OK. We'll call this meeting to order. May I have a roll call please? 00:00:00
Commissioner Gorman. 00:00:06
Here, Commissioner. 00:00:08
Here, Commissioner walking stick chair. 00:00:10
Here, Secretary Lee. 00:00:14
Vice chair. 00:00:17
Here here all present. 00:00:19
Wonderful. 00:00:24
OK, may I have a motion to approve the agenda? 00:00:29
So moved. 00:00:34
All in favor. 00:00:39
Aye, aye. 00:00:40
Motion passes. 00:00:47
All right. Does any, do any of the Commission members have any? 00:00:51
Commissioners have any? 00:00:55
Announcements I. 00:00:57
And then? 00:01:00
Oh, sorry, George, you go ahead. 00:01:02
All right, much to my chagrin, the relief organization I mentioned last time that has the free tree inventory software. 00:01:05
Only. 00:01:14
Accepts memberships from nonprofits and community groups, so cities are not allowed, so we can't use it. 00:01:15
I'm still going to attend and get the software and maybe. 00:01:22
Play around with it with George Washington Park or something if anyone wants to join me. 00:01:25
The number 2, The community wildlife. 00:01:31
Not wildlife. I'm sorry. Wildfire protection management. 00:01:35
Plan or report that was prepared for Carmel, Monterey and Pacific Grove is out and. 00:01:40
I think we're hoping it's going to be posted on the city web page, but if not, I'll attach it to next month's minutes and anyone 00:01:49
who wants it in advance. It was done by the Dudette Company, which is the same company that did the George Washington Park. 00:01:57
Maintenance. 00:02:05
And. 00:02:08
The kind of like a tree subcommittee update the rec department I'm so happy about this is. 00:02:10
Putting together. 00:02:19
CIP request to fund. 00:02:22
School age children planting trees as an educational and recreational activity, and so perhaps we could. 00:02:26
Join with them, collaborate with them. Dovetail with them on getting CIP money. If two boards asked for it, you know so. 00:02:36
I'm excited about that and I'm excited about that because it's kind of rare that you have two boards collaborating. So we have an 00:02:46
opportunity to explore this and maybe even make a protocol for how to do that. 00:02:53
Rebecca. 00:03:00
That's going to be on our agenda later. 00:03:01
Well, I'm just Announ. 00:03:04
That it's happening, that the report is doing it has nothing to do with what I'm asking for for a CIP package. 00:03:06
And then lastly, I would like to request and I hope somebody else will support me on this to get the seasonal events calendar on 00:03:13
our next agenda. 00:03:17
I think according to the handbook, we have to have two people interested in doing that. So the Seasonal Events calendar is a 00:03:22
calendar. That's. 00:03:25
Available to city staff and members of the public, and so it would say things like. 00:03:31
The the road work and the seal pupping so no road work on Ocean Blvd. or within a certain. 00:03:39
Or it wouldn't say that sorry. It would just say seal popping season this time frame and then. 00:03:46
They would know not to do road work during that time. They would it would say like bird nesting season and they would know oh, if 00:03:54
we're going to go trim trees we need to get do a inspection for nests so it gives the the, the heads up of things like that so. 00:04:02
Want to agenda? 00:04:12
Let's I would recommend that when you have things like that, rather than just do. 00:04:16
Talk about them in general, public comment that we talk about it and put it on an agenda going forward and we can have the full 00:04:21
discussion. 00:04:25
This is really supposed to be more announcements. 00:04:29
Of things that. 00:04:33
Our city. 00:04:36
And or leftover questions from. 00:04:38
OK, I thought. I thought it was going to be agendized from last time. That's what you. 00:04:42
Right. And then things changed because it's going to, it's going forward for next month. 00:04:47
It's going forward for next month, OK, OK, cool. So I don't have to worry about it. 00:04:52
OK. 00:04:57
At the last meeting. 00:05:08
Some of the people on the zoom call could not hear. 00:05:14
The Commission. 00:05:22
And that's because. 00:05:24
Microphones. 00:05:25
One directional or something. So I just want to remind Commissioners to please speak directly into your. 00:05:27
Microphone because. 00:05:34
It was unfortunate that some people's comments. 00:05:36
Heard by the general public who are on Zoom. 00:05:40
Special actor training. I guess we'll need that. Thank you, Kathy. 00:05:48
Andre, thank you. I wanted to say thank you to the police, fire and all first responders involved in our storms last week. 00:05:55
Additionally to update on the Monarch Sanctuary butterfly count, it was 1250 last week. 00:06:04
Since we don't know we had the the storm, hopefully the numbers are still. 00:06:13
Up around that point, Hopkins Harbor seals are popping season, PG popping season beginning early February with five unsuccessful 00:06:18
births to date. The city did a really nice social media post advising residents that we're at the start of the season. 00:06:27
And also asking for the public road to be quiet around me. 00:06:36
I don't know if we have any sign updates, but that's all I have right now. 00:06:42
Thank you. 00:06:46
What else? 00:06:50
George. 00:06:53
Yeah, so Missionaries Chair Myers, I just want to reiterate what Kathy said, that we did have some complaints about microphone 00:06:54
usage and I think a good rule of thumb is about a fist. 00:06:58
Length, distance to your microphone and if you kind of listen carefully, you can hear if the system is picking up. 00:07:03
Your voice. It can be hard if you're speaking loudly, though. 00:07:10
And also had the Monarch Grove Sanctuary like Commissioner Person was saying the count. The last count was last Friday 1250. 00:07:14
Which is the normal trend as the overwintering season comes to an end and the Monarchs can begin their migration. 00:07:23
And they do seem to have weathered the storms pretty well. It's hard to see clusters from the pathway they're tending to cluster 00:07:31
in the inner Grove really high up right now, but people can see monarchs in there doing their kind of reproductive dances and 00:07:39
seeking nectar fluttering around, especially in the warmer afternoon hours. 00:07:46
But I think that's quickly going to come to an end as the kind of bar graph of the line chart of their population drops down as 00:07:54
