended action suggests | 01:02:54
recommendations to council, a motion can be explored. Please touch base with me if there's anything you'd like to add to a BNRC | 01:03:00
agenda. I'd like to get an agenda line up rolling a. | 01:03:07
So if there's a project activity, creating a subcommittee or a recommendation to council that a commissioner would like to put | 01:03:14
together, spearheaded as the visionary. | 01:03:19
Request to present the idea as an agenda item, or request it at a meeting and check the temperature of the room. So in the BCC | 01:03:23
handbook on page 14, a commissioner may request an item to be placed on a on a future Commission agenda. | 01:03:30
And that request must be made only at a Commission meeting. | 01:03:38
So I'm working to have a future agenda item suggestion as an agenda item on future agendas at this point in time. However, please | 01:03:43
e-mail me if you have an agenda item suggestion and we'll work on it together. | 01:03:49
Next slide. | 01:03:56 | |
Motions. | 01:03:58 | |
We're going to talk too much about motions, but a further dive can be done regarding motions at the BCC training. Here's a few | 01:04:00
points I want to give out from the handbook. | 01:04:05
After a presentation with a recommended action of recommend recommendation to city council's. | 01:04:10
No motion is made if the agenda item is just receive reports, so we really need to pay attention to what the recommended action or | 01:04:20
actions are on an agenda report I. | 01:04:26
We will deliberate after the presentation, questions, comments and discussion. So this time is committed to deliberation. Should | 01:04:32
be adequate to allow the sense of a community to emerge. We're looking for a voice or our Symphony. | 01:04:39
Even if it sounds like modern jazz, we're looking. | 01:04:48
This rhythm's. | 01:04:52
A simple motion might be like I'd like to move to recommend to City Council that blah blah blah, or I move to approve the agenda. | 01:04:54
Amendments can then can be made. We don't exercise those a lot, but it's a yes and. | 01:05:01
It's A tag on to the simple motion and amendments to the amendment. An ad can occur, but the further we get down that road of | 01:05:08
amending amendments, let's consider the motion, clean it up and start over. We want all motions to be clear and concise. | 01:05:16
Next slide. | 01:05:25 | |
Lastly, in this section, Mike Etiquette. | 01:05:28
So when you come in, make sure your mic is on. You can do a little test test to kind of see where you sit with the mic. I suggest | 01:05:33
that to the public as well. | 01:05:37
Know what the on and off button is? It's kind of funky here because. | 01:05:43
When the light is off, you are on, so it's a little odd. | 01:05:49
A good rule of thumb is about a fist away, but depending on if you're soft spoken, maybe sit up on the mic a little bit or back | 01:05:56
off the mic if you're a more robust speaker. | 01:06:00
We're all here to hear what you have to say. That's so. Please, whenever you're speaking, mic on and own it in your own unique | 01:06:07
way. | 01:06:11 | |
Last slide. | 01:06:16 | |
In summary, I vow that the NRC meetings will take place in an environment where members and the public can freely and safely | 01:06:19
express views. | 01:06:24
With politeness and respect. | 01:06:29
Encourage fair discussion that focuses on the item in question, keeping things on topic. | 01:06:31
And protecting the rights of the public to speak at the appropriate times. | 01:06:36
I expect I accept this challenge as Chair for growth in myself and to encourage growth in the Community. | 01:06:40
I fully expect to construct constructive criticism with this growth opportunity, which I know each and everyone of you will help | 01:06:47
me out along the way. Instead of looking at change, adversely consider looking at it through the lens of creation of a new era. | 01:06:54
That we have a voice in. | 01:07:01
As long as you're hurt on the mic and following our freedom through structure. | 01:07:03
The better the Commission functions, the better city government can serve the needs of its residents and greater community. Like I | 01:07:09
said at the beginning, I'm here for what's best for Pacific Grove, and I believe all boats can rise in a tide. I call on everybody | 01:07:14
listening this afternoon to soar with me and create a better environment for the future Pacific growth. | 01:07:20
Here's to a successful 2024. | 01:07:26
Thank you. | 01:07:29 | |
We'll take public comment. | 01:07:33
We have one hand raised. We'll open the floor to Lisa. Johnny. | 01:07:41
Hi, thank you. | 01:07:47
Well, I'll probably. | 01:07:50
Mess up a lot of. | 01:07:52
What was just said, but I it was challenging. | 01:07:56
Especially with very limited time that I had this particular week. | 01:08:01
To to sort out the last agenda item from this one. | 01:08:07
But. | 01:08:13 | |
I I think it's great. That was a very inspiring and. | 01:08:14
And umm. | 01:08:21 | |
I think helpful presentation by the chair. | 01:08:22
But I want to use as an example the. | 01:08:28
Great Tide Pool Trail repairs. | 01:08:34
That are on this council agenda tomorrow because it's it's. | 01:08:37
