And I will also note that the California's admission into the union occurred after a constitutional convention that was held in | 00:12:44 | |
Monterey in 1849, September to roughly October. This was to draft the first constitution of California in hopes that California | 00:12:50 | |

It took place at Colton Hall in Monterey and it was a bilingual event and it was also a bilingual constitution that gave women the | 00:13:04 | |
right to own property and also was unanimous in declaring that California would be a non slavery state. | 00:13:14 | |

In the future, make the city voting the elections to be by districts instead of at large. And so that's a, that's a process where | 00:13:54 | |
we will hire a demographer, we will collect community input, we will see how many districts need to be shaped and so on. But but | 00:14:04 | |
we have put in a notice, an intent to have a resolution in place, which means that Pacific Grove will be going to districts. | 00:14:14 | |

There's a measure on which is related. There's a measure in this year's elections where we're where the council has put forward a | 00:14:27 | |
ballot measure called Measure Z where wherein the council is asking the city to see if the council size needs to be needs to be | 00:14:36 | |
reduced from six council members to four council members. The reason this is related to. | 00:14:45 | |
The districting process is if the council size reduces to four, there will be 4 districts. | 00:14:54 | |
As opposed to right now we have 6, so there will be 6 districts. So this is a long term process. But I would encourage, I'm | 00:15:01 | |
taking, I'm personally taking a position of known measure Z which means that the council members need to be retained at six. But | 00:15:09 | |
there was a ballot measure which will effectively influence how many districts we will have in the city. | 00:15:17 | |

Each city board, committee or Commission is tasked with the council with the purpose and powers and duties. So this is our task | 00:31:40 | |
force purpose to examine city policies, programs and practices through community lens to promote diversity, equity, inclusion, | 00:31:46 | |
racial justice and healing. | 00:31:52 | |
Our second purpose is to promote the participation of underrepresented communities defined as people of color, LBGTQ, plus people | 00:31:59 | |
with disabilities, immigrants, et cetera. | 00:32:06 | |
And under ETC. The task force has added youth under 18 and economically disadvantaged individuals. | 00:32:14 | |
And monitor change. So another purpose is to monitor change that occurs to diversity, equity, inclusion, and racial justice within | 00:32:22 | |
the city. | 00:32:27 | |
And sorry if we could back it up one, one word. Thank you. And the city of course means Pacific Grove because we are chartered by | 00:32:33 | |
the Pacific Grove City Council. And our third purpose is to provide feedback, guidance, strategies and recommendations to increase | 00:32:41 | |
community engagement by underrepresented groups. So as you can see, we have a very specific and in some ways. | 00:32:49 | |
Narrow purpose. So This is why we exist and this is what we are set appointed by the City Council to do. | 00:32:59 | |

What are our powers and duties? To what extent can we do our purpose? How do we do our purpose? So we really have two areas within | 00:33:09 | |
the powers and duties. The first is to act in an advisory capacity to the council and city manager. How do we advise them on the | 00:33:16 | |
topics of diversity, equity, inclusion and racial justice as related to the City of Pacific Grove? So we advise the council and | 00:33:23 | |
city manager. | 00:33:30 | |
Secondarily, we recommend to the Council adoption of such laws, rules, regulations, programs and practices on the topics of | 00:33:38 | |
diversity, equity, inclusion, racial justice and healing that relate to the City of Pacific Grove. So that is a slightly different | 00:33:45 | |
power and duty which is to recommend to the Council, again in these specific narrow areas. And I would note there is a third power | 00:33:53 | |
and duty that we have that was not put on this slide, which is if. | 00:34:00 | |
The Council tasks us with something, then we do it. | 00:34:08 | |