they get ready to go. And we do still have the lower section of the footpath closed due to a hazardous tree hanging over the path. 00:08:02
And during the storm events, when it gets you know where you have extreme wind. We close off the entire path in the entire park. 00:08:10
And. 00:08:20
Moving on. 00:08:22
I just wanted to let everyone know that the black oystercatcher MO U. 00:08:23
Coastal development permit application is in the hands of the Planning Department. 00:08:29
And the Planning Commission and they're currently exploring what is going to be required if we're going to need a full permit, a 00:08:34
waiver or if we might qualify for an exemption. 00:08:38
So that is pending and in the meantime myself and staff have been collaborating with. 00:08:43
Motorola project in the Audubon to kind of make plans at a time to have make sure we have all the barricades for the kind of 00:08:49
expected sites from the last previous years on hand and to hammer out the signage so that that's ready to go. So even though we're 00:08:55
still waiting on the Planning Commission to finalize the permit. 00:09:00
Situation. We're still kind of plowing forward and making sure that we're ready and we're planning a meeting with staff and the 00:09:06
Audubon and the employee project to make sure that's all dialed in. 00:09:11
And with seals, we have the drone signs that were discussed on order. So we expect those shortly. And we're the quiet seal signs. 00:09:16
We've got some concepts and that's in progress. And I'm hoping to meet shortly, probably I'm hoping the end of this week or 00:09:24
earlier next week with that subcommittee to discuss the kind of concepts and get those ordered and maybe in the meantime have a 00:09:31
temporary solution while we wait for a permanent sign that's going to be mounted into the ground. 00:09:39
And that's everything I've got. Thanks. 00:09:48
Wonderful. Thank you, George. Council liaison announcements. 00:09:50
Good afternoon, Chair members of the Commission, I've got a couple of announcements regarding. 00:09:55
Our last meeting councils last meeting on February 14th, Council discussed and gave direction to the City attorney regarding. 00:10:01
Public comments at meetings of legislative bodies. That would be the council and all of all of the BCC's. 00:10:10
And this this basically involves providing a notice on each agenda. 00:10:18
And then also allowing the chair to interrupt inappropriate. 00:10:25
Discussion as it rel. 00:10:29
To discussion, that's not permissible. 00:10:31
And that's all outlined in the agenda report, which I will provide a link to in a follow up e-mail. 00:10:35
Council also discussed. 00:10:41
The board's committees and commissions hand. 00:10:45
And there is a revision that's currently underway. 00:10:48
That revision will come back to council for final adoption. 00:10:52
There was discussion, some good discussion on how each board, committee, Commission can provide. 00:10:56
Their recommendations to council? 00:11:03
And I'll provide the link to the agenda report and also the video. I think that's worth watching. 00:11:05
Have a good meeting. 00:11:10
Thank you. 00:11:14
Now we'll open it up for general public comment. 00:11:17
We have two or three hands raised in the audience. 00:11:28
Let's start with Lisa John. 00:11:38
Thank you. Before my time starts on my comment, I'd just like to give you some feedback about the microphones because. 00:11:43
The chair has a particularly particular challenge because whenever she turns to talk to one of the other members, even recognize 00:11:51
them. 00:11:56
But we we lose it. So mostly I've heard Rebecca and Kathy's reminder and Andre. But. 00:12:02
All the other conversation is not. 00:12:10
OK. Well, I was hoping that. 00:12:14
Yeah, thank you that I could have a full 3 minutes for my comment because. 00:12:17
I wanted to speak about the Great Tide Pool Trail. 00:12:22
And you know, which has been was gravely damaged last a a year ago and a little more than that and there's an item on the council 00:12:27
agenda for tomorrow that's confusing. It's on it's, it's on the consent agenda, the CIP project budget report and. 00:12:40
Titled Tide Pool and Point Pinos. Now I've tried to find out from. 00:12:54
Public works this afternoon what that is, and I'm told that it's really the. 00:13:01
The Point Pinos Trail project, but it's for 35,900, which sounds like the great typical repair project. So in any case. 00:13:06
The repairs need to be done there and so far it's not getting a lot better that in fact a bench has just been added out there. 00:13:16
By the beach where where it's below 20 foot elevation, which is a. 00:13:28
Not acceptable places we've learned, I would have thought. Also the boardwalk going straight down the middle out to the beach is 00:13:35
is at least 6 inches deep in sand and has been continually. 00:13:42
For most, for most of the way and at the North End. 00:13:52
Where? Where The trail just simply dropped off last year. 00:13:57
They've they've sort of done something but and they've put. 00:14:02
DG decomposed granite on it, but that is like ball bearings. So on a slope, a steep slope with ball bearings there are there are 00:14:09
people who who can do that but. 00:14:16
The general public and. 00:14:22
I would like to be considered part of the general public despite my years of age. 00:14:26
And I I have always walked out there regularly. I could navigate the sand. 00:14:33
The sand dunes that were there before better than I could navigate the trail. So I'm hoping that you will ask for a report. I'm 00:14:38
asking and requesting that you ask for a report from public works on what the status is of that trail and why. The other thing is. 00:14:48
There's all this concrete debris leftover from when they built the trail and added concrete that wasn't in the approved plans, and 00:14:59
all that concrete debris is scattered all over. 00:15:05
They are at. 00:15:13
They have put up. 00:15:15
The post What do they call it? Rod and cable fencing to keep people to some degree out of the. 00:15:17
The native plants and endangered plants that are out there. So I hope you will request an update on that. Thank you. 00:15:25
Thank you. 00:15:36
And now with the hand up with Tom Aikman. 00:15:40
I thank you. I just want to reinforce something George announced, which was happy to hear. 00:15:45
That. The signs. The quiet signs that. 00:15:51
Been talked about for some time for down around. 00:15:55
