City Interim City Manager Robert Pearl with us to speak on City Council and BNRC goal alignment. 00:17:05
Madam Chair, Members of the Commission, first of all I would like to thank you for the invitation to come in and present the 00:17:16
city's. 00:17:20
Goals and priorities and and the work plan and the progress made thus far. 00:17:26
By way of background. 00:17:34
Goals. 00:17:38
Priorities, Milestones are extremely important to the entire organization. 00:17:38
Commission, committee, council members, staff members, it actually helps to put everyone. 00:17:46
Sort of in a focus as to what the cities. 00:17:55
Uh, priorities are. 00:17:59
And this is really a very integral part. 00:18:01
Of the budget process, in fact, it actually provides the structure for the development of the budget itself, once those budget 00:18:06
priorities are adopted by the Council. 00:18:13
Back in. 00:18:21
2023, so when they were just beginning to discuss this particular fiscal or or last particular fiscal year. 00:18:24
Excuse me, the one that is just presently ending 2324, the the Council participated in a facilitated goal setting session. Some of 00:18:36
you may have seen it or participated in it at at that time and essentially what came out of that were? 00:18:45
For a. 00:18:57
Priority goal areas and those included recreation infrastructure, environmental stewardship. 00:18:58
And housing and I'll talk about those in in just a few minutes, but as I said. 00:19:06
With the adoption of these goals, it really sets the structure and the direction for the entire organization. Once the budget is 00:19:14
developed, I will say it's kind of a road map for the operations of the city. 00:19:23
And it along with its the community goals and work plans are actually living documents. It's like things aren't cut in stone per 00:19:32
SE, but as we know as we go and proceed through the fiscal year, things change and sometimes don't occur or maybe they do occur 00:19:42
even faster than we anticipated. So it is important. 00:19:51
That periodically the Council. 00:20:02
Along with their budget review, review the progress that they are in fact making. 00:20:06
With their work plan. 00:20:11
In on February 28th, what I was pleased to do was to actually present an update to the Council. 00:20:14
And the progress of this work plan that actually encompasses 2 years. 00:20:24
And it was intended to do that with. It was set up purposely to do that. 00:20:30
In the years that are really covered by this poor plan are 23 through 25 S having a discussion at this point as we're beginning to 00:20:37
develop the. 00:20:43
Actual budget for the 2425 fiscal year. It is certainly appropriate. 00:20:50
And I will now take you through that progress report. Umm. 00:20:57
And George has been so kind as to put it up on the screen, so hopefully you can follow along with me. And it's important to look 00:21:03
all at all of the goals so you understand everyone has an understanding of of what the entire work program looks like. 00:21:13
The first one was actually or. The first work priority is recreation services. 00:21:23
And what it initially talks about is submitting A comprehensive plan to the City Council. 00:21:29
That would increase the use of some of our recreation facilities. 00:21:37
And this was actually met. So that's that's been done. And and what the council's primary concern was they wanted to see an 00:21:45
expansion of recreation programming and that of course meant recruiting and onboarding staff. 00:21:53
With the first year of that expansion now now fairly complete. 00:22:02
The hiring for the first season, if you will, the summer season. 00:22:10
Of 23 was completed. In an additional fun Intel were served from the recreation program. We're repeating that process as we speak, 00:22:15
so I know that they are. 00:22:24
Very. 00:22:36
They being the recreation department, is very active in beginning to set up their programs for both the the spring and the summer. 00:22:38
There, you know will be day programs at the youth center. 00:22:45
We're working with the Pacific Grove Unified School District and they'll also be a day program. 00:22:53
At the at the elementary school, we're also in the process of trying to expand the pool program, so hopefully that will all. 00:23:01
See progress as as we. 00:23:15