So what is a work plan? A work plan is how we accomplish our purpose by setting goals and objectives for ourselves as a task | 00:34:15 | |
force. And it's something that is done pretty much by any city board, committee or Commission. And of course, we work under the | 00:34:22 | |
Brown Act. So our work plan process is in compliance with the Brown Act. | 00:34:28 | |
So typically we appoint subcommittees, that is 2 members less than the quorum and the subcommittees, if you will do the work of | 00:34:35 | |
the work plan they research and draft recommendations or give regular updates. | 00:34:41 | |
It's very important for us that the public is able to weigh in on our work plan and the work that we do. So anytime an item is on | 00:34:48 | |
the agenda, there's an opportunity for public comment. Then once the work plan item is completed by the subcommittee, or | 00:34:54 | |
occasionally we will have one lead person as we are a smaller task force, the task force will either approve or recommend or | 00:35:00 | |
adopt. | 00:35:06 | |
Or receive an update. | 00:35:13 | |
And so again, going back to our purpose, advise the city manager, provide recommendations to the City Council and then if we're | 00:35:16 | |
tasked by the council with doing something, we would do it. And I would note that since our last quarterly review of the work | 00:35:23 | |
plan, there has been a protocol for committee recommendations established by resolution by the City Council by amending Policy | 00:35:30 | |
000-5. And the protocol for doing that is. | 00:35:37 | |
Once the task force takes an action. | 00:35:45 | |
Has a vote, recommends Advises a form that the council has approved, is completed by the chair and then submitted to the council | 00:35:47 | |
liaison. | 00:35:52 | |
And so I would note that this is a little bit different than in the past. This is an actual process that's now been approved and a | 00:35:58 | |
protocol that we will now be following. | 00:36:03 | |

So this is the our 20232025 task force work plan because some of the items were carried forward from 2023. It has changed from the | 00:36:11 | |
last time the task force sought the last quarterly one. Because with the councils adoption of a protocol, there is now a process | 00:36:19 | |
moving forward for any committee, any of our task force actions to be communicated to the council liaison and then either the city | 00:36:26 | |
manager or the. | 00:36:33 | |
In the past, there was not such a process. So really our work stopped with making a recommendation or advising. So as we're going | 00:36:41 | |
through the items, you'll note that the work plan are the items on the top of the grid and then the past actions are on the bottom | 00:36:48 | |
of the grid. And so I'll sort of briefly take us through them. First of all, draft diversity and equity value statements. We were | 00:36:55 | |
actually tasked that by the council. | 00:37:01 | |
Several years ago. | 00:37:09 | |
A subcommittee of the Vice Chairman and Secretary Hoops worked on that. It was brought forward twice, I believe, to at least two | 00:37:10 | |
different meetings. | 00:37:15 | |
And finally, the draft diversity and equity value statements were approved to be submitted to the Council and so that status is | 00:37:21 | |
completed and those statements will be put on that form and provided to the Council liaison for moving forward and they were | 00:37:28 | |
approved on May 13th of 2024. | 00:37:35 | |
Secondarily, second item on our work plan has actually been carried forward from the very first task force, which is to recommend | 00:37:43 | |
that the city create an annual cultural calendar listing federal, state and local celebrations of cultural significance reflective | 00:37:51 | |
of P GS diverse community. And that was a subcommittee of member Donay and Secretary hoops, which is still in process. | 00:37:59 | |
An update was provided in June and a new subcommittee is going to be needed to take this to completion. | 00:38:07 | |
The third item on the work plan is to identify metrics and monitor change that occurs to diversity, equity, inclusion, and racial | 00:38:15 | |
justice within the City of Pacific Grove. Metrics are there because in past task force discussions, we said, well, how can you | 00:38:22 | |
monitor change without knowing what it is you're monitoring? What what are you collecting and how are you keeping track of that? | 00:38:30 | |
So subcommittee of myself and the Vice Chair was appointed. | 00:38:39 | |
And we are continuing to work on that. We provided our last update at the August meeting. I would note though that. | 00:38:44 | |
We've heard some public comment about the importance of the task force being out in the community and getting connected with other | 00:38:52 | |
groups and organizations, so it is possible that there may be a new subcommittee recommended that would be a part of monitoring | 00:39:00 | |
change that occurs to diversity, equity, inclusion and racial justice within the city of Pacific Grove. | 00:39:07 | |
The DEI webpage process and review Secretary Hoops was the lead and that was again a web page that was requested at almost one of | 00:39:15 | |