Hopkins Marine Station, The Seal Beach. 00:15:57
Are in. 00:16:02
Good to hear. I wish they were done by now and I was going to call and encourage you to to get on those, but now I hear you are 00:16:04
getting on those. 00:16:08
And the idea of putting up something. 00:16:12
Maybe a good idea because as you heard from Andre. 00:16:17
The need is. 00:16:21
Things have. 00:16:23
And for maybe reasons not so hard to explain. 00:16:25
The days this weekend between the. 00:16:30
There was a lot of boisterous folks that went out to blow some steam off. 00:16:33
It was the. 00:16:39
Not a good thing. 00:16:41
So. 00:16:42
Anything. 00:16:44
You can think of the speed along with temporary signs or to move it along. We would appreciate it very much. Thank you. 00:16:45
Thank you. 00:16:57
And now we have a hand raised from Carmelita Garcia. 00:17:02
Good afternoon. Thank you and thank you for your. 00:17:09
I just want to mention a few things about our native deer here in Pacific Grove. 00:17:12
So for the most part they shelter in place during the rains and when there is no rain they. 00:17:19
Come out and they. 00:17:26
Nibble on the fresh wet grass and also on the Moss that. 00:17:28
Falls from the trees during the. 00:17:33
And the Moss pretty much lands. 00:17:37
In the. 00:17:41
Some of it are in little balls type of thing, others are remain on the branches of trees and what have you so. 00:17:43
Just a reminder to be watchful of that while driving. 00:17:50
Riding bikes and what have you. Some doughs are coming out with their fawns and the fawns are about 10 months old now. 00:17:54
They're pretty cute. They're healthy looking. Glad to see. 00:18:02
11th next month PGD or awareness, we will be at the farmers market. We have a table there. 00:18:10
Each year and we'll have literature and and brochures and what have you discussing. 00:18:16
Deer and things to do and not to do. 00:18:24
And. 00:18:26
April 1st of last year of 2023, the first fan was born. 00:18:29
So that's kind of sort of around the corner and I will be monitoring does and I. 00:18:35
Typically put word out for those that might see one in their yard to alert us to that so that we can begin monitoring them. 00:18:42
Anyway, thank you very much for your time and please drive safely. 00:18:50
We still have a big herd that hang out at the PG Middle School. 00:18:56
And they have a tendency to meander across the street over to Canterbury and back and forth. And I've, I've been on the road when 00:19:02
I've seen them and drivers are very cautious and very aware of the herd that. 00:19:08
Grateful for that and encourage everybody to. 00:19:16
Just be on the lookout for our deer. Thank you very much. 00:19:20
Thank you. 00:19:27
And we have no further hands raised. 00:19:29
I was reviewing last month's minutes and I noticed that the Title 12 revisions were removed from the BNBNRC duties of creating St. 00:19:40
Tree Planting and and a Sustainable Maintenance Plan and. 00:19:49
I just wanted to see it restored and just wanted to have that brought back to attention, if we might. 00:19:59
Thank you. We're going to be revisiting that topic next month. 00:20:05
In full. 00:20:12
We'll be happy to take the take comments and have further discussion on that. OK. So. 00:20:15
Yeah, alright. Well, thank you. Thanks. 00:20:21
OK. 00:20:31
Next. 00:20:36
Will be the regular or I guess the approval of the? 00:20:40
Which we don't have. 00:20:44
Correct. So we will be having, we will have two sets of minutes to approve next month, next month. All right. I just want to say 00:20:46
that I apologize I've been very sick and when and I got the minutes to George probably about 6:00 or something the day that I 00:20:53
should have had them in and and he'd already gone home I. 00:21:00
And so, because I was. 00:21:07
They're really detailed. The 1st 2/3 the last third is rushed, isn't it? Just FYI. 00:21:10
My apologies. 00:21:19
No worries, OK, regular agenda. The first step would be selection of officers. 00:21:23
Chair Myers, would you like me to read the instructions on the normal nominating an election process? That would be great. 00:21:34
So, taken from the Boarding Commission handbook, charter committees must elect A chairperson or chair to serve a one year term at 00:21:43
the first meeting in February. 00:21:47
I think it should should be noted here that Chair Myers was not elected in February. She was elected later in the year to fill the 00:21:51
vacancy. So she has not served an entire one year term at this point. 00:21:56
Then this is also the practice of other committees, the committee chair or if there is no chair, the person who called the meeting 00:22:02
to order. 00:22:05
Will ask for nominations for the office of. 00:22:08
Members of the committee may nominate themselves or any other member of the committee. No second is required. 00:22:11
Once nominations are complete, the chair will close nominations. 00:22:18
Announced the slate of nominees. 00:22:22
And ask for a vote on the nominees in the order of nomination. 00:22:24
Each voting member of the committee shall have one vote. The nominee receiving votes from a majority of the members in attendance 00:22:28
shall be declared the winner. 00:22:32
If no member receives A majority, the process shall be repeated, except in the event of a tie between the top two vote getters, in 00:22:37
which case a runoff shall be held. 00:22:41
The winner shall assume the office of chair immediately. 00:22:45
Under using the same procedure, the new chair said shall secure the election of the. 00:22:49
The committee may also appoint a secretary. 00:22:53
OK. Thank you. 00:22:58
So may I take nominations for chair? 00:23:00
Thank you. 00:23:11
And one second is necessary. 00:23:19
Any other names? 00:23:22
I'd like to nominate Christine Walking. 00:23:25
I made it myself, but thank you. 00:23:28
It was. 00:23:31
Sorry. 00:23:33
OK. Then we go in order, George. 00:23:37
Correct all those in favor of Susan Myers. 00:23:40
Aye, aye. 00:23:45
All those in favor of Christ. 00:23:50
Aye. 00:23:53
4 Christine. 00:23:55
I'm here to go. Thank you. 00:24:02
That's a weapon. 00:24:05
OK, so we go with vice chair. 00:24:09
So do we have nominations for? 00:24:12
I would like to nominate myself as Vice chair. 00:24:15
I'd like to nominate Marty Dunn as. 00:24:21
OK. Any further nominations? 00:24:29
OK, I'm gonna nominate myself. 00:24:34
I I forgot to say that. 00:24:41
The handbook says that the BNRC is not required to have a secretary. 00:24:44
