Tom Oldham is here and. 00:00:00
And Carla Nielsen is here, our secretary. 00:00:03
So the first item on our agenda is approval of the agenda. 00:00:07
Do I have any comments or suggestions? 00:00:13
The agenda. 00:00:17
I don't have any. Do I have a motion to approve? 00:00:20
Motion is moved and seconded, all in favor. 00:00:25
Aye, aye. All opposed. 00:00:28
Abstentions. So there being no opposed to extensions and meeting character motion carries. 00:00:33
30. 00:00:42
Next we have Commission and staff announcements. I'd like to make a couple of announcements to begin. 00:00:45
Our hybrid meeting format has changed again for Commission and board meetings. 00:00:54
And the City Council meeting in Pacific Grove, so members of the public who attend. 00:01:02
Over Zoom we'll be able to participate in public. 00:01:09
And then there's a public survey regarding the position of city manager, which is available on. 00:01:13
Website. 00:01:21
Of the city and there is a link in to the SurveyMonkey site in our agenda and I would encourage everyone to participate in that 00:01:22
opportunity to make some comments about what we are looking for in our next city manager. Having filled out the survey myself, 00:01:31
it's very open-ended and I think gives people a really nice opportunity to get their thoughts. 00:01:40
The folks will be responsible for filling that position. 00:01:50
Are there any other announcements from Commission members? 00:01:56
From board members. 00:01:59
Hearing none. 00:02:03
Did we have announcements from Charlene Williams and I'd like to welcome Charlie and she is a newly appointed director of the 00:02:06
library and we're really looking forward to working with her. We got the opportunity to honor Diana Godwin for her service and 00:02:12
right on her last day on the 29th. But it's really nice to see you here Charlene and and here at your first official meeting with 00:02:18
the library. 00:02:24
Advisory Board. 00:02:31
Yes, great. Thank you. 00:02:33
And it's great to be here too, and see all of you again. 00:02:38
So as far as our announcements, I'm just going to follow the way that Diana did it, starting with staffing. So as you just 00:02:41
introduced me, I became the new director. 00:02:46
And we will soon be hiring for a new reference librarian to fill the gap from what I was previously working as. 00:02:52
And then Andrew Malloy, who's one of our library clerks. He just moved from 20 to 30 hours. 00:02:59
And then Michelle Ramu Henkel. She was a library clerk that Diana shared with last meeting that her husband got. 00:03:05
Transferred over to Washington, DC, so she did leave the library at the end of December as well. 00:03:14
And then moving on to children's programs, we have our regular story timings and then we also have bilingual story time on January 00:03:22
13th and February 10th coming up. 00:03:27
And then we also have the winter reading program happening now through January 31st, where if you read six hours for every 30 00:03:33
minute increment, you cross that off. Once you get that six hours, you can come in and pick out a free book. 00:03:39
As far as team programs, on January 9th we have the Teen Fantasy World Map making event. 00:03:46
And the youth ambassadors are also working to get the word out at the high School for Teen events. 00:03:54
And then other events we have the closing reception for ourselves we've seen which was our fall series that's happening this 00:04:00
Friday, January. 00:04:04
And then we have the opening reception on January. 00:04:09
And that's going to be with the PG High School winter exhibit. 00:04:13
And then following that, on January 19th, which is another Friday, Brad Herzog will be speaking. He's a local author. He'll also 00:04:16
be discussing the writing process. 00:04:21
And then on February 5th, we're going to have a library open house where I will be leading that giving a tour, letting people know 00:04:28
about our services, and just inviting the community to come out, whether they're regular patrons or new. 00:04:34
And then we also have the State Park backpack launch basically that is from State Parks. They've purchased backpacks from Big 5. 00:04:41
We should be receiving three of them. 00:04:47
It's an initiative to get people out hiking in nature and to collaborate. Continue the collaboration, excuse me, that we have with 00:04:53
the library currently. 00:04:57
That we also have with the State Park Pass. In the backpacks there will be hiking pools, flashlights, rain ponchos, compasses, 00:05:02
binoculars, field guides, a safety whistle and more. So stay tuned for that. 00:05:09
And then as far as our moved vehicle, our outreach vehicle sign works has completed the wrap and the design and it turned out 00:05:16
really beautiful. 00:05:20
It's currently stored at public. 00:05:24
But we will be working to get a new spot that it will be adjacent to the library, directly below the Carnegie sign on the West 00:05:27
side near Jewell Park. 00:05:32
We're currently working with Public Works for estimates on the work needed to do so. 00:05:37
Thank you. 00:05:42