Areas populated by people of certain interests and background. We had Harlem, primarily a black area, we had Chinatown, We had | 00:48:01 | |
Little Italy, we had Germantown, Irish Town, so on and so forth. We even have gone over the years out of that situation where a | 00:48:09 | |
white person didn't go to Harlem at night time by themselves and walk down the street. And why was that? They probably get beat up | 00:48:16 | |
or killed. And there were a lot of people of different sexual orientations who suffered. | 00:48:24 | |
Discrimination and formed little communities like in San Francisco we have the Castro in New England we have P town which is very | 00:48:31 | |
famous for being a gay enclave and gay people seem to like to would be attracted to like mindedness. There's sort of human nature. | 00:48:39 | |
You know look we have different countries, different languages, different cultures French people like to live in France, German | 00:48:46 | |
people like to live in German but yet the United States comes along and we're a mix you can come. | 00:48:54 | |
No one, in fact, as as the chairperson was saying, you mentioned the word of laws. We have real estate laws, cultural laws, | 00:49:02 | |
discrimination laws all throughout this country. This is not Selma AL 1952. There is no longer a George Wallace living promoting | 00:49:09 | |

force purpose to examine city policies, programs and practices through community lens to promote diversity, equity, inclusion, | 00:31:46 | |

Our second purpose is to promote the participation of underrepresented communities defined as people of color, LBGTQ, plus people | 00:31:59 | |
with disabilities, immigrants, et cetera. | 00:32:06 | |
And under ETC. The task force has added youth under 18 and economically disadvantaged individuals. | 00:32:14 | |
And monitor change. So another purpose is to monitor change that occurs to diversity, equity, inclusion, and racial justice within | 00:32:22 | |
the city. | 00:32:27 | |
And sorry if we could back it up one, one word. Thank you. And the city of course means Pacific Grove because we are chartered by | 00:32:33 | |
the Pacific Grove City Council. And our third purpose is to provide feedback, guidance, strategies and recommendations to increase | 00:32:41 | |
community engagement by underrepresented groups. So as you can see, we have a very specific and in some ways. | 00:32:49 | |
Narrow purpose. So This is why we exist and this is what we are set appointed by the City Council to do. | 00:32:59 | |

What are our powers and duties? To what extent can we do our purpose? How do we do our purpose? So we really have two areas within | 00:33:09 | |
the powers and duties. The first is to act in an advisory capacity to the council and city manager. How do we advise them on the | 00:33:16 | |
topics of diversity, equity, inclusion and racial justice as related to the City of Pacific Grove? So we advise the council and | 00:33:23 | |
city manager. | 00:33:30 | |
Secondarily, we recommend to the Council adoption of such laws, rules, regulations, programs and practices on the topics of | 00:33:38 | |
diversity, equity, inclusion, racial justice and healing that relate to the City of Pacific Grove. So that is a slightly different | 00:33:45 | |
power and duty which is to recommend to the Council, again in these specific narrow areas. And I would note there is a third power | 00:33:53 | |
and duty that we have that was not put on this slide, which is if. | 00:34:00 | |
The Council tasks us with something, then we do it. | 00:34:08 | |

So what is a work plan? A work plan is how we accomplish our purpose by setting goals and objectives for ourselves as a task | 00:34:15 | |
force. And it's something that is done pretty much by any city board, committee or Commission. And of course, we work under the | 00:34:22 | |
Brown Act. So our work plan process is in compliance with the Brown Act. | 00:34:28 | |
So typically we appoint subcommittees, that is 2 members less than the quorum and the subcommittees, if you will do the work of | 00:34:35 | |
the work plan they research and draft recommendations or give regular updates. | 00:34:41 | |
It's very important for us that the public is able to weigh in on our work plan and the work that we do. So anytime an item is on | 00:34:48 | |
the agenda, there's an opportunity for public comment. Then once the work plan item is completed by the subcommittee, or | 00:34:54 | |
occasionally we will have one lead person as we are a smaller task force, the task force will either approve or recommend or | 00:35:00 | |
adopt. | 00:35:06 | |
Or receive an update. | 00:35:13 | |
And so again, going back to our purpose, advise the city manager, provide recommendations to the City Council and then if we're | 00:35:16 | |
tasked by the council with doing something, we would do it. And I would note that since our last quarterly review of the work | 00:35:23 | |
plan, there has been a protocol for committee recommendations established by resolution by the City Council by amending Policy | 00:35:30 | |
000-5. And the protocol for doing that is. | 00:35:37 | |
Once the task force takes an action. | 00:35:45 | |
Has a vote, recommends Advises a form that the council has approved, is completed by the chair and then submitted to the council | 00:35:47 | |