So as Vice chair, I'd be happy to continue my role in taking the minutes and writing the minutes. 00:24:50
OK, let's move forward with the vice chair. Vote 1st and then. 00:24:56
Continue with the idea. 00:25:01
For secretary. OK, so. 00:25:03
All those in favor of Rebecca. 00:25:05
Aye, aye. 00:25:10
Of course I3. 00:25:16
OK, Martin. 00:25:20
Aye, aye. 00:25:23
And Andre? 00:25:28
OK, now we have a tie with Rebecca and Marty, correct? 00:25:34
I'm reading that right? 00:25:38
So down to let's do the vote. 00:25:39
Rebecca. 00:25:46
Aye, aye. 00:25:50
Marty. 00:25:55
Aye, aye. 00:25:58
3 for. 00:26:02
Or for Rebecca? 00:26:04
Congratulations, Rebe. 00:26:06
OK. 00:26:10
What about a secretary? So Rebecca brought up that we are not required to have a secretary, although I find it important to have a 00:26:12
secretary so. 00:26:17
This is. 00:26:24
An active board, and there's a lot of writing. 00:26:25
Documenting that needs to happen. How does everybody feel about a secretary? Yes. 00:26:31
OK. 00:26:38
For many groups over the years it is a hard job. It's, I mean it's time intensive and I wonder if we might split the duty, share 00:26:43
the duties somehow on a rotational basis and rotate. 00:26:50
Two people or three people, so that the onus is not following. I'm just one person, OK? 00:26:58
I love you. 00:27:07
May I make a comment? Sure. 00:27:09
In the. 00:27:13
Boards and Commissions handbook. There is a specific call out for how minutes are to be. 00:27:14
Managed and that may be we may find that to be helpful if you've looked at the Council at. 00:27:22
Meeting minutes. They are much simplified compared to what we've been doing on the BNRC. They aren't as detailed and the 00:27:30
recommendation is that for minutes. 00:27:36
In terms of the discussion of the BNRC only action. 00:27:45
Is documented. 00:27:51
So that may help whoever is taking the minutes. It wouldn't be quite as onerous. 00:27:55
And then of course there's always the video for people to refer to. I mean, other things are documented, for example. 00:28:01
The written submissions and comments and also the names of the people that make public comment. 00:28:09
Noted, but there doesn't seem to be a need for AS owners. Yeah, OK. I think using the handbook as a as a guideline as our 00:28:18
foundational point would be valuable. 00:28:25
Yeah, the handbook makes a recommendation. It doesn't say you have to do it that way. The reason I've been doing it with detail is 00:28:32
that, and you can correct me if I've got the time wrong, George, but the they're only actually required to maintain videos online 00:28:37
for. 00:28:42
Six months or a year? And the reason they are still available from years past is because staff just hasn't gotten around to 00:28:47
deleting them. So if it's not in the minutes. 00:28:53
And it's not. I mean, you can get a gist of it from the letters, but for example, our last meeting, we didn't take any action. 00:28:59
So that huge 3 hour meeting and it. 00:29:05
No action taken that would be the reflection. So anyway, that's why I put the detail in and we'll continue to do so when it's my 00:29:09
responsibility unless. 00:29:13
Unless y'all want to vote that down or something, OK? 00:29:18
OK. And how do we feel about maybe multiple people being taking the role of secretary maybe off and on? 00:29:24
That feel OK. 00:29:32
George, is that permissible? 00:29:35
I'll read from the Board and Commission handbook that references A singular a secretary if a secretary is appointed by the 00:29:38
committee. 00:29:42
The the Secretary is responsible for timely completion, so is my interpretation of this short paragraph. 00:29:48
The boards and Commission handbook only imagines A singular secretary. 00:29:57
Thank you. 00:30:01
And I think. 00:30:04
Just to streamline the process of rotating secretary position would only complicate things in my opinion, but. 00:30:06
Be it. 00:30:15
Thank you. 00:30:17
I'd like to open up nominations for a secretary. 00:30:18
I'd like to nominate Marty. 00:30:30
Oh, come on. 00:30:37
Well, you can decline. 00:30:40
Thank you. 00:30:43
Anybody else? 00:30:45
OK, already done. 00:30:49
All in favor of Marty Dunn? Aye aye. 00:30:52
OK. 00:31:03
Moving on to the. 00:31:06
BNRC 2024 Goals and Subcommittee assignments. 00:31:12
OK, we have. 00:31:30
Our Draft Annual BNRC goals as Printed up if we. 00:31:32
Want to go through these line by line or discuss within each one subcommittees I'm assuming. 00:31:39
Well, no, I shouldn't assume. 00:31:46
Let's just start. Sorry, go ahead. 00:31:49
So I had updated these with the list of names that you guys had given me. So I think all of the. 00:31:53
The Commissioners names in these. 00:32:00
Subcommittees are accurate. I also updated. 00:32:05
The Washington Park trees and and plantings. 00:32:10
Consistent with comments that I received, but the others I didn't receive any comments on. SO. However you want to handle that. 00:32:14
Thank you. I'm jumping in here. So thank you. I appreciate it, Susan. 00:32:22
George Washington parked trees and plantings on public land. Rebecca, Christine and Jennifer. 00:32:27
Is there anything that we? 00:32:33
Want to address within that. 00:32:37
I like how they're written. Oh gosh, I'm terrible with the microphone. Apparently you can hear me. 00:32:41
At home. 00:32:48
I only had maybe one suggestion for an add-on. It kind of dovetails nicely actually with. 00:32:51
Even a monarch sanctuary goal, but where we have item. 00:32:56
Work with the city on signage for Washington Park. I know we I do have a question I I thought that was part of a CIP last year so 00:33:00
a status update would be helpful. But also I thought to kind of dovetail with it to kind of beautify the signage, everything from 00:33:07
just the park to the Monarch habitat and those things. But even do mulching and. 00:33:14
Do the native pollinator plantings like as mentioned in the Monarch sanctuary and we could do it around the signs as well, 00:33:23
especially at the corners of the park. It would serve as both the beautification project I think they could get volunteers to. 00:33:29
Maintain it, you know, at least initially in water and things like that. So maybe just some kind of add. 00:33:37
Unless that's too specific. 00:33:44
We can talk about more of that in our subcommittee. Umm, Rebecca? 00:33:47
On 1.5 can you read it Marty or? 00:33:54