So we're continuing to make, I would think, good progress with our recreation programs. The one thing that we still need to 00:23:20
complete is the evaluation of fees. 00:23:27
For use rental of facilities. 00:23:33
Uh, Chautauqua Hall, etc. And I I know that the fees are being worked on and I would expect that they will be presented before the 00:23:37
end of this fiscal year. So George, if we can move to the next one. 00:23:44
The next goal priority area is whoops is actually infrastructure. 00:23:53
And the main goal under infrastructure is to enhance the process prioritization and scheduling and completion of CIP projects. 00:24:01
A key to that is actually doing an assessment of some of our major city facilities. 00:24:15
And we have actually we're in the process of selecting A consultant should have that selected by the end of the month that will 00:24:22
actually access. 00:24:28
Uh, those. 00:24:35
The assess those facilities and it really includes a Police Department, this building, the fire fire department, obviously the 00:24:38
youth center and the corporation and it's a part of identifying what those repair priorities are so that we have a better feeling 00:24:45
of what, where and how to fit them into a CIP. 00:24:53
The other direction or milestone that the Council wanted us to focus on was to implement recommendations for a kind of a 00:25:02
revitalization of the capital improvement program and staff is working on that as I speak and we hope to have a a new. 00:25:12
CIP format to provide to the to the community. 00:25:24
As we get closer to May. 00:25:31
The complete policy is also a major milestone of Complete Streets. 00:25:35
Program to adopt and implement the design of safe walking pathways. 00:25:44
Sidewalks and path. 00:25:50
Lanes including signage. 00:25:52
And we've had some initial discussions with Tamsi, but to be honest, we have a long ways to go with this and it's going to take a 00:25:55
little bit more focus and effort on our part, working with the traffic Commission, et cetera, to bring this and the Planning 00:26:01
Commission to bring this forward. 00:26:08
If we could go next to environmental stewardship, this is. 00:26:16
I know an area that is. 00:26:21
Extremely important to this this committee. 00:26:24
The first goal is to initiate and complete a climate action and adaptation plan. 00:26:29
And we have a subcommittee, council subcommittee that is working on that Council member Coletti as well as McDonald, I believe are 00:26:38
are the two members of that subcommittee and in the review of. 00:26:47
This effort, the subcommittee indicated they they know they need to make some progress here. 00:26:58
What that means is actually getting through the process of selecting. 00:27:08
A consultant that will actually help with the drafting of the Climate Action Plan. 00:27:13
And then once that's to be done. 00:27:22
We would. 00:27:26
Bring that to the BNRC. 00:27:29
And that's probably not going to happen right now. I would say if we were lucky, it would probably be. 00:27:33
Sometime in the fall when you've got a lot, once the consultant is selected, you have to have a little bit of time for the 00:27:41
completion of the report. So that's. 00:27:46
Kind of what I would see that is going. 00:27:53
The next goal area is to initiate and complete a citywide tree improvement and management plan. 00:27:57
Part of this is obviously to complete the comprehensive Title 12 revisions, which I know that. 00:28:06
You're all familiar with and focus on replanting compliance and tree appeal process. 00:28:15
And you've already conducted the initial review on on the tree program, I mean on the Title 12 program. I understand you. I 00:28:25
actually attended that initial review. So I know that you're bringing it back and I believe it'll be on your agenda next month, if 00:28:32
I'm not mistaken. 00:28:39
And what at least from staff's perspective we're hoping, I mean that happens is at that time you would be able to sort your way 00:28:47
through it? 00:28:52
And as it is so very important to provide that. 00:28:59
Recommendation to the City Council. 00:29:04
That would be the next step. 00:29:06
With those revisions. 00:29:10
Another milestone is to plant and maintain at least 150 native trees on public property and public right of way. 00:29:13
There has been some progress there, there is some planning that has has gone on, but it certainly isn't meeting quite yet the 00:29:25
numbers we had hoped for. 00:29:30

One of the things that we have recently done is we've actually augmented a public works staff. We're actually hiring someone that 00:29:39
would be available to. 00:29:45
Make sure that the those trees wounds planted are. 00:29:52