Happy New Year everyone. Good to see you all and as. 00:05:58
Official Council liaison. I wanted to also extend our gratitude for Diana for her ten years of service and outstanding work with 00:06:03
the library and we're really looking forward to a continuation of the legacy she's created with great programs and also to welcome 00:06:09
Charlene as well. So we're so glad to have you promoting within who knows the system and look forward to more great things to come 00:06:15
for many years. 00:06:21
And then we also want to announce that Rocky Pinero also retired at the same meeting that Diana did so after 35 years of service. 00:06:28
Rocky is also retiring, so we're extremely grateful for his service as well. But we are happy that both of them will still be here 00:06:37
in PG with us, so we'll still see them around town and they said they will still be active members of our community, which we're 00:06:41
very grateful for. 00:06:46
I was also going to mention the online survey for the City Manager. So just as a second reminder, please do fill that out so we 00:06:52
know and get feedback from our public about what we want in our next City Manager. 00:06:58
We also amended our contract with Rincon for the housing element update. What we did is we combined the general plan updates that 00:07:05
need to be done for us to meet our December deadline by December of this year. And we should be getting our comments back from HCD 00:07:11
in February and then we'll go from there on the actual housing portion of that. 00:07:17
As far as other business, we also received a presentation for a proposed Chinese pavilion and a Chinese moon wall. The proposition 00:07:24
from the Chinese American Association, I'm sorry, the Monterey Bay Chinese Association is to have that potentially be an Elm 00:07:32
Murray **** Park to replace the current gazebo that's kind of falling apart. So that would be you know, a potentially good 00:07:39
location. We discussed alternative locations as well. 00:07:46
But that would be a great way for us to honor the history of the Chinese Americans and Pacific Grove. So that's a proposal we'll 00:07:53
see coming forward again with further recommendations. We also received recently the Market Economic Evaluation report for the 00:08:00
Pacific Robe Golf Links. So that gives us a really good informative background on what that asset is that we hold and how core 00:08:07
school is doing a good job of managing that for us as the operators of it. 00:08:14
Upcoming information for anybody who's not aware, we do have the Pebble Beach program coming up from January 31st through February 00:08:23
4th, and the shuttles will be right near you guys at the Pacific Grove Museum, so just wanted to make sure everyone was aware of 00:08:28
that as well. 00:08:33
Thank you. Looks like Inga Alerts and Dahmer have something to say, so I'm going to try to allow that to open up to her. 00:08:39
Thank you. There's been absolutely no sound and no recording, no closed captions since Lori last spoke. So somebody's mics are off 00:08:52
or it's not recording or I've heard nothing since then, so that's why I was just flashing my hand. Thank you very much. 00:09:01
Thank you. 00:09:13
That's. 00:09:16
So what would be the protocol if the public hasn't been able to hear something? Should I recap? 00:09:17
I just move on. Sorry. Sorry about that. 00:09:24
Hearing no public comment, I can bring this back to the board for discussion. Any questions or comments about this? 00:09:32
Proposed process Charlene, are you comfortable with the current? 00:09:41
Raft of what it looks. 00:09:47
Yes, I I looked over it a little bit. I definitely would like to look over a little more in depth since they're still new. But as 00:09:51
far as I'm caught up, yes, it looks good. Thank you. 00:09:57
And so let me think a little bit about how we could handle that. If we, I think what we might be able to do is to go ahead and 00:10:07
consider approving this from the perspective of the library Advisory Board. 00:10:14
And then? 00:10:21
Have Charlene request that this go back on the agenda if there's something further, you know any changes that would? 00:10:23
Require us to consider this further. So this process I'll suggest that. 00:10:31
So, having spent some time on this, I'm excited about this. I have no idea what will happen when we actually start to 00:10:36
operationalize this. We could have. 00:10:41
Umm, nothing. You know, come forward by way of nominations and we could have a pent up demand, we could get more than one. But I'm 00:10:46
very excited that this idea, which was really Diana's to begin with. 00:10:53
Umm will go forward, so I'm going to ask for a motion to approve the revised draft procedure. 00:11:01
And the name of Julia Pratt. 00:11:10
Yeah, I move we approve the current draft and call it the Julia Platt award or whatever the terminology would be. 00:11:15
OK, all in. 00:11:27
Aye, aye. 00:11:29
Hearing there are no votes and. 00:11:31
Abstentions so this passes unanimously 300. 00:11:35
It's nice to have this wrapped up, took a little bit of discussion, but I'm excited to see the possibility of it going forward. 00:11:42