There are conceptual. | 01:08:43
Plans on the agenda and yet that never came by BNRC. So I think that's a responsibility that I hope BNRC will be. | 01:08:45
Will want to take on and will be allowed to take on and will request to be able to take on because. | 01:08:59
To spend money on conceptual plans. | 01:09:08
When when all those natural resource and beautification? | 01:09:13
Umm, issues that are involved in in a project like the Great Tide Pool Trail. | 01:09:21
Repairs. | 01:09:29 | |
Those they need there needs to be public discussion. | 01:09:32
In a. | 01:09:37 | |
Then you like BNRC before it goes to City Council because City Council does not have. | 01:09:40
Your level of sensitivity and knowledge about those items, and there is where it's really important, is for. | 01:09:48
BNRC to be able to make those recommendations. | 01:09:58
To to council. | 01:10:04
So. | 01:10:06 | |
That's I think that that's the big point that that I I want to make is that. | 01:10:07
I hope in the future, because it really should be happening now, but in the future. | 01:10:17
The very near future that you will be able to be involved, I think George Washington Park, we had major issues over that. | 01:10:23
Last year and I'm not sure they've been resolved so. | 01:10:33
They're they're really. | 01:10:38
Important issues that need to be. | 01:10:39
Reviewed at this level first and I hope that will come to pass. Thank you. | 01:10:43
Thank you, Miss Johnny. | 01:10:50
For their hands raised. | 01:10:52
OK, Commission comments, questions, discussion. | 01:10:56
Mr. Gorman. | 01:11:06 | |
Thank you. | 01:11:08 | |
Both of you. I'd like to thank both. | 01:11:09
Chair, walking stick and of course our interim City manager, Mr. Pearl, Thank you very much. Let me work on my mic skills since I | 01:11:12
have that now you know now I know well eventually. And I'd also like to thank Miss Gianni for her comments tonight as well. She | 01:11:18
does bring up a good point because it was mentioned in what you were saying too, that sometimes I know different boards and | 01:11:23
commissions may overlap or intersect and so it may be helpful and I don't know how we would always get to know about something | 01:11:29
that we should know. | 01:11:35
So I don't know if there's a way to streamline that. | 01:11:42
Just so that things might come forward if needed. I understand not all things intersect, but just food for thought. And then just | 01:11:46
kind of piggybacking on the goal alignment and roles and responsibilities we essentially do serve as environmental stewards. | 01:11:54
You know, on this Commission, I know we're all proud and passionate to be here and it's possible to think of us as environmental | 01:12:03
or think of the being our season environmental stewards. | 01:12:07
Much like many of our public and that it, you know that we are designed to do what's best for PG for now, for restoration, | 01:12:13
preservation, conservation. For not just now, but future generations. | 01:12:18
Thank you. | 01:12:25 | |
I didn't know how this was going to go down so. | 01:12:36
Surprise. | 01:12:42 | |
Under the standards number C, where it says not only shall natural beauty be preserved, but that which has been damaged or | 01:12:47
destroyed be replaced should be replaced. What came to my mind was the title 12 issues with replanting and so I thought we could | 01:12:55
put that as a bullet point that we really need to put some effort forth to help. | 01:13:02
Get replanting accomplished. | 01:13:11
In under the powers, duties and responsibilities. | 01:13:15
I was a little discouraged to realize that the only place we're really facilitating conservation is in George Washington Park. And | 01:13:20
this whole thing made me feel a little bit like like I'd been or we'd been shirking our duties a little bit if you look at. | 01:13:28
A&B. | 01:13:39 | |
Is to develop with the city arborist management public education outreach programs. | 01:13:41
For urban reforestation and other things, it's like, wow, you know, we haven't really done anything. And a couple of things that | 01:13:47
came to my mind was that it's been tossed around quite a bit. But to talk to Realtors about getting. | 01:13:55
Their buyers information on the tree ordinance and also on fencing and also on the parking strips. Because you have people coming | 01:14:04
from out of town and they think, oh, I can cut down that tree because I don't like it and they don't know otherwise. They think, | 01:14:10
oh that parking strip, that green place is annoying and then they cemented in or they think, wow, I want a little bit more privacy | 01:14:15
And then. | 01:14:21 | |
As Carmelita said, you know throughout the Redwood lattice or expand their fence and then the other thing is I, I. | 01:14:29
Would love to have an update from George on how the community corner is going at the library, but to put threefold at the library | 01:14:37
1 task like I was looking at concrete tasks, one concrete task would be we could have a subcommittee that. | 01:14:44
Created threefold Flyers to put in the community. | 01:14:52
Corner under number C to when it says we're responsible to perform the functions of Title 12. | 01:14:55