And looked after and ensure their health. 00:29:59
I will say that, and when I conclude my record in a few very few minutes, I'll give you what the Council direction was. 00:30:04
And I'll I'll say that one of the things that they wanted to see as a council priority for the coming year was to expand the the 00:30:12
tree planning program. 00:30:18
So that will need to be included in the new budget. 00:30:25
The next is to protect wildlife in habitat. 00:30:31
I'm I'm pleased to actually be able to report that the subcommittee that is working on the wildlife protection plan basically had 00:30:36
completed their review of the plan. 00:30:44
Just within this last week. 00:30:52
So I expect that they. 00:30:56
That the consultant will be making those final adjustments to the protection plan and then we'll be forwarding that plan back to 00:30:58
the BNRC. I should think that this won't take very long at all. 00:31:06
It could be possible that you could see it next month. It may be a bit difficult for you to undertake both Title 12 revisions as 00:31:16
well as Wildlife Protection program, but. 00:31:22
We'll we'll see how that all works out. 00:31:29
One of the things that the the. 00:31:33
The protection plan does call for is the retention of additional CSO's Community Service officers. 00:31:38
And the assignment of those community service officers as part of their municipal duties is to actually go out and patrol the 00:31:48
areas. 00:31:55
Especially the habitat areas and especially the the coastline. 00:32:02
At the present time. 00:32:07
The budget calls for the hiring of four. 00:32:11
We have two that are fully on duty, one that is about to complete what's called their field training. 00:32:14
Exercises and join the full. 00:32:24
Be able to be out on their own and then the last and final uh, hiring is actually there's an individual that's been selected. 00:32:28
That is going through the. 00:32:39
Background check at the present time, so we're getting close, I will tell you. 00:32:42
That with those that have. 00:32:49
Two and shortly three CSO's that have all been that are there and are no longer in the need of the field training. 00:32:52
They've all received some UH training in wildlife protection procedures. 00:33:04
And they in fact are, are now out there. You may see them. 00:33:11
Because they're spending, even now, beginning to spend part of their time. 00:33:17
Patrolling the the habitat areas. 00:33:23
So that's that's really good news. 00:33:26
The other is to review an update. 00:33:30
The George Washington Park Master plan, the consultant has been selected to do that and is actually out there and doing it. It's 00:33:34
it's expected to take about a year to complete. 00:33:42
Before I skim over it, I I should also let you know that an effort has been going on to do. 00:33:51
Local coastal plan amendments. 00:34:01
That would also impact the coastal zones, lands within the coastal zones relative to habitat and wildlife protection measures. 00:34:05
We've had a bit of difficulty in finding a consultant to do that for us, the RF. 00:34:14
He went out twice. 00:34:24
You know, the first time through we didn't get any respondents. 00:34:27
We sent it out a second time and did. 00:34:32
Get a respondent, but the one that did was at an excessive cost far and above over the. 00:34:36
The the budget. So we're going to have to rethink how we. 00:34:44
Attack. Getting that done. 00:34:52
Finally, our fourth goal area is housing. Housing, as you know, has been a. 00:34:55
A big focus for the city throughout the last year and it will continue to be. 00:35:03
In the coming here and just very briefly. 00:35:09
Planning staff is in the process of. 00:35:14
You know, looking at the way of grandfathering existing non conforming ADUS. 00:35:17
That is an ongoing process. 00:35:25
We have made some recent progress with it, but we still have a ways to go. 00:35:28
The the major area of focus is obviously been to complete the housing element, which is something that is done. 00:35:33
Required by the state. 00:35:43
And we did meet the requirement to submit the the draft of the housing element by the end of the calendar year. We've got had 00:35:47
revisions. 00:35:53
To it I. 00:36:01
We are also, as you may know, one of the requirements is of the housing element is to show that the city has the capacity to 00:36:03
generate. 00:36:09
Enough 1200 housing units, which is. 00:36:17
A huge number within the eight-year cycle. 00:36:21
So we're in the process of doing further evaluation on how that would be accomplished. There were some sites that were originally 00:36:25
identified as potential capacity bearing sites. 00:36:32
But those would require votes of the public and so the council has decided that the best way to try and deal with that is to go 00:36:40
out and seek. 00:36:45
Alternative sites. So that's where we're at. With that I I will tell you. 00:36:51
I am real pleased. We have a new community development director on board and she's doing an excellent job and really I think with 00:36:58
her leadership. 00:37:05
A lot of progress will be made without the housing element itself. 00:37:13
I would say that the the final thing is the Council has and continues to maintain a milestone of initiating. 00:37:19
A feasibility and site selection process for an affordable housing project is some sort within the city. 00:37:28

The purpose of this presentation is to set the stage for 2024 BNRC year. 00:50:26
What the BNRC does, is does and how we do it. This may seem a little redundant for some, so I included some really pretty pictures 00:50:32
of Pacific Grove, compliments of Kim Aikman and to help remember why we love this place so much and what we are working towards in 00:50:38