And we'll take responsibility, Charlene, for making sure that you're 100% comfortable that this is going to work when it gets 00:11:49
operationalized. 00:11:55
The next on the agenda is outreach, communication and community involvement. There was a brief report from that activity as 00:12:03
attached to the agenda. 00:12:08
I think. 00:12:16
If they're I don't have a clarifying question, and the report came from the two of you. 00:12:18
OK. 00:12:24
Yes, you're muted. 00:12:27
Yeah, thanks. And let's watch out for each other there. That was great, Tom, with you watching out to make sure that the public 00:12:30
can hear. 00:12:33
Yeah, thank you. At the end of November, Tom and I had the pleasure of a sit down interview with Diana. We gathered a great deal 00:12:37
of information that will help direct our efforts as the Outreach, Communication and Community Involvement Committee. 00:12:45
She identified 3 to 4 areas that came to light when asking patrons for their input regarding additional services and offerings 00:12:53
that they would like to see at the library, and we look forward to partnering with Charlene and hearing her ideas as well. 00:13:02
I looked over. 00:13:13
The latest newsletter and I was excited to see the wide array of offerings available to our community in the new year. It was very 00:13:15
oppressive. It was just talk full of a lot of good stuff. 00:13:22
And a more formal update will be shared at the next Advisory Board meeting in March. 00:13:29
And Tom, would you like to, yeah, I mean I hope we will have a conversation with Charlene soon and perhaps build on some of the 00:13:35
conversations we have with Diana and maybe have a more specific set of recommendations or or topics to consider. 00:13:42
Thank you. 00:13:51
I don't have any clarifying questions, so at this point I'll ask if there's any number of the public who would like to comment. 00:13:55
On this. 00:14:03
Hearing. 00:14:09
We'll move on to new business. 00:14:12
Our regularly discussed regular meeting schedules. 00:14:15
Having made a decision to hold our regular meeting at 3:00 PM because of a a conflict we thought we had with another Border 00:14:20
Commission meeting, we now know there is no such conflict. 00:14:27
So. 00:14:35
I think it's reasonable. 00:14:37
Keep our meeting time at 4:00 PM That works better for Alicia who? 00:14:40
Is working. 00:14:46
And I believe we decided worked for everyone else. So the proposal is to meet every other month on. 00:14:48
Normal bi monthly sched. 00:14:56
And to do it at. 00:14:59
4:00 PM on the 1st Tuesday. So are there any clarifying questions from the? 00:15:03
Board members. 00:15:10
Having said that, I'll ask if the public, any member of the public, has a comment they'd like to make. 00:15:11
I'm seeing none. Yeah. Thank you. So, since we. 00:15:22
Approved 3:00 PM at our last meeting. I think we can put this to rest. 00:15:27
With a motion to hold our regularly scheduled meetings every other month beginning in January on the 1st Tuesday at 4:00 PM, can I 00:15:32
hear a motion to that effect? 00:15:38
I put forward that motion. Thank you, Shirley. 00:15:44
Seconded OK, motion is made and seconded all in. 00:15:48
I and opposed. 00:15:55
No abstentions. It passes unanimously 300. 00:15:59
And then finally. 00:16:04
And actually there are two more items. 00:16:06
Second item in new business. 00:16:10
Our City Council liaison brought forward a couple of meetings ago. 00:16:13
The. 00:16:17
Question of our interest in participating. 00:16:20
By sending a representative. 00:16:24
To. 00:16:26
Group that will be represented by all boards and commissions in the city who want to participate and the idea is to promote 00:16:28
consistency of operations. You know to coordinate to make sure if there isn't any overlap or underlap in in charters that things 00:16:35
get dealt with. 00:16:41
Are there any clarifying questions from is this a one time meeting or a continuing? My understanding that was that this would be 00:16:49
an ongoing. 00:16:55
And. 00:17:03
Hearing no other clarifying questions, I'll ask if any member of the public would like to comment on this. 00:17:07
Agenda item. 00:17:13
Yes, yes, I will let her speak. 00:17:15
Thank you Chair and members. 00:17:20
This is not ever been fully explained. 00:17:25
Was just an informal that the police chief wanted to set up so that all the boards and commissions. 00:17:29
Some of the boards and commissions have not. Some think it's going to be something great. 00:17:36
The police chief was supposed to come in and explain it to each board and Commission, which she hasn't. 00:17:42
And it's not a brown act thing. It's just going to be a like a coffee clutch is what I'm seeing it as. 00:17:49
And that informally these members are going one of each board and Commission, but as I said, many are not going to. 00:17:58
Meet somewhere. 00:18:07
And discuss things well. 00:18:10
It seems really half baked to me and. 00:18:13
Whatever you think, of course, because communication is a wonderful thing to have, but I don't think this is particularly the way 00:18:18