Update literature, brochures, etc. On PG flora and fauna for public dissemination. 00:34:02
Thank you. So that one I thought we could add or if you wanted to make it more specific, the duties in the current tree ordinance 00:34:08
of creating the tree list and. 00:34:15
A street tree planting. 00:34:23
Plan. 00:34:27
You can put that in as a goal. 00:34:30
You can just add it to that. 00:34:32
OK. Thanks. 00:34:34
OK #2 monarch sanctuary. 00:34:41
Christine, Andre and Kathy. 00:34:45
Was there anything? 00:34:51
Comment or you wanted to add? 00:34:54
That looks good. Fantastic wildlife protection. Andre Rebecca. 00:34:59
Comments or additions, Subtractions, Looks. 00:35:06
Well, Andre did a great job on these and I was just looking at 3.4, the promotion of public education of wildlife through cities, 00:35:10
social media, signage, etcetera. And I I didn't know if you're etcetera included working with the library, the chamber and the 00:35:18
museum or might be a good idea to say it. 00:35:26
To add it. 00:35:34
I like leaving it open-ended. OK. OK. We can add that and then put et cetera. 00:35:36
Oh, sure, it's just there's the ET. 00:35:43
So. 00:35:47
So, you know, if we come up with other ideas this or that, we're not contained. Yeah, yeah, I just wanted that I liked. 00:35:48
It's more open-ended if you. 00:35:56
That piece. 00:35:58
Well, I was thinking about the community corner in the library and then I go if you're going to mention the library, you better 00:36:00
mention the museum and the Chamber of Commerce and then it got going, you know, So I like, I like leaving it open with the 00:36:05
etcetera. But I also like mentioning our institutions because like city social media assignment that doesn't mention that we're 00:36:09
collaborating with people and I kind of think that's important. 00:36:14
OK. So how would you restate it, Rebecca? 00:36:20
Just before the etc. 00:36:23
And working with the library, the Chamber of Commerce, Commerce, and the. 00:36:28
Peachy Museum. 00:36:33
Et cetera, et cetera. Perfect. 00:36:35
Commissioners, chair walking stick, if you don't mind an interjection. While we're on the topic of the Wildlife Protection 00:36:38
Subcommittee, I had meant to announce that staff announcements that the discussed and approved wildlife website edition or changes 00:36:44
updates are live and can be found under the Leisure tab on the city's website. 00:36:50
And that I know that subcommittee members have met with the library director and I have met with the library director. And there's 00:36:56
a the community corner is in progress. 00:37:01
As mentioned on here as mentioned in the discussion. So sorry to interrupt. Thank you. Thank you. 00:37:07
All right, moving on to Climate action and adaptation plan. Susan, Kathy and Jennifer. 00:37:16
Any comments or additions or? 00:37:22
That's fine. 00:37:27
Plastics, pollution, Litter, Waste reduction. Marty, Rebecca, Kathy. 00:37:31
Comments or add? 00:37:37
I'm not sure if I'm able to say this now. 00:37:43
To agenda something for next time. 00:37:47
We talked about this before. 00:37:51
Which Bush should this wait for? I think sub? 00:37:54
I think we're there. I think you should talk about it now. OK? For those of you who've been watching this show for a while, you 00:37:58
might know that I have been concerned with St. sweeping in the city. 00:38:05
And doing a two mile walk with my dog today on all the flat areas around Cynics and Gibson and Hunibero. 00:38:12
There is just so much stuff in the gutters and I saw two gutters on. 00:38:22
Which were had standing water into the. 00:38:27
And it's it's litter, of course, but. 00:38:32
Natural natural detritus, But. 00:38:36
It ends up. 00:38:40
Snagged at sewage treatment and what doesn't get snagged there ends up in the ocean and the Chronicle this morning had a front 00:38:42
page story. 00:38:46
Actually, it was yesterday's story. Rising tide of litter polluting the beaches. 00:38:52
And and I just I watched the street sweeper go down my street today. 00:38:58
And I think the quality control. 00:39:03
Aspect is missing in the street, sweeping in town that they're just. 00:39:07
It seems to be ineffective. I was with one person and she said they just go down the middle of the street sometimes. 00:39:13
There are some areas where I'd seen the street sweeper had already been by because I'd watched it, but the there was very little 00:39:21
difference in what was left in the street or picked up. 00:39:26
And I think this becomes a budget line item, but I would hope. 00:39:31
That we would do as a city A. 00:39:36
Job of cleaning our streets and preserving the health of the ocean, and that will cost money. 00:39:40
I looked even at a price of if we bought our own since we contract this workout. If we bought our own, St. Sweeper and George 00:39:47
could drive it, but it would be a minimum $100,000 for a used one. So I don't think that's realistic, but I think increasing our 00:39:53
hours with our contractor. 00:39:59
During during these. 00:40:06
Is really important. I think we're we're really not doing a good job of keeping our our streets and our gutters. 00:40:09
Free flowing. 00:40:17
It it could. 00:40:19
That I mean, I think, I think the biggest problem is that there's people park on the side of the street, so. 00:40:22
The street sweeper has to go down the middle of the street. 00:40:31
What about especially during, maybe seasonally? 00:40:34
Putting the. 00:40:40
Along the sides of the streets for one morning a week, or however often they do it. 00:40:42
So that they can actually get to where? 00:40:49
The litoris. 00:40:52
Commissioners, Chairman Walking Stick, I share all your concerns and I think those are great ideas, but I do think if we want to 00:40:55
have an in-depth conversation about this, we should agendize it at a future meeting and kind of. 00:41:00
I mean, excuse me, and I don't think we're trying to have a solution but for this plastic pollution litter. 00:41:05
If you want to put that as a as. 00:41:13
Goal. Maybe that's the way to do it. 00:41:16
That sounds great to me. I like that because that maybe it won't go away. 00:41:20
OK. Thank you, Mart. 00:41:30
We have inactive subcommittees of shoreline, water, public art, integrated pest management, community engagement, educational, 00:41:33
organizational matters. 00:41:38
Are any of these? Does anybody want to activate any of these, or are there any new subcommittees? 00:41:46
That are of interest that are pertaining to our. 00:41:52