So almost four years ago to this date. 00:50:54
My husband came home from work and told me that he would be a remote working for an unknown period of time. I'm sure we all kind 00:50:58
of fell into a category like that was someone right around Saint Patrick's Day. That was the beginning of a shift and change in 00:51:04
our day-to-day environment that would extend well past the two weeks that we were all preparing for, right? So Fast forward to 00:51:10
2023, one year ago from this March BNRC meeting to the date was our first required back in person meeting for us as a as a 00:51:16
Commission. 00:51:22
That's it's time. Crazy. Wow, right? Like. 00:51:30
We've all been through a lot of changes over these past few years. In some ways it feels like we're stepping right back into how 00:51:34
it was prior to 2020. But it's easy. It's not quite as the same as it was. 00:51:41
I personally will admit that I've definitely felt the fight and I've felt the flight and that's what this elicits in US. 00:51:49
It's not always easy to see what side is up. This past year has been bumpy, trying to find footing in our lives and how to operate 00:51:58
back in society. We're all at a huge learning curve here, and we're kind of making up reality as we go. I've leaned into a 00:52:05
foundation that's got me through years as an actress and a collaborative fashion designer. Freedom through structure. What does 00:52:12
that mean exactly? It's like poetry or music. There's a structure to which to create. 00:52:19
We're creative. This concept can be the formula to great success. 00:52:27
So after a year on this Commission, I can see that the structure of what the BNRC is, what we do and how we do things need some 00:52:33
dusting off. 00:52:37
A fresh look and a fresh attitude. 00:52:42
So this afternoon I'm going to summarize a few things from Chapter 3.24, the BNRC Standards, Duties and Responsibilities, the BNRC 00:52:45
Handbook, and highlight a couple of important points from the Brown Act. My hope is to set the stage for a successful year in the 00:52:50
BNRC. 00:52:56
So my personal objectives are alignment, finding our voice objectives and footing so we can best align with City Council, city 00:53:04
management and DNRC. 00:53:09
I mean big aspirations, but let's give it a whirl. Transparency. I'm a very transparent person. 00:53:14
Umm, planning ahead. Let's aim to get ahead of things instead of always feeling behind. 00:53:20
Recognizing and supporting each other for our strengths. 00:53:26
Focusing on our weaknesses or the weaknesses of others will sink the ship. 00:53:29
Early on I had the opportunity to do a wedding event with Don Murphy and he told me it's not about the wins and losses. 00:53:35
It's about what's best for Pacific Grove. 00:53:43
I kind of consider that my mantra now. 00:53:46
So I'm here to raise the bar in myself and to inspire others to do that as well, I believe, if all these things. 00:53:49
With all these things happening, all boats will rise in a tide and success will be attainable. 00:53:57

So what is the BNRC? It's the Beautification and Natural Resources Commission. We, as the BNRC, are tasked with preserving our 00:54:06
natural resources. 00:54:10
And the existing assets of heritage in the city, arts and culture for the benefit of future generations. 00:54:15
Also preserving the natural beauty and that which has been damaged or destroyed to be replaced. 00:54:22
Duties and responsibilities. I know it says powers and duties. With a great. With power comes great responsibility. 00:54:29
As we as the BNRC are to support. 00:54:36
Encourage and facilitate, I would even say inspire, conservation, restoration, beautification. 00:54:39
And improvement of natural resources in the city through projects, programs, and activities. 00:54:47
Some examples include assist in development of educational and informational programs for urban reforestation, preservation, 00:54:55
protection of trees, vegetation. 00:55:00
Wildlife habitat, monarch sanctuaries, water recyclables and reuse matters. 00:55:06
We are to advise and give recommendations. 00:55:13
To the City Council and from time to time, other boards and commissions. 00:55:16
On landscaping, beautification projects, design plans, maintenance for publicly owned properties. 00:55:21
Facilities, parks, butterfly habitats, recreation trails and shorelines on ordinances and amendments relating to construction and 00:55:28
development in the city regarding the all the affirmation. 00:55:33
Aforementioned. Umm. 00:55:39
Recommendations to City Council on arts and gifts that would live in on city property and to advise on all matters concerning the. 00:55:42