Maybe it needs to be listed, but it's like really clear those were supposed to be. | 01:15:02
Updating and creating the tree lists, the best best possible tree lists and also a street tree management plan. | 01:15:07
Not a not a management plan, just a planting plan. | 01:15:15
And then? | 01:15:22 | |
DI thought of Commissioner Dunn with D because. | 01:15:24
To advise the City Council and other boards on beautification products design plans. | 01:15:29
It's so general, it could encompass anything. So I was thinking of your project out here where you just saw something that was | 01:15:36
important to you and went for it. So I don't think there's anything we can list there, but it certainly is nice to know that. | 01:15:42
We have such flexibility and. | 01:15:51
E is to advise the Planning Commission, Architectural Review Board and the City Council on ordinances and amendments. | 01:15:55
That may be proposed relating to construction and development in the city, regarding beautification enough for resources and | 01:16:06
landscape designs. And this is something I'm so curious about because we talk a lot about the intersection with other boards and | 01:16:12
yet. | 01:16:17 | |
I'm not really aware. I think it would be really helpful to come up with several examples of how that's been done, how it's going | 01:16:22
to be done, because. | 01:16:27
It really needs to happen. The example I'd like to give is the. | 01:16:35
Absolutely iconic. Ginormous. | 01:16:41
Double trunked Monterey Cypress at the address of 111 10th St. and. | 01:16:44
Construction was allowed. | 01:16:51
Within 4 feet of that tree's trunk in the backyard. | 01:16:53
And then? | 01:16:58 | |
Just and the tree is right on the property line and now the alley is going to be paved and they're going to dig down and grind | 01:17:00
down that trees roots 9 inches. So the trees not getting any water or nutrients as being completely blocked on this side by | 01:17:08
construction and on this side it's now going to not have the root structure to uptake the moisture it needs. So we're setting that | 01:17:16
tree up to fail and how can we work with the Planning Commission and the building and planning department so that instead. | 01:17:25
We. | 01:17:34 | |
Encourage success, and one of the things we can do is the critical root zone is a numerical calculation. It's one inch. | 01:17:37
Of the diameter. So if a tree is 12 inches in diameter, then you're not allowed to construction 12 feet, so it's a one inch per | 01:17:47
foot out from the trunk. The tree protection zone is another interchangeable term. It's also a numerical calculator, but | 01:17:54
essentially it's like don't do any construction out to the drip line and. | 01:18:00
And I like that one because it makes use of the term drip line. But one of our major education projects could be, did you know | 01:18:08
that you're not supposed to do construction within the drip line because we've all been. | 01:18:15
Umm to construct driven by construction sites and the. | 01:18:22
Orange protection is within a foot of the trunk and they've got trailers parked there and and equipment piled against the tree | 01:18:27
and. | 01:18:31 | |
So that that's one part of it. The other part of it is that in that 111 10th St. project, Arborist was supposed to be hired. | 01:18:38
And where was the follow through? | 01:18:46
It wasn't hired. They weren't hired. Is there some kind of feedback loop we could put in? | 01:18:49
It's just so hard because because we could have a one person subcommittee that looks at all the tree permits that are up for | 01:18:54
approval and goes through them, you know and is there, you know, weekly checking this out. | 01:19:00
And that's feasible and doable because that's you can do that. But like, I wouldn't even know how to go about finding out about | 01:19:09
this stuff. So do we like maybe have a subcommittee that reviews all the Planning Commission agendas or reviews all the | 01:19:16
Architectural Review Board agendas? But it's like we're a group of seven people, how much can we take on so? | 01:19:22
You know, I I don't know, but it just seems as though a lot more collaboration needs to take place and as we start talking with | 01:19:29
each other, then we'll be more likely to talk with each other. So I had a conversation with Andrew Kubica and I think he probably | 01:19:36
thinks of me as a tree militante and so I. | 01:19:42
He suggested that it was possible that we needed to take a look throughout the city and look at some of the older trees that may | 01:19:50
be in danger of coming down and actually consider taking them down and replanting. And he was looking for an emotional reaction | 01:19:58
for me to say, Oh no, that would be a terrible idea. And instead we engage it in a conversation. And once that conversation | 01:20:05
happened, I now feel like I can go to him and and there won't be any of that polarization happening. | 01:20:13
And and any anyway, so any. | 01:20:22
Any advice at all on how to get this collaboration going would be. | 01:20:26
I very truly believe beneficial to the city. | 01:20:33
Thank you. | 01:20:39 | |
I There are a lot of responsibilities for this Commission. | 01:20:42
We all take on. | 01:20:48