Yes, I think. 00:41:58
We're all working pretty hard and dedicated to significant subcommittees and what I was thinking is that. 00:42:01
Like we there's kind of a informal relationship with the Aikman's and they're not on this board, but they're residents and. 00:42:08
Would there be a way to kind of and? I have no idea. This is probably something I should explore. 00:42:19
Counselor or or just discuss this, But what I'm trying to say is, can we formalize a relationship with citizens so that they're 00:42:26
not necessarily a member of the subcommittee, but they are kind of sort of a member of the. 00:42:32
Public relational, you know, with the subcommittee so that they can help because sometimes it's a little overwhelming to do all 00:42:39
this work and we could use help and if. 00:42:44
Those people are helping anyway. It would give the public an opportunity to really stay informed and be part of the discussion, 00:42:49
and then we wouldn't. We would also have someone to flesh out ideas with without violating the Brown Act in any way by going 00:42:54
outside our subcommittee. So. 00:43:00
I was thinking of that idea, and it was just an idea that popped in my head before I came to the meeting, so I haven't necessarily 00:43:06
fleshed it out, but. 00:43:10
I know that a member of the public would not be allowed to be on the subcommittee, but is there a way to create a link so they'd 00:43:15
almost have a public group or maybe of part of the volunteers or something around that idea? 00:43:22
So. 00:43:30
OK, we can explore that. 00:43:33
I don't know how that operates within the city. 00:43:36
Commissioners, chair walking stick. That's a novel idea to me and I I struggle a little bit to see how that would fit into the 00:43:41
framework of boards and commissions when we have Commission members that. 00:43:46
Have to, you know, follow certain rules and regulations and I don't, I've never, I haven't seen anything like that outlined as far 00:43:52
as a template or. 00:43:56
The protocol. So it would be completely new and I'll just leave it at that. 00:44:00
Marty And with all due respect, Madam on my right, I think it sounds really. 00:44:07
Positive, but very complicated and I think the people who are interested in such as the Aikman's and Missus, Gianni and others. 00:44:13
Carmelita the others find a way to be involved. 00:44:25
And communicate very well. 00:44:29
With the people who are instrumental in the causes they're interested in, I think it might just create a layer of bureaucracy is 00:44:32
too small, too strong a word. But it might just create another layer that gets in the way rather than keeps things open. 00:44:40
Thank you. 00:44:50
Are there any other comments or suggestions or anything anybody wants to talk about within subcommittees? 00:44:55
OK, as far as the community engage. 00:45:04
#10 00:45:09
subcommittees, we were kind of going to deal with that, is that correct? 00:45:12
So we don't. 00:45:16
Yes. And that was the that has been the practice, so we thought. 00:45:18
After we got all the documents uploaded. 00:45:25
That after that, then the ongoing stuff would be handled by the subcommittees. 00:45:27
OK, sounds great. 00:45:33
OK, let's move on to. 00:45:36
Item 7. 00:45:44
FY24, 25 Capital Improvement or Capital Improvement Program Commission recommendations. 00:45:47
If if the Commission would like to vote to approve the subcommittee assignments, we can remove the draft and have it be official 00:45:56
and even post it on the website. 00:45:59
Maybe you could solicit a motion and approve them to vote on that. 00:46:05
I move to approve the. 00:46:09
Subcommittees and. 00:46:12
As attached. 00:46:14
2nd. 00:46:17
All in favor. 00:46:19
Aye, aye. 00:46:21
Motion Passes 70. 00:46:23
OK. Thank you. 00:46:31
I'm new. 00:46:34
So let's move on to seven C 24 fiscal year 2425 Capital Improvement Program Commission recommendations. 00:46:35
Yes. Is there any public comment? 00:46:47
Because I forgot to do that in the last one. I'm sorry. Yeah, maybe that would be a good idea to open that for public comment the 00:46:51
last just so we can say we did that if you don't. 00:46:56
Opening up for public comment on Are we working Off of the goals? 00:47:03
Subcommittee first, OK. 00:47:07
So on 7B public comment for 24/20/24 polls and subcommittee assignments. 00:47:10
With no hands raised in the virtual audience. 00:47:18
Thank you. 00:47:21
I apologize for that. I'll take that back. We have a hand raised from Mrs. Engel, Lawrence and Dahmer. 00:47:22
Thank you. At this point in my life it's just miss. Thank you, George. 00:47:31
On that, having citizens, private citizens, on other subcommittee things. 00:47:37
Your idea of incorporating them, Rebecca, almost every other board and Commission has brought that up kind of, and it's pretty 00:47:44
much a no because and it's been brought up at council too because of all different things. And you're kind of in a way saying I 00:47:50
don't agree with. 00:47:55
The appointments. And that isn't very good either. 00:48:02
Any private citizen is going to be involved in whichever way they want, but it doesn't really workout as Commissioner Dunn said. 00:48:07
I. 00:48:12
You know, there's a special the mayor had and and the the city manager can do a special subcommittee that incorporates other 00:48:20
people. And I know you're thinking about that wonderful wildlife, one that the mayor convened from a few years ago that had all 00:48:29
kinds of people involved and that was still a brown act one and it just requires different things. So I just kind of wanted to. 00:48:39
Put that out. 00:48:50
Thank you very much. 00:48:51
They're interested in the virtual audience. 00:48:55
Thank you. 00:48:59
Let's move on to public comment for Seven C, the Capital Improvement Program Commission recommendations for fiscal year 2425. 00:49:04
Any public comment? 00:49:12
Just checking. 00:49:22
Dumber. If your hand is continuing and her hand is down South, no, no hands. 00:49:23
OK. 00:49:29
Chair walking stick, if you'd like, I'd be happy to read the discussion piece of this agenda item just to kind of clarify what 00:49:35
we're looking for from the boards and commissions in regards to capital improvement projects. 00:49:40
From prior to the start of each of the school year, the City adopts an annual budget. There are two primary components of the 00:49:46