We have a staff liaison. 00:56:00
Our staff liaison, Mr. George, first He's the wizard behind the curtain. He sets up the chamber and facilitates meetings. He 00:56:02
prepares the agenda packet and postings. He takes care of our web page, videos and updates, keeps us informed of relevant city 00:56:09
activities and assistant communications with the department head, city manager and City Council. 00:56:16
The Council Liaison Council member Colletti the robust voice over the speaker. He provides announcements of city actions and 00:56:24
activities, answers questions with process and city regulations. 00:56:30
Assist the Chair to communicate Commission actions and recommendations to City Council. I will be working with Council Member 00:56:37
Member Colletti with a monthly update e-mail after each meeting to bullet point all actions to get to City Council. 00:56:44

These will be present and preside over meetings. Umm. 00:56:53
I set the agenda. I'll take the blame if it's not dialed and appearing before City Council on behalf of the Commission when 00:56:57
necessary. 00:57:01

activities we get to initiate and participate in a large part of our duties, our advisors to City Council, the participation and 00:58:03
volunteer subcommittee activities is greatly appreciated if desired but not necessary or required. 00:58:10
For the handbook, the BCC handbook, the BNRC works quasi legislative on policy policies and quasi judicial when hearing appeals. 00:58:18
The BNRC's primary function is to advise and give recommendations to City Council. We recommend we give recommendations formally. 00:58:28
In motion and a vote to council and informally those are suggestions or requests requesting information from staff. 00:58:36
Here's how that formality works. In the slide, you'll see the BNRC gives recommendations to City Council and, if appropriate, City 00:58:45
Council brings it to the city manager, who then takes it to city staff. 00:58:50
The Commission does not have authority to give work direction to staff. 00:58:56
At times council will give instruction to the BNRC to work directly with staff, but generally speaking we need to understand. 00:59:02
That the Commission does not give orders to the staff, city staff. 00:59:09
If city staff requests a recommendation or is receptive to a direct recommendation, that is an informal channel and. 00:59:14
Maybe your Reds Donuts are in order as a thank you, I don't know. 00:59:22
At times the BNRC does intersect with other. 00:59:25
BCC's because of the large scope of responsibilities. 00:59:30
When these interactions occur? 00:59:35
It's advised to grasp an understanding of the City Charter and philosophy of other boards and commissions to best serve the public 00:59:37
on issues of mutual concern. 00:59:41

OK, I'll get to Mike Etiquette here in a minute, but let's talk about meeting mechanics. Our meetings are governed by the Brown 00:59:50
Act as the ground floor foundation. The BCC handbook gives more detail, but I'll be going over some specifics within. 00:59:57

The training there, there's a training and works for all Pacific Grove boards, commissions and committees. That's coming soon and 01:00:09

So within meetings, the BNRC works mostly through decision, our discussion and making recommendations to City Council. 01:00:33
It's important to note that all discussion must be done through an agenda item for full transparency and to follow Brown Act laws. 01:00:41
A good amount of feet on the ground, hands in the dirt. Work can be done through subcommittees, teams of three or less. 01:00:49
Not to create a quorum, because our Commission consists of seven commissioners, a voting majority or quorum is 4, so we must 01:00:56
always be aware to be less than four together. It's OK to be in the same gathering, but be aware of congregating. 01:01:03
Commissioners must also make themselves aware of serial meetings, talking to other Commissioners when heading over and and then 01:01:11
heading over and discussing with another. 01:01:16
When emailing, remember the No More Than Three people rule as well. Be aware of the Reply All button. If the BNRC has an entirety 01:01:22
is included in something, please plus press just Reply not Reply All as to not introduce the idea or of discussion or appear in 01:01:28
discussion. 01:01:35
Emails can include the chair, staff and council liaisons, the mayor and or city manager to keep open lines of visibility. 01:01:42
So because of casual behaviors, interruptions and how to handle them have become an interruption of the process all in itself. 01:01:51
So, getting the floor, I'd like every member and everyone in the room desiring to speak, shall to address and be recognized by the 01:01:59
chair, stick to the matter at hand. 01:02:04
Avoid personal attacks and disrespectful language. 01:02:10
If there's a casual interruption, such as someone can't be heard, for example, please address the situation through the chair. If 01:02:14
order is to be had, the chair will call order and take further handbook advised actions. 01:02:20
Overall, let's just aim to raise the bar, respect ourselves and others. 01:02:27