What interests us? And there is even more it it. | 01:20:50
My heart falls because our arts subcommittee isn't active and I'm heavily into the arts, but I'm also heavily into trees and I | 01:20:56
love the butterflies and there's a lot to do here. So I think that our hearts and passions are all in this as I. | 01:21:05
Greatly expressed by Rebecca and I think this year if we are aiming for looking for what that collaboration looks like and and | 01:21:14
really aiming for success, we will find it. It's sometimes not something that's so obvious in the parent, but it falls into a line | 01:21:21
if we all want it. | 01:21:28
So. | 01:21:35 | |
Yeah, that's where I'm at with it. | 01:21:38
Anyone else? Or should we move to the next agenda item? | 01:21:42
Ready. | 01:21:47 | |
You got something? | 01:21:48
Commissioner Person Yeah, there's so much. | 01:21:50
Swirling around right now in my head and on the room but. | 01:21:53
Let's see. I jotted some notes down South. I don't really know where to go with this, but first I do want to say thank you for the | 01:21:58
presentations. Monsieur Pejo and chair walking stick. Merci beaucoup. | 01:22:04
I just jotted down some notes about agenda. | 01:22:12
Like getting on track with agenda and agenda items? | 01:22:15
We've spoken before about subcommittee updates per month. | 01:22:20
I'm wondering if we can consider doing that. | 01:22:25
I think the public has asked for that and I think it would be helpful. | 01:22:28
Also, I think Chair Walking Stick, you spoke about putting future agenda items. | 01:22:33
I'm thinking too that to give the public like a real seat at the table. | 01:22:40
Perhaps listing? | 01:22:45
What people are saying? | 01:22:48
We've heard repeatedly, sometimes about, for example. | 01:22:51
Miss Chiani calling with the. | 01:22:55
Great tide pool, so maybe we need to. | 01:22:59
At least have these things listed what Carmelita mentioned, because I think sometimes we get. | 01:23:01
Sort of caught up, as you said, in our own interests. | 01:23:08
And I don't want those to fall by the wayside. So I think with future agenda items we maybe have a public. | 01:23:11
Area. | 01:23:19 | |
And then we have commissioner areas, so I think and then have those listed and keep that list and then it keeps us. | 01:23:20
On top of it, but down Marty's concern right with the sweepers. So I think it would be really nice to put a future agenda items on | 01:23:29
every on each agenda. | 01:23:35
What else do I have? I have things written all over. | 01:23:44
That's probably good for now. | 01:23:51
But yeah, I think that's good for now. Thank you. | 01:23:53
Thank you, Commissioner Grissom. | 01:23:59
OK, we're going to move on to 7 C. | 01:24:06
BNRC Seasonal Calendar Commissioner Lee, Vice Chair Lee, would you like to head up that conversation? I. | 01:24:11
About the seasonal calendar for us. | 01:24:19
Sure. Sorry, I don't have a nice presentation. | 01:24:23
The seasonal calendar has been talked about for a long time as a way to allow for. | 01:24:30
The actions we want to take to occur at the best possible time and. | 01:24:37
Classic examples are. | 01:24:43
Bird nesting season and the Boeing of the George Washington Park perimeter. | 01:24:46
Can we move the perimeter at the latest state possible so it doesn't interfere with nesting season? | 01:24:53
What does that look like this year? What does that look like when it's drier? What does that look like when it's wetter and. | 01:25:00
Another example would be. | 01:25:09
The harbor seal pumping season we know we need to be as quiet as possible. So and there's an ordinance now where you're not | 01:25:13
allowed to do road work but what are other kinds of things produce a significant amounts of noise. So if you have, I was thinking | 01:25:19
of this agenda item is really. | 01:25:25
To create a subcommittee. | 01:25:35
And I was hoping that that subcommittee would be able to do a format. | 01:25:37
And the only one I could think of in my head was it would be. | 01:25:43
A sheet and it would have like. | 01:25:47
Harbor puppied season and a line going, you know with the months up here, so the line going here where the months are and then | 01:25:50
maybe it would have like that would be #1. So then at the bottom it would be. | 01:25:56
Quiet in this area is required, so no, no noisy projects or something like that. And so there would be a little bit of an agenda | 01:26:04
below explaining. | 01:26:09
The event. | 01:26:14 | |
And I believe. | 01:26:18
Commissioner Dunn. | 01:26:20
Has graciously. | 01:26:22
Volunteered. | 01:26:25
Because you're an amazing human being. | 01:26:28
To be on this subcommittee and then through the Grapevine I heard that perhaps Commissioner Brisson was also. | 01:26:31
Thank you ever so much. So first let's let's create a subcommittee. Yes, so we have interest in a subcommittee. | 01:26:40
Do I have a motion to create a subcommittee? | 01:26:50
How about that? Stay right there. | 01:26:53
Motion to create a subcommittee. Thank you, Commissioner Person, is there a second? | 01:26:58
A second. OK, all in favor. | 01:27:04
Aye, OK, Fantastic. And then we will appoint. | 01:27:08