city's annual budget, the capital improvement plan and operating budget. The Capital Improvement Plan is a long range plan. 00:49:52
Identifies capital projects and equipment purchases. Provides an implementation schedule. Identifies options for capital project 00:49:59
financing. Links projects to council strategic goals. Links capital projects to budgets. 00:50:06
Provides project information and justification. 00:50:13
Council Policy 400-6 defines a capital improvement project or asset as buildings. 00:50:17
Machinery or equipment with an original cost in excess of $5000. 00:50:24
And a useful life of three years or more. 00:50:29
The development of the CIP is a collaborative process. As part of the Fiscal Year 2425 CIP process, the city is providing boards, 00:50:32
committees and commissions with an opportunity. 00:50:38
To submit the project ideas that fall within their respective reviews for funding consideration. 00:50:44
The chair is looking for direction from the Commission of project submission ideas. 00:50:49
Some ideas based on previously articulated needs include monarch sanctuary, footpath replacement of rope fencing with split rail. 00:50:54
Expansion of St. tree wells and installation of permeable surfacing. 00:51:01
Replanting Lighthouse Ave. medians with native plants. 00:51:06
Those three are examples that were discussed and submitted. 00:51:13
This this time last year, but we're not funded. 00:51:16
Thank you. Thank you. 00:51:21
Let's open this up. 00:51:24
Commission discussion Do we have any ideas? 00:51:27
Chair I oh. 00:51:30
I'd like to res. 00:51:33
The monarch sanctuary footpath railing, split railing fence, OK which was not. 00:51:35
Approved last year, I think we can use the same template that. 00:51:44
Submitted last year and maybe update the cost a percentage, OK. Like it's really needed. Thank you. 00:51:48
I. 00:51:57
Resubmit the trees. 00:51:58
One, the tree wells and installation. Three wells and installations. 00:52:02
And I'd like to resubmit #3, which is beautification. And I think this was your idea originally, Susan or maybe that was in SPG 00:52:12
talked about. 00:52:17
The mediums on Lighthouse. 00:52:22
Make us look. 00:52:24
Pretty spiffy. And commissioner Dan, we want to point out that one is a little sticky because it kind of toes the line between the 00:52:26
capital improvement project and ongoing maintenance. So I think if we kind of craft the wording just right, we can kind of form it 00:52:32
into a CIP proposal, but it is kind of flirting with being just ongoing maintenance. 00:52:39
So by by enhancing the wording, would it involve by? 00:52:47
I'm not trying to dissuade you from including that. I'm just trying to point that out. Thank you. 00:52:51
Purchasing new plants and and. 00:52:59
Hiring city. 00:53:04
To plant. 00:53:05
Replant awareness, replant where necessary and newly plant. 00:53:07
Sections of the medians on Lighthouse Ave. 00:53:12
And then maybe we even want to restrict how many medians. If the city says fine, we'll give you X number of dollars and that will 00:53:17
only cover. 00:53:21
3. 00:53:26
I think that's a good start, and I'm happy to work with the chair as we formulate the wording before submittal. 00:53:27
Yeah, I think. 00:53:34
What I understand about this is that this is this is the structure and we find the way to have freedom within it. So I really 00:53:35
believe in freedom through structure. 00:53:41
And this is so. 00:53:48
Kind of how I understand it, correct me if I'm wrong, that we're looking for things capital improvement projects or assets as 00:53:51
buildings, machinery or equipment. So there's like materials involved, but that's not. 00:53:58
White plants is it? Am I kind of reading that right? Like we kind of have to have maybe like a plant bed included in that, like? 00:54:05
I think you're I think you're thinking in the right direction. 00:54:13
Right. 00:54:17
I wanted to comment on this one because I started thinking about when you plant native plant native plants in the lighthouse 00:54:20
medians, you're attracting bees, you're attracting butterflies and that's a highly trafficked by vehicle area. And is that really 00:54:28
where you want to have those kinds of things? Wouldn't you rather have them like in the area that? 00:54:36
You significantly got started here. Or maybe the beds for the bed? 00:54:44
As an example of the native plant flower garden in Caledonia Park. 00:54:51
Something like that, where the quitters were trying to attract wouldn't be dissuaded. So that was my comment on that. I really 00:54:59
like the idea, but I just wondered if there was a better location. 00:55:04
In response. 00:55:11
It's working. In response to that you can probably distinguish between native plants and native pollinator plants. 00:55:13
And. 00:55:22
Bushes, for example, that could be planted. 00:55:24
As as attractive to the bees and butterflies. I think your point is really well taken, especially for butterflies because they 00:55:27
tend to move slower than the bees. 00:55:31
But I think you could find plantings there that would. 00:55:37
Green up the space without. 00:55:42
Becoming a pollinator attraction. 00:55:45
OK, excellent. 00:55:48
Yes, George, I guess I have a question for you. So I think we heard from Lisa Chang about the Great Tide Pool and that trail. 00:55:52
Do we do have a status on that and could that be considered a CLP project? I'm just thinking I just heard that and my ears pricked 00:56:01
up. 00:56:05
I don't have a status update to provide right now that project and I know that that was recently part of a bigger project on the 00:56:11
coast. 00:56:17
So unless if you have kind of something more formulated specifically to that and what you're trying to accomplish. 00:56:23
I'm not sure what structure to. 00:56:31
Yeah, I just was thinking a troll meeting work. Didn't know what the status was, didn't know if we should put that forward as a 00:56:33
project, but it sounds like that is a piece of. 00:56:38
Yeah, from point Pinos to a Silver Mart sounds like a bigger project going on. So we do not have to address it as a CIP project, 00:56:45
correct. I think you're correct in that sentiment. Yes. OK, thank you. 00:56:50
Chair walking stick, I have a question. 00:56:56
When are actually for George? When is the, When are the CIP requests? 00:56:59
Due to. 00:57:06
Or to you to be included. 00:57:09
Submissions Commissioner, If you don't mind, give me a moment to look into that before I give you a date. I believe it is sometime 00:57:12