to go about it, to coordinate with boards and commissions. So that's my own opinion as a member of the public. Thank you very 00:18:24
much. 00:18:30
Thank you. 00:18:38
So this can we can bring this back for discussion from this group and I will say that. 00:18:40
Alicia let me know that she'd be willing to represent us if we decide to go forward with this. 00:18:46
What is the perceived need for this or function? 00:18:53
Purpose is. 00:18:56
Prescription. 00:18:59
To the best of. 00:19:01
It there is nothing the group has not yet. 00:19:03
And there isn't. 00:19:09
So in my imagination having. 00:19:13
Considered opportunities like this in the past in various settings. 00:19:17
Uh, some group of people would meet and figure out exactly what role and and value they could provide and. 00:19:23
And to me, that is the moment when. 00:19:32
A representative of this board could come back to us and. 00:19:36
Confirm that it's going to be something worth our time, you know, see what I'm saying? So it's kind of if we raise our. 00:19:42
We would get an opportunity to if someone would get an opportunity to participate in at least some organizing activity. 00:19:51
And. 00:19:59
I don't know what the perceived need was. It I I confirm I can, I think I can confirm what our member of the public said, that it 00:20:02
was the police chiefs idea. 00:20:06
And. 00:20:11
Hopefully would participate in any kind of organizing activity for this thing. 00:20:14
Yeah, we just don't have enough information. We don't have enough information. So should you know. One possibility is to ask For 00:20:19
more information before we make a decision. 00:20:24
For example, to formally invite. 00:20:29
The chief, the police chief to come and explain a little bit more what she'd be looking for. 00:20:35
Another possibility would be to take a leap of. 00:20:40
And say we'd like to participate and then evaluate based on on what happened next. 00:20:44
You may see other possibilities too. 00:20:51
What is the sinking of our August group here at this point? 00:20:57
I feel like if it is going to happen, we should have a spokesperson. 00:21:03
I'm still a little. 00:21:09
So let me. 00:21:13
If it's a consensus. 00:21:15
That we want more information before we make a decision. And that's what I'm kind of getting is there's a consensus there. We need 00:21:17
more information before we make a decision. Let me take it upon myself to figure out how we get more information. 00:21:22
And I will reach out to the right people. 00:21:28
And either bring that information forward at our next meeting or I will. 00:21:31
Have somebody come and bring that information here? I'll figure that out, so I will report that our cons. 00:21:41
Here is that we will take the next step to get more information at our next meeting. 00:21:50
OK, works. 00:21:57
And then we always have a. 00:21:59
Oh, the next item is record keeping for purchased art. So we had. 00:22:04
An activity that I think was very productive. 00:22:11
To look at. 00:22:14
Art that had been donated to the to the library overtime. 00:22:18
And figure out what to do and make sure we had a process that if future donations. 00:22:25
Have provenance recorded. 00:22:31
In that. 00:22:35
We realized that art is not always donated to the library. 00:22:37
It is sometimes purchased by the. 00:22:42
And the question came up. Is there a process that would fulfill the same? 00:22:46
Need to know the provenance of anything that is. 00:22:54
In the possession of the library, so we don't. 00:22:59
Wind up with things that we're not sure how they got there. 00:23:01
But we did, we might need some sort of process for purchased items as well. So the request I I believe is. 00:23:07
Perhaps working with you, Charlene, to figure out if such a process exists. Either something the city has or the. 00:23:17
Library itself has and if it doesn't, we'd like to request that such a process be in place. 00:23:24
So we don't wind up. 00:23:31
40 years from now with questions about things that are in the inventory of the library. 00:23:34
So having said that, are there any clarifying questions from? 00:23:42
Mission. 00:23:48
Does a member of the public want? 00:23:50
Make a comment. 00:23:53
Seeing none, what I'm going to propose that given that you're new Charlene. 00:23:57
We put this on the agenda of the next meeting and ask you to report. 00:24:04
What you found? 00:24:13
About whether there's something that needs to be resolved here or something already in place, definitely I'll look into it and 00:24:14
have it prepared for next meeting. Thank you very much. 00:24:18
Then moving on to our final agenda item, I. 00:24:24
Do we have suggestions? 00:24:29
Future agenda items that are not already being carried as ongoing. 00:24:32
Print New business? 00:24:39
Hearing none from. 00:24:43
Mission I'll ask. 00:24:45
Any the member of the public would. 00:24:48
Comment. 00:24:51
No, thank you. 00:24:55
We've completed our. 00:24:58
We. 00:25:01
Our next meeting is March 5th, 2024 at 4:00 PM. 00:25:03
And I'd like to thank everybody who participated today. And and again welcome Charlene. We are adjourned. 00:25:09

scroll up