Like I mentioned before, it's they're kind of like monologues, so a commissioner, liaison or member of the public can give a 01:02:35

A Commissioner may offer it up as an agenda item to be considered. 01:02:49
As I covered a moment ago, only agenda items with public awareness can have discussion, and if the recommended action suggests 01:02:54
recommendations to council, a motion can be explored. Please touch base with me if there's anything you'd like to add to a BNRC 01:03:00
agenda. I'd like to get an agenda line up rolling a. 01:03:07
So if there's a project activity, creating a subcommittee or a recommendation to council that a commissioner would like to put 01:03:14
together, spearheaded as the visionary. 01:03:19
Request to present the idea as an agenda item, or request it at a meeting and check the temperature of the room. So in the BCC 01:03:23
handbook on page 14, a commissioner may request an item to be placed on a on a future Commission agenda. 01:03:30
And that request must be made only at a Commission meeting. 01:03:38
So I'm working to have a future agenda item suggestion as an agenda item on future agendas at this point in time. However, please 01:03:43

be adequate to allow the sense of a community to emerge. We're looking for a voice or our Symphony. 01:04:39

A simple motion might be like I'd like to move to recommend to City Council that blah blah blah, or I move to approve the agenda. 01:04:54
Amendments can then can be made. We don't exercise those a lot, but it's a yes and. 01:05:01
It's A tag on to the simple motion and amendments to the amendment. An ad can occur, but the further we get down that road of 01:05:08
amending amendments, let's consider the motion, clean it up and start over. We want all motions to be clear and concise. 01:05:16

tree up to fail and how can we work with the Planning Commission and the building and planning department so that instead. 01:17:25

Encourage success, and one of the things we can do is the critical root zone is a numerical calculation. It's one inch. 01:17:37
Of the diameter. So if a tree is 12 inches in diameter, then you're not allowed to construction 12 feet, so it's a one inch per 01:17:47

this stuff. So do we like maybe have a subcommittee that reviews all the Planning Commission agendas or reviews all the 01:19:16
Architectural Review Board agendas? But it's like we're a group of seven people, how much can we take on so? 01:19:22
You know, I I don't know, but it just seems as though a lot more collaboration needs to take place and as we start talking with 01:19:29

Madam Chair, Members of the Commission, first of all I would like to thank you for the invitation to come in and present the 00:17:16
city's. 00:17:20
Goals and priorities and and the work plan and the progress made thus far. 00:17:26
By way of background. 00:17:34
Goals. 00:17:38
Priorities, Milestones are extremely important to the entire organization. 00:17:38
Commission, committee, council members, staff members, it actually helps to put everyone. 00:17:46
Sort of in a focus as to what the cities. 00:17:55
Uh, priorities are. 00:17:59
And this is really a very integral part. 00:18:01
Of the budget process, in fact, it actually provides the structure for the development of the budget itself, once those budget 00:18:06
priorities are adopted by the Council. 00:18:13
Back in. 00:18:21
2023, so when they were just beginning to discuss this particular fiscal or or last particular fiscal year. 00:18:24
Excuse me, the one that is just presently ending 2324, the the Council participated in a facilitated goal setting session. Some of 00:18:36
you may have seen it or participated in it at at that time and essentially what came out of that were? 00:18:45
For a. 00:18:57
Priority goal areas and those included recreation infrastructure, environmental stewardship. 00:18:58
And housing and I'll talk about those in in just a few minutes, but as I said. 00:19:06
With the adoption of these goals, it really sets the structure and the direction for the entire organization. Once the budget is 00:19:14
developed, I will say it's kind of a road map for the operations of the city. 00:19:23
And it along with its the community goals and work plans are actually living documents. It's like things aren't cut in stone per 00:19:32
SE, but as we know as we go and proceed through the fiscal year, things change and sometimes don't occur or maybe they do occur 00:19:42
even faster than we anticipated. So it is important. 00:19:51
That periodically the Council. 00:20:02
Along with their budget review, review the progress that they are in fact making. 00:20:06
With their work plan. 00:20:11
In on February 28th, what I was pleased to do was to actually present an update to the Council. 00:20:14
And the progress of this work plan that actually encompasses 2 years. 00:20:24
And it was intended to do that with. It was set up purposely to do that. 00:20:30
In the years that are really covered by this poor plan are 23 through 25 S having a discussion at this point as we're beginning to 00:20:37
develop the. 00:20:43
Actual budget for the 2425 fiscal year. It is certainly appropriate. 00:20:50
And I will now take you through that progress report. Umm. 00:20:57
And George has been so kind as to put it up on the screen, so hopefully you can follow along with me. And it's important to look 00:21:03
all at all of the goals so you understand everyone has an understanding of of what the entire work program looks like. 00:21:13
The first one was actually or. The first work priority is recreation services. 00:21:23
And what it initially talks about is submitting A comprehensive plan to the City Council. 00:21:29
That would increase the use of some of our recreation facilities. 00:21:37
And this was actually met. So that's that's been done. And and what the council's primary concern was they wanted to see an 00:21:45
expansion of recreation programming and that of course meant recruiting and onboarding staff. 00:21:53
With the first year of that expansion now now fairly complete. 00:22:02
The hiring for the first season, if you will, the summer season. 00:22:10
Of 23 was completed. In an additional fun Intel were served from the recreation program. We're repeating that process as we speak, 00:22:15
so I know that they are. 00:22:24
Very. 00:22:36
They being the recreation department, is very active in beginning to set up their programs for both the the spring and the summer. 00:22:38
There, you know will be day programs at the youth center. 00:22:45
We're working with the Pacific Grove Unified School District and they'll also be a day program. 00:22:53
At the at the elementary school, we're also in the process of trying to expand the pool program, so hopefully that will all. 00:23:01
See progress as as we. 00:23:15