next month. I want to be. 00:57:16
Correct. 00:57:21
Yeah, the group was March 8. 00:57:24
Is the ultimate submittal date, so. 00:57:26
When's our next meeting? 00:57:28
I think it's it's after that, isn't it? Yeah, it is. After that is March 19th is the next day. Interesting meeting. 00:57:31
Thank you. Oh, sorry. I had a question and I think this is for you as well. George, with the CIP project that was funded, I 00:57:39
thought it was funded last year for George Washington Park with signage and maybe plantings. Do we have an update was, is that 00:57:44
something we should be pushing forward or I think the funding is there and the project is in progress. It is in progress. I don't 00:57:50
have the specifics on. 00:57:55
What is in progress? OK, OK, but so that already. 00:58:01
So that does not need to be considered for this. 00:58:07
Elaborate on that because that was my question too. It's like I had written down that. 00:58:12
We had 50 grand for the George Washington Park Enhancement Project. 00:58:17
And then 80 grand for the urban canopy improve. 00:58:22
And then 28 for the review, update and implementation of the George Washington Park Master plan. So we know where that one is. 00:58:27
That one's waiting the biological assessment. 00:58:31
But do. 00:58:35
Like when you say those are being implemented, I can just attest to that they've been funded. So I think part of that was the 00:58:37
direction from Belief Council to have a 12 month biological assessment of George Washington Park to and I know that some of the 00:58:43
funding to plant more trees is being implemented. 00:58:49
And I don't have details on the number of trees or exactly where the trees have gone, but I know that that's in progress. 00:58:56
OK. Is there any way BNRC can be involved in that a little bit? 00:59:02
So the BNRC requested for that that project and and I'll have to look into exactly what progress is happening and where we are 00:59:07
with that this net CIP budget and that CIP project. Thank you. That would be really great. And then the other question I think 00:59:14
we've all been wondering is we got funded for a partnering part time maintenance worker of George Washington Park and. 00:59:21
I don't know if they've ever been hired or not, you know? 00:59:29
Improvement project. I think that that that was like. 01:00:04
40,000 of the 80 or 42,000 of the 80,000, is that right? I'm not entirely sure, but I'd be happy to look into it, OK? 01:00:07
Thank you. 01:00:14
George, are you able to get the three prior? 01:00:16
Applications that we made to chair walking stick. 01:00:20
After. 01:00:25
Yes, I'd be happy to. 01:00:26
Wonderful. Umm. 01:00:27
Rebecca. 01:00:34
You mentioned. 01:00:36
CIP collaboration with the Rec. 01:00:39
Are they? 01:00:42
Or are you? 01:00:44
Put that through. 01:00:47
The BNRC or how does that? 01:00:48
Chair Goldsmith put it to the record already as a solid rec board or sole record deal. 01:00:55
And. 01:01:03
I thought it was just an idea that if we. 01:01:04
Asked her to collaborate about that. We might be more likely to get CIP funding, or we could. 01:01:09
Offer some of this funding we already have. 01:01:17
To use in that program. So it was just a collaborative effort and. 01:01:21
I can talk with her and get back with you. More on that. 01:01:27
And. 01:01:31
Yeah, I'd like to discuss that within our subcommittee. That'd be awesome. Thank you. I had one. 01:01:34
And and I for wildlife. 01:01:40
OK. 01:01:43
With regards to the community corner at the library. 01:01:46
There's going to be a significant need when we get our kiosk there for brochures and some of those brochures have already been 01:01:49
designed, but we could certainly do one. 01:01:55
For the city and monies for those brochures. 01:02:02
So I don't know if I think, I think the kiosk is getting taken out of the library board budget. 01:02:08
But brochures are going to have to be ongoing for as far into the future as I can see to be provided to the community and 01:02:15
tourists. 01:02:19
And so I wondered, I know you said this had to be 5 grand, which is kind of a lot for people, you know, but maybe if we put it 01:02:25
over a certain year, like a five year period. 01:02:31
And then we could fund not only the brochures printing, but, you know, any updates or creation of new ones as they're needed. 01:02:38
Would that fly, do you think, as ACIP? 01:02:44
Vice Chairman, I have a hard time saying that. For then one, it would be really hard. 01:02:52
Exceeded $5000 in a single time printing of brochures. 01:02:56
And this is for, you know, kind of a one time project. This is not for ongoing projects or you know, indefinite projects. OK. So 01:03:00
where do you suggest we get funding for that? 01:03:05
For printing brochures, if it's just kind of standard printing, I think we can make that happen with the public works budget. I 01:03:12
don't imagine that even coming close to $5000. OK, OK, that's good then. Thank you. 01:03:19
OK, so the three that were suggested in the agenda report? 01:03:30
Have. 01:03:37
Traction already. They were already written up, so these just need some refining. 01:03:38
Correct. 01:03:43
Am I correct in that assumption? 01:03:44
Yes, Mr. First. 01:03:47
Sure was a gift. I agree with that. 01:03:48
That's awesome. 01:03:51
So are there any other? 01:03:53
Comments or discuss? 01:03:56
For CIPS for 2425. 01:03:58
I just want to say the extension of the street tree wells also ties into the storm water runoff. 01:04:02
And and protection of the marine sanctuary, so it can get a lot of traction that way too. 01:04:11
OK. 01:04:21
Just with the transition between the two items was a little just to make sure that we cover all our bases, maybe we could solicit 01:04:24
public comment on this item now. 01:04:29
Just to make sure we cover it, OK. 01:04:34
Let's open this up to public comment for CIPS. 01:04:36
For fiscal year 2425. 01:04:41
No hands raised in the virtual audience. 01:04:48
Thank you. 01:04:50
OK, Our next meeting is March 19th. 01:04:53
Anybody move to adjourn the. 01:04:57
Oh, do we need an action for? 01:05:03
Signal we do not need an action just to discuss as a group and then. 01:05:07
The Stephanie is on in the in. The other staff will work with the chair to fine tune those submittals by March 18th. Sounds good. 01:05:12
I have moved to journal meeting. 01:05:21
All in favor. 01:05:24
Aye, aye. 01:05:25
Thank you everyone. 01:05:26