And so I would note that this is a little bit different than in the past. This is an actual process that's now been approved and a | 00:35:58 | |

In the past, there was not such a process. So really our work stopped with making a recommendation or advising. So as we're going | 00:36:41 | |
through the items, you'll note that the work plan are the items on the top of the grid and then the past actions are on the bottom | 00:36:48 | |
of the grid. And so I'll sort of briefly take us through them. First of all, draft diversity and equity value statements. We were | 00:36:55 | |
actually tasked that by the council. | 00:37:01 | |
Several years ago. | 00:37:09 | |
A subcommittee of the Vice Chairman and Secretary Hoops worked on that. It was brought forward twice, I believe, to at least two | 00:37:10 | |
different meetings. | 00:37:15 | |
And finally, the draft diversity and equity value statements were approved to be submitted to the Council and so that status is | 00:37:21 | |
completed and those statements will be put on that form and provided to the Council liaison for moving forward and they were | 00:37:28 | |
approved on May 13th of 2024. | 00:37:35 | |
Secondarily, second item on our work plan has actually been carried forward from the very first task force, which is to recommend | 00:37:43 | |
that the city create an annual cultural calendar listing federal, state and local celebrations of cultural significance reflective | 00:37:51 | |
of P GS diverse community. And that was a subcommittee of member Donay and Secretary hoops, which is still in process. | 00:37:59 | |
An update was provided in June and a new subcommittee is going to be needed to take this to completion. | 00:38:07 | |
The third item on the work plan is to identify metrics and monitor change that occurs to diversity, equity, inclusion, and racial | 00:38:15 | |
justice within the City of Pacific Grove. Metrics are there because in past task force discussions, we said, well, how can you | 00:38:22 | |
monitor change without knowing what it is you're monitoring? What what are you collecting and how are you keeping track of that? | 00:38:30 | |
So subcommittee of myself and the Vice Chair was appointed. | 00:38:39 | |
And we are continuing to work on that. We provided our last update at the August meeting. I would note though that. | 00:38:44 | |

our very first task force meetings by members of the community. And there's been community input that's been provided for the last | 00:39:22 | |

Secretary Hoops provided an update in May. We will need to the task force will need to appoint a new lead for that. And several | 00:39:37 | |
months ago we had thought that the best way for the community to really get a better understanding of the web page, which is in | 00:39:44 | |
process, and it will not be formally published as a web page until it is completed. But because it is in process, we thought | 00:39:52 | |
perhaps having a study session dedicated to the web page might be a good. | 00:39:59 | |

Recommend the city promote community healing around the Feast of lanterns with community partner support. Again, there was always | 00:41:42 | |

community. And so again, our recommendation that that the city promote community healing was approved in December of 21 and then | 00:41:56 | |

Recommend the city engage in outreach efforts via survey to solicit feedback, especially from the Hispanic community, on name and | 00:42:11 | |

child in elementary school, I noticed in the city of New York, which was about 8 million people. | 00:47:51 | |

Areas populated by people of certain interests and background. We had Harlem, primarily a black area, we had Chinatown, We had | 00:48:01 | |
Little Italy, we had Germantown, Irish Town, so on and so forth. We even have gone over the years out of that situation where a | 00:48:09 | |
white person didn't go to Harlem at night time by themselves and walk down the street. And why was that? They probably get beat up | 00:48:16 | |
or killed. And there were a lot of people of different sexual orientations who suffered. | 00:48:24 | |
Discrimination and formed little communities like in San Francisco we have the Castro in New England we have P town which is very | 00:48:31 | |
famous for being a gay enclave and gay people seem to like to would be attracted to like mindedness. There's sort of human nature. | 00:48:39 | |
You know look we have different countries, different languages, different cultures French people like to live in France, German | 00:48:46 | |
people like to live in German but yet the United States comes along and we're a mix you can come. | 00:48:54 | |
No one, in fact, as as the chairperson was saying, you mentioned the word of laws. We have real estate laws, cultural laws, | 00:49:02 | |
discrimination laws all throughout this country. This is not Selma AL 1952. There is no longer a George Wallace living promoting | 00:49:09 | |