So we're continuing to make, I would think, good progress with our recreation programs. The one thing that we still need to 00:23:20
complete is the evaluation of fees. 00:23:27
For use rental of facilities. 00:23:33
Uh, Chautauqua Hall, etc. And I I know that the fees are being worked on and I would expect that they will be presented before the 00:23:37
end of this fiscal year. So George, if we can move to the next one. 00:23:44
The next goal priority area is whoops is actually infrastructure. 00:23:53
And the main goal under infrastructure is to enhance the process prioritization and scheduling and completion of CIP projects. 00:24:01
A key to that is actually doing an assessment of some of our major city facilities. 00:24:15
And we have actually we're in the process of selecting A consultant should have that selected by the end of the month that will 00:24:22
actually access. 00:24:28
Uh, those. 00:24:35
The assess those facilities and it really includes a Police Department, this building, the fire fire department, obviously the 00:24:38
youth center and the corporation and it's a part of identifying what those repair priorities are so that we have a better feeling 00:24:45
of what, where and how to fit them into a CIP. 00:24:53
The other direction or milestone that the Council wanted us to focus on was to implement recommendations for a kind of a 00:25:02
revitalization of the capital improvement program and staff is working on that as I speak and we hope to have a a new. 00:25:12
CIP format to provide to the to the community. 00:25:24
As we get closer to May. 00:25:31
The complete policy is also a major milestone of Complete Streets. 00:25:35
Program to adopt and implement the design of safe walking pathways. 00:25:44
Sidewalks and path. 00:25:50
Lanes including signage. 00:25:52
And we've had some initial discussions with Tamsi, but to be honest, we have a long ways to go with this and it's going to take a 00:25:55
little bit more focus and effort on our part, working with the traffic Commission, et cetera, to bring this and the Planning 00:26:01
Commission to bring this forward. 00:26:08
If we could go next to environmental stewardship, this is. 00:26:16
I know an area that is. 00:26:21
Extremely important to this this committee. 00:26:24
The first goal is to initiate and complete a climate action and adaptation plan. 00:26:29
And we have a subcommittee, council subcommittee that is working on that Council member Coletti as well as McDonald, I believe are 00:26:38
are the two members of that subcommittee and in the review of. 00:26:47
This effort, the subcommittee indicated they they know they need to make some progress here. 00:26:58
What that means is actually getting through the process of selecting. 00:27:08
A consultant that will actually help with the drafting of the Climate Action Plan. 00:27:13
And then once that's to be done. 00:27:22
We would. 00:27:26
Bring that to the BNRC. 00:27:29
And that's probably not going to happen right now. I would say if we were lucky, it would probably be. 00:27:33
Sometime in the fall when you've got a lot, once the consultant is selected, you have to have a little bit of time for the 00:27:41
completion of the report. So that's. 00:27:46
Kind of what I would see that is going. 00:27:53
The next goal area is to initiate and complete a citywide tree improvement and management plan. 00:27:57
Part of this is obviously to complete the comprehensive Title 12 revisions, which I know that. 00:28:06
You're all familiar with and focus on replanting compliance and tree appeal process. 00:28:15
And you've already conducted the initial review on on the tree program, I mean on the Title 12 program. I understand you. I 00:28:25
actually attended that initial review. So I know that you're bringing it back and I believe it'll be on your agenda next month, if 00:28:32
I'm not mistaken. 00:28:39
And what at least from staff's perspective we're hoping, I mean that happens is at that time you would be able to sort your way 00:28:47
through it? 00:28:52
And as it is so very important to provide that. 00:28:59
Recommendation to the City Council. 00:29:04