Commissioner Dunn, Yes. Are you, you're OK, game on approving and Commissioner Bosom, correct. | 01:27:13
To be on this wonderful subcommittee. Awesome. Does anyone else want to? I just Those were just the two I knew about. | 01:27:19
OK. | 01:27:27 | |
This is really a. | 01:27:31
A1 time. | 01:27:32 | |
Creation right? | 01:27:34
Your mic is off. I'm sorry. | 01:27:39
That's what I originally looked you in with. I realized this and then I was at home thinking about it and you know, it might need | 01:27:42
updating, like annually. | 01:27:47
If we learn. | 01:27:53 | |
Additional things. | 01:27:55
I think everyone who's kind of sensitive and noticing has noticed that we're getting these heavy rains and then it gets hot really | 01:27:58
quickly so. | 01:28:02 | |
Bird nesting season starting earlier, things are really drying out sooner. | 01:28:07
So maybe it's gonna need a little bit of tweaking, but essentially I think it's a. | 01:28:12
One time thing with maybe annual updates. Yeah, I think the big thing we'll be getting the formatting and then you can insert. | 01:28:17
Things as they may or may not change, yes. | 01:28:26
Commissioner, yes, Wooten. | 01:28:30
I I have a. | 01:28:34 | |
Calendar. | 01:28:36 | |
Uh, schedule that a former. | 01:28:39
Chair. | 01:28:43 | |
Had designed. | 01:28:45
Few years ago and this is not about wildlife, but it is about. | 01:28:48
Something that's under the purview of the BNRC, which is downtown decor, so for example. | 01:28:54
In January. | 01:29:03 | |
The Public Works removes the tree lights and the wreaths. | 01:29:05
And something else goes up. So she gave me her list of. | 01:29:09
Things that we should at least be aware of, and I think although it's not wildlife oriented, it does. | 01:29:18
Affect the city and the kinds of things that are going on downtown, so I can submit that. | 01:29:26
Wonderful for inclusion on that calendar because we might as well have one calendar that. | 01:29:32
Emphasis All those kinds of things that need to be scheduled and that we could be aware of. | 01:29:38
I think that's a wonderful idea as well. We could incorporate that. | 01:29:44
I'm sorry, Commissioner Person. | 01:29:48
I just have a question probably for George city calendar, we have a city calendar right? Could this? | 01:29:50
Could we put this information on that? I mean, Amy was talking about. | 01:29:57
You know these cleanup events, this and that, They really do dovetail. Is that a possibility? | 01:30:01
Commissioner Person, I think there's certainly going to be overlap. What would be on this calendar and what would be on the city | 01:30:07
calendar. And I think it would depend on kind of what your the BRC threshold for this calendar is and if every item needs to be on | 01:30:12
the city calendar or not. | 01:30:16
I think once you start kind of spreading out an umbrella over what you want to include on the calendar can get pretty big and | 01:30:21
include a lot of things. So it's going to depend that would overwhelm the city calendar or if it would be appropriate, and I don't | 01:30:26
know. That's really up to me to decide now. | 01:30:30
Commissioner Dunn. | 01:30:36
With with great thanks to Kathy, to Commissioner Watson for her. | 01:30:38
Submission here. | 01:30:45
I tend to think we should keep. | 01:30:47
A seasonal wildlife calendar separate. | 01:30:50
I think that and it kind of going along with what George said that it. | 01:30:53
It would all get meddled. It could be too much information and therefore not really read very carefully. I really like the idea. | 01:31:00
And by the way, Kathy, it's your last name is Wooten, not Watson. Excuse me. | 01:31:09
We have a new member. | 01:31:15
Sherlock Holmes. | 01:31:18
They I I think these are really good to have posted somewhere in the city web page, but I think. | 01:31:21
A wildlife calendar should, really. | 01:31:28
Stay focused on Wild. | 01:31:31
I agree that makes sense, and then especially if. | 01:31:34
If say, wildlife tab or something were created, that's where it could be placed. | 01:31:37
On the city website as well. Keep it separate. | 01:31:42
Commissioner, walking so along with that idea. | 01:31:47
The wildlife calendar, for example. | 01:31:53
And this calendar of decorations for downtown, there are other things that come up throughout the year that. | 01:31:56
Are pertinent to us, such as Arbor Day and so. | 01:32:03
I'm not sure where that particular item would go, but it would be nice to have. | 01:32:09
Visibility. | 01:32:14 | |
To that type of thing and. | 01:32:16
You know, maybe when the marathon is coming so we can schedule. | 01:32:19
Are you know, the half marathon we have here in town when we can schedule more cleanups along the beach? | 01:32:24
So the the concept was that we would do both, so we would look at when. | 01:32:35
Decorations are being removed from the trees we're keeping in mind. Is that bird nesting season or is that impacting on the | 01:32:44
wildlife? The marathon definitely impacts the deer and I don't know, probably the seals and I don't know what else, so that would | 01:32:50
definitely be an important event. | 01:32:56
To mention Arbor Day, I fully agree with you and I say let's just put it on anyway. | 01:33:02
It's involving creating habitat, so it's, you know so. | 01:33:09
I was hoping that we'd get a robust general public comment input, and I'm so grateful to Commissioner Wooten for bringing that | 01:33:16
list because it's almost like we need a dump, you know, at the beginning of just as many ideas as possible and then you kind of | 01:33:21
weed through and say does that, yeah. | 01:33:27
Thank you, Chair. | 01:33:33
Yes, Commissioner, maybe we need layers. | 01:33:35
That's what I was just thinking too about layers and I think that in in the subcommittee itself. | 01:33:37
You can come together with some ideas of how that works and what goes on it and. | 01:33:45
Given this amazing presentation to us of how that's going to look now with subcommittees, other subcommittees, we can | 01:33:51
independently e-mail you or. | 01:33:56
About maybe something that we think of within our subcommittee like, oh God. | 01:34:03
Should have had AV eight. I thought about this, right? | 01:34:07
So and we can. | 01:34:10 | |
Run that by you as an idea. I don't know what do you think? | 01:34:13
Sounds good. | 01:34:17 | |
OK. | 01:34:18 | |
All right. | 01:34:20 | |
So let's wrap this. | 01:34:23
Do we have a, we have a hand raised and I probably didn't do public comment for this one either. So. And we do have a hand raised | 01:34:26
in the virtual audience. OK. So if you don't mind, I'll open the floor to Lisa Cioni. Thank you. | 01:34:31
Thank you and I apologize because I sent you a a written comment very very late because. | 01:34:39
Because. | 01:34:46 | |
Issues, health issues here at home, and interruptions so. | 01:34:48
I just I wanted to say I think this is just an extraordinarily good idea and. | 01:34:55
The the list in the agenda report of items for the seasonal calendar I think is excellent, or at least an excellent starting | 01:35:01
point. But there's just. | 01:35:07
Great stuff on there, but I concerned about. | 01:35:13
The. | 01:35:17 | |
The idea that this is just a one time thing and you get it in print and you get it online and and you're good to go and and maybe | 01:35:20
it gets updated but there needs to be. | 01:35:26
A liaison there needs to be someone to communicate with city departments and just to bring it to their attention. | 01:35:33
It doesn't matter that it happens annually. It needs to be brought to people's attention. I'm thinking about the. | 01:35:42
Incident in our neighborhood Where? | 01:35:50
Funds. | 01:35:53 | |
One evening and the next day construction a demolition of a concrete driveway and loading the debris into a huge, huge truck. | 01:35:55
Right adjacent to where mom had parked her funds. | 01:36:08
It resulted in the mother and and fans never being able to be reunited, 1 Fawn dying overnight. | 01:36:14
It was traumatic for everybody and the SPCA hoped that I. | 01:36:22
The parent would come back because it's really difficult to rehabilitate. | 01:36:29
Funds I. | 01:36:35 | |
So that's one thing where just if the building department were aware, if the planning department were aware. | 01:36:38
And and with tree permits, you know if public works were were aware of that. | 01:36:48
Just so people can be told, if you don't have to do it, you know right At this time, please consider this so for the dear. | 01:36:55
You know a map, and I know a map has been started, but a map of birthing areas because our street is is annually. | 01:37:05
Sees births of of funds. | 01:37:16
I just I I think there needs to be more. It's absolutely very it's essential to have a written list and have it posted online, but | 01:37:20
somebody needs to be continuing the effort to be a liaison. | 01:37:28
Every year and I guess that sort of a lot of it throughout the year. So thank you so much for creating the subcommittee. | 01:37:38
Thank you. | 01:37:47 | |
Emily, I apologize. | 01:37:56
I'll tell you my name now, Garcia. I do live in Pacific Grove. | 01:37:59
Miss Yani made a very good point. And just so everyone knows, dear are very generational. You're going to have the mom. | 01:38:06
Who have her funds, The fund will grow and they will go back. | 01:38:15
And have their their fun where they were born. | 01:38:19
So you know, we are the deers advocates. | 01:38:22
So you know for Missiani, she can anticipate come April next month that either the the daughter or or the mother. | 01:38:26
We'll be back wherever they were and they will give birth again. So and you know, we have to be the eyes and the ears of these | 01:38:37
animals. And if you see something disturbing or upsetting or whatever, you need to call, call PGD or awareness or the SPCA or the | 01:38:43
city. | 01:38:49 | |
And let someone know and so we can see what we can do to help. Anyway. So I need to back up just a moment. I wasn't really clear | 01:38:56
about the fencing when I was talking about it. You're probably thinking, why is she talking to us about fencing? It was about the | 01:39:00
deer fencing. | 01:39:05
And and some of what you see in town far exceeds that 6 foot limit, let alone what material is being used anyway. So when I looked | 01:39:10
at this calendar, the sample that was set, I went and I made some notes. So a deer running time is from late October to late | 01:39:17