Another milestone is to plant and maintain at least 150 native trees on public property and public right of way. 00:29:13

That the consultant will be making those final adjustments to the protection plan and then we'll be forwarding that plan back to 00:30:58
the BNRC. I should think that this won't take very long at all. 00:31:06
It could be possible that you could see it next month. It may be a bit difficult for you to undertake both Title 12 revisions as 00:31:16
well as Wildlife Protection program, but. 00:31:22

One of the things that the the. 00:31:33
The protection plan does call for is the retention of additional CSO's Community Service officers. 00:31:38
And the assignment of those community service officers as part of their municipal duties is to actually go out and patrol the 00:31:48

The budget calls for the hiring of four. 00:32:11
We have two that are fully on duty, one that is about to complete what's called their field training. 00:32:14

Be able to be out on their own and then the last and final uh, hiring is actually there's an individual that's been selected. 00:32:28

Background check at the present time, so we're getting close, I will tell you. 00:32:42

Two and shortly three CSO's that have all been that are there and are no longer in the need of the field training. 00:32:52

The George Washington Park Master plan, the consultant has been selected to do that and is actually out there and doing it. It's 00:33:34

That would also impact the coastal zones, lands within the coastal zones relative to habitat and wildlife protection measures. 00:34:05
We've had a bit of difficulty in finding a consultant to do that for us, the RF. 00:34:14

You know, the first time through we didn't get any respondents. 00:34:27
We sent it out a second time and did. 00:34:32
Get a respondent, but the one that did was at an excessive cost far and above over the. 00:34:36
The the budget. So we're going to have to rethink how we. 00:34:44

Finally, our fourth goal area is housing. Housing, as you know, has been a. 00:34:55
A big focus for the city throughout the last year and it will continue to be. 00:35:03
In the coming here and just very briefly. 00:35:09
Planning staff is in the process of. 00:35:14
You know, looking at the way of grandfathering existing non conforming ADUS. 00:35:17
That is an ongoing process. 00:35:25
We have made some recent progress with it, but we still have a ways to go. 00:35:28
The the major area of focus is obviously been to complete the housing element, which is something that is done. 00:35:33
Required by the state. 00:35:43
And we did meet the requirement to submit the the draft of the housing element by the end of the calendar year. We've got had 00:35:47
revisions. 00:35:53

We are also, as you may know, one of the requirements is of the housing element is to show that the city has the capacity to 00:36:03

Enough 1200 housing units, which is. 00:36:17
A huge number within the eight-year cycle. 00:36:21
So we're in the process of doing further evaluation on how that would be accomplished. There were some sites that were originally 00:36:25
identified as potential capacity bearing sites. 00:36:32
But those would require votes of the public and so the council has decided that the best way to try and deal with that is to go 00:36:40
out and seek. 00:36:45
Alternative sites. So that's where we're at. With that I I will tell you. 00:36:51
I am real pleased. We have a new community development director on board and she's doing an excellent job and really I think with 00:36:58
her leadership. 00:37:05
A lot of progress will be made without the housing element itself. 00:37:13
I would say that the the final thing is the Council has and continues to maintain a milestone of initiating. 00:37:19
A feasibility and site selection process for an affordable housing project is some sort within the city. 00:37:28
Umm and uh, we were because of the the changing in staff and the heavy workload by the housing element. Uh, we we haven't been 00:37:38
able to do that. 00:37:45
Make much progress there, but the council wanted to be sure that it's maintained as a goal and priority for the second part of the 00:37:52