November. | 01:39:23 | |
And the font? So last year, our first reported birth was April 13th, 2023. So we're on the heels of the funds being born. | 01:39:31
Bird nesting season and I googled this information a number of times I. | 01:39:44
The title 12 as it reads now, the revision says February 22nd to to August 1st. | 01:39:50
And also in title 12 where it talks about tree pruning. | 01:40:00
Or tree removal. It doesn't talk about tree pruning during the nesting season, so I think that's something to look at when it | 01:40:06
comes back for review again for for commissioners. | 01:40:13
And I think what is important as you create this calendar and you create your legend for reference that that title 12 and the | 01:40:20
section be noted so that those of you who may be reviewing this calendar and and the legend understand where this information is | 01:40:28
being ascertained from a. | 01:40:36
So those were. | 01:40:45
My comments anyway I think. Let me see. | 01:40:47
Yeah. Anyway, OK. That's all. Thank you so much. | 01:40:53
Thank you. That was great. If if the first year Fawn is born April 13th, about when is it two months or about when does the season | 01:40:56
wrap up? | 01:41:02 | |
It's early April through early July. | 01:41:12
Chair Walking stick. We do have two more hands raised in the virtual audience. We go to Ingo Lawrence and Dahmer now. | 01:41:23
Thank you. This is more a logistics comment. Although Lisa's and Carmelitas were excellent and it's so true that it's dear so | 01:41:30
generational. For for almost 50 years I've had a couple born and next door to me and the mother will hide them under my bushes and | 01:41:37
this is a lot of years. | 01:41:44
But as far as the logistics, our City web page. | 01:41:54
You know has the calendar, they have the meetings coming up, the three balls down there more and you go left to right and then you | 01:41:59
can bring up the calendar for for that month's meetings that then you know you can go a month ahead or behind or anything. But we | 01:42:06
also have a special events calendar there. | 01:42:13
Once it's adopted by the City Council, which you know, our complete one for the next year hasn't been yet, but there's a special | 01:42:20
events calendar to there that you can bring up with just a little. | 01:42:27
And this is all really on the front page. So this is another thing that would, you know, it would be excellent to have wildlife | 01:42:35
calendar listed under the special events or you know, I mean so that you can go down and see. | 01:42:42
Right along, and it's a quick reference. | 01:42:50
So that would be working with it about that I'm sure. And of course the city manager, I mean. | 01:42:53
But. | 01:43:00 | |
That's just the logistics kind of thing. So thank you very much. | 01:43:02
Now we have Kim. | 01:43:11
Thank you. Yes, this is wonderful and it was something that a lot of the wildlife people had recommended and we. | 01:43:16
Mostly at that time wanted it so that there would be calendars for the staff. | 01:43:26
And anybody in the city so they would realize when certain events were happening. | 01:43:31
So what they're going to schedule an event or a procedure, whatever they have to do, they could look at the calendar and know | 01:43:38
whether that was viable at that time of the year. | 01:43:43
So I think this is great, and I do think it should be. | 01:43:50
In its own category of wildlife. | 01:43:54
But it also should be something you know on the website however you want to do that, but something simple so that every staff | 01:43:57
member who's involved in planning or doing recreation or anything like that could have one at their desk at a glance. Maybe it's | 01:44:04
color-coded for the different seasons, however that would be. | 01:44:10
But just generally at the beginning we wanted it for them so that they understood when. | 01:44:17
The timing was for all of the different wildlife events were so. | 01:44:25
Less than this city to have so many that everybody can't remember when absolutely everything starts and ends. There's so many. | 01:44:30
In the area so. | 01:44:38
I think it's great you guys are doing this and I think it'll be wonderful for everybody, so thank you. | 01:44:41
Thank you. | 01:44:48 | |
As we have no further hands raised in the virtual audience, thank you, thank you for all your discussions today, Sally Moore and I | 01:44:52
think this calendar should go under the bubble. | 01:44:57
On the main page as Carmelita said, and then there could be sub. | 01:45:02
List under that. I'm not saying it very well, but I think it under a bubble. There would be a appropriate spot for this calendar. | 01:45:08
Thank you. | 01:45:11 | |
Thank you. | 01:45:16 | |
Questionnaire Briston. | 01:45:24
So I have another couple of questions for George. I'm assuming we have public works has a calendar. | 01:45:27
I'm just kind of trying to think where this could go, different places, commissioner, person, the public works department | 01:45:36
utilizes, the city commented on the website. And then I would say we have a number of different calendars. I don't think we | 01:45:43
necessarily have a unified focused wildlife calendar, but I think we have different iterations calendars for different purposes. | 01:45:50
OK. That sounds like that could feed in one of those we'll have to. | 01:45:57
OK, my other question is a couple of times the. | 01:46:02
Website Wildlife Tab has come up and if you kind of. | 01:46:07
Atlanta confidence, Can you maybe just bring that up and? | 01:46:10
So Carmelita, we had it on. | 01:46:13
Leisure under the Leisure tab in the City website, but not yet under the Residents tab. | 01:46:17
And I'm just wondering if, you know, we can show that and then we can always consider making it its own. | 01:46:24
But currently it's under. | 01:46:30
I was slated to go under. | 01:46:33
Residents as well. | 01:46:35
Given 100 commissioners, absolutely thank you, share my screen and thank you show people that we currently have as far as a | 01:46:37
wildlife tab. | 01:46:41
You can see here the splash page if you just go to cityofpacificgrove.org the three bubbles that have been mentioned. | 01:47:00
With leisure being on the left here. | 01:47:07
If you click on leisure, it opens up a list of links with the bottom link and then being in alphabetical order, the bottom link | 01:47:09
being wildlife. | 01:47:13
And that goes to a page that was kind of curled by the BNRC. | 01:47:19
Well, recently, I think earlier. | 01:47:26
Or in the last calendar year. | 01:47:28
And so it has a number of different suggestions for people visiting in residence, how to protect wildlife, and most of the | 01:47:32
suggestions have links to different. | 01:47:37
Interest groups and information. | 01:47:44
And George aside also then is that still slated to go under residence as well? I know that's what we initially discussed. | 01:47:57
That I think that's something we can discuss with it and if then if the new suggestion would be to add another bubble, we can | 01:48:05
discuss that also, yeah, that would be great. | 01:48:09
I'd love another bubble. Thank you. | 01:48:15
I like the bubbles. | 01:48:18
OK, is there a way for the public to reach out to it to make suggestions and requests about just the website in general? | 01:48:21
Commissioner, women, they think just through the general. | 01:48:32
There's the there's a few different avenues on the website, and there's also the Pacific Grove app. | 01:48:37
I think it's called my Pacific Grove and where people are the residents and members of the public are able to suggest or submit | 01:48:45
work orders and also just submit general suggestions and inquiries. | 01:48:50
So there's the so which is and that's available both on the public website and then also through the My Pacific Grove app, I | 01:48:57
believe is what it's called. | 01:49:01
Thank you. | 01:49:06 | |
George, along those same lines. | 01:49:08
When Lisa Gianni was saying that the deer come back to the same place every year and to have like an interactive map so people | 01:49:12
would know. | 01:49:17 | |
When to redo their driveway or whatever. | 01:49:23
The only forum I could think of was the next door forum to to announce oh, we have dear birthing here, but can you? | 01:49:27
Can you think of any way that someone could submit that? | 01:49:36
Onto a public forum associated with the city. | 01:49:40
So VICE, surely the city actively posts information on Facebook and Instagram. The city is not active on Next Door and there are | 01:49:44
limitations there because Next Door is limited to specific neighborhoods. And as part of the transparency policies with the city | 01:49:51
that anything the city posts or, you know, submit or puts out in the public is it needs to be open to the whole public. So I know | 01:49:58
that efforts to include Next Door as part of our social media outreach. | 01:50:05
Have kind of been unsuccessful and our focus is on Facebook. | 01:50:13
And Instagram. | 01:50:17
And of course our website. So if I wanted to say, oh, there's deer like next door to me. | 01:50:19
I I What would I do? Would I e-mail you and then you'd put it on the city? Facebook or how? How would it? How could it work? | 01:50:26
One Rd. would be to submit that to the Pacific Grove app. | 01:50:34
One way would be to submit it on the website or you're also welcome to submit that to me. | 01:50:37
Or as public comment at the various boards and commissions and City Council meetings, I have a strong rebuttal to your your | 01:50:46
well-intentioned idea I I worked for years at Marine Wildlife Center and the last thing we stressed to the public was to invite | 01:50:52
gawkers. | 01:50:58 | |
The They need privacy. They don't need to be. Someone's going to go up a little. 3 year old's going to go up and touch Bambi's | 01:51:05
baby. | 01:51:08 | |
And Bambi's baby is going to be in. | 01:51:12
That opens up a whole. | 01:51:16
Really nasty can of worms, so no offense, but I'm totally opposed to the idea. Thank you, Commissioner Don, that's a good insight. | 01:51:19
OK. If there's no further discussion on seasonal calendar, it seems like we've wrapped that up. Let's wrap up the meeting. So our | 01:51:32
next meeting is April 16th, 2024 at 4:00 PM. Can I get a motion to close the meeting? | 01:51:39
A motion to close the meeting. | 01:51:49
Second, all in favor. | 01:51:53
Aye. Thank you, everybody. | 01:51:56 |
